According to RP Thakur, DGP, Andhra Pradesh: "On the evening of January 23, the missing Radioactive Substance was traced by the CCS and Law &amp; Order Teams from a scrap yard at Kalidindi of Krishna District. ONGC engineers have confirmed that the same substance went missing from the Rajamahendravaram ONGC base on 14 January. The substance is handed over to the ONGC officials."

ONGC officials had lodged a complaint in Bommuru police station, Rajamahendravaram, East Godavari district on January 18 when they found out that Radioactive substance Caesium-137 (CS-137) was missing.

The police swept into action and formed four special teams to search for the substance.

Speaking to media, Shemusi Bajpayee, SP, Rajamahendravaram, said: "The substance has been traced in a scrap yard at Kalidindi in Krishna district.

Immediately after tracing, NDRF teams and ONGC officials were called to the spot for identification. The radioactive substance CS-137 have been recovered but the accused have not yet been identified. We are investigating the case in all the angles. The accused will be nabbed soon."

However, earlier on Monday, the ECI clarified that the <a href="http://www.wionews.com/india-news/evm-hacking-claim-election-commission-asserts-foolproof-nature-of-its-machines-mulls-legal-action-191855">EVMs can’t be tampered</a> with, asserting that the machines are manufactured following “rigorous standard operating procedures.”

The ECI’s statement came after it was claimed at an event in London, which was reportedly attended by Congress leader Kapil Sibal, that EVMs could be tampered with.

The apex poll body also confirmed that they were examining the legal action that can be taken in the matter against the organisers of EVM Hackathon.

Setback for BJP in Andhra Pradesh as party MLA quits

Andhra Pradesh Chief Minister Nara Chandrababu Naidu on Saturday laid the foundation for the construction of Iconic Bridge with a 170-meter long pylon over river Krishna.

The 3.2 km long bridge will connect Amaravati with Vijayawada-Hyderabad national highway.

The bridge will be constructed at an estimated cost of Rs 1387 crore.

There will be six lanes on the bridge and 2.5 meters wide pavements on both sides for pedestrians. With this bridge, Amaravati will be directly connected to Hyderabad and Jagadalpur.

The distance from Amaravati to those two cities will be reduced by 40 km. Further, this bridge will minimise traffic problems in Vijayawada.

Along with the bridge, a water treatment plant will be constructed on the Krishna river with an estimated expenditure cost of Rs 745.65 crores, the foundation of which was also laid today by Naidu.

This system will provide round the clock drinking water facility in the Amaravati as per the international standards. As part of the project, two intake wells, 190 MLD capacity water treatment plant, partially underground purified water reservoir will also be built.

For distribution of the water, a much elaborate system has been planned to be built. From this treatment plant, purified water will be supplied to domestic, industrial, commercial and institutional needs.

While addressing a public meeting; the Chief Minister asserted that he will not stop until justice is done to the state of Andhra Pradesh. Furious with the BJP, Naidu accused it of betraying Andhra Pradesh.

"Modi had sworn at the abode of Lord Balaji to build a capital for Andhra Pradesh, which would be greater than Delhi, to fulfil the promises of reorganization act, to give special package in the lines of Bundelkhand package. But he did not fulfil not even a single promise."He cheated by not giving special status to Andhra Pradesh, whereas the status is extended for 11 states`` he added.

He further cornered the Centre for ignoring his relentless endeavours to attain a special status for Andhra Pradesh.

"Prime Minister Modi did not respond even after reminding a number of times to stand on his word. The centre continued threatening attitude, compelling TDP to quit NDA. On the very same day, we decided that there is no way other than fighting against the centre."Our party MPs` fight against the centre has been remarkable; all parties across the country supported us. The centre gave only Rs 1500 crores for construction of capital, in fact, those funds are enough only for underground cable works. The youth of Andhra should be ready to fight against the betrayal of BJP. Special category status is the right of Andhra people and we all have to fight united for that," he added.

He also accused the BJP of meddling in the affairs of Central agencies like the CBI and the RBI among other constitutional institutions.

"BJP led NDA government has weakened CBI, RBI and all other constitutional institutions. The NDA is taking away the freedom of all the people of the country. Industrialists and business class are afraid of the Central Government."

He also touched upon the issue of EVM tampering and batted for using ballot paper to cast vote in the 2019 general elections.

"The public should be alert in the forthcoming elections. EVMs are not tampered proof, there are suspicions on the misuse of EVMs in the country. Paper ballot alone can be good. No developed country is using EVMs," he said.

Continuing his tirade, he alleged that the opposition party in the state, YS Jaganmohan Reddy-led YSRCP has colluded with the BJP to conspire against the TDP.&nbsp;

Special status row: TDP protests against BJP in Srikakulam

Andhra Pradesh Chief Minister Nara Chandrababu Naidu on Tuesday said a total of 5602 farmers have been affected, 37 houses damaged so far due to the cyclonic storm 'Phethai.'

