Indian authorities have intercepted and seized a consignment of banned chemical weapons en route from China to Pakistan which has raised concerns about the ongoing proliferation of weapons of mass destruction in the region.&nbsp;The chemical Ortho-Chloro Benzylidene Malononitrile (CS) is known to be used in riot control and as an incapacitating agent during warfare.

The consignment originated from Chengdu Shichen Trading Co, a Chinese firm, and was intended for Rohail Enterprises, a Rawalpindi-based defence supplier.&nbsp;

Weighing approximately 2560 kilogrammes and stored in 103 drums, each containing 25 kg, the shipment was an onboard vessel Hyundai Shanghai that sailed under the Cypriot flag, on April 18, from Shanghai Port, China. On its journey to Karachi, the vessel made a stop at Kattupalli Port in Tamil Nadu on May 8 where Indian customs authorities during a routine check detained the consignment.

The chemical, which is on India's export control list 'SCOMET' (Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET)) as a controlled substance led to further investigation. Once confirmed that the shipment contained Ortho-Chloro Benzylidene Malononitrile, a substance listed under the Wassenaar Arrangement as well, an international arms control regime to which India is a signatory, it was seized.&nbsp;

The consignment was seized and held off under two&nbsp;Indian laws - the Customs Act, 1962, and the Weapons of Mass Destruction and Delivery Systems (Prohibition of Unlawful Activities) Act, 2005.

The discovery of such a large quantity of Ortho-Chloro Benzylidene Malononitrile, bound for Pakistan raises questions and its intended use. This is not the first time, India has seized material bound for Pakistan from China.&nbsp;

China has previously been involved in supplying dual-use items and controlled substances to Pakistan in the past as well. Earlier this year, Indian authorities intercepted and seized a consignment of CNC machinery, capable of producing sophisticated components for defence, aerospace, and nuclear applications, at Nhava Sheva Port, Maharashtra, India.

The Associated Press mentioned in its report that one woman's intestine was found to be perforated a week after her surgery, which was partially live-streamed on TikTok by Grawe.&nbsp;

As quoted by The New York Times, Dr Jonathan B Feibel, who is the vice president of the medical board, recommended that Dr Grawe's licence be revoked because of the "life-altering, reckless treatment" provided to those patients.&nbsp;

He said, "These outcomes were not normal complications like those that exist in the routine practice of medicine, but were rather caused by recklessness and disregard for the rules governing the practice of medicine in Ohio."&nbsp;

Dr Feibel added that Grawe's social media presence "amplified her reckless behaviour".&nbsp;

In its monthly report on compliance&nbsp;with India's new IT rules, Twitter said that it had received only 73 complaints from Indian users in the same time frame through the company's grievance redressal mechanisms.

In addition, 27 grievances were processed by Twitter that were appealing account suspensions.&nbsp;

Amid a rise in pet canine attacks, several cities in India have brought in strict regulations that seek to punish owners if any such incident take place.

Cities near the national capital Delhi — Gurugram, Noida and Ghaziabad — have of late seen a spate of incidents of pet dogs randomly attacking passers-by, and in some cases the owners.

This has prompted the authorities to impose tough measures to deter such incidents. While Gurugram and Ghaziabad have banned 11 foreign dog breeds as pets, Noida has released a list of actions to be taken, including a Rs 10,000 ($124) fine.

On Tuesday, the District Consumer Dispute Redressal Forum ordered the Municipal Corporation of Gurugram (MCG) to ban 11 foreign breeds, and ordered to cancel the registration granted to such banned dog breeds and take them into its custody.

The other directions also include mandatory metal chains, tokens for all dogs, and one family allowed to keep only one dog as a pet.

The order, which took effect from November 15, has banned American Pit-bull terriers, Dogo Argentino, Rottweiler, Neapolitan mastiff, Boerboel, Presa Canario, Wolf dog, Bandog, American Bulldog, Fila Brasileiro and Cane Corso.

The Ghaziabad Municipal Corporation (GMC) has also banned Pit Bull, Rottweiler and Dogo Argentino breeds as pets.

"The three breeds -- Pit Bull, Rottweiler and Dogo Argentino -- are ferocious, and no permission will be granted to keep these dogs. No licence will be issued. If somebody buys one of these, he/she will be responsible. All these three breeds have been banned in Ghaziabad," BJP leader and GMC councillor Sanjay Singh told PTI news agency.

The civic authorities in Noida have issued new regulations making anti-rabies vaccination of pet dogs mandatory, and a fine of Rs 10,000 to be recovered from owners if their pet dogs attack anyone. They would also have to bear the hospital cost of the victim.

The order came after North Waziristan's political administration accused a leader of the Pashtun Tahafuz Movement (PTM) of "acting in a manner prejudicial to public peace and tranquillity".

The accused was later banished from the region for three months.

German car parts supplier Continental on Tuesday said it was banning the use of WhatsApp and Snapchat on work-issued mobile phones "with immediate effect" because of data protection concerns. 
 
The company said such social media apps had "deficiencies" that made it difficult to comply with tough new EU data protection legislation, especially their insistence on having access to a user's contact list. 
 
"Continental is prohibiting its employees from using social media apps like WhatsApp and Snapchat in its global company network, effective immediately," the firm said in a statement. 
 
Some 36,000 employees would be affected by the move, a Continental spokesman told AFP.&nbsp 
 
The company, one of the world's leading makers of car parts, has over 240,000 staff globally. 
 
A key principle of the European Union's new general data protection regulation (GDPR), which came into force on May 25, is that individuals must explicitly grant permission for their data to be used. 
 
But Continental said that by demanding full access to address books, WhatsApp for example had shifted the burden onto the user, essentially expecting them to contact everyone in their phone to let them know their data was being shared.

"We think it is unacceptable to transfer to users the responsibility of complying with data protection laws," said Continental's CEO Elmar Degenhart.

The Hanover-based firm said it stood ready to reverse its decision once the service providers "change the basic settings to ensure that their apps comply with data-protection regulations by default".

The judge was told that the baby&#39;s three older sisters had previously been taken to India so that FGM could be carried out on them. He made the protection order after concluding that the little girl was also at risk and needed protecting.

According to UK research, FGM is less common in India and is more prevalent in around 28 African countries and in parts of the Middle and Far East.

In Britain, communities that have been identified as at risk of FGM include Somali, Kenyan, Ethiopian, Sierra Leonean, Sudanese, Egyptian, Nigerian, Eritrean, Yemeni, Kurdish and Indonesian women and girls.

It is believed to be a way of ensuring virginity and chastity and is used to safeguard girls from sex outside marriage and from having sexual feelings.
