The European Commission declared Monday it has "zero tolerance for fraud" after the New York Times alleged the gigantic EU agriculture budget shores up political corruption in eastern member states.

The Commission has "very clear rules for how funds should be managed" and "takes any allegation of misuse very seriously," spokesman Daniel Rosario insisted.

Spokeswoman Mina Andreeva said the EU anti-fraud office, OLAF, looks into such allegations and added that the main responsibility for correct spending of the budget falls on member state governments.

"We are not here to replace national governments," she said. "We cannot and will not do the work for them."

The defensive statements came a day after a detailed New York Times report alleged that some of the EU's 59-billion-euro ($65-billion) farm subsidies from its common agriculture policy (CAP) prop up "oligarchs and political patrons" in eastern countries including, notably, Hungary and the Czech Republic.

The report found the system to be "warped by corruption and self-dealing" and argued that it had become too important to keeping the European Union together to be fundamentally reformed.

The Commission spokespeople shot back by saying that past abuses had been caught and referred to OLAF, and further investigations are ongoing.&nbsp;

But they admitted the European Union is only now about to get its first European Public Prosecutor's Office to go after wrongdoing involving EU funds that national governments are unable,&nbsp;or unwilling,&nbsp;to prosecute.

In addition, the Chinese Ambassador to Pakistan, Yao Jing, has also reportedly announced that Beijing is planning to invest one billion US dollars in development projects in Pakistan, especially the CPEC that connects Gwadar Port in Balochistan with China's Xinjiang province.

"Pakistan borrowed $16B from abroad in the 2018-19 fiscal year to avoid running out of foreign currency. 42 per cent&nbsp;of that, or $6.7B, came from China. The government also approached IMF, which in July approved a $6B bailout," Jeff M. Smith, a research scholar from South Asia-Heritage Foundation, said on Twitter.

India's model aims at resolute economic growth. The Narendra Modi-led NDA 1.0's aggressive push for industrialisation and schemes to bolster several sectors have induced rapid growth. In particular, India focused on cash crops, natural resources, renewable energy, small businesses, entrepreneurship and public capital investment.

However, there were several factors that hindered stable growth and will pose a challenge to growth over the next five years. For India, these factors are monsoon and unpredictability in oil.

The Indian economy is indispensably linked with our monsoon because of water resources. Most of the country gets over 75 per cent annual rainfall in just three to four months which impacts agriculture, in particular, grain crops (legumes, wheat etc). Hydro-electric power also makes up a significant portion of power usage in India. Generating renewable energy from water is especially lucrative for India because monsoon is a consistent season in India even though the amount of water fluctuates. Speaking of which, over the past five years, the economy has faced hard luck in terms of monsoon. Water potential and wind power directly impact the Indian economy. Wind power is used to generate electricity and even to draw water. As for rainfall, the Modi-led NDA's first term was hit by drought, floods or pointedly less rainfall in comparison to previous years. In this time, the population also exploded to 1.3 billion people. The population has increased at a much faster rate than grain production. If this trend continues, India will face a very serious economic crisis.

At the end of the day, we are all hoping for stable and necessary rainfall over the next monsoon season so that the economy can also stabilise in this regard. Additionally, in order to offset shocks from potential years of drought and/or floods, PM Modi can take several steps. The first is to create mechanisms for mass water storage from unused monsoon water in places of largescale irrigation and where hydro-power is generated. A system should be devised where not a drop is wasted. This is especially important because PM Modi has assured to double farmer incomes and this year's Budget depends expressively on agriculture to boost the economy. Simultaneously, one can see the crisis associated with no water in Chennai, for example, over the past four months. The government has also paid farmers during past droughts which puts fiscal deficit under stress. Food accounts for approximately half of India's consumer price index. Therefore, droughts and floods also raise prices on crop which requires more government spending on welfare. Another step PM Modi should take is utilising technological innovation in cultivation and transportation of agriculture. Technology should also be used with more focus in things like soil testing, water allocation and water management. Agricultural innovation should be encouraged and used with full force as well.