Addressing the media here, Naidu said, "17 Mandals are affected in East Godavari district, in which 5602 farmers are affected, 37 houses are damaged, 28 partially damaged, and 2179 hectares of paddy fields and 30 hectares of horticulture have been damaged."

However, Naidu said electricity supply has been restored in 14 mandals, while 187 rehabilitation camps have been set up.

"32,000 people have been provided food. Mobile connectivity has been restored. East Godavari and Krishna administration brought the situation under control within hours," he added.

Talking about the preparedness of the state administration, Naidu said hourly bulletins were issued to create awareness, assisted by the Andhra Pradesh Weather Forecasting and Early Warning Research Centre (AWARE), with the help of the Indian Space Research Organisation (ISRO).

Elaborating upon the measures that the state took in order to minimise the damage of the cyclone, the chief minister asserted that the teams were prepared for any eventuality and mock drill too was held.

"On December 7, we identified it and, assessed that it will turn into a cyclone. However, Pethai played hide and seek, and its intensity weakened too. The mangrove forests in the region also reduced the effect. We had prepared teams to face any eventuality and also conducted mock drills," said Naidu.

Lauding the efforts of the officials and workers who were involved in restoration and clearance work the chief minister added, "Our collectors and district level departments worked very hard and efficiently. At Kakinada, they worked within minutes and within half an hour of landfall, everything was cleared. We managed power failures, used generators within minutes of power failure. We established multipurpose cyclone shelters. Midday meal system was used for providing food to the victims."

Naidu, who conducted an aerial survey of the areas affected by the cyclone in East Godavari district earlier today, also informed that as many as 51 IAS officers have worked in the rescue-restoration operations.

As per Naidu, a cyclone plays on the psyche of people and in order to counter that, a lot of manpower was provided including the deployment of National Disaster Response Force, State Disaster Response Force, and other such agencies.

"During Hudhud cyclone, we had prepared a blue book, it was used during Titli cyclone. The blue book of Titli was fully used this time," he said.Cyclone Phethai hit Katrenikona town of Andhra Pradesh's East Godavari district on December 17.

Azad alleged the government has misled Parliament and the Supreme Court on the issue, triggering vociferous protests from the treasury benches.

The senior Congress leader said the government has no right to continue in office and "should go".

Naidu, however, said that the Chair should be allowed to take a view on the Privilege notice.

The Congress had given the notice demanding an explanation from the government on why it provided the Supreme Court "wrong" information on the purchase of Rafale fighter jet from a French company.

Countering Azad, Minister of State for Parliamentary Affairs Vijay Goel said the government was ready to discuss all issues, including Rafale.

He demanded that the Congress apologise in the wake of the apex court's refusal to order a SIT probe in Rafale deal and <a href="http://www.wionews.com/india-news/sajjan-kumar-resigns-from-congress-primary-membership-writes-to-rahul-gandhi-184982">Sajjan Kumar's</a> conviction by the Delhi High Court in a 1984 anti-Sikh riots case.

As slogan shouting by the AIADMK and DMK members continued in the Well of the House, Naidu adjourned the House till 2 PM.

When the House resumed in the afternoon again, Naidu proposed to discuss calling the attention of the Minister of Home Affairs on the situation arising due to the devastation caused by cyclones Gaja and Titli in some states and the action taken by the government in this regard.

However, senior Congress leader Anand Sharma raised a point of order saying that Minister of State for Parliamentary Affairs had referred to Rahul Gandhi and it is against the rule to demand his apology because he is a member of other House.

Soon after, the ruling party member again started raising slogans and demanded an apology from Gandhi while some of the AIADMK and DMK members trooped into the well to protest over Cauvery issue.

Naidu said that there is no point of order in the matter and asked the member to discuss the serious issues mainly related to farmers which are a problem not only in Tamil Naidu but across the country.

Though the cyclone system has weakened, many districts in the southern region of the state have been experiencing heavy rainfall under its impact.

As per the latest information from IMD, heavy to very heavy rainfall is likely in Malkangiri, Koraput, Gajapati and Rayagada districts.

Besides, isolated places in Gajapati, Ganjam, Rayagada and Kalahandi districts may also experience heavy rainfall, the IMD said.

Many places in Rayagada, Koraput, Malkangiri, Nabarangpur, Kalahandi, Kandhamal, Nuapada, Bargarh, Bolangir, Jharsuguda and Sambalpur districts are expected to receive rain, it added.

Meanwhile, farmers in Odisha have been advised to take necessary measures to protect their crops in view of the rain forecast.

Cyclone 'Phethai' to hit Andhra Pradesh

The Andhra Pradesh government put its machinery on high alert and positioned NDRF and State Disaster Response Force in five districts Saturday as the deep depression in the Bay of Bengal was set to intensify into a severe cyclonic storm and cross the coast between Ongole and Kakinada on Monday.

The Met office said that coastal Andhra Pradesh and north Tamil Nadu are likely to experience rainfall in the next two days with the system making landfall between Ongole and Kakinada in the neighbouring state on Monday.

