The Indian government has asked the messaging platform WhatsApp to curtail the spread of fake news.&nbsp;

The IT ministry has said that WhatsApp cannot evade responsibility when instances of lynching are on the rise.

At least 20 people have been killed in mostly rural villages across India in lynchings instigated by false information distributed on WhatsApp.

The company has been asked to take immediate action to curb fake news on its platform.

Facebook-owned WhatsApp in its response wrote a letter to the Ministry of Electronics and Information Technology said that it was "horrified" at the lynchings.&nbsp;

It further added that they have been testing ways to curb the problem of fake news.

But the question here is, can it actually be done?

Let’s understand this step by step

End-to-end encryption

It is difficult to crack down on false messages on WhatsApp.Like Facebook, there is no way to flag an inappropriate or false message on WhatsApp.

Because the messages on WhatsApp can only be read by the sender and the receiver.Which means there is no way for WhatsApp to monitor what is being shared on the communication platform.

WhatsApp end-to-end encryption ensures only you and the person you're communicating with can read what's sent, and nobody in between, not even WhatsApp.&nbsp;

And if they start to track your messages, this would mean compromising on the privacy that WhatsApp offers at the moment? And the question is are we ready to accept that? Perhaps, no.

Whatsapp adds a new feature

The company has introduced a new feature to clam down on the fake news in WhatsApp groups. The new WhatsApp group setting allows only admins to send messages to a group.&nbsp;

Users can then open a group chat and tap on “Group Info,” tap Group Settings and find the "Send Messages" option and then select “Only Admins.”&nbsp;

This will allow only group admins to converse while other participants will receive a footer which reads that the admin has disabled others from conversing in the group. The feature is, however, for the time being, limited to only one option so the admin still cannot block individual rights of a particular person to send messages.

It promises a little better system to cut down on the spread of fake news in groups, but it’s not foolproof.

Fact checking and legal help

The company recently partnered with a fact-checking organisation, to help combat rumours on its platform.

It also plans to start a program to engage directly with Indian law enforcement officials.

Why it is difficult to control spread of fake news on WhatsApp

The government had on Tuesday sent a notice to WhatsApp asking it to curb "irresponsible" messages on its messaging service.&nbsp

The "irresponsible" messages — fake news, rumours &nbsp— have led to the deaths of as many as <a href="http://wionews.com/india-news/5-lynched-in-maharashtra-on-suspicion-of-being-child-lifters-148227">29 people</a> in India in recent months.&nbsp

The messaging service replied to the government today, saying it was "horrified" by the "terrible acts of violence".&nbsp

"WhatsApp has sent us a reply from California. They say they've launched a setting where a group admin can decide who can send messages. They also said they're trying to see that messages aren't forwarded without reading and understanding. I appreciate this initiative," IT Minister Ravi Shankar Prasad said.&nbsp

"We sent a notice to WhatsApp yesterday. We found that disinformation and provocative messages on WhatsApp played a major role in instigating violence. While we welcome WhatsApp, Twitter and Facebook they must also remain accountable, responsible and vigilant," he added.&nbsp

WhatsApp, in its reply, outlined steps being taken by the company to curb abuse of the messaging platform. The Indian government had told it categorically that it could not evade accountability on the issue.

WhatsApp said false news, misinformation and spread of hoaxes are issues that need to be dealt with collectively, by government, civil society and technology companies working together.

"WhatsApp cares deeply about people's safety, which is why we designed our app with security in mind...," it said in its letter to the Indian government.

The company also said it follows a two-pronged approach that includes giving people controls and information they need to stay safe, and working proactively to prevent misuse on WhatsApp.

In its detailed reply sent to the IT ministry, WhatsApp has listed out the various measures being undertaken by the platform to curb spread of false news and misinformation. These include product controls, digital literacy, fact-checking advocacy and proactive actions to tackle abuse.

"We also respond to valid law enforcement requests to help them investigate crimes. And soon, we will start an engagement program with law enforcement officials around India so they are familiar with our approach and how we can be helpful," it said.