The precariousness of oil prices is a major destabilising factor for the Indian economy. It proves especially poignant for India who imports a significant portion of our oil. Most recently, India has lost 11 per cent of its oil from Iran when we agreed to comply with US sanctions. Oil volatility can lead to large deficits and can force the government to spend money on energy instead of allocating to other necessary areas (water, schemes to help poor, etc). Therefore, it is necessary to build shields to offset volatility shocks over the next five years. There are several methods to do this. PM Modi should focus on more active derivative financial and commodities markets with oil products. This will help India reduce dependence for oil imports and would also bring discipline to the oil market. Another suggestion would be to strengthen the rupee. This would help deflect the surges from oil import bills which are inelastic in nature.&nbsp; Inelasticity in this case refers to consumer buying habits remain unchanged regardless of the price of oil increasing or decreasing.

As a rapidly growing economy over the next five years, it is high time that India understands and acts to buffer the severity of oil prices; especially in light of US sanctions on oil producing countries that India receives exports from. Oil volatility can destabilise our economy and also has the potential to disrupt the global economy by causing a precipitous inflation. If the above measures are implemented, India would be able to not only cushion oil volatility shocks, but also reduce volatile oil prices to a sustainable, predictable level.

Conclusion

Despite these imponderables, India is still well on its way to become a US $5 trillion economy. The development of the energy market will be a determining factor of how fast we reach the target, as will employment generation, water management and sustainable growth. The good news is that PM Modi has placed immense importance on all of these areas respectively.

The number of government job vacancies are expected to grow in the next year through schemes involving industry and government (ie. Sagarmala Port project, road, railway infrastructure across the country, development in the Northeast, etc). A water ministry has already been implemented and there are multiple schemes for environment sustainability. PM Modi's increased focus and expansion on already existing on healthcare (Ayushman Bharat) and education schemes (Beti Bachao, NEP 2019, etc) aim to alleviate overpopulation in the next decade. Now it is up to citizens to also actively join forces with the government. If we work to conserve water, develop innovation (especially in agriculture, renewable energy) and clean up our environment, why just a five trillion economy? We can achieve a ten trillion dollar economy in less than five years.

Can India realistically become US $5 trillion economy?

Andhra Pradesh Finance Minister Buggana Rajendranath Reddy has introduced the state Budget for 2019-20 with an outlay of Rs 227,975 crore with a focus on housing, agriculture, education, and human capital development.

While Reddy introduced the Budget in the state legislative assembly, Revenue Minister Pilli Subhash Chandra Bose introduced the same in the&nbsp;

The Budget has allocated Rs 9,786 crore to the housing sector. While the PMAY (urban) will get Rs 5,000 crore, PMAY-YSR weaker sections housing scheme has been allocated Rs 1,280 crore and YSR urban housing scheme Rs 1,000 crore.

The Budget allocates Rs 8,750 crore for YSR Rytu Bharosa scheme, which will benefit 64.06 lakh farmers, including 15.36 lakh tenant farmers.

The Budget allocates an amount of Rs 15,000 crore for the welfare and development of Scheduled Castes (SCs) and Rs 4,988 crore for scheduled tribes (STs).

A sum of Rs 4,560 crore has been allocated for YSR Nine Hours Free Power Supply while the Market Stabilisation Fund has got Rs 3,000 crore.

The Jagan Anna Amma Odi scheme has been allocated Rs 6,456 crore, infrastructure development in schools Rs 1,500 crore, Natural Calamities Fund Rs 2,002 crore and YSR-PM Fasal Bima Yojana Rs 1,163 crore.

For the mid-day meal scheme, Rs 1,077 crore has been allocated while a sum of Rs 1,500 crore has been earmarked for infrastructure development in hospitals.

A sum of Rs 3,000 crore has been allocated for subsidising rice under the public distribution system. For the development of the capital city of Amaravati, the state government has proposed to allocate Rs 500 crore in the Budget.