A report from Amaravati, quoting State Disaster Management Authority Director Prasanna Venkatesh,said teams of National Disaster Response Force and SDRF have been positioned in the coastal districts of Guntur, Krishna, West Godavari, East Godavari and Visakhapatnam and the government machinery put on high alert.

He said two teams of SDRF (80 members) and two of NDRF (60 members) have been deployed in these districts with all necessary equipment for evacuation and rescue operations.

Sixteen teams of Andhra Pradesh Disaster Response and Fire Services have been kept on reserve at Rajamahendravaram, while another nine (of five members each) have been positioned in West Godavari district for road clearance, he said.

"Additionally,four teams of NDRF personnel have been sent to East Godavari district and another kept on standby at the 10th Battalion headquarters for ready movement," Venkatesh said.

East Godavari District Collector Kartikeya Misra declared a two-day holiday for all schools in eight coastal mandals in view of the cyclone threat.

State Chief Secretary Anil Chandra Punetha spoke to Collectors of all coastal districts and reviewed the preparedness to tackle the possible calamity.

Misra said that 50 relief camps have been opened in eight coastal mandals and four IAS officers stationed at Amalapuram to monitor the situation and take appropriate action.

A report from Puducherry, quoting revenue Minister M O H F Shah Jahan,said he asked the Regional Administrative Officer of Yanam (en enclave of the union territory near Kakinda in Andhra Pradesh) D Subramaniswara Rao, to take precautionary measures in view of the cyclone.

Shah Jahan said that Health and Tourism Minister Malladi Krishna Rao, elected from the lone Assembly segment in Yanam, was camping in the region, coordinating preventive steps and gearing up departments to ensure that people in vulnerable areas are evacuated to safer places.

A Met department bulletin said that squally winds, with a speed of 45-55 kmph gusting to 65 kmph was likely off Andhra Pradesh, north Tamil Nadu and Puducherry coasts from Saturday.

The deep depression over southeast Bay of Bengal moved further west-northwestwards and lay centred on Saturday morning over southwest and adjoining southeast Bay of Bengal.

It lay about 690 km southeast of here, 890 km south-southeast of Machilipatnam in Andhra Pradesh and 440 km east-northeast of Trincomalee in Sri Lanka.

"It is very likely to intensify further into a cyclonic storm during the next 24 hours (between Saturday and Sunday) and into a severe cyclonic storm in the subsequent 24 hours (between Sunday and Monday morning)," it said.

The system is very likely to move north-northwestwards further and cross Andhra Pradesh coast between Ongole and Kakinada during December 17 afternoon.

In view of the system, rainfall at most places with heavy to very heavy showers at a few places is very likely over coastal Andhra Pradesh on December 16 and 17.

"Extremely heavy falls at isolated places is also likely over north coastal Andhra Pradesh on 17 December," it said.

Rainfall at many places with isolated heavy rain over north Tamil Nadu was likely on December 16, the bulletin said.

The wind speed was very likely to increase gradually to gale force with speeds of 80-90 kmph gusting to 100 kmph along and off Andhra Pradesh coast from December 17 morning, it said.

The sea would be rough to very rough in south Andhra Pradesh and north Tamil Nadu from Saturday till December 17, it said, adding that fishermen have been advised not to venture into the Bay of Bengal.&nbsp;

Speaking at a roadshow at Kukatpally on Thursday, the TRS leader lashed out at Telugu Desam Party and its chief Naidu, questioning as to why Naidu's son and AP Minister N Lokesh was not asked to contest the seat.

Suhasini is the daughter of former Rajya Sabha MP N Hari Krishna and grand-daughter of TDP founder and former Chief Minister of undivided Andhra Pradesh NT Rama Rao.

"If Chandrababu Naidu really loves the Nandamuri family, why didn't he appoint Suhasini as a Minister in Andhra Pradesh, like he appointed Lokesh? If Chandrababu Naidu really wants to strengthen TDP in Telangana, he could have made Lokesh contest from Kukatpally. But he did not, because he knows Kukatpally is a losing seat," the TRS leader alleged.

In a dramatic turn of events, Naidu decided to field Suhasini from Kukatpally ignoring senior party leader E Peddireddy, who evinced interest in contesting from the constituency.

Rubbishing K T Rama Rao's remarks, Peddireddy said it was the party's decision to field Suhasini from Kukatpally and people in the constituency are accepting her.

He also said Lokesh is now a minister in the Andhra government and he chose Andhra Pradesh for his political career.

"Lokesh chose AP for his political career. He is a minister there. How will he contest from here. Suhasini belongs to the NTR family. People are accepting her in Kukatpally. KTR was talking in desperation," Peddireddy said.

Naidu wants to make Suhasini a scapegoat and later prevent her brothers (Nandamuri Taraka Rama Rao and Nandamuri Kalyan Ram) from entering politics, the TRS leader alleged.

Talking about alliance between the Congress and TDP, Rama Rao said, NTR's soul would be 'troubled' seeing the alliance and sought to know on what basis did they form an alliance.

