<p>"Two days later, I will resign as Chief Minister. I will not sit on that chair till the people announce their verdict. Elections in Delhi are months away. I got justice from the legal court, now I will get justice from the people's court," Kejriwal said while addressing supporters of his Aam Aadmi Party (AAP).</p>

<p>Jammu and Kashmir Police have filed a complaint against a Wing Commander of the Indian Air Force after a woman flying officer accused him of rape, mental harassment,&nbsp;and stalking.&nbsp; The incident allegedly happened during the New Year’s Eve party last year, and the FIR was registered&nbsp;against the Wing Commander at the Budgam police station over the weekend under Section 376(2) of the Indian Penal Code, which was in force at the time of the alleged incident on January 1, 2024. The section deals with rape committed by a member of the armed forces deployed in an area by the Central or State Government.</p>

<p>The woman officer also claimed that she was subjected to mental torture over the last two years by the authorities at the Air Force Station, Srinagar.</p>

<p>The IAF said in a statement that the Budgam Police Station approached the concerned Air Force station for investigation, and the IAF is cooperating in the investigation.</p>

The unusual case surprised medical professionals as the man, identified as Sanjay Jaiswal, had no history of high blood pressure, illness, or any injuries.</p>

<p>Two days earlier, Jaiswal suddenly felt dizzy while loading equipment into a DJ vehicle. He initially tried to brush it off and went home. However, later that evening, while preparing dinner, he began vomiting and experienced severe head pain, TOI reported.</p>

<p>Dr. Shailendra Gupta, an associate professor in the ENT department at Government Medical College Ambikapur, told TOI that the patient arrived at the hospital the next morning in a wheelchair. A CT scan revealed a blood clot in the back of his brain, likely caused by a ruptured blood vessel. Such occurrences are typically linked to high blood pressure, accidents, or injuries, none of which applied to Jaiswal.</p>

India: Man with no prior health issues suffers brain haemorrhage after loud DJ music exposure

<p>A ragpicker was injured in a blast at the intersection of Blochmann Street and SN Banerjee Road in central Kolkata on Saturday afternoon.</p>

<p>The injured man was identified as Bapi Das (58).</p>

<p>According to Kolkata police, "At around 1:45 PM, police received reports of a blast at the intersection of Blochmann Street and SN Banerjee Road. A ragpicker was injured in the explosion."</p>

<p>The officer-in-charge of Taltala police station arrived at the scene and discovered that the injured person had been taken to NRS Hospital with a wrist injury.</p>

<p>Police said that a plastic gunny bag was also found at the scene.</p>

They are demanding justice for the victim, better security at state-run hospitals and removal of top health officials.</p>

<p>"We had intelligence from our sources that professional criminals were planning an attack on the protesting doctors outside Swasthya Bhawan. We also came across an audio clip of a conversation between two individuals, exposing this conspiracy," Bidhannagar DCP Aneesh Sarkar told reporters.</p>

<p>"We verified the authenticity of the audio clip, and based on it, we have registered a case. Two individuals have been arrested so far, and one of them, Sanjeev Das, has admitted that the voice in the recording is his," the officer added.</p>

I want justice for Tilottama (the name given to the woman who was raped and murdered). From your platform, I will request the CBI to speed up the investigation. I request you, I need some time to consider your demands. If you trust me, come and talk to me, I will look into your demands.”</p>

<p>Banerjee also assured them, "Return to work. I will ensure that no injustice happens. I will set up committees in every hospital which will have senior and junior doctors as members. Everyone found guilty will be punished, it is not like they are my friends (referring to the demand for the resignation of some officials). Please talk amongst yourselves and return to work, I will not take any action. In Uttar Pradesh, action was taken, I won't do that. I know you work a lot, I know how important you are.”</p>

<p>She concluded by saying, “This is my last attempt to resolve the crisis... if you keep your faith in me, I will look into your complaints. The case is on in the Supreme Court (which had set a September 10 deadline for the doctors to return to work) and the next hearing is on Tuesday. I don't want you to suffer. I have come to make a request as your&nbsp;'didi'&nbsp;(big sister), not as a chief minister. I am empathetic and I support your protest... <p>“In recent years, front-line armies of the two countries have realised disengagement in four areas in the Western sector of the China-India border, including the Galwan Valley. The China-India border situation is generally stable and under control,” Mao added.</p>

