Chinese biotech firm Kintor Pharmaceutical Limited saw its stock price jump by more than 20% the day after it announced on April 25 that it had "completed the first patient enrollment and dosing" in a late-stage U.S. clinical trial of its experimental COVID-19 treatment. 
 
It was the company`s latest announcement about the progress of the drug, Proxalutamide. The Hong Kong-listed company`s stock price has nearly quadrupled since March 1 as some analysts wrote about the big sales potential for a COVID-19 treatment. Kintor has seen its market capitalisation soar to HK$23.4 billion ($3 billion) from HK$6.6 billion on March 1. 
 
But the company had not dosed any patients as of early May, according to the doctor Kintor identified as its principal clinical trial investigator in documents it posted on a U.S. trials website. The doctor - California-based gastroenterologist Zeid Kayali - also told Reuters he was "not in charge" of the trial, contradicting what the company had said in the documents describing the study. Kayali declined further comment, referring questions to Kintor. 
 
Told of Kayali`s comments, Kintor Chief Financial Officer Lucy Lu said Kayali was merely one of its trial investigators. She declined further comment on the firm`s announcement on patient dosing. Lu declined as well to name a different principal investigator, or the institution overseeing the trial, calling that information "confidential." 
 
Companies are not obliged to release such information. But many pharmaceutical firms routinely provide details about who is leading their clinical trial and which research organization or medical institution is responsible for ensuring patient safety and scientific validity. 
 
Kintor`s lack of transparency, along with inconsistencies in the company`s statements, raise a "red flag" about the company`s claims, said Stephen Ostroff, a former U.S. Food and Drug Administration (FDA) chief scientist and two-time acting FDA commissioner. 
 
Another red flag: Kintor has repeatedly touted a Brazilian study of Proxalutamide that claimed an effectiveness rate so high that Ostroff and other pharmaceutical specialists say it is hard to believe. 
 
The Brazil study said Proxalutamide showed a 92% reduction in mortality risk among hospitalized COVID-19 patients, which Ostroff said would be "breathtakingly extraordinary" if true. 
 
Alexandre Cavalcanti, director of Sao Paulo`s HCor Research Institute, called a presentation of the study`s findings by its authors "amateur" and said its claimed reduction of mortality risk is too high to be credible in light of a global struggle to find effective COVID-19 treatments. 
 
Kintor stock turned briefly negative in morning trade in Hong Kong, but was trading up more than 4% at 0303 GMT, putting it on course to its third straight session of gains. 
 
STOCK GETS A BOOST 
 
Proxalutamide does not have regulatory approvals and is not available for sale. The Brazil study of the drug has not been peer-reviewed or published, but the authors released a short presentation of its results during a March news conference. Kintor promoted their findings. 
 
"Based on the positive results ... we expect Proxalutamide could become an important tool in the global fight against COVID-19," Kintor`s Chief Executive Tong Youzhi said in a statement announcing the Brazilian results on March 11. 
 
That same day, Kintor`s stock price jumped by nearly 9%. 
 
Lu, Kintor`s CFO, did not answer detailed questions from Reuters about the criticisms of the Brazil study and Kintor`s claims about its U.S. trial. 
 
One of the study`s authors, Brown University dermatology professor Carlos Wambier, dismissed its critics and called its results "very encouraging." 
 
In an April 2 client note, analysts from Beijing-based brokerage China Renaissance cited Kintor`s progress reports as evidence of the "potentially wider application of Proxalutamide." They gave the stock a "buy" recommendation and set a target price of HK$50.75. Kintor`s stock now trades at about HK$66, having reached a record high HK$82 in late April. 
 
"The stock price is majorly driven by the COVID-19-related clinical progress," said Sam Hu, analyst at CMB International in Hong Kong. 
 
One of the study`s authors is a consultant hired by a Brazilian Health Ministry official who is an ally of the country`s President Jair Bolsonaro. The president is a vaccine sceptic and a critic of masks and lockdowns who has promoted discredited COVID-19 remedies such as hydroxychloroquine. The health official, Helio Angotti, assigned a team of consultants to find evidence to support Bolsonaro`s unfounded medical claims. 
 
Angotti declined to comment. Bolsonaro`s office did not respond to written questions from Reuters. The consultant who co-authored the Proxalutamide study, Ricardo Zimerman, did not respond to requests for comment.

