"We all have to be participants in reducing pollution. The Delhi government is taking several steps. We have carried out large-scale tree plantation drive. The government will procure 3000 buses soon. Also, we sanctioned a large phase of Metro... We are making all efforts on our part," he said.

Asked about the Centre's role in reducing pollution levels, the chief minister said the Union government should call a meeting of neighbouring states as "air has no boundary".?

"In October and November, there are around 20-25 days when pollution level increases in Delhi due to stubble burning (in neighbouring states). Until the centre takes steps, nothing cannot be done," Kejriwal said.

Delhi's air quality remained in the 'severe' category for the fourth consecutive day on Tuesday as meteorological conditions continued to be unfavourable for dispersion of pollutants, authorities said.

The city is facing its worst pollution crisis since Diwali.

While the Central Pollution Control Board (CPCB) data showed the overall air quality index (AQI) at 'severe' level of 416, the Centre-run System of Air Quality and Weather Forecasting (SAFAR) recorded an AQI of 423.

In view of the city's severe air quality, authorities have advised people to minimise outdoor activities and avoid use of private vehicles.

Industries located in hotspot industrial areas of Wazirpur, Mundka, Narela, Bawana, Sahibabad and Faridabad will remain closed until Wednesday, EPCA Chairperson Bhure Lal had said in a letter to Delhi Chief Secretary Vijay Kumar Dev.

Later, he had said though the reference to Gandhi in the resolution was not there in the written copies, it was made orally and passed by the House by voice vote.

He said it was "unfortunate" that leaders of the Congress and other opposition parties were lowering the level of political discourse in the country. His comments came after following reports that CPI(M) leader Sitaram Yechury used inappropriate words to describe Prime Minister Modi.

"This shows the frustration of Congress and others. It shows their frustration," Patra said. 
Training his guns on Gandhi, Patra alleged that the Congress chief has one tape-recorder and only has one script. "He does not even prepare his speeches," Patra said.

"He does politics of falsehood and deception... All these parties were in power for so many years, but they did not implement the Swaminathan Committee report, because they were deep in corruption" he alleged.

The final volume of the Swaminathan Committee report on agrarian distress and recommendations was tabled in Parliament in 2016 and is yet to be discussed in the House.

Patra claimed farm loan has been waived twice so far in Rajasthan's history and on both occasions it has been done under BJP rule.

The Congress-ruled Rajasthan for nearly 50 years but did not waived farm loans and now they are doing politics here, Patra alleged.

In a video footage of the incident, Tiwari was seen standing at the edge of an elevated platform when Khan, an AAP MLA from Okhla, pushed the BJP's Delhi unit chief, nearly causing him to fall.

A large number of police personnel and AAP workers were also present on the occasion.

While speaking to ANI after the scuffle, Tiwari had claimed that the entire incident took place in front of Kejriwal.

He had alleged that he was stopped by the police and AAP supporters from attending the event.

A Delhi court on Monday acquitted Chief Minister Arvind Kejriwal in a criminal defamation case filed by a former aide of Congress leader Sheila Dikshit.&nbsp;

Additional Chief Metropolitan Magistrate Samar Vishal granted relief to the AAP leader citing lack of evidence against him.

He accused the ruling BJP of having gotten the names deleted from the voters’ list in “collusion” with lower-rung officials because it was apparently staring at a defeat in 2019 general elections.

“It’s possible your name is deleted but you can not check it on Election Commission website because an old list is there. We have appealed to them (EC) to upload the names deleted till October 31,” Kejriwal said. On Thursday, Kejriwal had written to Rawat, seeking an appointment to raise the matter. In the letter, he had said a cursory look on the deleted names “showed” most of them were AAP or Congress voters. He also alleged the deletion of names might have been done by officials “at the instance of BJP”.

During his meeting with Rawat Friday, Kejriwal was accompanied by Deputy Chief Minister Manish Sisodia. Kejriwal said the Election Commission informed him that 10 lakh voters’ names were deleted and 13 lakh were added since the last assembly election in Delhi in 2015. “Most of the deleted names are those of our volunteers, family members of MLAs and others supporting the party,” he claimed.