<h2><strong>'75% of disengagement problems with China sorted out'</strong></h2>

<p>Mao's remarks came a day after Indian Foreign Minister S Jaishankar said&nbsp;that roughly 75% of the “disengagement problems” with China had been sorted out&nbsp;but the bigger issue was the increasing militarisation of the frontier.</p>

<p>The Indian and Chinese militaries have been locked in a standoff since May 2020 and a full resolution of the border row has not yet been achieved though the two sides have disengaged from many friction points.</p>

<p>"We did not have an easy relationship in the past. What happened in 2020 was in violation of multiple agreements, the Chinese moved a large number of troops to the Line of Actual Control. We, in response, moved our troops up.. Some progress on border talks with China. 75 per cent of disengagement problems are sorted out. We still have some things to do," Jaishankar said during his conversation with Ambassador Jean-David Levitte at the Geneva Centre for Security Policy.</p>

<p>"If there is a solution to disengagement and there is a return to peace and tranquillity, we can look at other possibilities. That is the immediate issue," he added.</p>

<p>Congress general secretary for communications, Jairam Ramesh, had criticised the post from the Uttar Pradesh district magistrate's account. He described the comment as "inappropriate and unacceptable comment."</p>

<p>Ramesh said, "This is not a new development; over the last 10 years, India's bureaucracy and other non-political officials have become increasingly politicised."</p>

<p>Last week, the Jammu and Kashmir Police&nbsp;filed a first information report (FIR) after the victim- a woman Flying Officer in the air force- alleged rape by the Wing Commander.</p>

<p>According to a report by NDTV on Saturday, the J&amp;K&nbsp;high court&nbsp;ordered the police not to file a chargesheet in the case without its permission.&nbsp;</p>

<p>"This court has allowed the investigation to continue. However, we direct that the chargesheet shall not be filed without the permission of this court," the order by the single-judge bench of the court said.</p>

<h2><strong>The complaint against the Wing Commander</strong></h2>

<p>According to the Flying Officer, the incident happened during a New Year party at the officers' mess at the Srinagar Air Force Station&nbsp;on December 31 last year.&nbsp;</p>

<p>The victim, aged 26, said that the Wing Commander asked her whether she received the New Year's gift. When she said no, her senior&nbsp;said the gifts were in his room and took her there.</p>

<p>When the Flying Officer asked where her senior officer's family was,&nbsp;he said they were elsewhere. The woman then alleged that she was forced to perform a sexual act on the Wing Commander.&nbsp;</p>

<p>“I went into a mental shock being new to the atmosphere in the forces. I was embarrassed and… broken to that extent … lacking courage to report. I can’t describe the mental agony, being an unmarried girl… treated in such a heinous manner… the incident and nightmares put me in the dilemma of whether to discuss or be quiet, finally, I took a call and decided to fight,” the woman said.</p>

<p>“It took two months for Station to assemble an Internal Committee (IC)… on April 2, 2024, Internal Committee assembled. The bias of Station authorities to aid the sexual offender was very heartbreaking for me… Medical examination was not done till the time I insisted multiple times. It was done on the last day of the investigation by the Internal Committee,” she added.</p>

<p>The Flying Officer also pointed out that she was forced to approach the police after her pleas were ignored by the IAF.</p>

<h2><strong>Accused cannot leave J-K without permission</strong></h2>

<p>As per the NDTV report, the high court said that the accused Wing Commander has to give a surety of $596 (Rs 50,000), and cannot leave Jammu and Kashmir&nbsp;without the permission of his Commanding officer, and cannot contact any prosecution witness.</p>

<p><meta name="uuid" content="uuidXZ95rlCfeA4B" />Over the next 18 months, the Indian government will be spending Rs 2,000 crore (approx $250mn) to significantly enhance the country's weather observation and forecast capabilities. Dubbed 'Mission Mausam', this effort is being helmed by the Ministry of Earth Sciences (MoES), which aims to make India ‘Weather Ready’ and ‘Climate Smart’.</p>

