The Delhi Sentence Review Board (SRB) which comes under the Delhi government had recommended Sharma's premature release last month.

The sources said the recommendation was made at a meeting of the SRB chaired by Delhi Home Minister Satyendar Jain on May 11.

Sharma, son of former Union minister Venod Sharma, was convicted and sentenced to life imprisonment by the Delhi High Court in December 2006 for the killing of Jessica Lal in 1999.

A trial court had acquitted him, but the high court reversed the order and the Supreme Court later upheld his life sentence in April 2010.

Lal was shot dead by Sharma after she had refused to serve him liquor at the Tamarind Court restaurant owned by socialite Bina Ramani at Qutub Colonnade in south Delhi's Mehrauli area on the night of April 30, 1999.

Kejirwal and his ministers had on Monday gone to meet LG Anil Baijal to ask him to get Delhi's IAS officers to call off their "strike".&nbsp;

They began their sit in when Baijal refused to meet them.&nbsp;

Baijal however has said the IAS officers are not on strike and that there therefore is no reason for Kejriwal's protest.&nbsp;

Delhi's bureaucrats and Kejriwal have been at loggerheads ever since the city's chief secretary Anshu Prakash was allegedly assaulted by two AAP MLAs.&nbsp;

The alleged assault took place at Kejriwal's residence and reportedly in the chief minister's presence.&nbsp;

The Aam AAdmit Party added later that it would march on the LG's residence today at 4 pm.&nbsp;

According to the resolution, there have been many media reports as well as the Budget speech of Sisodia last week that mentioned the role of the L-G's office for delay and roadblocks ineffective execution of projects of the elected government of Delhi.

Speaking in the House, Sisodia said, We will prepare the report. How many proposals did the L-G add value to, how many were stopped, how many were due to the Centre and how many were passed would be covered. Like ministers and officers have one, the L-G office should also have a report card.

Chief Minister expected to encourage parking in designated places: Delhi Lt Governor

In a setback to the Kejriwal dispensation, Lt Governor Anil Baijal has directed that Rs 970 million (Rs 97 crore) be recoverd from AAP that was allegedly &quot;splurged&quot; by the city government on advertisements in violation of the Supreme Court guidelines.

Baijal also ordered an inquiry into the spendings on advertisements projecting Chief Minister Arvind Kejriwal and his party and asked the chief secretary to fix responsibility.

The AAP will have to reimburse the money within a month.

The move comes months after a Centre-appointed three-member committee indicted the AAP government for &quot;misusing&quot; exchequer money on advertisements.

Sources told PTI that out of Rs 97 crore incurred on advertisements, government has so far paid Rs 42 crore to ad agencies and the LG has directed Chief Secretary M M Kutty to get the amount reimbursed from the AAP.

The rest Rs 55 crore, which is yet to be paid by the Kejriwal government, would be given by Aam Aadmi Party to the ad agencies, according to the the LG&#39;s directions.

Last year, the three-member committee, headed by former Chief Election Commissioner B B Tandon, had been constituted by the I&amp;B ministry on directions of the Supreme Court to address issues related to Content Regulation in Government Advertising.

&quot;The Lt Governor has now directed the Chief Secretary to get the amount of Rs 97 crore from Aam Aadmi Party,&quot; a source said.

In a report earlier this month, the Comptroller and Auditor General (CAG) had also found that the Aam Aadmi Party government spent Rs 29 crore in releasing advertisements outside Delhi which was &quot;beyond&quot; its responsibility.

It had also said that advertisements worth Rs 24 crore released by it were in violation of financial propriety and Supreme Court regulations, stated the CAG report tabled in the Delhi Assembly on March 10.

The AAP Government had rejected the report.

Last year, the committee had received a complaint from Congress leader Ajay Maken accusing the AAP government in Delhi of splurging public money on advertisements.

In its order in September last year, the panel had said, &quot;It came to the conclusion that the Government of NCT of Delhi has violated guidelines issued by the Hon&#39;ble Supreme Court of India in six of the nine areas listed by the complainant&quot;.

In its order, the panel which also comprised adman Piyush Pandey and journalist Rajat Sharma, had said that AAP should be made to reimburse the expenditure since the violation of the Supreme Court order of May 13, 2015, has taken place. 
The assessment of the expenditure should be made by the Delhi government, it said.

The panel had also directed Delhi the government to assess expenditure incurred by it in issuing advertisements outside the territory of Delhi on the occasion of various anniversaries (except those tender or appointment advertisements which are outside the purview of the Supreme Court laid guidelines in a judgment delivered in May 2015).

It had directed that the Delhi government assess expenditure on those advertisements or advertorials in which the name of Aam Admi Party is mentioned, which publicized the views of the Chief Minister on incidents that took place in other states, and advertisements which targeted the opposition.

&quot;The committee further directs the Government of NCT of Delhi to get the entire expenditure so incurred on the above mentioned category of advertisements reimbursed to the State exchequer from the Aam Admi Party,&quot; the order of the Committee on Content Regulation of government advertisements had held.

