<p>Andhra Pradesh Chief Minister N. Chandrababu Naidu on Friday hit out at the Congress party and the Bharatiya Janata Party (BJP) over their lack of support for the Special Category Status (SCS) to the state - an assurance that was given in the Rajya Sabha at the time of bifurcation in 2014.</p>

<p>Speaking to the media after ending his 12-hour fast over `Centre`s non-cooperation with the state` in Vijayawada, Naidu said, "Andhra Pradesh was bifurcated by Congress and the BJP with an understanding. Congress did not give any assurances to the state. Then, in Rajya Sabha, the special status was announced. That was not asked by us," he added.</p>

<p>The Andhra Pradesh Chief Minister maintained that he would have the responsibility of developing the state and demanded equal justice to both Andhra Pradesh and Telangana.</p>

<p>Asserting that he had joined the National Democratic Alliance (NDA) for state`s interests, Naidu added, "We are never power greedy. During (Atal Bihari) Vajpayee`s rule, we did not take any ministerial berths. National politics are not new to Telugu Desam Party (TDP). I went along with BJP with the only thought of state interests."Sensing conspiracy by the BJP on not giving special status, he continued, "What Modi ji told in Tirupati and what he fulfilled? I am asking today the central government on behalf of five crores people of Andhra, to fulfill the promises given in parliament. Nothing more than that."</p>

<p>"What you have told on the special status? Each year you spoke of some election or some other reason. Centre said special status will not be given to anybody. But after giving special status to 11 states, even now, then why not for Andhra?" he questioned.</p>

<p>Naidu further said that the Centre was trying to take Andhra into their hold, similar to what they did with Tamil Nadu.</p>

<p>Slamming the BJP for not supporting the special status to the southern state, he said, "Prakash Javadekar said that we cooperated to Andhra Pradesh as we thought the TDP will continue with us. Had we known earlier that TDP quit NDA, we would not have cooperated. Even now we have never compromised on the development of the state."</p>

<p>"The opposition parties had questioned us many things. I have never compromised. I played soft with the Centre for state interests. But when the right time came, we took stubborn decisions. You asked us to get our ministers resigned and put no-confidence motion. I did all those things at a correct and appropriate time. Then why you are not coming together with us. After all these, I took up this hunger strike. Why did not you turn up?", Naidu added, continuing his tirade against the BJP and the Congress party.</p>

No support from Congress, BJP on special status to Andhra: CM Naidu

<p>Andhra Pradesh Chief Minister N Chandrababu Naidu began his day-long fast here on Friday to demand Special Category Status (SCS) to the state.&nbsp;</p>

<p>Incidentally, April 20 also happens to be the Telugu Desam Party chief’s birthday.</p>

<p>Naidu's hunger strike at Vijayawada's Indira Gandhi Municipal Corporation Stadium started at 7 am and will end at 7 pm to pressurise the Centre to grant the SCS to Andhra Pradesh.</p>

<p>The strategy for the hunger strike was finalised by the Andhra Pradesh Cabinet, chaired by Naidu, on Monday.</p>

<p>Thirteen ministers of Naidu’s cabinet will also organise simultaneous hunger strikes in the districts for which they are in-charge ministers. Remaining ministers will take part in the hunger strike along with the Chief Minister.</p>

<p>The Andhra Pradesh politicians have been protesting demanding SCS to Andhra Pradesh.</p>

<p>The Naidu-led Telugu Desam Party (TDP) and the Bharatiya Janata Party (BJP)-ruled Centre have been at the loggerheads ever since the announcement of 2018-19 Union Budget.</p>

<p>In the meantime, Karnataka State Road Transport Corporation buses will operate only till Andhra Pradesh state border due to the statewide bandh.</p>

<p>The Telugu Desam Party (TDP), which has been agitating for the Special Category Status (SCS) and implementation of the provisions of the AP Reorganisation Act, is not participating.</p>

Andhra special status: Call for statewide bandh today

Andhra Pradesh chief minister Chandrababu Naidu will sit on a day-long hunger strike on April 20 for the demand of Special status for their state. The hunger strike will be organised against the Central government. The conflict between the BJP and the Telugu Desam Party (TDP ) began after the centre failed to fulfil Karnataka's demand of special status. The row between the two parties also led to the exit of TDP from NDA, the BJP led alliance. Also, two TDP ministers Ashok Gajapathi and YS Chowdary resigned from the Modi cabinet. <p>CPI (M) leader Sitaram Yechury today visited Andhra Pradesh Bhavan here and extended his support to YSR Congress Party legislators who have sat on a hunger strike demanding special category status to the state. Yechury’s visit came on the second day of the hunger strike.</p>