WhatsApp said it is keen to share "best practices" on how the platform can be used by local police as a resource for their community.

The government's warning to WhatsApp came in the wake of a spate of incidents involving lynching of innocent people because of certain "fake and motivated" messages purportedly circulated on the widely used messaging app.

Last week, five people were lynched in Dhule district in Maharashtra on suspicion of them being part of a gang of child-lifters. In a similar incident in Tripura recently, two people were lynched and six others thrashed. Assam, too, witnessed a case of lynching last month on similar ground.&nbsp

After WhatsApp replies, govt says Facebook, Twitter 'must also remain accountable'

After a span of over two decades, nearly 33,000 members of the Bru community are set to repatriate to Mizoram in the coming months.

An agreement was signed by the Centre, governments of Mizoram and Tripura and the Mizoram Bru Displaced People's Forum (MBDPF)in Delhi on Tuesday in the presence of Home Minister Rajnath Singh and the chief ministers of the above two states.

As per the agreement, around 5,407 families comprising of 32,876 people lodged in temporary camps in Tripura will repatriate to Mizoram before September 30 this year.

The Centre will provide financial assistance for the rehabilitation of Brus in Mizoram and address their issues related to security, education, and livelihood, in consideration with the Tripura and Mizoram governments.

Furthermore, a committee led by the Special Secretary (Internal Security) will coordinate the implementation of this agreement.

Around 35,000 Brus from Mizoram are lodged in six evacuee camps in Kanchanpur subdivision of North Tripura district in a phased manner since 1997, following ethnic clashes with Mizos over land dispute.

In December 2016, officials from the Home Ministry had visited the refugee camps to take stock of the situation for early repatriation of Brus to their home state.&nbsp

Bru refugees to return to Mizoram after 21 years

Rajkumar Hirani’s biopic on Sanjay Dutt seems to have broken all box-office records and earned over 150 crore rupees in the 4-5 days since its release. It has proved not only Hirani’s abilities a filmmaker who can extract great performances from stars (nee actors) but also catapulted Ranbir Kapoor back to the front-and-centre of Bollywood, where you’re only as good as your last few films. In doing so it has been lopsided in its narrative in glorifying Sanjay Dutt and, what is personally deeply problematic, vilified the media, in a country that is the world’s largest democracy.

Hirani and the producers of Sanju perhaps don’t live in the India that I inhabit. Perhaps Bollywood is cocooned in a mist of luxury, with a serious coating of fluff and make-believe. But in a country, where at least seven journalists have been killed in the last 18 months, Hirani and his ilk would do well to remember that shooting the messenger but failing to see (and perhaps propagate) that message is a great disservice to the society and the nation. This is the freedom of expression that they have, this is the freedom that this democracy affords them, the freedom that is defended vociferously by members of the fourth estate day-in, day-out.

There are journalists and then there are journalists — the same tabloids that spice up the headlines are also the places where most Bollywood stories are planted, promotion deals made and paid reviews written. It is a Frankenstein created by the glitz and glamour of the multi-million dollar film industry and perhaps at the behest of a few corporates who twist it to their advantage.

For most part journalism (and I mean this word in its strictest sense) remains the least corrupt profession. It isn’t the best paying profession, the hours are long and the circumstances trying. Perhaps Rajkumar Hirani should try his hand at working 365x7x24 for bit (for the wages that most journalists make) and give up the creature comforts his status as a ‘numero uno’ filmmaker in Bollywood afford him. Try reporting from a Naxal hit area, being in a conflict zone or reporting on floods, or riots…

Here is a great angst-ridden example from the film that make Sanjay Dutt a hero - and paints a sorry picture of the media. This is the impression you are left with as the end credits roll and you walk out of the theatre.