Justifying the TRS alliance with TDP in the 2009 elections, Rama Rao said they tied up with the TDP only after the latter assured to support separate Telangana statehood.

"Naidu today is asking why he is being criticised. Was he not the one who tried to poach TRS MLAs? Was he not the one who wrote letters to the Centre, creating hurdles in irrigation project works," the TRS leader asked.

The employability levels of B.Tech/B.E have increased across all the sectors, touching a new high of 63.11 per cent, which remained at 42.08 last year.

However, the employability levels of MBA and polytechnic stand low between 47.18 per cent and 45.90 per cent.

Despite the lack of renowned institutions like IITs/IIMs, the growth trend can be seen in tier II and tier III cities.

Further, the report stated that Andhra Pradesh is one of the preferred hiring destinations in India, which offers equal space to both male and female workers.

The students from ITIs, polytechnic and engineering colleges are identified and ranked for their top skills, including work ethics, verbal communication, analytical and critical thinking, problem-solving, interpersonal skills, written communication skills.

"The increase in employability in Andhra Pradesh is a good sign for the market. But we have a long way to go and entire ecosystem should focus on bridging the employability gaps, enhancing the talent pool thus taking measures from school level to professional level focusing on learning," said Founder and CEO - Wheebox, Nirmal Singh.

"Educational institutes should work on the skills of students and they should be given a proper platform to explore and develop their skills as it would help them to follow a right direction towards their career," he added.

The India Skills Report 2019 further held that around 70 per cent of the youth face problem due to lack of professional guidance in finding desirable jobs that worth their skills.&nbsp;

The report also highlights the fact that from FMCG to startups, every industry offers paid or unpaid internship programmes to youth.

According to the report, a small percentage of students in all states have done at least one internship in the past twelve months.

Another insight from the report shows that 80 per cent of assessed candidates are willing to explore internship opportunities as they believe that it would assist them in getting employed in reputed firms, whereas 85 per cent candidates feel they lack proper information or guidance to take a thought-out career decision.

For the employability test, the team reached out to more than 3 lakh students across 29 States and 7 Union Territories.

Moreover, the key sectors for hiring employees are artificial intelligence, design, analytics, research and development.

The report also says that apart from domain expertise and skills, organisations usually prefer to hire those candidates who possess better communication skills and are willing to learn and adapt to changing business environment.

Around 60 per cent recruiters feel that the right candidates are not available as many of them don't meet the required skills.

The survey was conducted jointly by Wheebox, PeopleStrong, Confederation of Indian Industry (CII), and supported and backed by All India Council for Technical Education (AICTE), United Nations Development Programme (UNDP) and Association of Indian Universities (AIU).

Senior Congress leader M Sasidhar Reddy, son of former Chief Minister in undivided Andhra Pradesh M Chenna Reddy, Saturday expressed disappointment over not being given a ticket for the December 7 Telangana assembly polls, saying the reason given was that he would lose.

Reddy, a former Vice Chairman of the National Disaster Management Authority (NDMA), traditionally contests from Sanatnagar in Hyderabad, but the seat has been alloted to TDP as part of seat-sharing among partners of the "grand alliance" for the polls.

An angry Reddy hit out at Telangana Pradesh Congress Committee (TPCC) president N Uttam Kumar Reddy for denying him the seat.

"It's not the question of an individual seat that was denied to me. The reasons given for that is something which is very upsetting, as propagated by Mr Uttam Kumar Reddy," he told PTI.

"It was very forcefully argued by him that I will lose. That is the reason why he wants to leave it to TDP. The basis for that is supposed to be his survey," he said.

However, an online poll by a TV channel gave him 68 per cent winning chances against his TRS rival, he said.

The denial of ticket to him sends out a wrong message to the rank and file that loyalty and contributions have no value and "all that matters is the personal agendas of these leaders", Reddy said.

He also alleged that the PCC leadership had misled the high command.

"I don't blame the Congress high command. Because of the constraint of time, elections in various states and the rallies and all that the Congress president is attending. Four-five states are going for polls," he said.

Reddy said he got a call from senior party leaders in Delhi and that he was on the way to airport to leave for the national capital.

Meanwhile, several other aspirants who failed to get tickets voiced their protest and some of them said they would form a front to contest the elections.

Congress sources said that a committee of party leaders would speak to those who were denied tickets.

Escalating its confrontation with the Union government, the Chandrababu Naidu dispensation in Andhra Pradesh withdrew its consent to the CBI. The West Bengal government did the same this evening.

BJP spokesperson G V L Narasimhra Rao described the Telugu Desam Party government's order as a "clear mala fide exercise of power" to ensure that its "corruption" was not exposed, alleging that a "grand alliance of most corrupt parties" had taken shape to protect their interests.

Leaders of the Trinamool Congress government in West Bengal and the Gandhi family of the Congress were facing probe in "corruption" cases, he said, adding that it had led to a "convergence of their interests" with Naidu.

Aam Aadmi Party chief and Delhi Chief Minister Arvind Kejriwal too backed Naidu.

