He also plans to paint other aircraft, with the aim of promoting tourism in&nbsp;Pakistan.

Such art has become one of&nbsp;Pakistan's best-known cultural exports in recent years. UNESCO, for example, has been using truck art, blended with indigenous themes, to promote girls' education in a northwestern Khyber Pakhtunkhwa province.

"The world is familiar with our truck art representation; now, with this aircraft, our colours will fly in the air. We are really excited," Haider Ali, the artist painting the aircraft, told Reuters at the academy's hangar.

Trained by his father, Ali, 40, has been decorating trucks since his childhood and is now one of the most prominent such painters in&nbsp;Pakistan.

But Washington believes it has been penalized by the method of calculation chosen, which, according to the Trump administration, has led to an excessive amount of customs duties levied on American products.&nbsp;

"In implementing its tariffs... the EU used trade data from a period in which trade volumes had been drastically reduced due to the horrific effects on the global economy from the Covid-19 virus," the USTR statement said.&nbsp;

"The result of this choice was that Europe imposed tariffs on substantially more products than would have been covered if it had utilized a normal period.&nbsp;Although the United States explained to the EU the distortive effect of its selected time period, the EU refused to change its approach," the statement said.&nbsp;

As a result the US "is forced to change its reference period to the same period used by the European Union," it continued.

The US also deplored an EU decision to exclude the UK from its calculations, which it argued unfairly increased the tariffs.&nbsp;

The feud over European aircraft manufacturer Airbus and its American competitor Boeing is the longest and most complicated ever handled by the WTO.

The aviation feud predates Trump, but Washington quickly embraced the opportunity to impose $7.5 billion in tariffs against Europeans after also being cleared to do so by the WTO last year.

Washington imposed punitive tariffs of 25 percent on iconic EU products such as wine, cheese and olive oil and put a 15 percent tariff on Airbus planes in March.

In retaliation, the EU has been imposing customs duties on $4 billion of American exports since the beginning of November.

The report from the Senate Commerce Committee Republican staff Friday said testing of a key safety system known as MCAS tied to both fatal crashes was contrary to proper protocol.

The committee concluded Federal Aviation Administration (FAA) and Boeing officials "had established a pre-determined outcome to reaffirm a long-held human factor assumption related to pilot reaction time ... It appears, in this instance, FAA and Boeing were attempting to cover up important information that may have contributed to the 737 MAX tragedies."

The Senate Commerce Committee also said the FAA continues to retaliate against whistleblowers. The FAA's parent agency, the Transportation Department, has also hindered investigators by failing to turn over documents, it said.

The report follows a similarly scathing review of the FAA by a House panel earlier this year. Both grew out of concern about the agency's approval of the Boeing Max.

In a statement, the FAA said the report "contains a number of unsubstantiated allegations" and defended its review of the Max, calling it thorough and deliberate.

All Max planes were grounded worldwide after crashes in Indonesia and Ethiopia killed 346 people. Following a lengthy review of Boeing changes, the FAA last month approved the plane to fly again if airlines update a key flight-control system and make other changes.

According to a whistleblower who was an FAA safety inspector, Boeing representatives watched and gave advice to help test pilots in a flight simulator respond to the problem in a few seconds. The reaction of three flight crews was still slower than Boeing had assumed, according to the report. Each time the plane would have been thrown into a nose-down pitch, although recovery would have been possible, the investigators said.

In the two Max crashes, a failure of the key flight system, called MCAS, pushed the nose down repeatedly, sending the planes into fatal dives.

The FAA countered that it was an FAA pilot who discovered a separate computer issue in the plane, a flaw that took Boeing additional months to fix.

Investigators also said an FAA division manager was first invited, then excluded from a review of the Max crashes even though his position normally would call for him to participate in the review.

Around 79,000 CCP branches have been set up inside western companies where members if called on, are answerable directly to the Communist Party and President Xi himself, the reports said. 
 
"It is also going to embarrass some global companies who appear to have no plan in place to protect their intellectual property from theft, from economic espionage," Markson said. 
 
The data was reportedly extracted from a server in Shanghai in 2016 by Chinese dissidents, who used it for counterintelligence purposes. It was later leaked to the international bipartisan group the Inter-Parliamentary Alliance on China, before being sent to the international consortium of four media organisations--The Australian, the UK`s Mail on Sunday, Belgium`s De Standaard, and a Swedish editor. 
 
