The IGI airport in Delhi, the 16th busiest in the world, ranked poorly in flight punctuality, securing the 451st position among the 513 airports worldwide, according to a study conducted by OAG, a global leader in providing flight information.

The Chhatrapati Shivaji International Airport in Mumbai, the second busiest in the country, fared much worse in flight punctuality as it was ranked fifth least punctual airport in the world, just ahead of airports such as Jakarta Soekarno-Hatta Airport in Indonesia and Islamabad airport in Pakistan, the study said.

None of the major Indian airports figured among the top 200 in 'on-time performance' (OTP), but the small Port Blair airport in the Andaman and Nicobar Islands got the worldwide rank of 65, thanks to its punctuality rate of 84.6 per cent, it said.

The 'on-time performance' for Delhi stood at 70.7 per cent in comparison to Nagoya Komaki Airport in Japan which topped the global ranking list with an OTP rate of 94.5 per cent.

The OTP for Mumbai was 60 per cent. The Hyderabad airport was ranked 246, Bengaluru airport 262 and Kolkata 270, the study said.

The OAG study had a reference period of about one year between June 2017 to May 2018 and focussed on delays arising out of arrivals. It covered the OTP of airlines as well, giving Air India a low 131st position among the 137 airlines worldwide.

An official in the Civil Aviation Ministry said infrastructure constraints have been a major issue at big airports such as Delhi and Mumbai, compromising with the punctuality level to some extent.

But he felt that the situation could improve significantly once the proposed airports in the National Capital Region and in Navi Mumbai start functioning in the next four to five years.

A closer look at the monthly data provided by the Directorate General of Civil Aviation (DGCA) suggested that more than 60 per cent of the flight delays were reactionary in nature, meaning late arrival of incoming flights.

During May, air traffic control-related issues were also responsible for 13 per cent of flight delays. Airport-related issues led to nine per cent of the flight getting delayed while technical reasons led to four per cent delays. 
The Port Blair airport, with an OTP of 84.6 per cent, got a four-star rating while the Delhi airport got a two-star in the OAG-conducted study. The Mumbai airport was given a poor one-star rating.

While the Delhi airport secured a low OTP rank, other major airports were no better either and in some cases below the Indira Gandhi International Airport. These included Paris' Charles de Gaulle Airport (68), Beijing Capital International Airport (67), Kuala Lumpur International Airport (66.4),? Regarding the OTP of airlines worldwide, the study put Air India at the 131st place out of 137 airlines with a punctuality rate of 58.4 per cent.&nbsp

Pakistan International Airlines got the 126th rank with an OTP of 59.7 per cent. IndiGo was adjudged the best for on-time performance among Indian carriers, bagging the 33rd place with an OTP of 82 per cent.

South Korea's low-cost airline T'way Air topped the global ranking with an OTP of 95.6 per cent.

Continuous rainfall in the Srinagar from last two days has created panic among the residents, reminding them of 2014 floods, when the parts of the city submerged after water breached river Jhelum river embankments.&nbsp;

Several houseboats on the banks of river Jhelum were submerged and residents were rescued from their houses. State disaster management authorities have kept boats and men ready in case there is any breach in the valley.&nbsp;

In the evening, the water level in the south of Kashmir was receding and was expected to bring respite.&nbsp;

J&K governor N.N. Vohra chaired a high-level meeting where he directed the officials to stay vigilant and took stock of the availability of stock.

Advisor to J&K Governor BB Vyas said that 3 deaths have been reported till now from the Jammu region. "In Srinagar, we have established 44 shelter sheds. Waterlogging is one of the toughest challenges," Vyas said.&nbsp;

Flood water entered residential houses in the uptown of Srinagar city where people moved their belongings to the safer places. Police formed teams in several districts to rescue the trapped residents and performed drills keeping an eye on the weather situation.

Deputy Commissioner Srinagar, Syed Abid Rasheed Shah told media that "relief camps are being established in District Srinagar, should there be a need for evacuation in view of the rising levels."

