calling it a complete breakdown of law and order in Delhi the apex court said that it was a serious issue and the failure of the authorities has led to such a situation.

It also questioned the Additional Solicitor General (ASG) appearing for the Centre saying that the Centre can not just go on destroying Delhi.

The court further said that the government and its bodies were not doing their job because of which the people of Delhi were suffering.

The court further lashed the Centre saying " Is this the way you are playing with the lives of the people of Delhi?"

The court agreed to list the matter for hearing before the appropriate bench tomorrow if no technical objection is raised by the registry.&nbsp;

Delhi Chief Minister Arvind Kejriwal today demanded strict action against people involved in the alleged leak of CBSE examination papers and said he feels "sorry and sad" for students who will have to re-appear for the exams.

Kejriwal said responsibility should be fixed in the matter, a day after the Central Board of Secondary Education (CBSE) announced re-examination in Class 10 mathematics and Class 12 economics papers in wake of reports of papers being leaked.

"I really feel sorry and sad for the students who have to give their exams again for no fault of theirs. Responsibility shud be fixed n strict action shud be taken against those responsible (sic)," Kejriwal tweeted.

Earlier today, Union HRD Minister Prakash Javadekar termed the CBSE paper leak issue "unfortunate" and said culprits would not go scot-free.

The Delhi Police's crime branch is investigating the alleged leak after registering two separate cases in the matter.

The police have received phone numbers from which WhatsApp messages containing the papers were circulated and it is trying to identify the users of these numbers.

The investigators have also asked the Board to share the details of how the papers were sent to examination centres.

On March 15, the Delhi government had said it has received complaints from the Class 12 CBSE accountancy paper being leaked. A probe was later ordered even though the Board denied any leak.&nbsp

CBSE leaks: Kejriwal demands strict action against culprits

The AAP government today presented a Rs 53,000-crore budget that focused on the environment, health and education sectors.

The government claimed it is India&#39;s first &quot;Green&quot; budget as it announced &quot;health insurance for all&quot; and a slew of measures to tackle air pollution.

The dispensation said that it followed &quot;Trickle Up&quot; economics to benefit the poor, even as the opposition termed it &quot;jugglery of statistics&quot;.

Deputy Chief Minister Mansh Sisodia presented the budget for 2018-19 in the assembly.

He asserted that Delhi&#39;s economy continuous to be on the path of sustainable growth despite the &quot;negative&quot; impact of demonetisation and disruption caused due to the implementation of GST.

In the next financial year, the government said it expects to get Rs 23,400 crore from the Goods and Service Tax (GST) which is 60 per cent more than Rs 14,600 crore mopped up in the current fiscal, even as it lambasted the Centre for introducing the new tax regime.

It said the fiscal deficit dropped to about one-third of the original estimate for the current financial year after it carried forward Rs 1,969 crore of the budgetary shortfall to 2018-19.

For the first time, the government said, it has defined definite timelines for various projects for their timely implementation.

Sisodia announced that the government would install CCTV cameras at schools, impart self-defence training to girl students, and allocate Rs 100 crore for free Wi-Fi, which was a major pre-poll promise of the Aam Aadmi Party (AAP).

Also, it would install 1.2 lakh CCTV cameras in the city by June next year.

Terming it a &quot;splendid&quot; budget, Delhi CM Arvind Kejriwal said the government will take development to every home in the national capital.

Noting that the &quot;green budget&quot; was being presented with 26 schemes or projects, Sisodia, who is also the Delhi finance minister, promised to start a pilot agriculture-cum-solar farm scheme.

Launching of a &quot;health insurance for all&quot; scheme, doubling hospital beds to 20,000 and expanding mohalla clinics were also the highlights for the health sector in the Delhi Budget.

The outlay for the health sector of over Rs 6,700 crore, about 13 per cent of the total budget of Rs 53,000 crore for the financial year 2018-19, is 17 per cent more compared to the last fiscal.

In a major relief to the AAP, the high court today set aside the Election Commission&#39;s recommendation and the subsequent Centre&#39;s notification disqualifying 20 of its MLAs in the office of profit case.