The AAP will have to reimburse the money within a month

In a setback to the Kejriwal dispensation, Lt Governor Anil Baijal has directed that Rs 970 million (Rs 97 crore) be recoverd from AAP that was allegedly "splurged" by the city government on advertisements in violation of the Supreme Court guidelines. Baijal also ordered an inquiry into the spendings on advertisements projecting Chief Minister Arvind Kejriwal and his party and asked the chief secretary to fix responsibility. The AAP will have to reimburse the money within a month. The move comes months after a Centre-appointed three-member committee indicted the AAP government for "misusing" exchequer money on advertisements. Sources told PTI that out of Rs 97 crore incurred on advertisements, government has so far paid Rs 42 crore to ad agencies and the LG has directed Chief Secretary M M Kutty to get the amount reimbursed from the AAP. The rest Rs 55 crore, which is yet to be paid by the Kejriwal government, would be given by Aam Aadmi Party to the ad agencies, according to the the LG's directions. Last year, the three-member committee, headed by former Chief Election Commissioner B B Tandon, had been constituted by the I&B ministry on directions of the Supreme Court to address issues related to Content Regulation in Government Advertising. "The Lt Governor has now directed the Chief Secretary to get the amount of Rs 97 crore from Aam Aadmi Party," a source said. In a report earlier this month, the Comptroller and Auditor General (CAG) had also found that the Aam Aadmi Party government spent Rs 29 crore in releasing advertisements outside Delhi which was "beyond" its responsibility. It had also said that advertisements worth Rs 24 crore released by it were in violation of financial propriety and Supreme Court regulations, stated the CAG report tabled in the Delhi Assembly on March 10. The AAP Government had rejected the report. Last year, the committee had received a complaint from Congress leader Ajay Maken accusing the AAP government in Delhi of splurging public money on advertisements. In its order in September last year, the panel had said, "It came to the conclusion that the Government of NCT of Delhi has violated guidelines issued by the Hon'ble Supreme Court of India in six of the nine areas listed by the complainant". In one of his first major initiatives since assuming the post of New Delhi&#39;s Lieutenant Governor (LG), Anil Baijal on Thursday ordered setting up of a special task force for decongesting the capital&#39;s roads and measures for easing traffic snarls.

The Lt Governor asked the Delhi Traffic Police and other stakeholders to set up an intelligent traffic management&nbsp;system in the city and identify critical bottlenecks, PTI reported.

&nbsp;He also directed concerned agencies to remove unauthorised parking and encroachments under flyovers and u-turns of roads.

Baijal also called for a new uniform parking policy strict action over speeding vehicles and use of mobile while driving, saying that no offenders should be spared.

The statement issued by the LG&#39;s office said: &quot;In the meeting, the LG directed to set up task forces with concerned stake holders for uniformity in decision making and focused efforts on ground. He also directed traffic police to identify critical bottleneck /congestion points besides taking measures to remove them. Unauthorised parking/encroachments under flyovers and u-turns should be removed 
and the area will be fenced and beautified.&quot;

Baijal also asked the Municipal Corporation of Delhi, NDMC, Transport Department to prepare &#39;Uniform Parking Policy&#39; for the city at the earliest, saying that municipal corporations will report to the land owning agency for enforcement in respect of violations.

Action should also be&nbsp;taken for procurement and installation of red light violation detection cameras and automatic number plate reader cameras at identified locations at the earliest, the LG&#39;s instructions stated.

President Pranab Mukherjee earlier on December 28 accepted Najeeb Jung&#39;s resignation and approved Baijal&#39;s name as the next Lieutenant Governor of the National Capital Territory.

Baijal, a 1969 batch Indian&nbsp;Administrative Service (IAS) officer of the Union Territories cadre, was removed as union home secretary when the UPA government assumed power in May 2004.

Career bureaucrat Anil Baijal will be the next Lt Governor of India&#39;s capital Delhi, a post which fell vacant after Najeeb Jung&#39;s sudden controversial resignation last week.

Baijal&#39;s appointment papers were cleared by President Pranab Mukherjee today evening. The government had recommended to the president to accept his resignation earlier in the day.

A 1969 batch IAS officer, Baijal served as federal home secretary under the Atal Bihari Vajpayee government besides holding key positions in other ministries.

A former vice chairman of the Delhi Development Authority, he retired from service in 2006 as Secretary, Urban Development Ministry.&nbsp;

He was also actively associated with the designing and roll-out of the Rs 60,000 crore Jawaharlal Nehru National Urban Renewal Mission (JNNURM) launched by Manmohan Singh&#39;s UPA government in 2013.

The former bureaucrat was also on the executive council of the think-tank Vivekananda International Foundation, several of whose former members have been appointed to senior positions by the Modi government including National Security Advisor Ajit Doval.

Jung submitted his resignation on December 22 after a three-and-half-year-long tenure marked by months of confrontation with the Arvind Kejriwal-led Delhi government.