Lu said Kintor is in talks with Brazilian federal health regulator Anvisa about conducting its own clinical trial. Anvisa said in a statement that Kintor had not filed any formal request to conduct a trial, but did not comment on any talks between the regulator and the company. 
 
Two Anvisa staffers, speaking on condition of anonymity, questioned the results of the Brazilian Proxalutamide study, saying the authors` results presentation contained no detailed data or evidence. One of the Anvisa staffers characterized the presentation as more marketing than science. Lu told Reuters that the FDA had allowed the firm to progress to a Phase III trial, skipping Phases I and II, after evaluating its previous oncology studies and the Brazil research. Chinese firm may have lied about tests of its COVID-19 drug

Mainland China reported seven new COVID-19 cases on May 13, including its first local transmissions in more than three weeks, the country`s national health authority said on Friday.

Two of the new cases were local infections in the eastern province of Anhui, the National Health Commission said in a statement. The cases were the first local transmissions since April 20, when China recorded two local infections in the southwestern province of Yunnan, where a city on the border with Myanmar reported a new cluster in late March.

China's official Xinhua news agency reported that one of the local cases surnamed Li, had travelled to Anhui on May 1 from Dalian, a port city in China`s northeastern Liaoning province.

The other case, surnamed Zhang, was in close contact with Li during a training class Li led in the city of Luan, near Anhui`s provincial capital Hefei, Xinhua reported.

Another local infection was newly reported on Friday in Feixi county, under Hefei`s jurisdiction, according to the city government. The case, surnamed Lu, had shared a hotel room with Li.

Two areas in Luan city and one part of Feixi county were declared "medium-risk" regions by local authorities in response to the cases. State media reported mass testing being carried out in the main urban area in Luan and some areas in Hefei.

The other five cases announced Friday were imported infections originating overseas. The health commission had reported nine cases a day earlier, all imported.

The number of new asymptomatic cases, which China does not classify as confirmed cases, rose to 22 from 14 cases a day earlier.

In the past 21 days, India`s daily Covid tally has plateaued over the 300,000-mark and over 3,000 casualties for a fortnight. 
 
India`s total tally of COVID-19 cases now stands at 23.7 million with 37 mn active cases and 2,58,317 deaths so far. 
 
According to the Health Ministry, a total of 3,52,181 people have been discharged in the last 24 hours, with 19.7 mn being cured of Covid to date. 
 
The Health Ministry said that a total of 177 mn people have been vaccinated so far in the country, including 18 million who were administered vaccines in the last 24 hours. 
 
According to the Indian Council of Medical Research (ICMR), 309 mn samples have been tested up to May 12 for Covid-19. Of these 18 mn samples were tested on Wednesday.

According to the current protocol, the vaccine must be taken four to eight weeks after recovery from COVID-19 infection.

This is the second increase in the interval for Covishield in three months.&nbsp;

In March, the Centre told states and UTs to increase the gap from 28 days to six to eight weeks for better results.&nbsp;

These recommendations will be sent to NEGVA - the National Expert Group on Vaccine Administration - for approval before the changes and suggestions are implemented.

Earlier, a study published in the medical journal The Lancet on February 19 claimed a 26.2 per cent increase - from 55.1 per cent to 81.3 per cent - if doses were spaced 12 or more weeks apart.

NTAGI comprises government representatives from the Department of Women and Child Development, internal finance division in Ministry of Health and Family Welfare, Department of Biotechnology, Drug Controller General of India (DCGI) along health experts. India started the world`s largest vaccination drive on January 16 this year in a phased manner with healthcare workers (HCWs) getting inoculated first.&nbsp;

The vaccination of frontline workers (FLWs) started on February 2. The next phase of Covid-19 vaccination commenced from March 1 for those over 60 years of age and for people aged 45 and above with specified co-morbid conditions. India launched vaccination for all people aged more than 45 from April 1.

Pfizer and Moderna show less efficacy against double mutant discovered in India

After setting new records with over 400,000 cases per day, the COVID-19 positive cases in India have remained below the four lakh mark this week. At the same time, the death toll continues to be a source of alarm.&nbsp;

The total tally of COVID-19 cases in the country now stands at 2,33,40,938.

The active cases have reduced to 37,04,099 comprising 15.87 per cent of the total infections, while the national COVID-19 recovery rate has improved to 83.04 per cent, the data updated at 8 am showed.

The number of people who have recuperated from the disease surged to 1,93,82,642 while the case fatality rate was recorded at 1.09 per cent, the data stated.