<p>Addressing the YSR Congress Party members present there, Yechury said he was not visiting them “to get appreciation. This is our duty and responsibility.” “On the day the bill to bifurcate the state came to Parliament, I asked about sharing of electricity, water and government employees. But there was no answer. (Then) I asked why was it taken up without proper homework,” Yechury said.</p>

<p>He said “nothing has happened”, despite then Prime Minister Manmohan Singh giving an assurance that the special status would be given to Andhra Pradesh for five years and then Rajya Sabha member Venkaiah Naidu promising to extend the status to 10 years if a BJP government comes to power. On the TDP first allying and now moving away from the BJP, Yechury said: “We asked TDP why they were again getting into an alliance with BJP after being out of power for 10 years in the united AP following the previous alliance.”</p>

<p>Mekapati Rajamohan Reddy, 73 and one of the five MPs sitting on the hunger strike, was today taken to RML Hospital after he complained of uneasiness. Earlier today, doctors had examined the leaders and said no medical intervention was required at the moment.</p>

<p>Addressing a press conference, the MPs also said they are outraged as their notices for no-confidence motion against the NDA government could not be taken up for discussion in the House due to continuous disruptions. The YSR Congress MPs had given notices for no-confidence motion against the government for its failure to grant special category status to Andhra Pradesh. The MPs said they would be submitting their resignation letters to Lok Sabha Speaker Sumitra Mahajan tomorrow, the last day of the Budget session.</p>

<p>“Resignation letters will be submitted in proper format. There is enough time to conduct by-elections…. We would fight the polls and again continue our demand for special category status,” party MP Varaprasad Rao Velagapalli said. He also accused Prime Minister Narendra Modi and Andhra Pradesh Chief Minister Chandrababu Naidu of “disrespecting democracy”, saying both the leaders “failed” to keep their promises to the people of Andhra Pradesh.</p>

<p>“YSRCP has given notices for no-confidence motion 12 times and not even once it was taken up for discussion,” Velagapalli said.</p>

<p>Andhra Pradesh Chief Minister N Chandrababu Naidu on Saturday laid the foundation stone for a new 'green'&nbspbus-manufacturing plant of Ashok Leyland, the flagship company of Hinduja group.</p>

<p>The green field factory will be the first plant of Ashok Leyland in the state.</p>

<p>The plant is situated at the Model Industrial Park, Mallavalli village in Krishna district.</p>

<p>Ashok Leyland chairman, Dheeraj G Hinduja, and MD and CEO Vinod K Dasari attended the ceremony.</p>

<p>Part of the fast upcoming manufacturing hub in Krishna district, the plant will be spread over 75 acres and will include latest technologies to deliver high-quality standards.</p>

<p>Once fully completed, the plant will be able to produce 4800 buses per annum.</p>

<p>Further, a state of the art learning center and an advanced service training centre will also be set up.</p>

<p>The plant will have the potential to employ over 5000 employees.</p>

<p>While the plant will have the capability to make the entire range of buses of Ashok Leyland brand, the facility will also include an electric vehicle development centre comprising of a futuristic conveyor line, pilot assembly line and prototype development.</p>

<p>It will be a complete green facility with rooftop solar panels, LED lighting, battery operated vehicles for in-plant movement, positive water balance and zero discharge.</p>

<p>"Today is a landmark day for us. We are excited to have such an established company like Ashok Leyland setting up a factory in Andhra Pradesh. It is a key addition to our fast expanding manufacturing hub here. This factory will not only provide jobs to our youth but also help improve the skill level of our people in the state and overall economy of the region," said Chandrababu Naidu.</p>

<p>He also added that they are developing the state as an automobile hub.</p>

<p>"We are developing Andhra Pradesh as an automobile hub. Kia motors at Anantapuram, Ashok Leyland here and many big shot companies in different parts of the state. With a number of MSMEs, Mallavalli will soon become an industrial hub. Airport and seaport are nearer. Outer Ring Road is under construction. With all connectivity facilities, transport will be very easy," he said.</p>

<p>Naidu also added that the state is number one in agriculture.</p>

<p>However, to achieve sustainable growth, the state needs to develop the services and industrial sectors.</p>

<p>"Post the bifurcation, Andhra Pradesh has been suffering from many problems. I am working hard to overcome the hurdles. Through partnership summits, worldwide meetings, we are trying to bring many industries in manufacturing as well as service sectors. We will make Andhra Pradesh one of the top three states in India by 2022, top state in India by 2029 and top class state in the world by 2050," he added.</p>

