China will build a base for police in Tajikistan near the Afghan border, a&nbsp;Tajik&nbsp;official said Thursday, amid concerns from both countries about the Taliban's ability to keep a lid on extremist groups.

The base points to deepening security cooperation between impoverished Tajikistan and China, which is reported to maintain another base in the southeast of the ex-Soviet country.&nbsp;

A parliamentary spokesman told AFP that Tajikistan's lower house had approved the plan to build the base in the Ishkashim district of the mountainous Gorno-Badakhshan province.

"All construction is funded by the Chinese side. After construction, the base will be transferred to the&nbsp;Tajik&nbsp;(police)," the spokesman, who did not provide his name, told AFP by telephone.

He said China was providing $8.5 million&nbsp;in assistance for the base. Asked about reports of the base, China's foreign ministry told AFP that "we can assure that China does not have any military bases in Central Asia."

China has looked to build friendly relations with the Taliban following their takeover of Afghanistan, but has called on the group to crack down on Muslim-minority Uyghur separatists looking to infiltrate its sensitive border region of Xinjiang.

While other Central Asian nations have established&nbsp;working ties with the new regime in Afghanistan, Tajikistan has railed against the hardliners and eschewed direct talks.&nbsp;

The republic's authoritarian leader Emomali Rakhmon expressed alarm about what he called "terrorist groups" positioned at points along its more than&nbsp;1,300-kilometre (810-mile) border with the country.&nbsp;

If the aim is to include the people, we have already included various ethnicities in the current government, and they are part of the cabinet,” the Taliban minister said.

For withdrawing financial aid, the minister criticised the US. Mujahid said, the US&nbsp;is also encouraging other countries to withhold resources and not recognise the Taliban government.&nbsp;&nbsp;

The Red Cross on Friday urged the international community to engage with Afghanistan's new Taliban rulers, saying that aid groups on their own would be unable to stave off a humanitarian crisis.

Afghanistan has been plunged into crisis by the abrupt end of billions of dollars in foreign assistance following the collapse of the Western-backed government and return to power by the Taliban in August.

The International Committee of the Red Cross (ICRC) has since increased its efforts in the country while other organisations were also stepping up, Director General Robert Mardini said.

The United Nations on Thursday announced&nbsp;it had set up a fund to provide cash directly to Afghans, which Mardini said would solve the problem for three months.

"Afghanistan is a compounded crisis that is deteriorating by the day," he said, citing decades of conflict compounded by the effects of climate change and the COVID-19 pandemic.

Mardini said 30 per cent&nbsp;of Afghanistan's 39 million population were facing severe malnutrition and that 18 million people in the country need humanitarian assistance or protection.

The Taliban expelled many foreign aid groups when it was last in power from 1996-2001 but this time has said it welcomes foreign donors and will protect the rights of their staff.

But the hardline Islamists, facing criticism it has failed to protect rights, including access to education for girls, have also said aid should not be tied to conditions.

"No humanitarian organisation can compensate or replace the economy of a country," Mardini said.

"On Afghanistan, the need for full, safe and unhindered access for humanitarian assistance was discussed, as also the need for Afghan territory not be used to threaten or attack any country or to shelter or train terrorists, or to plan or to finance terrorist attacks," it added.

Both Ministers undertook a detailed review of the Roadmap 2030 launched during the India-UK Virtual Summit held on May 4, 2021.

"I wanted to study, see my friends and have a bright future, but now I am not allowed," 16-year-old Amena told AFP at her home in western Kabul.&nbsp;

On September 18, Afghanistan's new Islamist rulers ordered male teachers and boys aged 13 and over back to secondary schools, picking up an academic year already cut short by violence and the COVID-19 pandemic.

The Taliban later said older girls can return to secondary schools, which were already mostly split by gender, but only once security and stricter segregation under their interpretation of Islamic law could be ensured.

Amena lives just a short walk from her Sayed Al-Shuhada High School, where 85 people -- mainly young girls -- perished in the May bomb attack.

"Innocent girls were killed," Amena said, her eyes welling up.

"I saw with my own eyes the dying and wounded girls.

"However, I still wanted to go to school again."

Amena would be in Grade 10 studying her favourite subjects such as biology, but instead is stuck inside with a handful of books doing "nothing special".

The teenager said she dreamt of becoming a journalist, but now has "no hope in Afghanistan".