Andhra government withdraws consent for CBI jurisdiction in state

The Andhra Pradesh government Saturday requested the Centre to release Rs 1,200 crore as interim relief for restoration measures in Srikakulam and Vizianagaram districts that were battered by cyclone Titli.

The severe cyclonic storm hit the two districts early Thursday, with winds gusting up to 165 kilometers per hour. Heavy rainfall, ranging from 10 cm to 43 cm, was witnessed in different parts of the districts.

In a letter to Prime Minister Narendra Modi, Chief Minister N Chandrababu Naidu said, "The devastating cyclone has hit north coastal Andhra Pradesh, badly damaging the infrastructure and derailing normal life in the region, especially in Srikakulam and Vizianagaram districts."

Naidu said the cost of damaged properties, crops and infrastructure has tentatively worked out to be Rs 2,800 crore.

Horticulture was the worst hit with damages to the tune of Rs 1,000 crore followed by agriculture (Rs 800 crore), power sector (Rs 500 crore), roads and buildings, panchayat raj, rural water supply, irrigation (Rs 100 crore each), animal husbandry and fisheries (Rs 50 crore each), the chief minister said further.

"The state government has already started rescue and relief operations on a war-footing and I am personally camping in these districts, visiting the affected areas and supervising the relief and restoration operations," Naidu said.

In view of the severe damages to life, property and infrastructure, he urged the Centre to "liberally and expeditiously" sanction the relief so as to minimise the misery of the people.

Meanwhile, a release from chief minister's office said eight people (seven in Srikakulam district and one in Vizianagaram) were killed in the "very severe" cyclonic storm while two fishermen were reported missing.

In all, 290 km of roads were damaged along with 8,962 houses, 80 minor irrigation sources and 16 rural water supply tanks.

The Bharat Sanchar Nigam Limited (BSNL) suffered damage to its infrastructure in Srikakulam district that bore the brunt of the cyclone, the release said. 
Agriculture crops in 1,39,844 hectares, including paddy in 1,36,531 hectares, was damaged in Srikakulam while crops in 308 hectares were lost in Vizianagaram district.

Banana plantations in 2,424 hectares were also damaged.&nbsp;

Describing the country as a "victim of the century", Naidu said that the Centre failed to fulfill the assurances made during the state bifurcation.

He said that though the state is ahead in several sectors, it is lagging behind in per capita income on par with the neighbouring states.

The Chief Minister also said that his government opted for convergence of technology to the maximum level to establish most liveable standards and ease of living in the state. He affirmed that Amaravati would be developed as "hub of artificial intelligence."

Andhra CM Chandrababu Naidu seeks central assistance of Rs 1 lakh crore for state

Cyclone 'Titli' over the Bay of Bengal intensified into a severe cyclonic storm Wednesday and is moving towards the Odisha-Andhra Pradesh coast, triggering rainfall in several parts of Odisha, the India Meteorological Department (IMD) said.

The cyclonic storm is likely to make a landfall between Gopalpur in Odisha and Kalingapatanam in Andhra Pradesh early Thursday morning at a wind speed of 145 kmph, it said.

"Titli moved with a speed of about 10 kmph and intensified into a severe cyclonic storm and lay centred over west-central Bay of Bengal, about 370 km south-southeast of Gopalpur in Odisha," the IMD said in a bulletin.

It is very likely to intensify further into a very severe cyclonic storm during the next 18 hours. The storm is likely to move north-northwestwards and cross Odisha and adjoining north Andhra Pradesh coast between Gopalpur and Kalingapatnam around Thursday morning, it said.

Thereafter, it is likely to re-curve northeastward, move towards Gangetic West Bengal across Odisha and weaken gradually, said Director of the Meteorological Centre in Bhubaneswar, H R Biswas told PTI.

While some areas in coastal Odisha recorded rainfall Wednesday, the IMD has forecast "heavy to very heavy rainfall" at several places and "extremely heavy rainfall" at isolated areas till Thursday under the impact of the severe cyclonic storm.

The districts like Ganjam, Gajapati, Puri, Jagatsinghpur, Kendrapara, Khurda, Nayagarh, Cuttack, Jajpur, Bhadrak and Balasore are expected to receive heavy to very heavy rainfall till Thursday, the IMD said.

It also forecast heavy to very heavy rainfall for Kandhamal, Boudh and Dhenkanal district from Thursday.

The IMD said rainfall would be accompanied by gale wind speed reaching 60-70 kmph and gusting to 80 kmph along and off Odisha and north Andhra Pradesh coasts.

The wind speed will gradually increase to 120-130 kmph and gusting to 145 kmph from Wednesday night along and off south Odisha coast and 70-80 kmph gusting to 95 kmph along and off north the Odisha coast, the IMD bulletin said.

The sea condition is very high over the west-central Bay of Bengal. It is very likely to be phenomenal over the west-central and the adjoining north Bay of Bengal and along and off the south Odisha coast till Thursday, it said.