An official at the Flood and irrigation department told WION that there was nothing to worry as the weather was improving. "We are following directions from the government. If the level goes up from 24 feet, there will be a serious problem," he said.

In the afternoon, a young boy drowned when he tried to rescue the puppies, who were trapped in a local stream. The video of his brave attempt has gone viral on the social media.

The annual Amarnath yatra remained suspended as heavy rains made the track slippery. &nbsp;Traffic on the Jammu and Kashmir national highway also remained suspended keeping in view the safety of passengers.

Kashmir floods: Swelling Jhelum brings back nightmares of 2014 deluge

The body of only one Lashkar terrorist was recovered from the site of encounter in Pulwama district of Jammu and Kashmir, a police official said on Saturday, adding that the other two believed to have been killed apparently escaped.

The police spokesman said the Lashkar-e-Taiba (LeT) terrorist has been identified as Sajad Ahmad Shah, a resident of Gund in Chogul area in north Kashmir’s Kupwara district.

“He was involved in a number of attacks on security establishments and civilian atrocities,” he said.

A rifle and ammunition were recovered from the encounter site in Thamuna village.

Security forces on Friday launched the operation in the village after receiving information about the presence of three terrorists in a house there. Director General of Police SP Vaid and army officials had said three terrorists were killed in the encounter.

“All three terrorists eliminated. Good job boys,” Vaid had tweeted.

After the security operation was called off, the police official said only one body was recovered from the site of encounter. He said the initial information had suggested the presence of three terrorists in the house in the village.

“Pursuing credible leads regarding the presence of terrorists in Thamuna village of district Pulwama, a joint patrol of the security forces yesterday launched searches in the afternoon inside the village,” the police spokesman said on Saturday.

He said as the search operation was progressing towards the house, the terrorists fired upon the joint patrol team of the security forces, triggering the encounter.

“The terrorists initially took few civilians hostage inside the house who were however safely evacuated by the security forces. Initial information suggested the presence of three terrorists inside the house, but as the final search was carried out, a lone body of a terrorist was recovered,” the spokesman said.

He said the other terrorists apparently managed to escape after indiscriminately firing around the encounter site.

He said a civilian was killed in cross-firing during the encounter. “In the incident, five civilians were injured in cross-firing and were evacuated to hospital for treatment, where unfortunately one succumbed to his injuries. Others are stated to be stable now,” he said.

A case has been registered in this connection and investigation is on, the spokesman said.

Only 1 LeT terrorist killed in Friday’s Pulwama encounter, remaining 2 escaped: J&K police

A special PMLA court here on Saturday summoned beleaguered liquor baron Vijay Mallya to appear before it on August 27 on the Enforcement Directorate's plea seeking action against him under the fugitive economic offenders ordinance in the over Rs 9,000 crore bank fraud case.

Special judge M S Azmi, dealing with the Prevention of Money Laundering Act (PMLA) cases, issued the notice to Mallya after taking cognizance of the second ED chargesheet filed against him recently and a subsequent application by it on June 22 seeking a fugitive economic offenders tag.

This is the first time that action has been initiated under the ordinance recently promulgated by the Modi government to deal with fugitive bank loan defaulters.

The agency has also sought immediate confiscation of assets worth around Rs 12,500 crore of Mallya and other fugitive economic offenders.

If Mallya does not appear before the court, he risks being declared a fugitive economic offender, besides properties linked to him being confiscated.

The court had earlier issued non-bailable warrants against Mallya in the two cases filed by the ED.

Mallya, his now-defunct venture Kingfisher Airlines Limited and others availed loans from various banks during the tenure of the UPA-I government and the outstanding amount, including interest, against him is Rs 9,990.07 crore at present, officials said.

Mallya had recently said that he has become the "poster boy" of bank default and a lightning rod for public anger.

He said he had written letters to both the Prime Minister and the finance minister on April 15, 2016, to explain his side of the story.

"No response was received from either of them," Mallya, who is based in London, had said in a statement.

