&nbspSeychelles will remain a "faithful friend" and a partner to India, Seychelles President Danny Faure said today as a Dornier aircraft was handed over to the island nation which would boost its capacity to conduct maritime surveillance.

Faure said defence cooperation has been a major component of relations between the two countries and the aircraft is a "proud testimony of India's devotion and commitment" towards the people of Seychelles.

"Today marks another mile-stone in our defence cooperation. On behalf of people of Seychelles, I would like to say thank you. The second Dornier will amplify our capacity to conduct maritime surveillance over Exclusive Economic Zone of 1.7 million sq kms. Seychelles will remain a faithful friend and a partner to India," the president said.

He was speaking at an event organised to officially hand over the second Dornier aircraft to Seychelles. The event was also attended by the External Affairs Minister Sushma Swaraj and her deputy in the ministry V K Singh. 
The aircraft is expected to reach Seychelles before June 29, its National Day. It will first fly to Bengaluru, Trivandrum, and then make a brief stopver at Gan in Maldives before reaching its destination in Seychelles.

Swaraj said India and Seychelles share a "special relationship" and the strategic convergence between the two countries has been built on the foundation of shared values and common aspirations.

"India and Seychelles have always been strong security partners. As maritime neighbours, we are committed to securing our oceanic space for sustained development. Securing our seas will ultimately lead to creating a peaceful environment for the progress and prosperity of our two countries and peoples," she said.

Noting that Indian naval ships are regularly deployed to undertake patrol of the extensive Exclusive Economic Zone of Seychelles, Swaraj said India remains committed to support Seychelles through capacity building, especially in the field of maritime security.

Yesterday, after holding talks, Faure and Prime Minister Narendra Modi had agreed to work together on the Assumption Island project, based on "each other's interests", days after reports from the island nation of it cancelling the pact with India to jointly develop a naval base there.

India is keen on developing the Assumption Island in the Indian Ocean as a naval base to expand its footprint in the strategically-key region where China has been trying to enhance its military presence. An agreement to develop the island was inked in 2015 between India and Seychelles.

However, there has been growing political opposition in Seychelles, forcing Faure to say the country would develop military facilities at the island on its own and that the project with India "will not move forward".

India had delivered the first Dornier aircraft in 2013 while the second one was promised to the island nation by Prime Minister Narendra Modi during his 2015 visit to Seychelles. In 2016, India gifted a fast interceptor boat to the country.

Dornier aircraft are used extensively by the three armed services of India.

T Survarna Raju, Chairman and Managing Director of Hindustan Aeronautics Limited, a defence public sector undertaking that manufactured the plane, said the aircraft has specially made as per the demands of the Seychelles for maritime surveillance.

He added that the delivery date of the aircraft was preponed after a request from Seychelles.

Mazumdar-Shaw, Chairperson and Managing Director of Biocon Ltd, said single-use plastic -- or disposable plastic used only once before they are thrown away or recycled -- is an environmental polluter that needs to be banned to save our planet.

"Every State and every country ought to ban this modern day inconvenience that is now known to be an irresponsible habit", she told PTI. "I think there is now a sense of urgency to rid our communities of this malaise".

She welcomed the state-wide plastic ban in Maharashtra and hoped other States would follow. "I hope it doesn't remain an announcement, but strictly enforced".

Rawat, meanwhile, said plastic is a part of everyday life and "it is a reality".

"Should we ban it? in principle, yes, but an industry worth crores of Rupees and employing millions of people cannot be wished away overnight", he said.

Asked if ASSOCHAM favoured a nation-wide ban, Rawat said such a thing cannot just be imposed without a proper roadmap for a viable alternative.

Besides, he noted, it is a state subject and the States must come on board and devise their own strategy depending on local conditions.

Rawat also said with a worldwide focus on environment and pollution issues, the plastic industry itself should draw a long-term plan and come up with environment-friendly products, investing in technology and practises like recycling.

"The manpower must also be re-trained for alternative products and technologies", he told PTI. "The pressure from the Green is only going to increase and the industry must be ready for such an eventuality".

Products like jute, textiles, paper, recycled clothes and even metal containers must be used, according to him. Another alternative to plastic bottles, for instance, is glass.