Storm surge of height of about 1 metre above astronomical tide is very likely to inundate low lying areas of Ganjam, Khurda and Puri districts, it said. 
The IMD advised total suspension of fishing operations and shifting of coastal hutment dwellers to safe places. Fishermen along the Odisha coast, and central and north Bay of Bengal were advised not to venture into sea till Friday.

In view of the adverse weather conditions, it has advised hoisting of local warning signal LW-4 at all ports of Odisha.

The Odisha government was also cautioned about the possible floods in view of the heavy rainfall across the state.

The state government has already issued high alert in all districts, particularly those in the coastal region, to face the ensuing situation. The government geared up to face the situation setting a target of "zero casualty".

The district collectors have been asked to remain alert and make necessary arrangements to shift people living in low-lying areas, the officials said.

The state government has ordered closure of schools, colleges and anganwadi centres in Gajapati, Ganjam, Puri and Jagtsinghpur districts from Wednesday. 
Special Relief Commissioner (SRC) B P Sethi said steps have been taken for shifting people in vulnerable and low-lying areas to multi-purpose shelters.

Around 300 motor boats have been arranged to assist in rescue operation as there is a likelihood of flood situation due to possibility of heavy rains till October 11.

All the 879 cyclone and flood shelters have also been kept in a state of preparedness, he said.

The storm is likely to move north-northwestwards and cross Odisha and adjoining north Andhra Pradesh coast between Gopalpur and Kalingapatnam around Thursday morning, it said. Thereafter, it is likely to re-curve northeastward, move towards Gangetic West Bengal across Odisha and weaken gradually, said Director of the Meteorological Centre in Bhubaneswar, H R Biswas told PTI. While some areas in coastal Odisha recorded rainfall Wednesday, the IMD has forecast "heavy to very heavy rainfall" at several places and "extremely heavy rainfall" at isolated areas till Thursday under the impact of the severe cyclonic storm. The districts like Ganjam, Gajapati, Puri, Jagatsinghpur, Kendrapara, Khurda, Nayagarh, Cuttack, Jajpur, Bhadrak and Balasore are expected to receive heavy to very heavy rainfall till Thursday, the IMD said. It also forecast heavy to very heavy rainfall for Kandhamal, Boudh and Dhenkanal district from Thursday. The IMD said rainfall would be accompanied by gale wind speed reaching 60-70 kmph and gusting to 80 kmph along and off Odisha and north Andhra Pradesh coasts. The wind speed will gradually increase to 120-130 kmph and gusting to 145 kmph from Wednesday night along and off south Odisha coast and 70-80 kmph gusting to 95 kmph along and off north the Odisha coast, the IMD bulletin said. The sea condition is very high over the west-central Bay of Bengal. It is very likely to be phenomenal over the west-central and the adjoining north Bay of Bengal and along and off the south Odisha coast till Thursday, it said. Storm surge of height of about 1 metre above astronomical tide is very likely to inundate low lying areas of Ganjam, Khurda and Puri districts, it said. The IMD advised total suspension of fishing operations and shifting of coastal hutment dwellers to safe places. Fishermen along the Odisha coast, and central and north Bay of Bengal were advised not to venture into sea till Friday. In view of the adverse weather conditions, it has advised hoisting of local warning signal LW-4 at all ports of Odisha. The Odisha government was also cautioned about the possible floods in view of the heavy rainfall across the state. The state government has already issued high alert in all districts, particularly those in the coastal region, to face the ensuing situation. The government geared up to face the situation setting a target of "zero casualty". The district collectors have been asked to remain alert and make necessary arrangements to shift people living in low-lying areas, the officials said. The state government has ordered closure of schools, colleges and anganwadi centres in Gajapati, Ganjam, Puri and Jagtsinghpur districts from Wednesday. Special Relief Commissioner (SRC) B P Sethi said steps have been taken for shifting people in vulnerable and low-lying areas to multi-purpose shelters. Around 300 motor boats have been arranged to assist in rescue operation as there is a likelihood of flood situation due to possibility of heavy rains till October 11. All the 879 cyclone and flood shelters have also been kept in a state of preparedness, he said. Apart from the allowance, beneficiaries will be provided with skill development, apprenticeship chance in companies and coaching for competitive exams. I wanted to give handholding to the youth. We used the convergence of four points for this program. This scheme will allow you to get not only allowance but to provide skill development, apprenticeship training and academic coaching," he said.

In his concluding remark,&nbsp;Naidu&nbsp;assured the youths that more jobs would be created in the near future and urged them to adopt work culture, set a vision and work hard towards their goals.

"The youth must adopt work culture, we are ready to provide cooperation to any extent. You must use technology, but don't get addicted to it," he said.

The&nbsp;chief minister&nbsp;also asserted that his government will continue to "pressurise the central government to get justice for the state".

"The Ease of Living Index seeks to assist cities in undertaking a 360-degree assessment of their strengths, weaknesses, opportunities and threats," Puri spoke at a National Dissemination Workshop on 'Ease of Living Index'.&nbsp;

AMRUT was launched by Prime Minister Narendra Modi in June 2015 with an aim to ensure robust sewage networks, water supply and other infrastructure to improve the quality of life in urban areas.