"They say: 'Study if you cannot go to school -- study at home so that you may become someone in the future.'"

"My brother brings home storybooks and I read them," Amena said. "And I always watch the news."

But she does not understand why boys are allowed to study and girls are not.

"Half of the society is made up of girls and the other half is made up of boys. There is no difference between them," she said.

"Why can't we study? Are we not part of society? Why should only boys have a future?"

After US-led forces ousted the Taliban in 2001, progress was made in girls' education.

The number of schools tripled and female literacy nearly doubled to 30 percent, but the change was largely limited to the cities.&nbsp;

But the current situation has "lowered both our and the students' morale", she said, questioning the Taliban's reasoning.

"As far as we all know, the religion of Islam has never hindered the education and work of women."

Hasani said she has not experienced any direct threats from the Taliban.

But Amnesty International reported that one high school teacher received death threats and was summoned for prosecution because she used to teach co-educational sport.

Hasani said she was clinging to hope that the Taliban will be "a little different" from their brutal 1996-2001 regime, when women were not even allowed out of their homes unchaperoned.

Buried dreams&nbsp;

Born years after 2001, Zainab has no memories of that period and loved going to school until the Taliban directive.

The 12-year-old was stuck looking out of the window with a "terrible feeling" last month when boys went back to school.

"It is quite obvious that things get worse day by day", said Zainab, whose name has been changed to protect her identity.

Her 16-year-old sister Malalay said tearfully that she had "feelings of despair and fear".

Malalay, whose name has also been changed, passes her time helping around the house, cleaning, washing dishes and doing laundry.

She said she tries not to cry in front of her mother "because there are a lot of pressures on her".

The teen had dreams of promoting women's rights and speaking out against the men depriving her of her rights.

"My rights are to go to school and university," she said.

"All my dreams and plans are now buried."

Why can't we study ? - Afghan girls still barred from school

Violent pushbacks against refugees have increased in eastern Turkey in the months since the Taliban took over Afghanistan, says an investigation by the Guardian. It involves interviews with several victims, human rights lawyers working and independent observers.

As per the International Organization for Migration, between 20,000 and 30,000 refugees were fleeing Afghanistan every week for the last few months. According to Orhan Deniz, a professor of migration at Van Yüzüncü Yıl University, many of these refugees are attempting to make the 1,400-mile journey through Iran and the Zagros mountains to the Turkish border.

Mahmut Kaçan, a Turkish lawyer based in Van who specialises in refugee and asylum cases, claims that pushbacks are “systematically” taking place.&nbsp;

“This is 100% happening,” Kaçan was quoted by The Guardian. “What Turkish authorities are doing is illegal.”

The UN&nbsp;Secretary General Antonio Guterres is due to join the summit, underlining the central role given to the United Nations in tackling the crisis - in part because many countries don't want to establish direct relations with the Taliban.

Italy, which holds the rotating presidency of the G20, has worked hard to set up the meeting in the face of highly divergent views within the disparate group on how to deal with Afghanistan after the chaotic US&nbsp;withdrawal from Kabul.

China has publicly demanded that economic sanctions on Afghanistan be lifted and that billions of dollars in Afghan international assets be unfrozen and handed back to Kabul. It was not clear if this would even be discussed on Tuesday.

While US&nbsp;President Joe Biden, Indian Prime Minister Narendra Modi and Europe's G20 leaders were expected to take part in the meeting, Chinese media reported that President Xi Jinping would not participate. It was also not clear if Russian President Vladimir Putin would dial in.

Afghanistan's neighbours Pakistan and Iran have not been invited to the virtual call, but Qatar, which has played a key role as an interlocutor between the Taliban and the West, will join the discussions, a diplomatic source said.

"It is impossible to believe them. For the Hazaras, and especially for us women, there is no more hope."

She and other Hazaras fled into the mountains when they first heard the Taliban were coming, but a week later they returned.

As a member of the Bamiyan Film Academy, Najwa could have been evacuated to France like many of her peers but, hidden in the wilderness, she missed a vital call.

"And now it is too late," she says.

- 'Abductions, murders' -

Afghanistan's new rulers have declared a general amnesty and promised reform.

But fears abound that they will repeat the brutal repression of minorities and women seen during their former reign from 1996 to 2001.

"We know that there have been abductions, murders," Najwa says.