India's COVID-19 tally had crossed the two million&nbsp;mark on August 7, three mn on August 23, four mn on September 5 and five mn&nbsp;on September 16.

It went past six mn on September 28, seven mn on October 11, crossed eight mn on October 29, nine mn on November 20 and surpassed the 10 mn&nbsp;mark on December 19. India crossed the grim milestone of 20 mn on May 4.

According to the ICMR, 30,75,83,991 samples have been tested up to May 11 with 19,83,804 samples being tested on Tuesday.

The 4,205 new fatalities include 793 from Maharashtra, 480 from Karnataka, 347 from Delhi, 301 from Uttar Pradesh, 298 from Tamil Nadu, 214 from Punjab, 199 from Chhattisgarh, 169 from Rajasthan, 144 from Haryana, 132 from West Bengal, 118 each from Gujarat and Uttarakhand, 108 from Andhra Pradesh and 103 from Jharkhand.

A total of 2,54,197 deaths have been reported so far in the country including 77,191 from Maharashtra, 20,010 from Delhi, 19,852 from Karnataka, 16,178 from Tamil Nadu, 16,043 from Uttar Pradesh, 12,593 from West Bengal, 10,941 from Chhattisgarh and 10,918 from Punjab.

The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

The head of the main Indian health agency responding to the coronavirus has said districts reporting a high number of infections should remain locked down for another six to eight weeks to control the spread of the rampaging disease. 
 
Dr. Balram Bhargava, head of the Indian Council of Medical Research (ICMR), said in an interview that lockdown restrictions should remain in place in all districts where the rate of infection is above 10% of those tested. 
 
Currently, three-fourths of India`s 718 districts have what is known as a test-positivity rate above 10%, including major cities like New Delhi, Mumbai and the tech hub of Bengaluru. 
 
Bhargava`s comments are the first time a senior government official has outlined how long lockdowns, which already encompass large parts of country, need to continue to rein in the crisis in India. 
 
Prime Minister Narendra Modi`s government has shied away from imposing a nationwide lockdown because of the economic impact and has left it to state governments. 
 
Several states have introduced varying levels of curbs on economic activity and public movement to stop the spread of the virus, which are mostly being reviewed and extended on a weekly or fortnightly basis. 
 
"The high positivity districts should remain (shut). If they come to 5% from 10% (positivity rate) we can open them, but that has to happen. That won`t happen in six-eight weeks, clearly," Bhargava said in an interview at the New Delhi headquarters of the ICMR, the country`s top medical research body. 
 
Referring to the capital, one of India`s hardest hit cities where the positivity rate reached around 35% but has now fallen to about 17%, Bhargava said: "If Delhi is opened tomorrow, it will be a disaster." 
 
India is in deep crisis in the current wave of COVID-19 infections with around 350,000 cases and 4,000 deaths being reported daily. Hospitals and morgues are overflowing, medical staff is exhausted and oxygen and drugs are running short. 
 
Many experts say the actual case tallies and deaths could be five to 10 times higher. 
 
Modi and other top political leaders have faced a public backlash for addressing mass election rallies where no major COVID-19 safety protocols were followed. The federal government also didn`t intervene to stop a religious festival in a northern state in March that was attended by millions of devout Hindus. 
 
`SLIGHT DELAY` 
 
Bhargava did not criticise the Modi government but conceded there had been a delay in responding to the crisis. 
 
"I think the only discontent we have was there was a slight delay accepting the 10% (recommendation), but that did happen," he said. 
 
He said an April 15 meeting of the National Task Force on COVID-19 had made the recommendation to the government to lock down areas with a 10% positivity rate or higher. 
 
Yet, in a televised speech on April 20, Modi dissuaded states and said a lockdown should be used as "last resort" and the focus should remain on "micro containment zones". 
 
On April 26 - more than 10 days after the task force meeting - India`s home (interior) ministry wrote to states, asking them to implement strict measures for "large containment areas" in hard-hit districts, but only for 14 days. 
 
India`s home and health ministries, as well as Modi`s office, did not respond to requests for comment. 
 
Reuters reported earlier this month the head of the National Centre for Disease Control had privately told an online gathering that strict lockdown measures were required in early April. 
 
Two senior ICMR officials told Reuters the organization was frustrated about political leaders addressing large rallies and allowing religious gatherings, saying the actions publicly flouted required safety measures. Modi himself addressed several of the political meetings, maskless. 
 
