North Korea is likely to face consequences for providing weapons to Russia in its war against Ukraine, warned a top White House official on Tuesday, amid reports of Russian President Vladimir Putin and North Korean leader Kim Jong Un holding weapon talks. 
 
"They will pay a price for this in the international community," said US President Joe Biden's National Security Advisor Jake Sullivan, while speaking to the reporters. 
 
As per reports, sanctions-hit Russia has been hoping to get more military supplies from its ally to strengthen its forces as a highly scrutinised counteroffensive was pushed by Kyiv to take back its territory.

Sullivan stated that Moscow and Pyongyang were eyeing "leader-level discussions, perhaps even in person" on the arms needs of Russia. He added that weapons can be taken from North Korea and used by Russia to attack food supplies and heating infrastructure as&nbsp;winter approaches to "try to conquer territory that belongs to another sovereign nation". 
 
"This is not going to reflect well on North Korea and they will pay a price for this in the international community," he stated. Sullivan said that it "says a lot that Russia is having to turn to a country like North Korea."

North Korea will pay 'price' for supplying arms to Russia: US

On the occasion of Zelensky's visit, Berlin presented its largest weaponry package for Ukraine to date, totaling 2.7 billion euros in tanks, missile defence systems, and combat vehicles.

According to Zelensky, he "discussed the current situation and intensive cooperation between Germany and Ukraine" with Steinmeier.

He was afterwards received with military honours by Chancellor Olaf Scholz before entering negotiations behind closed doors.

He is also set to visit the western German city of Aachen, which will confer the Charlemagne honour on him and the Ukrainian people this year.

Scholz, European Commission President Ursula von der Leyen, and Polish Prime Minister Mateusz Morawiecki are expected to attend the event in Aachen.

A meeting with European leaders might help pave the stage for an EU summit in Reykjavik next Tuesday, followed by the G7 summit in Hiroshima, Japan.

Zelensky's visit caps a year of turbulent relations with Germany, which is now one of Ukraine's largest arms suppliers, but only after much pressure from Kiev.

Berlin said on Saturday that it will deliver Ukraine more fire units and launchers for the Iris-T anti-missile system, 30 extra Leopard 1 tanks, more than 100 armoured combat vehicles, and more than 200 surveillance drones in a strong show of support for Kyiv.

"We all hope for a rapid end to this terrible war by Russia against the Ukrainian people, but unfortunately this is not in sight," Defence Minister Boris Pistorius said in a statement.

"This is why Germany will supply all the help that it can, for as long as necessary," he said.

Kyiv had similarly refused Steinmeier's visit in the weeks following the invasion, delaying Scholz's first journey to the war-torn nation.

As per three principles that regulate arms exports, no aid&nbsp;under the new arrangement would be used to purchase deadly weapons that recipients might use&nbsp;in disputes with other nations, the foreign ministry said.&nbsp;

As put forth by the ministry, specific projects would likely include radio equipment for maritime surveillance and satellite communication, and work is already under progress to finish the first assistance programme this fiscal year.&nbsp;

The Philippines, Malaysia, Bangladesh, or Fiji are likely to be the initial beneficiaries. In order to increase the maritime security of those nations, the foreign ministry launched a bid on Wednesday to begin an OSA feasibility study there.

"The Japanese media's false report that the DPRK offered munitions to Russia is the most absurd red herring, which is not worth any comment or interpretation," a ministry spokesperson said in a statement carried by the KCNA, reports Reuters news agency.

"The DPRK remains unchanged in its principled stand on the issue of 'arms transaction' between the DPRK and Russia which has never happened," the North Korean spokesperson said, adding it is the United States that's "bringing bloodshed and destruction to Ukraine by providing it with various kinds of lethal weapons."

The Wagner group is controlled by Yevgeny Prigozhin, a businessman once called "Putin's chef" for his work catering dinners for Vladimir Putin before and after he became the Russian president.

The T-72s -- a Soviet-era tank -- will be equipped with "advanced optics, communications and armor packages," with some ready by the end of December and the rest to be delivered in 2023, she said.

The assistance package also funds the refurbishment of HAWK missiles from US inventories -- an important asset as Ukraine seeks to counter Russian drone and missile strikes targeting its cities and energy infrastructure.

Singh declined to specify how many of the missiles were being refurbished, citing security concerns.&nbsp;

Spain previously agreed to provide four of the medium-range HAWK air defence systems to Ukraine as part of international efforts to assemble a patchwork of various surface-to-air capabilities to help the country defend against strikes.

The analysis compares global weapons transactions from 2013 to 2021 to the previous five years from 2013 to 2016.

Six of the top ten weaponry importers were from Asia and Oceania, according to the report.

India was the leading importer, accounting for 11% of overall imports, yet imports into the region as a whole fell by 4.7%, indicating a wide disparity in buying among subregions, according to the report.