"But if the clock has to be reversed, there must be a holistic environment policy at the national level, protecting the interests of consumers, producers, States and trade", Rawat added.

While addressing the third annual meeting of the governors of the Asian Infrastructure Investment Bank (AIIB) in Mumbai, PM Modi said that the rising crude prices have not resulted in a spike in inflation and the macroeconomic fundamentals of the country remain strong.

He said, "Our macroeconomic fundamentals are strong with stable prices, a robust external sector and a fiscal situation firmly in control. Despite rising oil prices, inflation is within the mandated range".

He further added that the BJP-led government is committed to fiscal consolidation and that the government debt as the percentage of GDP is consistently declining."

"Government is firmly committed to the path of fiscal consolidation. Government debt as percentage of GDP is consistently declining. India has achieved a rating upgrade after a long time", he said.

He added that the country emerged as a "bright spot" in the global economy, driving global growth with a $ 2.6 trillion GDP. He further said that the GDP is expected to grow at 7.4 per cent this year.&nbsp

"India is one of the most investor-friendly economies. Investors look for growth and macroeconomic stability. They want political stability and a supportive regulatory framework to ensure the protection of their investment".

"A New India is rising. Now, India stands on the pillars of economic opportunity for all, knowledge economy, holistic development, and futuristic, resilient and digital infrastructure".

"India and AIIB are both committed to make economic growth more inclusive and sustainable. In India, we are applying novel Public Private Partnership (PPP) models, Infrastructure Debt Funds and Infrastructure Investment Trusts".

"The external sector remains robust. Our foreign exchange reserves of over $ 400 billion provide us adequate cushion. Global confidence in India's economy is rising. Total FDI flows have increased steadily and India continues to be one of the top FDI destinations," he said.

The weather department has issued a warning for more rains in the state.&nbsp;

Meanwhile, the usual halt in the city during the monsoon season has led to a blame game between the BJP and the Shiv Sena.

The alliance partners are blaming each other for the mismanaged drainage in the city.&nbsp;

While the state is ruled by the BJP government, the &nbsp;Bombay Municipal Corporation (BMC) is headed by Shiv Sena Mayor Vishwanath Mahadeshwar.

A media report quoted Mumbai BJP Chief Ashish Shelar as saying that the Shiv Sena's claim of implementing civic projects has fallen flat due to flooding.&nbsp;

The Shiv Sena mayor, on the other hand, had claimed a few days ago that the city had a risk of getting flooded due to the ongoing Metro project work in Mumbai. The metro project in the city is being undertaken by the BJP.

Shiv Sena chief Uddhav Thackeray has that the city was not experiencing serious water logging as the water went off quickly. He said the city received rainfall more than Cherapunji. He further said as Mumbai is an island there were many low lying areas.&nbsp;

Mumbai rains: Shiv Sena-BJP play blame game over waterlogging

Janata Dal (United),<a href="http://wionews.com/india-news/nitish-face-of-nda-in-bihar-says-jdu-leader-after-core-committee-meeting-142003"> BJP's alliance partner in Bihar</a>&nbsp;announced on Monday that it would contest elections on the highest number of seats among the NDA allies in the state in the 2019 &nbsp;Lok Sabha elections.

The party further added that the BJP was free to fight the elections alone without forming an alliance.

The announcement has come amid the ongoing tussle between the BJP and the JD(U) over contesting on more number of seats in the general elections.

BJP general secretary Rajendra Singh had said recently that the party would contest in all the 22 seats it had won in 2014 general elections.&nbsp;

The JD(U) on the other hand wants seat sharing for the 2019 Lok Sabha elections to be based on the party's performance in 2015 state assembly polls.&nbsp;

JD(U) general secretary Sanjay Singh had said earlier that the BJP can contest the elections without any alliance and field candidates in all 40 Lok Sabha seats. He also said that the BJP will not be able to win in Bihar without the support of Nitish Kumar.&nbsp;

The story of Patakha has been adapted from the story of renowned writer Charan Singh Pathik's short story.&nbsp;

The film is being produced by Anil Kapoor who revealed that he has been wanting to collaborate with Bhardwaj for a long time. Kapoor said, "He's a big brand and I love his cinema. And when I heard the script from him, I fell in love with it. This is a different genre."