A bench of justices Sanjiv Khanna and Chander Shekhar said that the notification disqualifying the MLAs was bad in law and remanded their plea back to the EC which will hear it afresh.&nbsp;

He reiterated that if there was no solution for the sealing issue till 31 March, he would sit on a hunger strike in support of city traders.&nbsp;

&ldquo;I wrote to PM Modi seeking time on sealing issue but he never responded, it is a two-minute job for him to solve this crises&quot;, Kejriwal said in assembly on the first day of the budget session. &ldquo;If sealing is not stopped by March 31st, we will sit on strike with the traders,&rdquo; he added.

Kejriwal, last week, &nbsp;wrote to the prime minister and Congress chief Rahul Gandhi, seeking time for a meeting to resolve the sealing issue.

In the letter, Kejriwal mentioned that &quot;the reasons behind the sealing are anomalies in the law and it is the Centre&#39;s responsibility to remove the anomalies.&quot;

He stressed over the depleting condition of traders in the state, adding that they are on the verge of starvation and unemployment will impact law and order. &nbsp;

Kejriwal said that in next two-three days, the government will submit a survey report on 351 roads, submitted by municipal corporations, to the Supreme Court and once the city administration gets nod, it would issue a notification to ensure that there is no sealing on these roads in future.

Arvind Kejriwal apologises to ex-Punjab minister Bikram Majithia

Stressing the need to &quot;rise above politics&quot;, Delhi Chief Minister Arvind Kejriwal today called for an all-party meeting at his residence on Tuesday to find solutions to problems being faced by traders because of an ongoing sealing drive in the national capital.

Delhi Congress president Ajay Maken thanked Kejriwal for the move, while the BJP said it would decide on its participation after consulting state unit chief Manoj Tiwari, who is currently abroad.

&quot;We should rise above politics and come together to find a solution to the problems that have risen due to sealing,&quot; the chief minister said in letters sent today to Tiwari and Maken.

Maken, who had written a letter to Kejriwal on Saturday, offering to share with the chief minister what he felt could be a solution to the drive, thanked him for accepting his request.

Praising Kejriwal for inviting the BJP, which rules the three Delhi municipal corporations carrying out the drive, the Congress leader expressed the hope the saffron party would participate in the meet.

The situation demands &quot;positive politics&quot;, he said.

The Delhi BJP said Tiwari was abroad as part of a delegation accompanying President Ram Nath Kovind and would be back by March 15.

An office-bearer of the party said a decision on Kejriwal&#39;s invitation would be taken after a consultation with Tiwari.

Kejriwal also suggested that not more than three people from each party be present at the meeting for its smooth functioning.

In January, Leader of Opposition Vijender Gupta had alleged that Aad Aadmi Party (AAP) leaders and workers had &quot;misbehaved&quot; with members of a BJP delegation at Kejriwal&#39;s residence when they had gone there to discuss relief to traders hit by the sealing drive.

A case was registered in the matter and some AAP MLAs were booked.

The Delhi chief minister had yesterday written letters to Prime Minister Narendra Modi and Congress president Rahul Gandhi seeking appointments with them to discuss the sealing issue and stressed the need to bring a Bill in Parliament to stop the drive.

The sealing is being undertaken by the municipal corporations on the directions of a Supreme Court-appointed committee. Hundreds of commercial establishments have been closed so far for non-payment of conversion charges and violation of the Delhi Master Plan.

High Court seeks reply from Delhi govt, LG on Chief secretary Anshu Prakash's plea

The Staff Selection Commission (SSC), which conducts examination for subordinate services, today decided to recommend a CBI inquiry into the alleged paper leaks in one of its tests held on February 21.

In a statement, SSC chairman Ashim Khurana said that a delegation of candidates, who were protesting against the alleged paper leaks, met him along with BJP Delhi MP Manoj Tiwari and handed over a memorandum.

They demanded a CBI enquiry into the allegations of the leak of questions of the Combined Graduate Level (Tier-II) Examination 2017 held from February 17 to 22.

&quot;The commission agreed to recommend to the Department of Personnel and Training to request the government to conduct a CBI enquiry into the allegations of the leak of questions of Paper-I on February 21, and other related issues,&quot; the statement said.