Puri shared that the index marked a "major milestone" in India's goal to promote evidence-based planning and action towards sustainable urbanisation.

The minister hoped that the National Dissemination Workshop would provide an opportunity for states and cities to offer their valuable suggestions and also use lessons learnt from the previous index rankings to ensure a more robust methodology in the future.

Hitting out at the BJP and YSR Congress Party, Andhra Pradesh Chief Minister N Chandrababu Naidu on Thursday alleged that the resignation of five Lok Sabha members of the Jaganmohan Reddy-led party was a political drama enacted by both parties.

Naidu charged that YSRCP and BJP colluded in the 'drama' and said the five MPs meeting Lok Sabha Speaker Sumitra Mahajan yesterday and insisting that she accept their resignations after a gap of two months was to ensure there was no need to face by-elections.

He was speaking at a rally in Madanapalle, 120 km from here during his two-day Nava Nirmana Deeksha in his native district of Chittoor.

In April last, the YSRC MPs had resigned, but their resignations were not immediately accepted because both the BJP and YSR Congress feared defeat if they faced by-elections, the TDP supremo alleged.

As per rules, if an MP's tenure is less than a year, by-elections cannot be held and keeping this in mind the two parties played out a 'drama,' he said.

Referring to the controversial sacking of chief priest of the famous hill shrine of Lord Venkateswara in Tirumala, Naidu said the two parties had been using the issue to malign the ruling TDP in Andhra Pradesh, he said.&nbsp

Besides Chandy, the Congress president appointed party spokesperson Gaurav Gogoi as the party's in-charge of West Bengal and Andaman and Nicobar Islands, replacing AICC general secretary C P Joshi.

Gogoi is the son of former Assam chief minister Tarun Gogoi.

"The party appreciates the hard work and contribution of Digvijaya Singh, who will be stepping down from his responsibility as AICC general secretary in-charge of Andhra Pradesh," a statement from Congress general secretary (organisation) Ashok Gehlot said.

He also said the party appreciates the hard work and contribution of C P Joshi, who would be stepping down from his responsibility as AICC general secretary in-charge of West Bengal and Andaman & Nicobar Islands.

The changes will be enforced with immediate effect, the party said.

Andhra Pradesh: Boat carrying around 40 people capsizes

Dust storms and thunderstorms wreaked havoc in Uttar Pradesh, West Bengal, Andhra Pradesh and the national capital, killing 53 people and leaving behind a trail of destruction.

Uttar Pradesh bore the brunt of the hail and thunderstorm that left 39 people dead, while nine people were killed in Andhra Pradesh, four in West Bengal and one in Delhi, the Union Ministry of Home Affairs said on Monday.

It added that 53 people were injured in UP, 11 in Delhi and one in West Bengal

At several places in north India including Delhi, high-velocity winds uprooted trees and affected road, rail and air services.

According to the India Meteorological Department, thunderstorms also occurred at isolated places in Himachal Pradesh, Uttarakhand, Punjab, Haryana, Chandigarh, Madhya Pradesh, Jharkhand, Assam, Meghalaya,

Maharashtara, Karnataka, Kerala and Tamil Nadu today.

In a tweet, Prime Minister Narendra Modi said: "Saddened by the loss of lives due to storms in some parts of the country. Condolences to the bereaved families. I pray for the speedy recovery of those injured."&nbsp;

Condoling the deaths, Congress President Rahul Gandhi in a tweet asked party workers to provide all assistance to the bereaved families.

Sunday's devastation came over 10 days after storms hit UP, Rajasthan, Telangana, Uttarakhand and Punjab, killing 134 people and injuring over 400. UP was the worst affected, accounting for 80 deaths, most of them in Agra district in the western part of the state.

Subsequently on May 9, several parts of Uttar Pradesh were struck by a severe storm that left 18 dead and 27 others injured. 
 
At least 18 people were killed and 28 injured in hail and thunderstorm that pummelled parts of Uttar Pradesh, officials said.

Five people were killed in Kasganj, three in Bulandshahr and two each in Ghaziabad and Saharanpur. One person each died in Etawah, Aligarh, Kannauj, Hapur, Noida and Sambhal, Principal Secretary (Information) Awanish Awasthi said.

A squall and dust storm with a wind speed of up to 109 kmph battered Delhi and neighbouring areas today, killing two persons and injuring 18 others, and throwing flight, rail and metro operations out of gear.

In West Bengal, at least 12 people, including four children, were killed and over 15 injured in lightning strike amid heavy rain, an official of the state disaster management department said.

Five deaths were reported from Howrah district, while two deaths each from West Midnapore, North 24-Parganas and Nadia districts and one from Murshidabad district.

In Andhra Pradesh, nine persons were killed in lightning strikes.

While seven persons were killed in Srikakulam district alone, two more were killed in Kadapa, officials said.

Various parts of the southern state witnessed rain, accompanied by gales.