Kejriwal also demanded that “strict action” be taken against officials found guilty in the matter. The Election Commission has agreed for a sample survey in Lalkuan and Tughlaqabad by its officials in presence of representatives of political parties. The verification will be video recorded, he said.

“If it is found that names have been deleted wrongly, not only guilty officials will be punished but the exercise will be carried out in all assembly segments in Delhi, Election Commission said,” he told reporters. The AAP has said a “verification inquiry” directed by Kejriwal found that nine names of AAP volunteers were deleted without proper verification of their addresses. If lists of deleted names are uploaded on Election Commission website political parties can at least help people get their names added to the voters’ list, he said adding the commission has rejected the demand to provide soft copies of deleted names to political parties.

He sought an appointment from Rawat to discuss the matter.

"It has come to our notice that names of lakhs of voters in Delhi have been deleted after last assembly elections. Most names...Have been deleted with mala fide intention. Procedure prescribed under law for deletion of names has not been followed," he wrote in the letter.&nbsp;

A "cursory look" on the deleted names showed that "most of them" were AAP or Congress voters, Kejriwal claimed, alleging it might have been done by some officers "at the instance of BJP" to prevent them from voting.

"It appears to be a huge scam. Its implications on democracy are grave. Elections in Delhi would be a farce if conducted through these voters lists," he wrote.

Kejriwal demanded a time-bound and transparent enquiry by the Election Commission and also adding back of the deleted names.

Recently, AAP in-charge for the South Delhi Lok Sabha seat, Raghav Chadha had alleged that around one lakh names were deleted from voters' list in the constituency in the past six months to one year.

Kejriwal said that an enquiry conducted by him revealed that in nine cases, names were deleted in July 2018, after a door-to-door survey by booth-level officer(BLO) who could not locate addresses of the voters.

After the enquiry, the officers got Form 6 filled for enrolling five of the persons in the voters list and assured that remaining persons will also be included in the list.

"If the BLO could not locate the houses during the door-to-door survey in July 2018, how could he locate houses so easily after enquiry was ordered?," he questioned.

Aam Aadmi Party national convenor Arvind Kejriwal on Sunday targeted Prime Minister Narendra Modi over alleged corruption in the multi-crore Rafale jet deal with France, saying he should not fear a CBI probe if he is honest.

Referring to the Union government’s mid-night decision to send CBI chief Alok Verma on indefinite leave last week, Kejriwal claimed Verma was “suspended” as Modi feared he was to register an FIR in connection with the deal and launch an investigation.

“It is a Rs 36,000-crore fighter aircraft scam. An honest CBI chief was removed at 3 am as he wanted to lodge FIR against the prime minister the next morning. The prime minister should not be afraid of a CBI probe, if he is honest,” Kejriwal said at a public meeting in Jaipur in poll-bound Rajasthan.

His supporters chanted that Modi is a “thief”. Verma was sent on leave after a feud erupted between him and his deputy, Special Director Rakesh Asthana, with the government saying the decision was taken to protect institutional integrity of the agency.

The government has also repeatedly denied allegations of corruption in the Rafale deal. 
Referring to himself, Kejriwal said the people of New Delhi can proudly say that their chief minister is honest. Can they say the prime minister is “honest”, he asked the crowd.

“The CBI conducted the raid at my residence. I cooperated with the sleuths, offered them tea and sweets. All they found were four mufflers. People of the New Delhi can proudly say their chief minister is honest,” he said.

Kejriwal asked the people whether they have got the quality education, better healthcare, free water and cheaper electricity under the rule of the BJP or the Congress, whom they have voted to power in Rajasthan alternately in recent elections.

Making a case for his AAP, he suggested to the people that they should vote for the party, like the people of Delhi have done, and dislodge both BJP and Congress from governance in Rajasthan.

“We do not vote to make any party win but to defeat the other. BJP and Congress had done a setting in New Delhi to loot people but the people through both the national parties out of power and it can happen in Rajasthan as well,” Kejriwal said.