"I have been accused by politicians and the media alike of having stolen and fleeing with Rs 9,000 crore that was granted as loan to Kingfisher Airlines (KFA). Some of the lending banks have also labelled me a wilful defaulter," he said.

The ED has furnished evidence in its two chargesheets filed under the Prevention of Money Laundering Act (PMLA) in the past to make a case for seeking a fugitive offender tag for Mallya from the court.

Mallya is contesting the money laundering charges in London after India initiated extradition proceedings against the liquor baron to bring him back to the country.

Both the ED and the Central Bureau of Investigation (CBI) have filed cases for alleged loan default against him.

The Modi government brought the ordinance as "there have been instances of economic offenders fleeing the jurisdiction of Indian courts, anticipating the commencement, or during the pendency, of criminal proceedings".

The ordinance has provisions for special courts under the Prevention of Money Laundering Act, 2002 to declare a person as a fugitive economic offender and order immediate confiscation of assets.&nbsp

"A fugitive economic offender is a person against whom an arrest warrant has been issued in respect of a scheduled offence and who has left India so as to avoid criminal prosecution, or being abroad, refuses to return to India to face criminal prosecution," the government said.&nbsp

The cases of frauds, cheque dishonour or loan default of over Rs 100 crore would come under the ambit of the ordinance.

The measure offers necessary constitutional safeguards in terms of providing hearing to the person through counsel, allowing him time to file a reply, serving notice of summons to him, whether in India or abroad and appeal before a high court.&nbsp

Floods have been declared in Kashmir as incessant rainfall has led to a surge in the level of Jhelum and its tributaries in the Valley.&nbsp;

The Irrigation and Flood Control Department has deployed 17 teams of the State Disaster Response Force (SDRF) to prevent casualties.

Residents living on river bank embankments are likely to be temporarily evacuated till the water-level recedes.&nbsp;

In Jammu region, at least three deaths have been reported due to the torrential downpour.

"Flood has been declared. We've requested people in low-lying areas to be extremely alert and vigilant but a call for evacuation has not been made yet. There is no need to panic. We've identified a dozen relief camps. 17 SDRF teams have been deployed," said IAS officer Syed Abid Rasheed Shah, who is the Deputy Commissioner of Srinagar.&nbsp;

Earlier today, the water level of Jhelum river crossed the danger mark after heavy showers in the last 48 hours.

Authorities today issued a similar alert for the low-lying areas of central Kashmir, including the summer capital Srinagar, and asked people to be prepared for evacuation.

Amarnath yatra affected for third day

Meanwhile, heavy rains have also affected the Amarnath Yatra for the third consecutive day. Fresh landslides have occurred at several places along the pilgrimage route.

According to authorities, no vehicle carrying pilgrims was allowed to move towards the Valley from the Bhagwati Nagar Yatri Niwas in Jammu.

Residents living on river bank embankments are likely to be temporarily evacuated till the water-level recedes.

Floods have been declared in Kashmir as incessant rainfall has led to a surge in the level of Jhelum and its tributaries in the Valley. The Irrigation and Flood Control Department has deployed 17 teams of the State Disaster Response Force (SDRF) to prevent casualties. Residents living on river bank embankments are likely to be temporarily evacuated till the water-level recedes. In Jammu region, at least three deaths have been reported due to the torrential downpour. "Flood has been declared. We've requested people in low-lying areas to be extremely alert and vigilant but a call for evacuation has not been made yet. There is no need to panic. We've identified a dozen relief camps. 17 SDRF teams have been deployed," said IAS officer Syed Abid Rasheed Shah, who is the Deputy Commissioner of Srinagar. Earlier today, the water level of Jhelum river crossed the danger mark after heavy showers in the last 48 hours. Congress president on Saturday expressed concern over the brutality that the 8-year-old girl was subjected to in Mandsaur,&nbsp;Madhya Pradesh and said 'as a nation, we must come together to protect our children and bring the attackers to speedy justice''.

An eight-year-old girl was abducted from her school in Hafiz Colony in Mandsaur and allegedly gang-raped at her house in Mandsaur three days ago.

She is presently battling for her life in the hospital.