The Hazara, who make up as much as a fifth of Afghanistan's around 38 million people, have been persecuted in the country for centuries.

They have suffered massacres during the rule of several Afghan governments in recent decades, but especially under the Taliban -- Sunni hardliners who see the mainly Shiite ethnic minority as heretics.

The Islamists have carried out several mass killings of Hazaras, including in the city of Mazar-i-Sharif in 1998, where Human Rights Watch says at least 2,000 mainly Hazara civilians were executed.

While nothing on that scale has been reported since the Taliban takeover on August 15, an Amnesty International investigation published this week found Taliban forces had killed 13 Hazaras, including nine surrendering former government soldiers, in Daykundi province on August 30, in what "appear to be war crimes".&nbsp;

- 'Not enemies' -

But Musa Nasrat, Bamiyan's acting governor and new chief of police, insists Hazaras have nothing to fear.

"It is true that in the beginning, people were afraid," he tells AFP, claiming that all those who initially fled had returned.

"We told them: 'Return to your normal life. We are here to protect you'," he says, insisting that "we are not enemies of the Shiites."

The Taliban's enemy, he says, was "the corrupt government" of ousted president Ashraf Ghani.

But now, "we have won. Peace will rein."

In a bid to reassure the Hazaras, the new rulers have made a Shiite, Mahdi Mujahid, the intelligence chief in Bamiyan province.

"My community has nothing to fear," he said, in his first statement on the job.

But more than words will be needed to calm the community's fears.

"We cannot trust them," says Abdul Danesh Yar, a 33-year-old private school principal.

"Our country's history is full of massacres and deportations of Hazaras."

Yar, like so many others here, says he feels betrayed by the United States and its allies over their hasty withdrawal in August after 20 years of fighting.

"We believed in their values, and they abandoned us," he says, adding that he would leave if he could, "for the future of my children."

The Taliban, he argues, "will never change." &nbsp;&nbsp;

The Taliban's return to power has been a particular shock in Bamiyan, home to the famous giant, ancient Buddha statues that the Islamist group dynamited when it was last in power two decades ago.

The provincial capital was among the cities that received the most international assistance in the two decades that followed the Taliban's ouster.

Women here outnumbered men at the university, and they did sports like cycling and volleyball.&nbsp;

Bamiyan also boasted the first woman governor in the country, Habiba Sarabi, who ruled here from 2005 to 2013. Today she lives in exile in Turkey.

"For now, they have not done bad things," says Abdulhaq Shafad, a 41-year-old local poet and member of a newly-created committee aimed at "solving problems" with the Taliban.

But he warns that the situation could quickly deteriorate if countries begin recognising the Taliban leadership.

"The future is unpredictable," he warns.

At the entrance to the city, Rajabali Sahebzadah's potato fields are a stone's throw from the ruins of the statue commemorating Abdul Ali Mazari, a Hazara leader and prominent anti-Taliban fighter anointed as a martyr long after he died in Taliban captivity in 1995.

It was blown up three days after the former insurgents seized control of Afghanistan, leaving a scattering of white rubble.

Shafiq Hamdam, a university student said, "Let the passport department be opened. Some are medical patients here, some are having trade problems and some are facing educational problems."

Rostam Amerkhil, who is a resident of Afghanistan`s Wardak province urged the passport office to be reopened as it was causing trouble to the people.

"Everything is connected to the passport if they want to leave the country or stay. Let the passport office be open, don`t cause trouble for people," Amerkhil said.

The Interior Ministry of the Taliban-led government said that the department would resume its activities soon.

"Decisions have been taken in this regard. The process will begin soon," said Sayed Khosti, spokesperson for the Interior Ministry.

The upcoming cabinet meeting of the Taliban-led government would discuss the passport department`s activities, said TOLOnews quoting a source in the passport department.

The number of "independent departures," which top 700 and could be higher, has not been previously reported. But the phenomenon is raising alarms among immigration advocates concerned about the risks to Afghans who give up on what is now an open-ended, complex and completely voluntary resettlement process.

In the speed and chaos of the U.S. withdrawal from Afghanistan in August following 20 years of war, many evacuees were brought into the United States under a temporary status of "humanitarian parole." Once transferred to U.S. military bases, refugee resettlement groups and U.S. officials have been trying to connect people with services for a smooth transition to the United States.