"Our messaging has been completely incorrect, not in sync with the situation," said one of the officials, referring to the government. "We have miserably failed." 
 
Bhargava denied there was any discontent within the ICMR and added the agency was on the same page with policymakers. Without commenting directly on political leaders, he said mass gatherings during COVID-19 should not be acceptable in India or anywhere else. 
 
"It`s common sense," he said.

Indian health agency chief says most of country should remain locked down for 6-8 weeks

An Indian Air Force plane carrying 200 oxygen concentrators, arrived from the United Kingdom in Chhattisgarh's Raipur on Tuesday night as part of COVID-19 assistance to India.

The spokesperson of the Ministry of External Affairs (MEA) Arindam Bagchi said that cooperation with the Republic of Korea has continued and appreciated the support from the country.

The Central government in an advisory said the fungal infection mainly affects people who are on medication that reduces their ability to fight environmental pathogens.

The evidence-based advisory for screening, diagnosis and management of the disease was released by the Indian Council of Medical Research (ICMR) and the Union health ministry.

“Mucormycosis, if uncared for, may turn fatal. Sinuses or lungs of such individuals get affected after fungal spores are inhaled from the air,” it said.

Warning symptoms include pain and redness around the eyes and nose, fever, headache, coughing, shortness of breath, bloody vomits and altered mental status, the advisory stated.&nbsp;

In COVID-19 patients with diabetes and immuno-suppressed individuals, one must suspect mucormycosis if there is sinusitis, one-side facial pain or numbness, blackish discolouration over the bridge of the nose or palate, toothache, blurred or double vision with pain, skin lesion, thrombosis, chest pain and worsening respiratory symptoms, it said.

Major risk factors for this disease include uncontrolled diabetes mellitus, immunosuppression by steroids, prolonged ICU stay, malignancy and voriconazole therapy, the ICMR-health ministry advisory stated. &nbsp;

How is it prevented and treated?

To prevent the disease, blood glucose level should be monitored post-COVID discharge and also in diabetic patients; steroids should be used judiciously incorrect timing, dose and duration; clean sterile water should be used in humidifiers during oxygen therapy, and antibiotics and antifungal medicines should be used correctly, it said.&nbsp;

The disease can be managed by controlling diabetes, discontinuing immunomodulating drugs, reducing steroids and extensive surgical debridement- to remove all necrotic materials, according to the advisory.&nbsp;

Medical treatment includes installing peripherally inserted central catheter, maintaining adequate systemic hydration, infusion of normal saline intravenously before Amphotericin B infusion and anti-fungal therapy for at least six weeks besides monitoring the patient clinically with radio imaging for response and to detect disease progression, it said.&nbsp;

Meanwhile, the Delhi University Teachers` Association (DUTA) has written a letter to Singh. "We request the UGC to review its decision for the terminal semester year students. We request that the deadline be extended for MPhil, PhD submissions similar to that during the previous year," DUTA said. 
 
According to DUTA, "The families of the teachers who have died in Delhi University (DU) should be granted jobs on compassionate grounds. Also, the overall situation related to the death of teachers in DU has been apprised to the UGC." 
 
DUTA President Rajib Ray has said pension and gratuity should also be given immediately to retired teachers. Additional funds should also be arranged for teachers and staff working on contract during the pandemic, he added.

Various ministries/departments of the Government of India have seamlessly collaborated through a streamlined and systematic mechanism under the "Whole of Government" approach, for expeditiously delivering the incoming global aid to States and UTs.

Worldwide help is being viably apportioned and expeditiously conveyed by the Government of India to Tertiary Care Institutions across States and UTs for COVID management.

"Cumulatively, 9200 Oxygen Concentrators; 5243 Oxygen Cylinders; 19 Oxygen Generation Plants; 5913 ventilators/Bi-PAP; 3.44L Remdesivir vials delivered/ dispatched through road and air, from April 27, 2021, to May 10, 2021", informed the official release.

Major consignments received on May 10, 2021, from UAE, Israel, USA, Netherland include Ventilators/BiPAP/CPAP (610); Oxygen Concentrators (300) and Favipiravir - 12600 strips (each strip contains 40 tablets).

The National Human Rights Commission of India (NHRC) on Tuesday emphasized that the Centre and States need to put their acts together in order to meet the response by setting up universally functional COVID-19 dashboards for real-time information in the public domain on the availability of hospital beds, oxygen, critical care medicines and devices.