The estimated revenue deficit is about Rs 1,778 crore and the fiscal deficit is estimated at Rs 35,260 crore.

The Finance Minister's announcement asking stock market regulator Sebi to increase public shareholding from 25 per cent to 35 per cent was seen as the biggest wealth-shifting announcement, as this would bring in a lot of additional paper in the market, sucking out liquidity. Some analysts read it as a negative for the market and insisted that some of the businesses, especially in the case of mid-cap and small-cap, promoters would end up loosing more.

The BSE Sensex lost 400 points at 39,112 in early trade on Monday in the first post-Budget week. The Nifty opened down as well trading 120 points down at 11,691 points.

Budget, in principle, is a statement of annual accounts with estimates of revenue and expenditure. However, it also offers an opportunity to define new vision and articulate needed reforms.&nbsp;

It is, therefore, appropriate to read the annual Budget as integral to the vision and larger policy framework of the government.

In the case of agriculture, this government’s vision is farmers’ total welfare. The strategy is focused around securing a time-based rise in their income and supplementing it with various social services, including direct income support transfers. This amounts to a paradigm shift in the production-centric agriculture as practised till recently.

The government’s strategy to double farmers’ income by 2022, and sustain continued increases thereafter, entails liberalisation of agriculture.&nbsp;

Crying for attention is the need to treat all sub-sectors of agriculture on a par. Another area is to practise agriculture as a value-based system with the farmer as the entrepreneur at the fulcrum.&nbsp;

Let us test the Budget on these touchstones. In recent years, especially beginning 2016-17, several policy changes have filled positive content in this context. This Budget fits well with this space, and a positive spirit in favour of farmers and farming can be gleaned from the finance minister’s opening propositions.&nbsp;

One of these was, “Reform, Perform and Transform”; the other was “physical connectivity is the lifeblood of our economy”. What in parallel matters more than budgetary allocations is the efficient use of capital investments. The resolution to this lies in upgrading the quality of infrastructure, manpower and the institutional mechanism. The Budget addresses these aspects well.

One structural weakness affecting agriculture is land division and fragmentation. This is addressed by committing 10,000 new Farmers Producers Organisations by 2022. The income tax exemption to FPOs was earlier given in Budget 2018.&nbsp;

Another weakness negatively impacting monetisation is poor road connectivity between production and consumption zones. A study for the year 2012-13 by CIPHET revealed that food loss was as high as Rs 93,000 crore in the country.&nbsp;

The budgetary support for both rural roads and state highways will negotiate this critical gap. The allocation of Rs 80,250 crore under the Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase III &nbsp;that will upgrade the quality of 1,25,000 km of roads, will &nbsp;integrate the agricultural produce with the markets over space and let the farmers gain greater value. &nbsp;

An important aspect of transforming agriculture is to re-mandate it to generate employment and income, and not merely to support food security.&nbsp;

In line with this, there is a reference to shift the status of farmers from Annadata to Urjaadata. This sets the context for the farmers to go beyond conventional crop production and adopt solar or other energy sources, such as bio-methanation, and enrich their income bouquet.

Rural prosperity, notwithstanding emerging structural diversity, is still majorly predicated upon agriculture, whose state can be improved by facilitating it to generate gainful jobs and incomes. &nbsp;

The Budget supports job creation through 100 new clusters of industries based on bamboo, honey and khadi. &nbsp;

In addition to 50,000 jobs for artisans, the farmers will find new market avenues for their primary and secondary produce. ASPIRE is another scheme that targets to skill 75,000 entrepreneurs in the agro-rural industry sector, besides setting up 80 livelihood business incubation centres and 20 technology business incubators. &nbsp;

Both these schemes fall within the ambit of secondary agriculture and directly address the existing lag pertaining to both land and manpower use in the farm sector.&nbsp;