So far, Madhya Pradesh Police has arrested two people in connection with the incident.

Madhya Pradesh Chief Minister Shivraj Singh Chouhan on Friday condemned the incident and said the accused should be hanged till death.

Meanwhile, locals in the district have been protesting against the incident, demanding death penalty to the accused.&nbsp;

As a security analyst and an Indian, the details about surgical strikes given by DGMO of Indian Army on 29th September 2016, is the only official version of the event, which the nation needed to know. The rest is imaginations of motor mouth politicians, a section of media and people trying to grab the opportunity for getting limelight by displaying their vague knowledge of the event. &nbsp;

Some politicians chose to doubt the Armed Forces, which they know is the national instrument of last resort. They do not mind believing the terrorists for petty political gains ignoring the national interest. What DGMO had said is adequate information needed in public domain and any leakage of information beyond that is at the risk of lives of our brave officers and men, who may have to repeat such strikes, as Pakistan will continue to train and infiltrate terrorists into India, because a boiling Kashmir and manifestation of threat from India gives Pakistan Army the reins of power, irrespective of whichever elected Government is in saddle to show sham democracy there.

What did Surgical Strikes Achieve?&nbsp;

As a security analyst, I would comprehend that those who expected that one such strike can ever force Pakistan Army to mend its ways were totally off the mark from realities of warfare. This action besides demonstrating the firm intent of India to use national power gave an important strategic signalling. From the time Pakistan acquired tactical nukes, it was openly challenging that the moment Indian troops cross the Line of Control, it will respond with a tactical nuke, thus giving an impression that it can continue proxy war undeterred by the conventional superiority of India. India had to break this myth sometimes to prove that the space for conventional war exists. This was successfully done as India did enter Pakistani territory and Pakistan could not respond in a manner it advertised hence they had no choice but to go on denial mode.

This also gave an opportunity to test the water with global community especially China that if India does hot pursuit of militants, will it earn negative criticism? On both counts, it was reasonably evident that no one is likely to support Pakistan in nurturing militants. The FATF ruling of declaring Pakistan ‘Grey’ also suggests the same. It can thus be seen that a group of tactical operations executed together as the surgical strikes, opened up more strategic options for India in future, besides testing the water. &nbsp; &nbsp; &nbsp;&nbsp;

Risk Analysis of Kashmir&nbsp;

In J&K the larger part of Jammu and Ladakh continues to be peaceful but the militancy in Kashmir attracts all the political limelight giving a negative impression about J&K. When Kashmiri politicians talk of amnesty to stone pelters, they never criticise militants causing atrocities to civilians, protect separatists spitting venom against the country. It gives an impression that politicians are either terrorised and power hungry to an extent that they can sell off national interest. One month of the non-initiation of combat operations (NICO), despite good intentions, has not succeeded.&nbsp; 
 
At the behest of Pakistan and separatists, a misinformation campaign is going on, giving an impression to the global community that the security forces might terrorise innocents during the Governor&nbsp;rule. The fact is that Indian security forces are the most tolerant force, which has never used heavy weapons against insurgents. They are well aware of legal provisions, trained to avoid collateral damages hence innocents have no reasons to worry. The silver lining is that Operation All Out is showing results with the elimination of LeT Divisional commander, and two other militants, followed by a few more. It will, however, need some more time for J&K to return to normalcy to switch back from the&nbsp;Governor rule to the democratically elected government to function.&nbsp;

What is the Way Out&nbsp;

Terrorism in Kashmir valley is cancer that requires surgery. It cannot be treated by homoeopathic treatment any more.&nbsp;It’s time that all political parties put national interest above their political interest, and leave out security forces, surgical strikes and issues related to national security from their election campaign. &nbsp;&nbsp;

A well thought, coherent, long-term, policy on Kashmir is needed because any wavering of stance can be construed as a weakness. ‘Operation All Out’ has to continue with full vigour. The NHRC, legal fraternity, motor mouth politicians, armchair tacticians and writers should weigh their actions against the need to preserve national security and have confidence in the security forces.