<p>However, Kadapa Superintendent of Police (SP) confirmed that chief minister Naidu was not in the temple premises at the time of the mishap.</p>

<p>The Lok Sabha proceedings were disrupted yet again today due to noisy protests by the AIADMK and TRS members, following which Speaker Sumitra Mahajan expressed her inability to take up the notices for no- confidence motion and adjourned the proceedings for the day.</p>

<p>The Speaker also announced a holiday for members on Monday on account of Ramnavmi on Sunday as many of them had conveyed they would be busy in various events on the festival and would find it difficult to join the House the next day.</p>

<p>The House was adjourned till noon soon after it met at 11 am following noisy protests by members of the AIADMK and the TRS over Cauvery dispute and quota issue respectively.</p>

<p>As the house reassembled at noon, the protests continued and Mahajan said she cannot take up the notices for no-confidence motions moved by the TDP and YSR Congress as the House is not in order and the requisite head-count of members supporting the notices can be done only if they are in their seats.</p>

<p>At least 50 members need to support a no-confidence notice for the House to accept it and start a debate.</p>

<p>The Speaker said the government had expressed its readiness for a discussion on it.</p>

<p>The BJP-led NDA government enjoys a comfortable majority in the House.</p>

<p>The Lok Sabha was then adjourned for the day as protests continued.</p>

<p>This is the 15th straight day that the lower house was adjourned without undertaking any significant business.</p>

<p>Amid the din, Mahajan tried to proceed with the Question Hour, but adjourned the House within minutes as the protests continued.</p>

<p>The House has been witnessing disruptions every day since March 5 over issues like PNB scam, special status to Andhra Pradesh and Cauvery water dispute after it re-assembled to continue the Budget session.&nbsp;</p>

Lok Sabha adjourned for 15th consecutive day, to meet on Tuesday

Both houses of Parliament adjourned again, no-trust motion not taken up

<p>The Lok Sabha proceedings were disrupted today for the 13th day after members from the AIADMK and TRS continued with their noisy protests, stalling the taking up of two notices of no-confidence motion against the council of ministers for the fourth day.</p>

<p>Amid the din, Speaker Sumitra Mahajan said that she cannot do a headcount of 50 members supporting the move, a prerequisite for taking up the notices for the trust vote.</p>

<p>She then adjourned the House for the day.</p>

<p>Minutes after the House met this morning, the Speaker adjourned the proceedings for an hour due to protests by parties from Andhra, Telangana and Tamil Nadu. When the House reassembled at 12 noon, members from the AIADMK, TDP and the TRS were seen raising slogans and holding placards in the Well.</p>

<p>While the AIADMK wants early establishment of the Cauvery river board to settle the water dispute with neighbouring states, the TRS is demanding hiked quota for Telangana. The TDP is demanding special status for Andhra Pradesh.</p>

<p>Expelled RJD member Rajesh Ranjan alias Pappu Yadav was seen holding a placard demanding special status for Bihar. The members from Congress, TMC and the Left were standing at their seats.</p>

<p>After the laying of papers by ministers, when the protests continued, Parliamentary Affairs Minister Ananth Kumar urged the members to return to their seats so that legislative business could be taken up.</p>

<p>The YSR Congress and the Telugu Desam Party will pitch for taking up their notices of no-confidence motion against the Modi government when the Lok Sabha meets today amid no signs of a let-up in the deadlock in its proceedings.</p>

<p>Y V Subba Reddy of the YSR Congress has written to the Lok Sabha secretariat to put his notice for the motion in the revised list of business today. The TDP has also moved a notice for a no-confidence motion.</p>

<p>When their notices were not taken up last week, Parliamentary Affairs Minister Ananth Kumar had argued that they could not be due to the House being not in order, with members of several parties raising slogans in the Well.</p>

<p>With the Telangana Rashtra Samithi and the AIADMK, which have often cooperated with the government on its legislative business, protesting over a host of issues, it remains uncertain if order is restored today.</p>

<p>While the first two weeks of the last phase of the Budget Session have been a virtual washout, the government has managed to get some key bills and the budget passed amid a din through a voice vote without a debate.</p>

<p>The YSR Congress was the first to give a notice last week for a no-trust motion after the Centre made it clear that it would not grant Special Category Status to Andhra Pradesh.</p>

<p>Not to be outdone by its main rival in the state, the TDP, a longtime BJP ally, then decided to break its ties over the issue and brought a no-confidence motion of its own.</p>

<p>Both parties have been lobbying with opposition parties for support to their respective notices. A no-confidence motion notice has to be supported by at least 50 MPs to be taken up in the House.</p>