In a statement, a U.S. Department of Homeland Security (DHS) spokesperson declined to comment on the figures provided to Reuters by sources but said people who had left the bases "generally" had ties to the United States, like family members of friends, and resources to support themselves.

The spokesperson said that in addition, at the outset of the operation many of those evacuated were U.S. citizens, permanent residents or had approved Special Immigrant Visas so were able to depart quickly.

But leaving early could cost other Afghan evacuees critical benefits - like expedited work permits - and create a slew of legal problems down the road, given the complexities of the U.S. immigration system.

"It`s a giant can of worms," said one U.S. Citizenship and Immigration Services official, who spoke on condition of anonymity.

"This could lead to years and years of terrible immigration status problems."

The benefits the evacuees have received have been more limited, so far, than what`s offered to refugees. But that appears set to change following legislation passed on Thursday by Congress - despite opposition from Republicans - that would give Afghan evacuees the more extensive assistance usually provided to refugees.

"We should do everything in our power to help our Afghan allies get off to a strong start in their new homes," Democratic Senator Jeff Merkley said in a statement.

The new legislation says Afghan asylum applications should be expedited. But those who leave U.S. bases early might not get all the legal orientation they need start their applications.

One-way trip off base

Immigration experts say Afghans who leave the bases are not breaking U.S. laws and military officials have no legal authority to hold law-abiding Afghans against their will at any of the eight locations hosting 53,000 Afghans who fled the Taliban on U.S. evacuation flights.

The scale of the independent departures vary from base to base, according to the sources - more than 300 alone at Fort Bliss in Texas - a figure that is likely to alarm both advocates and critics of the massive U.S. resettlement operation.

However, U.S. officials stress that all of the Afghans leaving U.S. bases had already undergone security screening before arriving in the United States. The risk of the independent departures is to the Afghans themselves.

Reuters viewed a document, entitled "Departee Information," that is meant to warn Afghans considering leaving before completing their resettlement. It reminds them that, on base, they can get their immigration paperwork processed and even cash to help pay for travel to their destination in the United States.

"Once you leave this base, you forfeit these advantages and may not return," it reads. 
Margaret Stock, an immigration lawyer with expertise in cases related to the military, said the warning was not ill-intentioned.

"I think they`re trying to look out for people," she said.

"The people managing the bases are rightfully concerned that somebody might not be fully aware of the consequences of wandering off."

Afghans leaving U.S. bases can be a touchy issue in some parts of the country, particularly given media coverage of security incidents at Fort McCoy, in Wisconsin, and Fort Bliss.

But General Glen VanHerck, head of Northern Command, pushed back on the idea that criminality was a problem on the U.S. bases. He told Pentagon reporters on Thursday that the numbers of incidents involving robbery and theft were substantially lower than in the general U.S. population, with only eight cases in six weeks.

Asked what was the limiting factor in getting Afghans processed for resettlement, VanHerck said it was not vaccinations against measles or the coronavirus or security checks.

Instead, it was efforts by U.S. officials to ensure "each of the Afghan guests have a great place to land and have assurances for where they`re going to relocate to."

"So I understand that, right now, is the limiting factor on output," he said.

Zakariullah, sitting on a dirt road in the trading town of Spin Boldak only a few hundred metres from Pakistan, says he has been turned back more than half a dozen times, sometimes violently.

"They say only people from the area with papers," Zakariullah, a 25-year-old farmer and father of three, told AFP on the weekend.

"We want to cross the border to work there because there are no jobs here."

The new Taliban rulers insist Afghans need to stay and rebuild their conflict-ravaged country.

"They tell people 'It's your country. You should not leave," said 25-year-old Rahmadin Wardak, who was also trying to flee.

On the other side, their Pakistani counterparts in Chaman were also stopping those attempting to cross.

"Every day, 8,000 to 9,000 people try to cross the border without having the necessary papers, and are turned back," one Taliban border guard, Mullah Maulvi Haqyar, told AFP.

Maulvi Noor Mohammad Saeed, a Taliban official in Kandahar province, confirmed the authorities were asking "people and families to not leave the country".

"Doing that, you lose respect for your Afghan culture," he told AFP.

At the border, only day labourers and traders -- all young men wearing traditional flat pakol hats and sweating under the weight of their goods -- were allowed to cram into a narrow corridor topped with barbed wire that led to the next checkpoint.