It has also asked for setting up 24X7 functional toll-free helplines and fixing the prices of Covid treatment resources.

The Commission, appreciating and taking a note of the ground realities and challenges, as also reported in the media, related to the management of the second wave of Covid -19, has recommended to the Centre and States, through its 2.0 Covid Advisory, that they need to take immediate action against those hoarding and black-marketing essential medicines, oxygen cylinders and critical care devices. It has also asked them to ramp up the production, transportation and distribution of essential resources.

The Commission has sought action taken report within four weeks on the recommendations contained in its Advisory 2.0, already sent to the Secretary, Union Ministry of Health and Family Welfare and the Chief Secretaries of all States and Union Territories by the Secretary-General, NHRC on 4th May 2021.

Some of the other important recommendations in the 2.0 Advisory are:

Functional and effective Help-Desks should be set up in all public and private hospitals for a preliminary check-up;

The protection of Rights of COVID warriors engaged should be ensured and the body of a deceased Covid patient should be treated with dignity and handed over to the family ensuring all Covid protocols;

Practical time restrictions should be imposed for buying essential commodities during lockdowns.&nbsp;

Centre, States should expeditious implement second wave of  Covid-19 Advisory: NHRC

The Health Ministry has urged states to ensure all beneficiaries who have taken the first dose of COVID-19 are prioritised for the second dose.

Union Health Secretary Rajesh Bhushan and Dr R S Sharma, Member, National Expert Group on Vaccine Administration of COVID-19 reviewed the status of vaccination with health secretaries and National Health Mission MDs of states and UTs through a video conference today.

"States to ensure all beneficiaries who have taken the first dose are prioritised for the second doses," Bhushan said.

He stressed the urgent need to address a large number of beneficiaries waiting for the second dose.

A Health Ministry release said states can reserve at least 70 per cent of the vaccines supplied to them from the Government of India channel (free of cost) for second dose vaccination and the remaining 30 per cent for the first dose.

"This however is indicative. States have the liberty to enhance this to as much as 100 per cent. State-wise numbers on CoWIN have been shared with states for their planning purposes," the release said.

It said that the states were asked to undertake an awareness campaign for reinforcing the importance of complete vaccination with two doses of the vaccine.

Presenting details of states who have ensured high coverage of priority groups (like aged 45+, frontline workers and healthcare workers) and the others, the Health Secretary urged states to ensure that priority groups are vaccinated.

The release said states have been informed in a transparent manner in advance about the COVID vaccines being provided to them from Government of India channel.

"The visibility for the forthcoming fortnight is conveyed to them in advance to enable better and more effective planning by them. The next allocation for May 15-31 will be conveyed to them on May 14. It was pointed out that states can utilize the information regarding dose allocation for next 15 days to plan their vaccination sessions," the release said.

States were also urged to minimise vaccine wastage.

"While the overall levels have considerably reduced, Union Health Secretary pointed that there were many states which still needed to substantially reduce the wastage," the release said.

It was suggested to states to retrain and reorient vaccinators to ensure judicious usage of the vaccines.

"All wastage more than the national average hereafter is to be adjusted from the subsequent allocations to that state/UT," the release said.

Qadiri, of Irvine, pleaded not guilty on Friday to multiple charges including bank fraud, wire fraud, aggravated identity theft, and money laundering, according to the US Attorney’s Office.

Qadiri's lawyer did not immediately respond to a request for comment.

Prosecutors said Qadiri listed one of four mortgage companies in multiple applications for PPP loans, and three banks awarded him a total of more than $5 million. The companies he listed do not exist now, prosecutors said.

COVID-19: Can't keep on mothballing ourselves, says WHO official

The Himachal Pradesh government has decided to impose ‘corona curfew’ in the state from May 7 till midnight of May 16 to break the chain of Covid-19 transmission.

An FIR will also be registered against families hiding information about COVID-infected patients in Himachal Pradesh's Solang district, according to the office of Gram Panchayat, Solang.&nbsp;

The Gram Panchayat Secretary ordered that shopkeepers found without masks and gloves will be fined Rs 500 because of Corona curfew from midnight of May 6.&nbsp;

It has been mandatory to wear masks at all public places in the village.

People who will be travelling from outside to the village will have to undergo a seven-day quarantine, said the secretary.

Meanwhile, families of COVID patients have to also undergo a 14-day home quarantine.