Vishal Bhardwaj’s next directorial venture is an interesting story of two sisters who are constantly at war. Releasing the first poster of the film, Patakha looks like an intriguing story of siblings. The drama film is set in Rajasthan and stars Dangal star Sanya Malhotra, TV actor Radhika Madan, comedian Sunil Grover and Vijay Raaz. Taking on the story of siblings, the film revolves around Badki and Chhutki (which literally means elder and younger sister) who grow up in a small village in Rajasthan and are always fighting with each other. The story takes a turn when they are separated after marriage as they realise that they can’t live without one another. Delhi Police finally caught the accused&nbsp;Nikhil Rai Handa from Meerut in Uttar Pradesh after launching a manhunt over two days.

Deputy Commissioner of Police Vijay Kumar said, "To make it look like an accident, Handa then ran over his car on Shailja. Handa had an obsession with Shailja and was pressurising her to marry him."&nbsp;

Handa had reportedly ran the car over Shailja after slitting her throat in an attempt to show it as an accident. He was however caught by police later after reports emerged about his stalking of Shailja earlier.

The police gathered CCTV footage of the car in which Shailja and Handa were last seen talking to each other. She had gone to the Army hospital for a physiotherapy session when Handa caught up with her. After she was brutually murdered, Handa fled to Meerut. Shaija's body was discovered by a passerby who informed the police.

After a plemininary investigation, the police discovered large number of calls made by Handa.

'In black & white': Army officer's wife Shailja's last Facebook post before she was brutally murdered

The Supreme Court on Monday agreed to hear on June 27 a plea filed by 18 disqualified AIADMK MLAs seeking transfer of their case from the Madras High Court to the apex court after the split verdict by the high court.

A vacation bench of justices Arun Mishra and S K Kaul said it will hear the plea day after tomorrow.

Senior advocate Vikas Singh, appearing for the 18 MLAs, said it is a serious matter which requires an urgent hearing as the high court has given a split verdict on June 14 and the third judge is scheduled to hear the matter afresh.

He alleged that people knew through WhatsApp about the third judge who will be hearing the case after the split verdict.&nbsp;

The court said, "we don't go by WhatsApp messages and the matter will be heard on June 27".

The Madras High Court had on June 14 given a split verdict on petitions challenging the disqualification of 18 MLAs loyal to sidelined party leader T T V Dhinakaran, a ruling that maintained status quo in the corridors of power in Tamil Nadu.

A division bench of Madras High Court comprising Chief Justice Indira Banerjee and Justice M Sundar delivered divergent verdicts on whether the 18 MLAs deserved to be disqualified under the anti-defection law by Speaker P Dhanapal on

September 18 last year for approaching the Governor and seeking the removal of Chief Minister K Palaniswami.

The court ruled that the senior-most judge after the chief justice would now hand-pick a judge who will hear the matter afresh.

In her 200-page order, the chief justice had upheld the Speaker's decision, saying, "In my opinion, the view taken by the Speaker is a possible, if not plausible view, and I am unable to hold that the said decision is any way unreasonable, irrational or perverse."

Justice Sundar, in his 135-page order, struck a dissenting note, insisting that Dhanapal's order "deserved to be set aside on grounds of perversity, non-compliance with principles of natural justice, mala fides and violation of the constitutional mandate".

The chief justice said status quo would continue till the third judge delivered the verdict on the petitions.&nbsp;

Supreme Court to hear on plea of 18 disqualified AIADMK MLAs

Condemning the Raj Bhavan for citing a legal provision for imprisonment against any attempt to 'restrain' the governor from exercising his power, the DMK has asserted that it would continue to fight to protect Tamil Nadu's autonomy.

Accusing Governor Banwarilal Purohit of indulging in "direct politics", DMK Working President M K Stalin said his party would not be cowed down by such threats (to invoke IPC section 124) by the Raj Bhavan in its statement yesterday.

"I strongly condemn the Raj Bhavan statement and the Governor for trying to do direct politics on behalf of the DMK. The party will not run away from the responsibility and will not be cowed down by such empty threats," Stalin said in a statement last night.

His reaction came hours after the Raj Bhavan issued a strongly worded statement taking exception to the DMK's continuing protests against Purohit's district visits and the party's 'siege Raj Bhavan' stir on Saturday.