The Australian did not name the individual members on the list, only the companies they work for.

For the commercial space industry, "consistency is key," said Mike French, a vice president at the Aerospace Industries Association trade group who earlier served as NASA chief of staff under Obama.

"If you shake the etch-a-sketch now, you will (be) risking a series of potentially historic accomplishments and the strong and sustained bipartisan support NASA has seen across its portfolio," French told Reuters.

Roughly 20 former senior NASA officials and scientists have assembled as a volunteer subgroup under the Biden campaign's science committee to informally help draw up ideas for a space platform.

Many held jobs in the Obama administration and are jockeying for influential roles on the transition team or in a Biden administration.

Members of the subgroup also want to boost NASA funding for Earth science and support partnerships with other nations. They stressed that Biden's space agenda, and the staff assignments to lead it, were in a formative stage as his campaign prioritizes more pressing issues, like the coronavirus pandemic and joblessness.

A Biden campaign spokesman pointed to earlier remarks from Biden. In August, after SpaceX launched and returned the first astronauts from US&nbsp;soil on a trip to the ISS in nearly a decade, Biden said he looked forward to "leading a bold space program that will continue to send astronaut heroes to expand our exploration and scientific frontiers."

Representatives for Blue Origin and Boeing declined to comment. SpaceX and the Trump campaign did not respond to requests for comment.

Fight over Boeing rocket

But the Biden space group is divided on what to do about Boeing's SLS, several sources said.

The super heavy-lift rocket has been beset by development delays and cost overruns, but supports tens of thousands of jobs in Alabama and California and is seen by backers as central to NASA's exploration plans and the only path to Trump's 2024 timeline for the Artemis mission.

Critics say the rocket's aging technology and launch costs of $1 billion or more permission should prompt a formal White House or Congressional review of the program, particularly if SpaceX and Blue Origin are able to offer new rockets at a lower cost.

It costs as little as $90 million to fly Musk's massive but still less-powerful Falcon Heavy, and some $350 million per launch for United Launch Alliance's legacy Delta IV Heavy.

Whether a Biden space policy would be more friendly to SLS or to newer commercial alternatives from "new space" players will be heavily influenced by his choice for NASA administrator, a role the campaign wants to be filled by a woman, two people said.

NASA views SLS as its only human-rated ride to the moon in the near term, said Doug Loverro, the former NASA head of human spaceflight.

"But is that the long-term direction to continue to pursue?" Loverro asked.

The European Union on Tuesday won the right to impose tariffs on $4 billion of US&nbsp;goods in retaliation against subsidies for planemaker Boeing, deepening a record trade spat that has already prompted Washington to slap duties on EU imports.

The World Trade Organization (WTO) tariff award, which confirms a decision first reported by Reuters on Sept 30, threatens to intensify transatlantic trade tensions just three weeks ahead of the US&nbsp;presidential election.

However, negotiators on both sides say it could also lead at last to discussions to resolve a 16-year legal battle over subsidies to aircraft manufacturers Boeing and Airbus.

Both the United States and the EU have signalled interest in settling the dispute over planemaker subsidies, while accusing the other of refusing to talk seriously.

Tuesday's decision, delayed by the COVID-19 pandemic, follows a WTO ruling last year allowing Washington to impose tariffs on $7.5 billion in EU goods over state support for Airbus, which has sites in Britain, France, Germany and Spain.

Combined, the two cases represent the world's largest ever corporate trade dispute.

Consuming thousands of pages of testimony and an estimated $100 million in costs since 2004, the aircraft spat has tested the resolve of the WTO, which is busy selecting a new leader.

The state of Washington has since repealed an aerospace tax break that benefited Boeing, while Airbus has announced it will increase loan repayments for the A350 plane to France and Spain in bids to settle the matter.

Boeing shares fell 2%.

The U.S. government said there was no legal basis for the European Union to impose tariffs since the contested measure had been eliminated, a view echoed by Boeing, which said it had already complied with WTO findings.

The EU says the same is true of U.S. tariffs imposed against subsidies to the A380 plane which is being taken out of production.

U.S. Trade Representative Robert Lighthizer said any move by the EU to slap tariffs on $4 billion of U.S. airplanes and other goods would be "plainly contrary to WTO principles and will force a U.S. response."