<p>Three institutes of the Ministry of Earth Sciences: the India Meteorological Department,&nbsp;the Indian Institute of Tropical Meteorology, and the National Centre for Medium-Range&nbsp;Weather Forecasting will primarily implement Mission Mausam. The academia will be supported by their sister institutions from India's MoES, and their global counterparts.</p>

<p>According to Dr&nbsp;M Ravichandran, secretary of MoES, the first phase of this long-term project would be about scaling up weather monitoring infrastructure. This involves setting up 50 Doppler Weather Radars (DWR), 60 Radio Sonde/Radio Wind (RS/RW) stations, 100 disdrometers (to measure rain rate, fall velocity, precipitation type, droplet size), 10 Wind Profilers, 25 radiometers, an Urban testbed, a Process testbed, an Ocean Research station and 10 Marine Automatic Weather Stations with upper air observation.</p>

<p>He added that most of this&nbsp;hardware would be built by Indian industry, which means that the money spent for procuring the hardware would be pumped into the country's&nbsp;economy.</p>

<p>Critical elements of Mission Mausam will&nbsp;include the deployment of next-generation radars and satellite systems with advanced&nbsp;sensors and high-performance supercomputers, the development of improved Earth&nbsp;system models and a Geographic Information System (GIS)-based automated Decision Support System for real-time data&nbsp;dissemination.</p>

<p>Once these systems are operational, the overall quality and frequency of weather forecasts are expected to go up several notches. This is because the new hardware additions would help precisely monitor many more weather-related parameters than are being done currently. The forecasts derived from this modern equipment will&nbsp;immensely benefit agriculture, disaster&nbsp;management, defence, environment, aviation, water resources, power, tourism,&nbsp;shipping, transport, energy, and health.</p>

<p>Over the next five years, the MoES will set up dedicated facilities to simulate and better understand cloud formation, evolution and related phenomenon. In these specialised 'cloud chambers', teams will conduct several experiments to understand how weather can be 'managed' via scientific intervention.&nbsp;</p>

<p>Elaborating on this, Dr&nbsp;Ravichandran said that there are possibilities of scientifically intensifying a certain weather phenomenon or reducing its intensity (suppressing it). He was referring to the process of cloud seeding, which is undertaken to generate extra rainfall, during a deficit, or to meet specific requirements. Conversely, when there is a risk of very high rainfall and flooding, scientific interventions can be brought about to suppress the rainfall.&nbsp;</p>

Mission Mausam: India's $250mn plan to enhance weather forecast capabilities

<p>Two&nbsp;soldiers were killed amid an ongoing operation in the Chatroo area of Kishtwar in the Jammu region, while two others were injured, said the Indian Army, late Friday (Sep 13).&nbsp;</p>

<p>The&nbsp;Nagrota-based White Knight Corps had earlier said that four Indian&nbsp;Army personnel had been injured in the gunfight. However,&nbsp;two personnel reportedly&nbsp;succumbed to injuries while they were being taken to the hospital.&nbsp;</p>

<p>"#GOC (General Officer Commanding)&nbsp;White Knight Corps and all ranks salute the supreme sacrifice of the #Bravehearts; offer deepest condolences to the families," said the&nbsp;White Knight Corps, in a post on X.&nbsp;</p>

<p>The operation started at around 3:30 pm (local time)&nbsp;and during the initial gunfight, four Indian Army soldiers were injured. All the injured soldiers have been taken to the army's base hospital.</p>

<p>The Indian Army said, "Based on the intelligence inputs, a joint operation with J&amp;K Police was launched in area Chatroo at Kishtwar. A contact has been established with the terrorists at 3:30 pm. In the ensuing firefight, four army personnel were injured. The operation is in progress."</p>

<p>Earlier, the Indian Army had said that two terrorists were killed in the Kathua Encounter and the search in the area was called off. "In the Joint operation launched on 11 September by Troops of rising corps&nbsp;and J&amp;K police two terrorists neutralised and large war-like stores were recovered. Operations concluded,"&nbsp;said the Indian Army.</p>