The Raj Bhavan had said the governor enjoys "unhindered freedom" to interact with officials and cited a legal provision providing seven years imprisonment to those "restraining" him from exercising in any manner any of the lawful powers.

It had also cited section 124 of IPC, which said "whoever with the intention of inducing or compelling the President of India, or the Governor of any state... Shall be punished with imprisonment of either description for a term which may extend to seven years."

It was an attempt to intimidate the DMK, Stalin alleged, adding the governor would realise the validity of the party's objection if he had read Article 163 of the Constitution and the orders of the Supreme Court.

Referring to the Raj Bhavan's charge that he was trying to "mislead people" by terming the governor's visits "review meetings", Stalin wondered what else could it be called.

The DMK working president said the media used the term 'review' by the Governor and it was not known whether the Raj Bhavan has issued any communication to them advising not to use the word.

Stalin clarified that the party did not hold 'black flag protests' when Purohit participated in functions as Chancellor of Universities or whenever he visited New Delhi on official work.

"DMK only protested when the governor organised meeting of officials in districts thereby interfering in the rights of an elected government," he said.

Claiming that governors in Madhya Pradesh and West Bengal did not conduct such review meetings, Stalin said, "Since the Governor is a representative of the ruling BJP, he is playing the role of the Tamil Nadu BJP president."

"The people of Tamil Nadu and media have understood that through such review meetings, he is seeking to help the BJP's vote bank politics," Stalin alleged and asserted that the DMK would continue to fight to protect 'federalism' and the state's autonomy.

On June 23, the DMK had held a 'siege Raj Bhavan' stir demanding Purohit's resignation and had said the party would intensify its protest if he continued to hold review meeting in districts.

Ever since Purohit assumed office last year, he has been touring districts, for which he faced flak from the principal opposition party the DMK, which alleged he was holding review meetings 'like a chief minister.'

DMK condemns Raj Bahvan's imprisonment warning, vows to protect TN's autonomy

The Southwest Monsoon picked up momentum in Mumbai, bringing heavy showers that claimed three lives in the city and adjoining Thane, news agency PTI reported quoting official&nbsp;sources.&nbsp;

Heavy rains lashed the metropolis and Thane district throughout the night and continued this morning, causing water-logging at several places and slowing the movement of suburban trains, thus causing inconvenience to office-goers.

Two persons were killed last evening when a tree fell on them near Metro Cinema in south Mumbai, said an official from the disaster management unit of the Brihanmumbai Municipal Corporation (BMC).

A 13-year-old boy was killed and his parents were injured when an adjacent wall collapsed on their house at Wadol village in Ambernath taluka of Thane around 2.15 am today, the district civic body's regional disaster management cell chief Santosh Kadam said.

In another incident, a 65-feet compound wall of a housing complex in Thane city collapsed this morning, crushing two cars and another vehicle, he said.

The district received 229.81 mm rain in the last 24 hours, Kadam added.

In Mumbai, a huge part of a compound caved-in at Antop Hill area in Wadala. Around 15 cars were damaged with some vehicles getting buried under the debris, an official of the BMC's disaster management cell said.

No casualty was reported in the incident, he said.

"The fire brigade and Mumbai police officials have reached the spot and are assessing the situation," he added.

Mumbai received 231.4 mm rain in the last 24 hours, an official of the India Meteorological Department (IMD) said.

"The Santacruz weather station recorded 231.4 mm rainfall in the last 24 hours. So much rainfall is categorised as extremely heavy showers," IMD Mumbai Director Ajay Kumar told.

"This is the first extremely heavy rainfall recorded in Mumbai in the current season," he reportedly said.&nbsp;

The rain intensity has gone up since yesterday afternoon and is expected to continue further, he said.

Owing to the heavy showers, several parts of the city, like Dharavi, Sion, Matunga, Hindmata, Malad, Kurla, Andheri subway, Bhandup, Worli and Lower Parel, were flooded with water up to two to three feet, and vehicles got stuck in some places.

"Traffic has been diverted from Sion, King's circle, National College in Bandra, Siddharth Hospital in Goregaon, Chembur Phatak, Pratiksha Nagar in Sion, Milan Subway in Santacruz and Powai area of the city," a statement issued by civic body said.