A second corridor for other travellers lay mostly empty, with a few exceptions including elderly men and women loaded onto wheelbarrows seeking urgent healthcare in Pakistan.

But scores of Afghans are eager to leave a country on the verge of economic collapse since the Islamists seized power in mid-August and foreign aid money dried up.

Jobs have vanished while farmers are struggling with the impact of a drought.

The United Nations has warned a third of the population is facing the threat of famine.

Zakariullah, whose farmland was 600 kilometres in Kabul province, said he now hoped to find work in Pakistan. He would then send for his wife and children to join him.

But, like many others at the border crossing, the journey to Spin Boldak has stripped away his meagre savings.

Mohammed Arif said he left his home in Nangarhar in the east because he had "no money, no food to feed my eight children".

Commotion erupted outside the border office as hundreds pleaded with the Taliban to let them through, during a visit by AFP on the weekend.

Before the Covid pandemic and recent upheavals, the border was mostly open, with few restrictions for the tens of thousands who crossed daily.

But when the Taliban seized Spin Boldak early on in their dizzying offensive, Pakistan shut the gates and left huge crowds of stranded travellers to amass on both sides.

The crossing reopened when the hardline group ousted the US-backed government and assumed power in mid-August.

More Afghans arrived, fearing the Taliban would return to their brutal rule in the 1990s.

"At first, lots of people could cross," said Sami Ul Haq, who monitors the crossing point for the UN refugee agency UNHCR. "Before we had up to 24,000 people coming a day."

There were few restrictions at the crossing during the last two weeks of August, but then the Taliban and Pakistanis clamped down.

And on Thursday, the Taliban said they were shuttering the gates completely in protest against Pakistan -- which has repeatedly said it would not accept Afghan refugees -- accusing officials of creating hurdles for Afghans with the right papers.

The UNHCR has meanwhile not reported huge movements of people towards the borders.

With the war over, some Afghan refugees living in Pakistan have even returned.

But the agency last month said it was preparing contingency plans for up to 500,000 rushing into neighbouring countries by the end of the year.

"We need to prepare in case any change inside the country could trigger a massive displacement," Bertrand Blanc, a UNHCR senior emergency officer, told AFP in Islamabad.

"For the moment, we are in a wait and see the situation."

A senior US general on Wednesday said that the Doha agreement, signed by former US President Donald Trump with the Taliban had an influence on USA's disastrous pullout from Afghanistan. He was speaking in front of House Congress committee in a congressional hearing.

General Kenneth Mckenzie said that once the decision to reduce US troop presence below 2500 was taken, it proved to be the start of unravelling of American pullout.

“The signing of the Doha agreement had a really pernicious effect on the government of Afghanistan and on its military, psychological more than anything else, but we set a date – certain for when we were going to leave and when they could expect all assistance to end,” McKenzie said.

The Doha agreement was signed between USA and Taliban. As per the agreement, US agreed to fully withdraw its troops by May 2021 in exchange for some assurances from Taliban.

During his hearing before US Congress committee, McKenzie said that he was of the opinion that if the number of American troops in Afghanistan fell below 2500, it would result in collapse of the civillian government in Kabul.

He added that US President Joe Biden's order to reduce troops in April was “the other nail in the coffin”.

Taliban took over power in Afghanistan on August 15 in a lightning offensive that followed drawdown and total withdrawal of US troops from the country.

The bill adds that further assessment of "support by state and non-state actors, including the Government of Pakistan, for the Taliban between 2001 and 2020, provision of sanctuary space, financial support, intelligence support, logistics and medical support, training, equipping, and tactical, operational, or strategic direction" should be made. &nbsp;&nbsp;

The Taliban will have no choice than to bend to the demands of Afghan women if they want to escape economic collapse and diplomatic isolation, a leading rights activist said.

Seventy-three-year-old Mahbouba Seraj decided not to flee Kabul last month when the Taliban seized back power, two decades after they were ousted.

Instead, from her home in Kabul, she has followed the Taliban's mixed messages, trying to decipher what lies ahead for the women of her country who she has dedicated her life to.

"This is becoming like a nightmare for everybody," she says.

The Taliban have incrementally stripped away freedoms for women excluding girls from secondary school, telling working women to stay home and unveiling an all-male government.

They claim it is only temporary, but many are distrustful and recognise a repeat of history unfolding.