He claimed the AAP government in Delhi has done what the two national parties could not do in 70 years. The success rate of Delhi government-run schools was 10 per cent better than private schools, people get free medicines, treatment, water under government schemes and cheaper electricity, he said.

Talking about farm distress, he criticised Centre’s crop loan insurance scheme, saying it was meant to benefit insurance firms and not farmers. “Crop insurance scheme is a scheme to loot farmers. Premium amount is directly deducted from their bank accounts, and when it comes to raising claims farmers have to run from pillar to post,” he alleged, seeking an end to the central government scheme.

The party, which will be contesting the assembly election, scheduled on December 7, for the first time in the state, on Sunday also released its draft manifesto and sought suggestions from people.

Kejriwal said people decide the fate of democracy and AAP would work for the betterment of all sections of society.

Delhi Chief Minister Arvind Kejriwal Wednesday sought to corner the prime minister over CBI's internal feud, retweeting Narendra Modi's 2013 tweet in which he had slammed the then UPA government for allegedly undermining the intelligence system of the country.

The government Wednesday sent CBI Director Alok Verma and Special Director Rakesh Asthana on leave as the two officers were involved in a spat between them.

In a series of tweets, Kejriwal questioned the Modi government's authority to send the CBI director on leave and wondered if the move was related with the Rafale deal.

Kejriwal retweeted Modi's June 5, 2013 tweet in which he had said it was "Unfortunate that in its quest to target political opponents, Centre is undermining intelligence systems with CBI questioning IB officials."

The Congress-led UPA was in power in 2013.

The prime minister-led Appointments Committee Tuesday night gave charge of the director to Joint Director M Nageshwara Rao with immediate effect, a government order said.&nbsp;

Kejriwal sought to know from the government reasons behind Verma's removal and questioned if it was trying to "hide" anything.

"What are the reasons for sending CBI director on leave? Under which law did the Modi govt get the authority to initiate action against the chief of an investigating agency appointed as per the Lokpal Act? What is Modi govt trying to hide?" he said in one of his tweets.

In another tweet, he insinuated that the move may be "co-related" the to Rafale deal that has been questioned by the Opposition parties as a "scam".

"Is there a co-relation betn (sic) Rafale deal and removal of Alok Verma? Was Alok Verma about to start investigations into Rafale, which cud become problem for Modi ji? (sic)" he tweeted.

Later, addressing a gathering at an event in Trinagar area, Kejriwal alleged, "Prime Minister Narendra Modi has suspended the CBI director at 3 am. Do you know this? Why? I tell you that the Modi government is buying one Rafale fighter jet with a cost of Rs 1,500 crore instead of its original cost of Rs 546 crore. They are doing a scam of Rs 36,000 crore in buying 36 Rafale jets.

"When the CBI director (Alok Verma), who is an honest person, started an investigation in the case, he was suddenly transferred at 3 am."

He also alleged, "The CBI director was to register a case (in connection with procurement of Rafale fighter jets) next day. He was transferred...At 3 am."

Kejriwal reposts Modi's old tweet to target him over internal feud in CBI

"We will fight on all Lok Sabha seats from the state, we will not enter into any tie-up with anyone," Kejriwal, who was in Bathinda to attend a party legislator's wedding, told reporters.

He lashed out at the ruling Congress in the state and accused it of failing on all fronts.

"He (Amarinder) had promised to give a job in each family. He had said if anyone is unemployed then he will be given unemployment allowance, he had talked about raising social security pension, waiving debt of farmers, promised smartphones to youths. Only tall promises were made, but none have been fulfilled. He spoke lies and now people of Punjab are fed up with them," he alleged.

Kejriwal said Singh had promised to wipe out drug problem from the state, but it was still there.

He also charged the Congress government of failing to act on the Justice Ranjit Singh Commission's inquiry report on incidents of religious sacrilege in the state.

"Justice Ranjit Singh Commission report puts the Badals in the dock. Despite this, Capt Sahab is not taking any action against them. No FIR has been registered against them, because they are hand-in-glove.. People are finding viable alternative in the shape of the AAP," he said.