We need to do the capacity building of our defence forces, as we have been losing deterrence gradually due to inadequate attention over decades. Indian security forces need strike drones and modern surveillance equipment very urgently. &nbsp;

In a matured democracy like the&nbsp;US, no politician ever asked for a proof of Osama Bin Laden's killing or tried to know what CIA does. In France, after Paris attack, President clamped emergency and no one from the opposition, human rights organisation or legal fraternity questioned his decision. We also need to get together, synergise and support our Security Forces to overcome the ongoing conflict in Kashmir, and leave them out of vote bank politics.

Prime Minister Narendra Modi on Friday laid the foundation stone of National Centre for Aging at All India Institute of Medical Sciences in Delhi.

With the new introduction, the government aims to increase the facilities at all the campuses in AIIMS. The National Centre will be built at a cost of Rs 300 crore and will include 200 beds.&nbsp

The government also introduced plans for 555-bed Super Speciality Block in Safdarjung Hospital and a 300-bed Power Grid Vishram Sadan in AIIMS.

Addressing the event after the inauguration he said that during the last four years, the Centre has given priority to the health sector to provide modern healthcare to the people.

He added that the centre along with the state governments is trying to build infrastructure for modern healthcare to benefit the poor and the middle class of the country.

"Because of policy interventions of the government, we are moving towards a situation where we are providing good healthcare for the poor and middle class so that they don't have to pay unnecessary cost for healthcare," he said.

The PM said, "Seeing the increasing pressure on AIIMS, we are increasing facilities at all of its campuses. Today foundation stone of National Centre for Aging, which will be built at a cost of Rs 300 crore was laid. This will have 200 beds".

Connection Motorable Tunnel between AIIMS, Ansari Nagar and Trauma Centre will also be inaugurated by the Prime Minister&nbsptoday.

This tunnel costing Rs 40 crore will shorten the distance to reach the trauma centre and the critical patients can be transferred from the hospital to the trauma centre in just five minutes, which took 30 minutes earlier.

The constriction of the tunnel was started in 2012.

He said that before leaving her home Maria had told him that the test flight planned for the day may be postponed because of bad weather.&nbsp;

He also held the aviation company responsible for the crash.&nbsp;

He said, "The incident could have been averted. Maria had told me that the flight won't be flown due to bad weather. The aviation company is responsible for this unfortunate incident".

Maria Zuberi had 1,000 hours of flying experience for the past 17 years.&nbsp;

The co-pilot hailed from Allahabad and is survived by her husband and a 15-year-old daughter.&nbsp;

She was the first in her Muslim family to become a pilot.&nbsp;

Her co-pilot in the plane was Pradeep Rajput who had&nbsp;20-25 years of work experience.&nbsp;

A media report quoted P Kuthariya as saying that the chief pilot was never in favour of test flights because of the risks involved. He added that the chief pilot was even more adamant for not conducting a test flight on Thursday because of the bad weather.&nbsp;

Pradeep Rajput was a resident of Delhi and is survived by his wife, son and a daughter.&nbsp;

Former Minister of Civil Aviation Praful Patel had expressed his disappointment over the unfortunate demise of the two pilots.

The Delhi High Court on Friday restrained DMRC staff from going on their proposed strike from midnight over a number of demands, including pay-scale revision, saying huge inconvenience would be caused to commuters.

After an urgent hearing which started around 5:30 pm, Justice Vipin Sanghi passed the interim order holding that prima facie, the action of the metro staff does not seem to be justified or legal.

The court, in an ex-parte order, said Delhi Metro Rail Corporation (DMRC) is running a public utility service which caters to around 25 lakh citizens of Delhi, who come largely from the middle income group, on a daily basis and sufficient notice has not been given to the DMRC and the conciliation proceedings are still in progress.

DMRC moved the urgent petition which was mentioned at the residence of Acting Chief Justice Gita Mittal who assigned it for hearing before Justice Sanghi.