Besides soil, water, a critical input, has emerged as a challenge in sustaining agriculture. The new ministry of Jal Shakti now stands mandated through the Budget to focus on integrated demand and supply side water management at local level. This will bring in water use efficiency in various domains, including agriculture. &nbsp;

On the other front, oil-seed production is rightly supported, whose deficit is now costing the exchequer Rs 70,000 crore annually. The dairy and fishery sectors are well recognised. The Pradhan Mantri Matsya Sampada Yojana will bridge the gaps in production and marketing infrastructure in the fisheries domain.&nbsp;

The emphasis on promotion of dairy cooperatives will increase the organised milk sector from the present lows of 20 per cent.

The Budget also brings the much-needed focus on post-harvest management by supporting greater coverage under the National Agriculture Market or e-NAM, a mechanism for direct marketing of vegetables, fruits, dairy and fishery products, interlinked warehouse and logistics infrastructure, among others. &nbsp;

Gross capital formation in agriculture bears a direct correlation with growth rates, and the Budget invites attention on private investment. The ground was laid earlier through the new Model Acts on agricultural marketing, contract farming and services, and Gramin agricultural markets.&nbsp;

This trend is buttressed by liberalised foreign direct investment and micro, small and medium enterprise credit up to Rs 1 crore and other triggers for start-ups.&nbsp;

The Budget also targets 20 million rural population, including farmers, under digital education; promoting ease of life and ease of doing agri-business.

The Budget clearly shows a continuity of the vision of the prime minister and a consistency in policy reorientation to improve the lot of the farmers.

Fuel prices take hit after Budget, petrol costlier by Rs 2.45 at Rs 72.96 in Delhi

With upscaling infrastructure investments to Rs 100 lakh crore over the next five years and measures to rejuvenate the rural and urban economy, the <a href="https://www.wionews.com/business-economy/budget-2019-here-is-what-favours-you-and-what-does-not-233308">Union Budget for 2019-20</a> sets a clear action plan for making India a five trillion dollar economy by 2025, according to leading industry chambers.

"Directionally the budget is good and it takes forward the plan that was laid out by the government during the interim Budget. There are several positives in the budget, and it provides a set of benefits for most segments of the society," said FICCI President Sandip Somany.

"We see a clear action plan for realising the vision of making India a five trillion dollar economy over the next few years with a focus on ease of living," he said appreciating the Budget's focus on infrastructure development. "We are also encouraged by the focus on promoting public-private partnership for modernisation and upgradation of the nation's railway infrastructure."

So many said the announcement to further provide Rs 70,000 crore for capital infusion into public sector banks along with measures to strengthen the governance processes within the banks should help in improving the credit flow to the industry.

CII President Vikram Kirloskar said the adherence to fiscal consolidation path while providing the necessary boost to consumption, investment and special emphasis on agriculture and rural sector steps in the right&nbsp;direction to take the economy to five trillion dollar mark.

"The measures are expected to debottleneck the economy and create a healthy eco-system for the revival of business sentiment. The Budget did well to bring all companies having turnover upto Rs 400 crore under the 25 per cent corporate tax rate ambit from the erstwhile limit of Rs 250 crore. This is a good beginning and as it is expected to provide a fillip to the corporate sector earnings which could be ploughed back in investments," he said.

Kirloskar said measures, like strengthening of logistics infrastructure and stepping up efforts in rural housing, are likely to provide a significant impetus to investment spending and consumption in the economy. Apart from boosting growth in the near to medium term, they will also help generate jobs in the economy.

ASSOCHAM President B K Goenka said <a href="https://www.wionews.com/india-news/nirmala-sitharaman-delivers-longest-ever-budget-speech-of-2-hours-17-mins-233293">Finance Minister Nirmala Sitharaman</a>'s maiden budget is a mega investment-oriented initiative with a strong focus on scaling up rural infrastructure and demand along with slew of tax simplification measures.