In Delhi, the sky turned dark grey around 4:30 pm. Gusty winds and rain lashed the national capital, causing the temperature to drop to 25.2 degrees Celsius.

The much-needed reprieve came after a sweltering day, when the maximum temperature had reached 40.60 degrees Celsius, a notch above the normal. Humidity during the morning hours was recorded at 60 per cent, a MeT official said.

The officials said two squalls whipped through the national capital. One clocking 109 kmph hit the Safdarjung area at 4:44 pm and continued till 4:46 pm. The other gusting to 96 kmph battered the Palam area at 4:33 pm.

The strong winds knocked down nearly 200 trees in the city. Incidents of wall collapse were reported from Najafgarh, Transit Camp, Nehru Place, Mohan Garden in Uttam Nagar and Raj Nagar in Palam, said a senior officer of the Delhi Fire Service.

A man was crushed to death in a wall collapse, while a woman was killed when a tree uprooted and fell on her, the police said.

Traffic in many areas moved at a snail's pace due to the reduced visibility.

The inclement weather interrupted the launch of a 140 kWp rooftop solar plant at IP Extension attended by Chief Minister Arvind Kejriwal.

Operations at the Delhi airport came to a halt due to the dust storm. At least 40 flights were diverted and more than 24 delayed, an official said.

Metro operations were affected at a number of stations on the Violet and Blue lines after trees fell on overhead electricity (OHE) wires.

The Northern Railways said the train movement was disrupted on the section between the Hazrat Nizamuddin and Palwal stations due to tree felling.

A few passenger and freight trains were held up for around 25 minutes because of the disruption. The Kalka-New Delhi Shatabdi Express was also stopped near Sonepat due to uprooting of trees.

According to MeT department officials, the Safdarjung Observatory gauged 8.3 mm of rainfall. The Palam, Aya Nagar and Lodhi Road areas recorded 0.8, 6.4 and 2.1 mm of precipitation.

The weatherman forecast partly cloudy skies and light rainfall tomorrow.

K Sathi Devi, the head of the National Weather Forecasting Centre, said two western disturbances had led to the inclement weather.

"A cloud mass passed over Delhi. The extreme weather not only affected Delhi Panipat, Jhajjar, Rohtak, Jind in Haryana and parts of Uttar Pradesh,? said G P Sharma, President (Meteorology) Skymet, a private weather forecasting agency.

The winds continued to gust to 70 kmph even after the cloud mass passed over Delhi.

Sharma and Devi warned of similar weather conditions tomorrow.

Uttar Pradesh bore the brunt of the hail and thunderstorm that left 39 people dead, while nine people were killed in Andhra Pradesh, four in West Bengal and one in Delhi, the Union Ministry of Home Affairs said on Monday. It added that 53 people were injured in UP, 11 in Delhi and one in West Bengal At several places in north India including Delhi, high-velocity winds uprooted trees and affected road, rail and air services. According to the India Meteorological Department, thunderstorms also occurred at isolated places in Himachal Pradesh, Uttarakhand, Punjab, Haryana, Chandigarh, Madhya Pradesh, Jharkhand, Assam, Meghalaya, Maharashtara, Karnataka, Kerala and Tamil Nadu today. In a tweet, Prime Minister Narendra Modi said: "Saddened by the loss of lives due to storms in some parts of the country. Condolences to the bereaved families. I pray for the speedy recovery of those injured." Condoling the deaths, Congress President Rahul Gandhi in a tweet asked party workers to provide all assistance to the bereaved families. The strong winds knocked down nearly 200 trees in the city. Incidents of wall collapse were reported from Najafgarh, Transit Camp, Nehru Place, Mohan Garden in Uttam Nagar and Raj Nagar in Palam, said a senior officer of the Delhi Fire Service. A man was crushed to death in a wall collapse, while a woman was killed when a tree uprooted and fell on her, the police said. Traffic in many areas moved at a snail's pace due to the reduced visibility. A few passenger and freight trains were held up for around 25 minutes because of the disruption. The Kalka-New Delhi Shatabdi Express was also stopped near Sonepat due to uprooting of trees. According to MeT department officials, the Safdarjung Observatory gauged 8.3 mm of rainfall. The Palam, Aya Nagar and Lodhi Road areas recorded 0.8, 6.4 and 2.1 mm of precipitation. The weatherman forecast partly cloudy skies and light rainfall tomorrow. K Sathi Devi, the head of the National Weather Forecasting Centre, said two western disturbances had led to the inclement weather. "A cloud mass passed over Delhi. The extreme weather not only affected Delhi Panipat, Jhajjar, Rohtak, Jind in Haryana and parts of Uttar Pradesh,? said G P Sharma, President (Meteorology) Skymet, a private weather forecasting agency. The winds continued to gust to 70 kmph even after the cloud mass passed over Delhi. Sharma and Devi warned of similar weather conditions tomorrow. Thunderstorm and dust storm with winds speeds of up to 70 km per hour are "very likely" tomorrow in 26 districts of Uttar Pradesh, the weather office warned.