As per the Union Health Ministry, Himachal Pradesh has 25,902 active COVID cases. In the last 24 hours, the state recorded 2,330 new cases and 32 related deaths.

India recorded a new high of 4,12,262 new Covid cases and 3,980 deaths, taking the country's tally to 2,10,77,410.

Russia has registered Sputnik Light, the single-dose vaccine against COVID-19, which has an efficacy of 79.4 per cent, the Russian Direct Investment Fund (RDIF) said.

"The Russian Ministry of Health, the Gamaleya National Research Center of Epidemiology and Microbiology and the Russian Direct Investment Fund announce that Sputnik Light, a single dose COVID-19 vaccine, has received authorization for use in Russia. The single-dose Sputnik Light vaccine demonstrated 79.4% efficacy according to analyzed data taken from 28 days after the injection was administered. An efficacy level of near 80% is higher than that of many two-dose vaccines," the RDIF said in a statement.

According to the statement, the efficacy of Sputnik Light was calculated based on data obtained from Russians "vaccinated with a single injection, having not received the second one for any reason during the mass vaccination program between December 5, 2020, and April 15, 2021."

The one-shot regimen allows for the vaccination of large groups of the population in a short time, helping to speed up the fight against the pandemic during the acute phase," the statement read. Twelve Republican lawmakers have urged the Biden administration to not support a proposal by India and South Africa to the World Trade Organisation to temporary waive some Trade-Related Aspects of Intellectual Property Rights (TRIPS) rules amid the coronavirus pandemic.

The letter is in response to the proposal in this regard by 60 developing countries, led by India and South Africa.

"The United States should continue to oppose the request by India, South Africa, and other nations to waive certain portions of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) for all members of the World Trade Organisation (WTO)," the letter said.

Spearheaded by Congressmen Jim Jordan and Darrell Issa, the lawmakers said the requested waiver is extraordinarily broad and unnecessary to accomplish the goal of giving as many people as possible access to vaccines and treatment for COVID-19.

They claimed that Prime Minister Narendra Modi pressed President Joe Biden to support the waiver during a phone call in early May.

Among other signatories to the letter are Steve Chabot, Louie Gohmert, Matt Gaetz, Mike Johnson, Tom Tiffany, Thomas Massie, Dan Bishop, Michelle Fischbach, Scott Fitzgerald and Cliff Bentz.

"The justification for the waiver rests on an incorrect assumption that IP rights are a significant bottleneck to the widespread availability of COVID-19 vaccines and treatments, the letter said.

"The waiver's sponsors have presented no convincing evidence to support this assertion. Instead, the sponsors mainly just point out that relevant IP rights exist and speculate that those rights could serve as a barrier to access to COVID-19 vaccines and treatments - not that IP rights have actually blocked or significantly hindered their availability, it added.

If anything, the examples of IP 'disputes' cited by the waiver sponsors generally demonstrate that IP rights have not prevented the involved parties from supplying vaccines and other medicines, the letter said.

Respect for intellectual property rights has been a cornerstone of the US trade policy for decades and should not be set aside lightly, the Republican Congressmen said.

"Although some flexibility may be warranted in emergency situations, the waiver of TRIPS IP protections requested by India, South Africa, and other countries would do little to improve public health during this critical period in the COVID-19 pandemic. The scope of the requested waiver is overbroad and unjustified in light of the economic harm it would cause and the negligible benefits it would provide, they said in the letter.

"Existing aspects of TRIPS and global public health initiatives, along with the existing actions of key IP rights holders and innovators, make the waiver unnecessary. While considerable work can still be done to improve access to COVID-19 medicines and other innovations, that work can be done without the drastic step of suspending IP rights, and significant progress has already been made to address the real obstacles hampering the global COVID-19 response, they said.

The lawmakers argued that relevant intellectual property rights have been successfully licensed to expand access to COVID-19 innovations while maintaining IP protections. For example, the Serum Institute of India has secured licenses to produce multiple vaccines, including Astrazeneca and Novavax vaccines.

South Africa's Aspen Pharmacare has secured a license to produce the Johnson &amp; Johnson vaccine.

Several vaccine makers have licensed direct competitors to increase vaccine manufacturing capacity.

Moderna has announced that it would not seek to enforce any of its COVID-related patents against other vaccine makers for the rest of the pandemic and has pledged to license its COVID-19 vaccine patents.

Gilead has licensed nine generic pharmaceutical manufacturers (including in India) to produce its COVID-19 therapeutic drug remdesivir for 127 countries, most of which are developing nations.