<p>The government has expressed confidence that the notices, even if they are admitted, will be defeated given its strength in the Lok Sabha.</p>

<p>The current strength of the Lok Sabha is 539 and the ruling BJP has 274 members, more than the majority mark of 270, and enjoys the support of several allies.</p>

<p>With the 16-member TDP quitting the BJP-led NDA, the ruling alliance strength has reduced.&nbsp;</p>

TDP's excuse to retrieve lost political ground in Andhra Pradesh: BJP leader Narasimha Rao on breakup from NDA

<p>A day after TDP quit NDA over lack of financial support, Finance Minister Arun Jaitley today said the Centre was committed to giving Andhra Pradesh a special package equivalent to a special category state and has been endlessly waiting for the state government to revert on mechanism of receiving it.</p>

<p>Jaitley said the modalities of giving the special package were agreed way back in September 2016 but the state government only in January this year suggested a change in route of receiving funds, to which the Centre agreed but has not heard from it ever since.</p>

<p>&quot;A solution has been put on the table. It is for Andhra Pradesh to decide whether they want the resources or they want to make an issue (out of it),&quot; he told PTI here.</p>

<p>The Telugu Desam Party (TDP), which has 16 MPs in the 545-member Lok Sabha, first pulled out its ministers from the Narendra Modi government and yesterday decided to quit the alliance itself.</p>

<p>The party, which is in power in Andhra Pradesh, had been demanding greater financial assistance to make up for the disadvantage it has been put to since its division in 2014.</p>

<p>Jaitley, however, said the Centre has been fully committed to giving the promised funds to the state and there has been no delay on its part.</p>

<p>He said the so-called special category status cannot be given to Andhra Pradesh in its literal sense after implementation of the award of 14th Finance Commission, which deals with sharing of central government&#39;s financial resources with the states.</p>

<p>The constitutionally-mandated Commission gave increased share of states fund in central taxes to 42 per cent from 32 per cent previously and meeting revenue deficit in case any state needs to be extraordinarly compensated.</p>

<p>The minister said a special category state gets to pay just 10 per cent share of the money to be spent on a centrally sponsored scheme in comparison to general category states having to pay 40 per cent. The remaining 90 per cent in case of special category states and 60 per cent in general category states is borne by the Centre.</p>

<p>The 30 per cent equivalent advantage that the special category states had was agreed to be given to Andhra Pradesh for five years. &quot;We found a solution on September 16, 2016 that instead of a special category, we will give a special package,&quot; he said adding the funds equivalent to 30 per cent additional funding was to be met in some other form.</p>

Jaitley said the modalities of giving the special package were agreed way back in September 2016 but the state government only in January this year suggested a change in route of receiving funds, to which the Centre agreed but has not heard from it ever since. "A solution has been put on the table. It is for Andhra Pradesh to decide whether they want the resources or they want to make an issue (out of it)," he told PTI here. The minister said a special category state gets to pay just 10 per cent share of the money to be spent on a centrally sponsored scheme in comparison to general category states having to pay 40 per cent. The remaining 90 per cent in case of special category states and 60 per cent in general category states is borne by the Centre. The 30 per cent equivalent advantage that the special category states had was agreed to be given to Andhra Pradesh for five years. <p>Chowdary began by thanking Prime Minister Narendra Modi and his party leader N Chandrababu Naidu for giving him an opportunity to be part of the Cabinet and then went on to state that he was making the statement to set the perspective right and &quot;separate truth from propaganda&quot;.</p>

<p>He said the division of Andhra Pradesh in 2014 was done in a &quot;hasty, unjust and unscientific manner&quot; and the government of the time should have kept to states at par for 10 years.</p>

<p>The comment drew a sharp reaction from the Congress members who shouted in protest and started moving into the Well.</p>

<p>Naidu asked Chowdary not to deviate from the approved text of the statement and anything that he said beyond it would not go on record.</p>

<p>A social worker, she represented the state of Uttar Pradesh from April 1976 to April 1982, Naidu said.</p>

<p>He said Parliament is the &#39;maha panchayat&#39; of the country where issues are discussed but the disruptions are not allowing important issues to be raised.</p>

<p>He also thanked the Speaker for trying to ensure smooth functioning. He said the government is open to discuss issues including bank scam, Cauvery water management board and special status for Andhra Pradesh, but the House has to function first and members have to vacate the Well.</p>

<p>As the protests continued, the House was adjourned till 12 noon minutes after it met at 11 am.</p>

We believed in 'false promises': Lokesh Nara on TDP pulling-out of NDA