"... Prima facie, the action of the respondents (employees) does not appear to be justified or legal since sufficient notice has not been given to the petitioner and the conciliation proceedings are still in progress, I am inclined to grant ad-interim relief as sought in the application. Accordingly, the employees are restrained from going on strike on June 30 or till further orders in the matter," the judge, who heard the matter for around 30 minutes, said in a five-page order.&nbsp

The court issued notice to general secretary (staff council) and DMRC employees union for July 6 on DMRC's plea which sought direction to restrain the employees from resorting to strike as per their notices of June 18 and 20.

DMRC, represented through advocate Kunal Sharma, challenged three notices given by DMRC employees union and DMRC staff council of June 14, 18 and 20 respectively.

The court said that huge inconvenience would be caused to commuters if the metro staff go on strike.

The DMRC's counsel showed correspondence between the corporation and the employees and minutes of meetings held between its representatives and the DMRC staff council which showed that a settlement was arrived at between them on July 23 last year.

The court said it appeared that there were disputes regarding implementation of the terms of the settlement and it is the claim of the employees that the terms of the settlement have not be fully implemented till date.

However, the position taken by DMRC appeared that the staff council was raising further demand which according to it was unjustified.

The court said that from the notices, it appeared that the employees have threatened that in case the settlement is not implemented, the "staff will not go to home from the night of June 29 and shutdown/ lockout/ tool down will be done with effect from June 30".

DMRC's counsel submitted that the issue of implementation of the settlement was pending before the Regional Labour Commissioner and the proceedings are currently in progress. However, the staff threatened to go on strike from tomorrow, he said.

The counsel also said that DMRC was ready and willing to resolve the disputes with the employees to fully implement the settlement arrived at last July.

"DMRC, in right earnest, wishes to resolve all outstanding issues with the staff," the counsel said.

The total liability of DMRC till date is Rs 38,685.03 crore.

There are nearly 12,000 people employed with the Delhi Metro, with the non-executive staffers accounting for about 9,000.

Some of the non-executive staff of the DMRC have been demonstrating at a few metro stations, including the Yamuna Bank and Shahdara, since June 19 in support of their eight-point demand.

The non-executive workforce includes train operators, station controllers, operations and maintenance staff and technicians, and form a major component in the operation of the rapid rail network.

Some of the council members have been protesting over a number of issues, including pay-scale revision, modification of the DMRC Staff Council as an employees union, proper guidelines for sacking of an employee and that too in extreme conditions.

Braving heavy rains, the third batch of 2,876 pilgrims, including 544 women, left the Bhagwati Nagar base camp here for Kashmir early today in a convoy under tight security cover to pay obeisance at the 3,880 metre high holy cave shrine of Amarnath, but faced frequent stoppage due to blocking of the 260-km highway by landslides, they said.

Though timely action by the concerned authorities ensured removal of hurdles and reopening of the highway – the only all weather road linking Kashmir with the rest of the country, the authorities stopped part of the convoy in Udhampur district as a precautionary measure, the officials said.

They said 844 pilgrims, including 229 women, heading for the Baltal base camp, crossed the Jawahar Tunnel – the gateway to the Kashmir Valley.

However, all the 2,032 pilgrims, including 315 women, who have opted for the traditional 36-km Pahalgam route, were stopped in Udhampur district and would proceed towards their destination tomorrow morning provided the road is traffic worthy, the officials said.

Adequate arrangements have been made for the stranded passengers by the district administration, they said.

No ‘sadhus’ and children were part of the third batch, the officials said.

Heavy rains in the Banihal-Udhampur sector had triggered landslides and shooting stones at four places at Panthal, Nedgard, Digdol and Samroli this morning, blocking the highway but the agencies concerned pressed men and machines into service and after hectic efforts cleared the blockade in the shortest possible time.

As more and more loan-related scams come to light in many public and private sector banks leading to a massive pile-up of bad loans, the Reserve Bank of India (RBI) on Friday decided to take auditors to task by warning them of stern punitive actions against them.