"The first time, the Taliban had the same excuse, they said 'wait, we'll fix it for you'," she said from her home in Kabul.

"We waited for six years and it never came. There is no trust (in the Taliban) amongst the women of Afghanistan."

Many women, she says, are confused and under severe pressure, frightened to leave their homes and face Taliban harassment.

Still, she admits to being optimistic, sure that the Taliban will be forced to adjust if they want to remain in power.

There are signs of some changes women can still be seen on the streets, many are still wearing headscarves instead of the all encompassing burqa and some forms of university education can continue, though under segregation.

"It's not Afghanistan of the 90s any more, this Afghanistan is different," she said.&nbsp;

"I really believe changes are going to happen. There is no other way, and the Taliban should realise it."

Economic collapse

The head of the Afghan Women’s Network, Seraj has long advocated for the equal participation of women in deeply patriarchal Afghanistan.

She moved to the United States in 1978, a year before the Soviets invaded Afghanistan, living in exile through the civil war and Taliban years, and returning after an international-backed government had been appointed.

Although still marginalised, Afghan women have fought for and gained basic rights in the past 20 years, becoming lawmakers, judges, pilots and police officers, though mostly limited to large cities.

Women's jobs "keep the economy going, shops, schools, feed families... That's why we must start moving without delay," Seraj said.

Under the Taliban's last brutal and repressive rule notorious for human rights abuses, women were effectively banned from education and work and only allowed to leave the house with a male chaperone.

In scenes unthinkable during that period, women have been at the forefront of several protests around the country,&nbsp;some numbering hundreds,&nbsp;demanding their participation in society.

They have petered out since the Taliban effectively blocked the right to assembly and dispersed crowds with gunfire, but Seraj says resistance is still brewing.

"Don't think that it's over, it's not going to be over, it's just going to come up in a different way," she said.

"And it will become dangerous, including for them (the Taliban)."

'Otherwise what's the point in living?'

A month after seizing power, the Taliban has yet to be formally recognised by any foreign nation.&nbsp;

Aid-dependent Afghanistan has seen its access to the international banking system cut and access to funding almost entirely frozen, while hesitant donor countries and agencies watch to see if the Taliban live up to their initial pledges of softer rule.

The health system is already on the brink of collapse. Staff have not been paid and there is a shortage of medicine, further complicated by a brain drain of skilled doctors.&nbsp;

If the Taliban persist, the international community "might take very drastic action" and stop all funding.&nbsp;

It would be the "worst case scenario for everyone".&nbsp;

She is pushing for the Taliban to meet with her and other women, to&nbsp; "arrive at a kind of midpoint acceptable to both camps".

"We should sit down and have a conversation about us, who we are, what we want," she said, with a loose blue headscarf over her grey hair.&nbsp;

Even as the Taliban increase their chokehold on women, she chooses to stay hopeful.&nbsp;

"I have to believe that something is going to change for the better, otherwise what's the point of living?," she said.

In a stern message, President Ebrahim Raisi warned on Saturday that Iran will not allow the Islamic State group to establish a presence on the country's border with Afghanistan. &nbsp;&nbsp;

Dutch Foreign Minister&nbsp;Sigrid&nbsp;Kaag&nbsp;resigned on Thursday after parliament formally condemned her handling of the Afghanistan evacuation crisis.

Lawmakers approved a motion criticising the government for failing to evacuate some Afghans, and for missing signs of an imminent Taliban takeover.

Kaag's resignation comes a day after Britain's Dominic Raab was demoted from his position as foreign minister over the way he dealt with the situation in Afghanistan.

"The House considers that the government has acted irresponsibly,"&nbsp;Kaag&nbsp;said in a statement to parliament after parliament voted by 78 votes to 72 to condemn her.

"And although I stand by our commitment, I can only accept the consequences of this judgement as the minister with ultimate responsibility," she added.

"In my view on democracy and the culture of our administration, a minister should go if the policy is disapproved of.&nbsp;I will therefore submit my resignation as minister of foreign affairs to his majesty the king."

Dutch Defence Minister Ank Bijleveld however refused to resign despite also being hit with a so-called censure motion by parliament.

Kaag&nbsp;said she would stay on as leader of the centre-left D66 party, which is in coalition talks with Prime Minister Mark Rutte after winning the second-most seats in elections in March.

Rutte said her resignation was a "great loss" to the cabinet.