Earlier in the day, Kejriwal attended the wedding of party MLA from Bathinda (rural) Rupinder Kaur Ruby.

On a personal visit, Kejriwal was accompanied by his deputy, Manish Sisodia.

He lashed out at the ruling Congress in the state and accused it of failing on all fronts. "He (Amarinder) had promised to give a job in each family. He had said if anyone is unemployed then he will be given unemployment allowance, he had talked about raising social security pension, waiving debt of farmers, promised smartphones to youths. Only tall promises were made, but none have been fulfilled. He spoke lies and now people of Punjab are fed up with them," he alleged. The city police had on Monday imposed prohibitory orders in east and northeast Delhi, anticipating law and order problems in view of the protest.

In east Delhi, the prohibitory orders issued by Deputy Commissioner of Police (East) Pankaj Singh under Section 144 of the Criminal Procedure Code, will be in force until October 8.

It covers Preet Vihar, Jagatpuri, Shakarpur, Madhu Vihar, Ghazipur, Mayur Vihar, Mandawli, Pandav Nagar, Kalyanpuri and New Ashok Nagar police station limits.

"We want Yashwant Sinha ji to contest from New Delhi and talks are progressing in the right direction," the AAP leader said.

Earlier this month, Delhi Chief Minister Arvind Kejriwal was joined by Yashwant Sinha and Shatrughan Sinha to slam the Narendra Modi government at a Jan Adhikar rally in Noida.

Earlier in the day, he visited Haryana's Sonipat to meet the family of BSF jawan Narender Singh, who was killed by Pakistani troopers along the international border (IB) near Jammu.&nbsp;

The chief minister also demanded that the prime minister assure the nation that Pakistan would be given a befitting reply.&nbsp;

On the Delhi government's policy of giving ex gratia of Rs one crore and a job to the next of kin of martyrs whose permanent address was in Delhi at the time of joining service, Kejriwal said, "We are holding a meeting of the Delhi cabinet on Tuesday in which we are going to change this rule."&nbsp;

"There is a lacuna in this rule as several families (martyrs/ families) have settled in Delhi later. So, we will change this rule and bring changes in a manner so that we are able to include sacrifices made by martyrs like Narender and are able to provide this ex-gratia grant and a job to the next of kin of Narender ji," he said.

He said that Narender had joined the force in 1988 and at that time his permanent address mentioned was of Haryana.

Kejriwal said that in Narender's case, he has come to know that for the last 8-10 years, he and his family were residing in Delhi.

The chief minister strongly condemned the brutal killing of the soldier and said there was growing anger in the country over Pakistan's actions.

"We strongly condemn this cowardly act. Pakistan killed him in brutal manner and tortured him before death...There is growing anger not just in this village or Haryana, but across the country for how long will Pakistan keep killing our soldiers like this," he said.

Hitting out at the central government, he asked, "Why is the Centre appearing so helpless. Why is the prime minister not doing anything?

"Before becoming prime minister, he (Narendra Modi) used to say that writing love letters (to Pakistan) won't help. He used to say Pakistan will need to be taught a lesson in its own language. So, why don't you give such a reply?" he asked.

In a jibe at the prime minister for his surprise visit to Pakistan nearly three years back, Kejriwal said, "If writing love letters won't do, will cutting cake on their (the then PM Nawaz Sharif) birthday help. After all, for how long will our soldiers tolerate this. This is not acceptable to the country. We want action, we don't want speeches."

Asked if India should be playing cricket matches against Pakistan, Kejriwal replied, "Playing or not playing won't stop the killing of soldiers at the borders".

Kejriwal said that providing monetary help or job to next of kin of martyrs was in no way going to compensate their loss, but it was a measure to provide some relief to the families.

He voiced the hope that the prime minister "will take steps so as to give a befitting reply to Pakistan".

The mortal remains of BSF Head Constable Narender were cremated with full state honours at his native village Thana Kalan in Haryana's Sonipat district on Thursday.

The 52-year-old BSF jawan is survived by two sons and wife.