Moreover, TRIPS already allows countries to impose compulsory licenses to access vital IP rights, and no country has availed itself of that capability to date for COVID-19 vaccines or treatments, the lawmakers noted.

The proposed waiver is not limited to patents on vaccines or treatments for COVID-19 - the waiver would also gut protections for copyrights, industrial designs (e.g., textile patterns or other ornamental designs), and trade secrets. The waiver's supporters have only offered vague, unsubstantiated explanations for how waiving IP protections for copyrights or industrial designs would lead to improved vaccine or therapeutics availability, they said.

It is also unclear how a waiver of TRIPS obligations would provide more access to trade secrets and proprietary technologies, which are confidential by definition and typically closely guarded, they said.

"Gifting away our technological leadership and competitive advantage at a time when the US economy remains vulnerable would be irresponsible and send the wrong message to millions of American taxpayers. The damage would extend beyond even the considerable value of COVID-19 vaccines and medicines, also endangering the far greater value of the jobs and economic growth promised by these IP rights and the advanced technologies they represent," the Republican Congressmen said in the letter.

Hope of a coronavirus-free nation grows as UK nears zero Covid deaths

Several families in the US find themselves separated from their loved ones more than 13,000 kms away across two continents as the Biden administration’s ban on travellers from India in view of the unprecedented second wave of the COVID-19 pandemic in the country has come into effect.

In some cases, the main earning member of the family has been left stranded in India, with no way to rejoin their spouses and kids in the US while in some other instances, mothers have been separated from their young children as one of the unintended consequences of the travel ban announced by President Joe Biden last week.

The proclamation signed by Biden on April 30 came into effect on May 4.

Certain categories of students, academics, journalists and individuals have been exempted from the ban, according to the US State Department.

The travel ban is for an indefinite period given the major outbreak of the COVID-19 pandemic in India.

Some of these people say that they are now stuck in India for an indefinite period as the American consulates have also been shut down. “My husband who has been on H-1B since 2008 had to travel to India on April 17 to be with his dying father and to perform last rites. Since then, the US embassy in India has been closed. Although he has an approved H-1B visa, he needs visa stamping on his passport and also to attend an in-person interview at the US mission in Delhi,” Neha Mahajan, co-founder of Skilled Immigrants in America, said.

“I am here with our two daughters who miss their dad during this extremely hard time for the family in the middle of this pandemic,” she said.

Nashville-based Payal Raj said that she has no idea when and how will she get back from India to be with her nine-year-old child. “The bans are specifically targeted towards non-immigrants and their families and looking at the history of other country’s bans, this could go on for months or even a year.

“There are thousands of people stuck with heart-breaking stories of coming here to attend to dying parents and then getting stuck due to the bans and not able to go back to their kids and spouses,” Raj told PTI from India.

Abhinav Amresh finds himself stranded in Mumbai away from his kids because the US Consulate in Mumbai has been shut down as a result of which he cannot get his H-1B visa stamped.

The next available appointment that he is now getting is for September. Unless his visa is stamped, he cannot return to the US. “The kids have never been away from their father for so long and the passing of their beloved grandmother and even their dad being away is already putting them under a lot of stress. My wife and I are primary caregivers for the kids and share all household responsibilities. Also, I am the main driver at home to bring groceries, take kids to their doctor (they have a visit and vaccination due) and all regular things,” Amresh said.

The whole situation is becoming very stressful, he said. “My only question to the authorities is - despite the exceptions in the travel ban, there are many people like me with young US citizen kids who had to travel on family emergencies but do not have a valid visa stamping. How can they come back to the US and unite with their family? This is a humanitarian crisis and child rights issue and if travel ban means visa ban then why not say so,” he said.

Utkarsha Hazarnis, who has been in the US since 2013 and now stranded in India as his visa cannot be stamped due to the closure of the US consulate, urged the Biden administration to take active steps for those who have jobs in the US and are currently stuck in India.

“Active measures and alternatives should be worked on to help such cases,” he said.

He had travelled to India to see his ailing father in Mumbai.

Another Indian-American, who requested anonymity, said that she has no clue when the consulates would open. “We have no clue when this proclamation will end. We are not able to meet our families due to the fear of getting stuck over there in India. Of course, nobody is stopping us now, but we bought a house here. Our kids are studying here for five years… This is not an easy situation for us to handle,” she said.