In a new circular titled 'Enforcement action framework in respect of statutory auditors (SAs) for lapses in statutory audit of commercial banks', the RBI today warned that any SA not following instructions will be met with punitive actions such as debarring them from conducting business with banks.

"To improve audit quality and bring about a transparent mechanism to examine the accountability of SAs in a consistent manner, it has been decided to put in place a graded enforcement action framework to enable appropriate action by the RBI in respect of the banks SAs for any lapses observed in conducting a statutory audit," RBI said.

The new framework will cover instances of divergence identified in asset classification and provisioning during RBI inspection vis--vis the audited financial statements of banks above the threshold specified in this circular.

Underlining the key role that SAs of banks play in contributing to financial stability when they deliver quality bank audits that foster market confidence in banks' financial statements, the circular said quality audits are also a valuable input in the supervisory process of RBI over banks.

The apex bank said its new enforcement action framework are under the various provisions of the Banking Regulation Act of 1949, the Banking Companies (Acquisition & Transfer of Undertaking) Act of 1970/1980, and the State Bank of India Act of 1955, which stipulate that banks shall obtain prior RBI approval to appoint SAs.

"If the audit quality or conduct of an SA is not found satisfactory, the RBI will enforce action against them by way of not approving their appointments for undertaking statutory audit of banks for a specified period. The RBI may also not approve auditors, who have been debarred by other regulators/law-enforcement /government agencies," it said.

Actions that will invite punitive actions include lapses in carrying out audit assignments resulting in misstatement of financial statements, giving wrong certifications and wrong information in the long form audit report, misconduct while on audit assignments and any other violations/lapses vis--vis RBI directions about their role.

 
It can be noted that serving and retired CMDs/MDs/CEOs of as many as six public sector banks have been arrested by various law enforcement agencies in the recent past for unlawful/violating the board-approved lending norms.&nbsp

Similarly, Chanda Kochhar, the head of the largest private sector lender ICICI Bank, was earlier this month forced to go on leave after she allegedly violated rules to lend Rs 3,250 crore to the Videocon group, which in turn helped her husband Deepak Kochhar to build a business in the renewable energy sector.

 
All these lending in violation of the laws have resulted in the bad loans in the banking system surging to over 11 per cent of the systemic loan book.&nbsp

Now, erring bank auditors to face punitive action from RBI

The government would oppose in the Supreme Court the practice of 'nikah halala', which allows a Muslim man to remarry his divorced wife, when the top court examines its legal validity in the coming days, a senior Law Ministry functionary said on Friday.

The government believes that the practice is against the principles of gender justice and had made its stand clear in the apex court on the issue, the functionary said.

But the top court had then decided to only take up the issue of instant triple talaq and consider the issues of nikah halala and polygamy separately.

In March, the Supreme Court had issued notice to the Centre + on the issue of nikah halala and polygamy.

"The stand is the same ... the Union of India is opposed to the practice. It will be reflected in the Supreme Court," the functionary said.

The apex court had last year declared instant triple talaq as unconstitutional. The government had later brought a bill to make triple talaq a penal offence.

The bill, passed by the Lok Sabha, is pending in the Rajya Sabha. It makes instant triple talaq illegal with up to three years in jail for the husband.

The Muslim Women (Protection of Rights on Marriage) Bill would only be applicable on instant triple talaq or 'talaq-e- biddat'. It gives power to the victim to approach a magistrate seeking "subsistence allowance" for herself and minor children. A victim can also seek the custody of her minor children from the magistrate.&nbsp

Under the draft law, instant triple talaq in any form -- spoken, in writing or by electronic means such as email, SMS and WhatsApp -- would be illegal and void.&nbsp

And Pakistan's oldest newspaper Dawn complains its sellers are being "threatened and coerced by state institutions" following an interview with former Prime Minister Nawaz Sharif in May, where he suggested Pakistani militants were behind the 2008 Mumbai attacks which killed 166 people.

Such pressure on two of Pakistan's most powerful media houses is a clear message, says Waseem Abbasi, a correspondent for The News: "Other outlets have no chance. So basically they're also falling in line." Foreign envoys have also privately aired concerns, fearing for stability in the polarised country as polls approach.