The Western Railway in a tweet said, "WR Suburban trains are running with no disruption. There is slight delay due to low visibility in some areas due to rains."

Certain diversions were made due to water-logging on few routes of bus services of the Brihanmumbai Electric Supply and Transport (BEST), an official said.

The IMD has predicted heavy-to-very heavy rain in the city in the next 24 to 48 hours.

"These heavy showers are due to a cyclonic circulation over north Konkan and adjoining south Gujarat and another circulation in the Bay of Bengal. We expect the rain activity to increase in the coming week, with scattered heavy to very heavy rain on June 27 and 28 in parts of north Konkan, including Mumbai," an IMD official said.&nbsp;

The IMD has predicted heavy-to-very heavy rain in the city in the next 24 to 48 hours. "These heavy showers are due to a cyclonic circulation over north Konkan and adjoining south Gujarat and another circulation in the Bay of Bengal. We expect the rain activity to increase in the coming week, with scattered heavy to very heavy rain on June 27 and 28 in parts of north Konkan, including Mumbai," an IMD official said.

Indian-American Aruna Miller, seeking to enter the US House of Representatives from a Congressional seat in Maryland, has emerged as one of the top fundraisers, days ahead of the crucial Democratic primary.

Hyderabad-born Miller, 53, a civil engineer and a Maryland State Delegate, came to the US in 1972 when she was seven.

She is vying to enter the House of Representatives -- the lower chamber of the US Congress -- from a Maryland suburb of Washington DC. The Senate is the upper chamber.

Miller is pitted against party colleague David Trone in the Democratic party for the sixth Congressional District of Maryland primary.

The winner of the June 26 primary election is expected to easily sail through given that it is considered to be a Democratic stronghold.

If elected, Miller would be the second Indian-American woman to enter the House of Representatives after Pramila Jayapal from Washington State.

"In the year of the woman, can a USD 10 million man win a House seat?" asked The Washington Post this week as the Miller vs Trone race attracted nationwide attention.

Businessman Trone has spent more of his own money on a House race than any other candidate in history.

This is because Trone has spend USD 10 million of his own money in the race, as against Miller's USD 1.36 million, which has come from generous contributions from her supporters.

Days ahead of the crucial Maryland Democratic primary, Miller exuded confidence that her surging support from the people of the sixth Congressional district would be dissuaded by the money power, and help her get on the November Congressional ballot and finally enter the House next January.

"The race is an opportunity for Democrats to elect a woman to Maryland's all-male congressional delegation," the Post said.

A civil engineer by profession, Miller, who speaks fluent Telugu, came to the US in 1972 when she was seven.

Known for her great legislative skills, she was elected to the Maryland House of Delegates in 2010.

"I think the rhetoric that's happening at the national level about immigrants being demonised and marginalised... This resonates with a lot of people because many of us have come here as immigrants to this great nation. Diversity is not our problem. It's our promise," Miller told PTI.

"I think that's what spurred a lot of people to wake up and say, wow, I need to take an active role in what's happening in our country," said Miller.

She has received tremendous support from Indian-Americans in Maryland and across the nation.

Latest figures, as released by the Federal Election Commission, indicate that she has raised more than USD 1.36 million for the Democratic primary.

"The first thing, or one of the most important things to be able to do if I got elected to the US Congress, is to make sure we fix the broken immigration system right now.

"We need to have a pathway to citizenship. And this is for undocumented immigrants that are here, working hard, try to make ends meet and playing a part in our economy," she said.

Forty per cent of the undocumented immigrants that are in this country are ones that have overstayed their visas, whether it's H-1B visa, student visa, and they're living in the shadows right now. All they want to do is to contribute to this great country, she said.

"We need to have a pathway to citizenship. We need to make sure that those on H-1B visas are not on 15-20 years (wait for green card), where they become an indentured servant to the companies that they work at. We need to have a more streamlined process on how they can get their green card and become a citizen as well," she said.

Miller, a great advocate for strong India-US ties, accompanied the then Maryland governor to India as a Maryland State delegate.

"It is critical that the largest democracy and the oldest democracy have a strong bond together. I'll continue to work on that," Miller said.

Early this month, she was endorsed by 'Desis for Progress', an organisation of progressive South Asians who are striving to create a better community.