"The disinvestment target of Rs 1.05 lakh crore along with the commitment to disinvest Air India will be good efforts to enhance the fiscal stability with fiscal deficit being pegged lower at 3.7 per cent of GDP," he said adding that initiatives like e-assessment, inter-changeability of PAN and Aadhaar, digital payment will make a big difference to taxpayers.

The next phases of affordable housing, national highway projects should also be growth drivers, said Goenka. "The focus on Make in India is visible as also emphasis on sustainable development by measures like electric vehicles and renewable energy. Boost to high-technology manufacturing like semi-conductor and commercialisation of space technologies are innovative measures."

"We are also encouraged by the focus on promoting public-private partnership for modernisation and upgradation of the nation's railway infrastructure." CII President Vikram Kirloskar said the adherence to fiscal consolidation path while providing the necessary boost to consumption, investment and special emphasis on agriculture and rural sector steps in the right direction to take the economy to five trillion dollar mark. "The measures are expected to debottleneck the economy and create a healthy eco-system for the revival of business sentiment. The Budget did well to bring all companies having turnover upto Rs 400 crore under the 25 per cent corporate tax rate ambit from the erstwhile limit of Rs 250 crore. This is a good beginning and as it is expected to provide a fillip to the corporate sector earnings which could be ploughed back in investments," he said. Kirloskar said measures, like strengthening of logistics infrastructure and stepping up efforts in rural housing, are likely to provide a significant impetus to investment spending and consumption in the economy. Apart from boosting growth in the near to medium term, they will also help generate jobs in the economy. "The disinvestment target of Rs 1.05 lakh crore along with the commitment to disinvest Air India will be good efforts to enhance the fiscal stability with fiscal deficit being pegged lower at 3.7 per cent of GDP," he said adding that initiatives like e-assessment, inter-changeability of PAN and Aadhaar, digital payment will make a big difference to taxpayers. The next phases of affordable housing, national highway projects should also be growth drivers, said Goenka. "The focus on Make in India is visible as also emphasis on sustainable development by measures like electric vehicles and renewable energy. Boost to high-technology manufacturing like semi-conductor and commercialisation of space technologies are innovative measures."

Niti Aayog CEO Amitabh Kant on Thursday hailed the Union Budget presented by Finance Minister Nirmala Sitharaman calling it as path-breaking and very comprehensive.

Speaking to ANI, Kant said, "The Union Budget 2019 is path-breaking. It is a very comprehensive budget. We are particularly delighted as Finance Minister has acknowledged role of Niti. But more important is the road map that she has set for laying down a vision for 5 trillion US dollars economy."

"We needed credit flow to take off, so Sitharaman has provided Rs 70,000 crores to the banks. She is focused on strategic disinvestment and asset monetization. This should bring in the role of the private sector in India," said Kant.

"The Finance Minister has also provided 100 lakh crore over a period of five years to drive infrastructure. With this, we are able to create roads, ports, airports and we will see a huge multiplier effect in the economy," he said.

NITI Aayog CEO further said, "The other key thing is that this budget pushes for a very unique ecosystem for startups. Sitharaman takes the issue of Angel tax. She pushes for digitisation in a very big way that merchants does not pay the extra amount. She pushes for an electric vehicle."

"Sitharaman has talked about large scale manufacture. She spoke of opening Foreign Direct Investment (FDI) in several areas like airports. She has opened up a single brand route which will enable the foreign mobile country to manufacture here. It is a massive thrust to manufacture," he said.

To a question about fiscal policy, Kant said, "Sitharaman brought the target of the fiscal deficit from 3.4 per cent to 3.3 per cent."

Talking about NITI Aayog's role, Kant said, "NITI Aayog will focus on every aspect of the budget like structural changes in agriculture. We will focus on Micro, Small and Medium Enterprises (MSMEs), electric vehicle and artificial intelligence as all these are areas of growth."

"MSMEs will play a critical role as it is a very big job creator. India can not grow without jobs and MSMEs will provide it," he added.