Hemanth Modadugu was supposed to travel to India for H-1B stamping and get married in May 2020. However, he had to cancel. He left the US for India in April. “I left Seattle on April 24. I reached Doha and within the next 10 minutes, I received an email that all visa appointments are cancelled. I cannot return to the US without stamping. So, I continued my journey to India. Even if I had a hint of appointment cancellation while in the US, I would have tried to cancel my trip,” he said.

“Now, on top of visa appointment cancellation, we received the news of a travel ban. Why leave H-1B visa holders or those who came to India for stamping from exemptions?” Hemanth asked.

The new travel restrictions have been imposed for an indefinite period and will require another presidential proclamation to end it. India is struggling with an unprecedented second wave of the COVID-19 pandemic with more than 3,00,000 daily new coronavirus cases being reported in the past week.

In some cases, the main earning member of the family has been left stranded in India, with no way to rejoin their spouses and kids in the US while in some other instances, mothers have been separated from their young children as one of the unintended consequences of the travel ban announced by President Joe Biden last week. The proclamation signed by Biden on April 30 came into effect on May 4. Certain categories of students, academics, journalists and individuals have been exempted from the ban, according to the US State Department. The travel ban is for an indefinite period given the major outbreak of the COVID-19 pandemic in India. Some of these people say that they are now stuck in India for an indefinite period as the American consulates have also been shut down. “My husband who has been on H-1B since 2008 had to travel to India on April 17 to be with his dying father and to perform last rites. Since then, the US embassy in India has been closed. Although he has an approved H-1B visa, he needs visa stamping on his passport and also to attend an in-person interview at the US mission in Delhi,” Neha Mahajan, co-founder of Skilled Immigrants in America, said. “I am here with our two daughters who miss their dad during this extremely hard time for the family in the middle of this pandemic,” she said. Nashville-based Payal Raj said that she has no idea when and how will she get back from India to be with her nine-year-old child. “The bans are specifically targeted towards non-immigrants and their families and looking at the history of other country’s bans, this could go on for months or even a year. “There are thousands of people stuck with heart-breaking stories of coming here to attend to dying parents and then getting stuck due to the bans and not able to go back to their kids and spouses,” Raj told PTI from India. Abhinav Amresh finds himself stranded in Mumbai away from his kids because the US Consulate in Mumbai has been shut down as a result of which he cannot get his H-1B visa stamped. The next available appointment that he is now getting is for September. Unless his visa is stamped, he cannot return to the US. “The kids have never been away from their father for so long and the passing of their beloved grandmother and even their dad being away is already putting them under a lot of stress. My wife and I are primary caregivers for the kids and share all household responsibilities. Also, I am the main driver at home to bring groceries, take kids to their doctor (they have a visit and vaccination due) and all regular things,” Amresh said. The whole situation is becoming very stressful, he said. “My only question to the authorities is - despite the exceptions in the travel ban, there are many people like me with young US citizen kids who had to travel on family emergencies but do not have a valid visa stamping. How can they come back to the US and unite with their family? This is a humanitarian crisis and child rights issue and if travel ban means visa ban then why not say so,” he said. Utkarsha Hazarnis, who has been in the US since 2013 and now stranded in India as his visa cannot be stamped due to the closure of the US consulate, urged the Biden administration to take active steps for those who have jobs in the US and are currently stuck in India. “Active measures and alternatives should be worked on to help such cases,” he said. He had travelled to India to see his ailing father in Mumbai. Another Indian-American, who requested anonymity, said that she has no clue when the consulates would open. “We have no clue when this proclamation will end. We are not able to meet our families due to the fear of getting stuck over there in India. Of course, nobody is stopping us now, but we bought a house here. Our kids are studying here for five years… This is not an easy situation for us to handle,” she said. Hemanth Modadugu was supposed to travel to India for H-1B stamping and get married in May 2020. However, he had to cancel. He left the US for India in April. “I left Seattle on April 24. I reached Doha and within the next 10 minutes, I received an email that all visa appointments are cancelled. I cannot return to the US without stamping. So, I continued my journey to India. Even if I had a hint of appointment cancellation while in the US, I would have tried to cancel my trip,” he said. “Now, on top of visa appointment cancellation, we received the news of a travel ban. Why leave H-1B visa holders or those who came to India for stamping from exemptions?” Hemanth asked. The new travel restrictions have been imposed for an indefinite period and will require another presidential proclamation to end it.