"There is clearly a concerted effort to muzzle the media in Pakistan," a diplomatic source requesting anonymity told AFP. "This is deeply concerning."

Much of the tension centres around the stand-off between Sharif and the powerful military, which has ruled Pakistan for roughly half its 70-year history.

Sharif, who at times appeared to seek a better relationship with arch-enemy India, was ousted by the Supreme Court last year following corruption charges and banned from politics for life.

He has since repeatedly accused the military of wanton political interference. Three militants were today gunned down in Pulwama district of Jammu and Kashmir and a youth died in clashes between stone-pelters and security personnel near the encounter site, a police official said.

Security forces launched a cordon and search operation in Thumna village after getting information about the presence of militants, the official said.

They&nbspwere held up&nbspinside a house where security personnel managed to pinpoint their location&nbspbut the operation had to be delayed due to the presence of civilians in the house.

A gunfight broke out between the security forces and the militants after all the civilians were evacuated. All the three ultras were killed, the official said.

Cracking the case within a fortnight, the Jammu and Kashmir Police said on Thursday it had "tangible evidence" to establish that conspiracy to<a href="http://wionews.com/india-news/plan-to-kill-shujaat-bukhari-hatched-in-pakistan-say-jk-police-147681"> kill veteran journalist Shujaat Bukhari </a>was hatched by cadres of Lashkar-e-Taiba terror outfit in Pakistan and executed by its terrorists based in Kashmir which included Naved Jatt, who escaped from police custody in February.

Giving details of the evidence collected, Inspector General of Police (Kashmir range) Swayam Prakash Pani told reporters that the killers were identified as Jatt, a Pakistani national, Muzzafar Ahmad and Azad Malik, residents of south Kashmir, who had carried out the plan to kill Bukhari on June 14 when he was coming out of his office.

The IGP said during investigations, it was found that there was a series of social media campaign in which online platforms were used which were intimidating at times. "Investigation has established that there was campaign in certain social media platform against <a href="http://wionews.com/videos/suspect-in-the-killing-of-senior-journalist-shujaat-bukhari--has-been-arrested-144751">Shujaat Bukhari </a>spreading hate campaign, malicious and intimidating content against him like 'Kashmirfight.Wordpress.Com' and facebook account 'Kadwa such Kashmir' and twitter handler 'Ahmad Khalid', ahmadkhalid@313.

"During investigation with the cooperation of service providers tangible evidence has been collected to establish that individuals behind it belong to Lashkar-e-Taiba terrorist organisation and all the content on social media was posted from Pakistan," Pani said.

The person running these two social networking sites has been identified as Sajjad Gul, who had managed to flee India using passport that had been "fraudulently" obtained by the accused.

Gul, a resident of Srinagar, had earlier been arrested by Delhi police in 2003 and he had served sentence also. Later, he resumed his eduction and completed Master's in Business Administration from Jaipur before returning to Srinagar. He was arrested by Kashmir police in 2016 for another terror related case and was subsequently released on bail.

"We will be approaching the Interpol for a Red Corner Notice against Gul after obtaining a non-bailable warrant against him from the local court," he said.

Immediately after the killing of Bukhari, a Special Investigation Team headed by Deputy Inspector General (Central Kashmir Region) V K Birdi, was tasked to carry out the probe under the overall supervision of the IG Kashmir.

Pani said the investigation has so far established that this "terror crime" was committed by "proscribed terror organisation LeT. The conspiracy was hatched in Pakistan and execution was done by the three accused" and added it was an important case and the investigators are going to focus on all the evidence they have.&nbsp;

"There will also be a situation where transfer of evidence has to be done through the mutual legal assistance treaty," he said.

Asked about the involvement of another suspect Zubair Qayoom, who was arrested two days after the 14 June incident, the IGP said at this stage his role is also being investigated.

"Two things are there -- the pistol was recovered from him that he had taken from the scene of crime, two mobile phones were recovered from his possession, and he had tried to conceal his clothes and other things," he added.