Earlier, Tiwari, along with the protesting students, met Union Home Minister Rajnath Singh and apprised him about the concerns raised by the protesting SSC aspirants.

The students have been protesting outside the SSC office at CGO complex here since February 27, seeking a CBI probe into the alleged paper leak in the Combined Graduate-Level (CGL) exam.

The Aam Aadmi Party (AAP) chief met Lieutenant Governor Anil Baijal today and discussed a range of issues which included steps to curb eve-teasing. After the meeting, a tweet from Kejriwal's official handle said, "Discussed following issues. Land would be made available soon for disposal of silt from PWD and I&FC drains. Beat constable would be directed to move around in his area during school closing time to ensure safety of schoolgirls from eveteasing (sic)."

Hours before the meeting, Prakash in a letter to Kejriwal, said he would attend it to discuss important budget matters, assuming that the chief minister ensures &quot;no physical attack and verbal assault&quot; on officers attending the meet.

The Delhi Assembly&#39;s Budget Session would be held from March 16 to 28, the Cabinet has decided.

This is the first meeting of the chief secretary with Kejriwal since the alleged assault on him by some AAP MLAs at the chief minister&#39;s residence on February 19. 
In his letter, Prakash said, &quot;A meeting of the Council of Ministers has been scheduled (today) to discuss important matters of finalisation of dates for the Budget Session of the Delhi Legislative Assembly.&quot;

&quot;Since finalising the dates of the Budget Session and passing of the budget are important for the functioning of government, I along with officers concerned will be attending the meeting,&quot; he said. 
Prakash said that he hoped that in the Cabinet meeting, proper decorum would be maintained and dignity of officers would be protected.

The bureaucrats who attended the meeting ruled out thaw in the relationship between them and ruling party, according to reports. The Joint Forum of Delhi government employees said that though they supported the CS&#39;s decision to attend the meeting in view of &#39;&#39;public interest and budget exercise is crucial to the functioning of the government&#39;&#39;, the would continue to boycott all the meeting except the crucial ones until the CM apologised for last week&#39;s alleged attack, according to reports.&nbsp;

The deployment of 30 cops - 15 in uniform and a few in plain clothes - to ensure the &ldquo;safety&rdquo; of the three bureaucrats itself suggested that there is no breakthrough in the relationship between the bureaucracy and the political executive.

According to advocate BS Joon who represented two AAP MLAs arrested in connection with the alleged assault, Jain later appeared before another magistrate and recorded his statement.&nbsp;

Reports quoting Dependra Pathak, Delhi Police&rsquo;s chief spokesperson, stated that Jain&rsquo;s statement to the police was corroborated by his statement to the magistrate, which is admissible in court.

Meanwhile, the AAP alleged that Jain had denied any assault in his initial statement to the police and any change in his statement on Thursday was due to &ldquo;duress caused by police pressure&rdquo;. Harendra Kumar Singh, additional deputy commissioner of police (north), said that copy of the previous statement circulated by AAP was &ldquo;forged&rdquo;. However, AAP leaders alleged the document shared by them was from a police file.

Pathak said Jain, in his statement before the magistrate, said that Prakash&rsquo;s spectacles had fallen off during the assault. &ldquo;Jain said he was returning from the washroom when he saw (Amanatullah) Khan and (Prakash) Jarwal physically assaulting the chief secretary. They were asking the chief secretary why he wasn&rsquo;t working,&rdquo; said Pathak, paraphrasing the purported statement.

&ldquo;He told the court that they then pushed him away, heckled him and pressed his jaws while questioning him about his working,&rdquo; Pathak added.

The chief secretary had approached the police on February 20, alleging that he was assaulted by a group of MLAs during a midnight meeting at Kerjriwal&rsquo;s residence. The police had arrested MLAs Khan and Jarwal on Wednesday. The court had sent them to Tihar for a day.

The court will hear Khan and Jarwal&rsquo;s bail pleas on Friday. The two MLAs were sent to 14 days&rsquo; judicial custody on Thursday. The police, however, is asking the court that the MLAs be handed over to them for further questioning.