There are many stories in the main stream media that have painted Sanjay Dutt as the long-suffering hero — and Hirani (with Dutt in tow) have neglected to take those into account and taken media-bashing to a new low. Perhaps those stories were convenient but no mention is made of those. Instead Sanju singles-out two instances where question-marks were used in the headline. And this isn’t just a matter of semantics, its where a newsperson’s habit of quoting sources is questioned. If sources weren’t quoted, then most news wouldn’t be printed - that I can vouch for with my 18 years in the industry. And while I’m not a great fan a question marks in headlines either, what of the one big question mark that’s still hanging over Sanjay Dutt? Was his liaison with the underworld just a one-time affair and lead by this great need for ‘self-preservation’ as the film out have us believe?

Here’s what I can safely say — most ground reporters have a great passion for news , and in disseminating what they believe is news they earn two squares a day and perhaps some creature comforts. And then a film like Sanju comes along and in the name of creativity reinforces this stereotype of a media that lacks credibility and all that we do is for eyeballs. That’s burning me at the stake. Criticise my handling of a situation as an editor or a reporter - sure, that’s opinion that I’ll take on board. But when you build a whole two-hour plus narrative around media-bashing, it reeks of an agenda.

Besides, what is wrong about trying to sell newspapers or increasing the TRPs of channels? The media in this country is primarily in private hands and isn’t a charitable business. If the a slightly saucier headline gets more people to read it, blame it on the consumers of news and not the journalists. 
&nbsp; 
Surely if Rajkumar Hirani was trying so desperately to get the story out there, he would have made a documentary with the actual people involved in the narrative. Instead, with song-and-dance, he made a multi-starrer with some of the biggest names in the industry and a story line that features just two of Sanjay Dutt’s films — his first one Rocky and Munnabhai MBBS (a film that made Raju Hirani). That’s far from ‘not trying to make money’ and ‘being honest’. 
&nbsp; 
This witch-hunt has gone on for long enough- news need not be convenient and no one needs to empathise with the big Bollywood stars when they commit misdemeanors. Boo-hoo the punishment is harsh, boo-hoo the star has to do jail time but remember that the star also got furlongs galore— and got the out of jail card on the slightest of pretexts.

No Mr Dutt, you aren’t a hero for having kept a automatic assault rifle in your house and the media wasn’t responsible for your being booked under TADA. No Mr Hirani, making a dishonest biopic doesn’t absolve you of the sin of tarring the media and being an irresponsible citizen to boot.&nbsp;

With more than 200 million users in India, WhatsApp's biggest market in the world, <a href="http://wionews.com/india-news/fake-news-proving-deadly-in-india-bbc-146731">false news </a>and videos circulating on the messaging app have become a new headache for social media giant Facebook, already grappling with a privacy scandal.

So far this year, false messages about child abductors on WhatsApp have helped to trigger mass beatings of more than a dozen people in India - at least three of whom have died.&nbsp

In addition, five people were beaten to death by a mob on Sunday in a fresh incident of lynching in India`s western state of Maharashtra on suspicions that they were child abductors.

"Deep disapproval of such developments has been conveyed to the senior management of WhatsApp and they have been advised that necessary remedial measures should be taken," India`s IT ministry said in a strongly-worded statement on Tuesday.

The ministry said law enforcement authorities were taking steps to apprehend culprits responsible for the killings but the repeated flow of fake news messages on WhatsApp was also a matter of deep concern.

It also said that messaging platform "cannot evade accountability and responsibility" when such services are abused by users to spread misinformation.

"The government has also conveyed in no uncertain terms that WhatsApp must take immediate action to end this menace and ensure that their platform is not used for such malafide activities," it added.

WhatsApp said it does not want the platform to be used for spreading misinformation, adding the dissemination of false messages was a challenge that companies and society should address.

The firm also announced awards for researchers to explore misinformation related issues and share their proposals with the messaging service, its parent Facebook, academia and policymakers. 
Facebook did not respond to a request for comment on the government`s statement.

WhatsApp previously told Reuters that it is educating users to identify fake news as well as considering changes to the service. For example, there is now a public beta test that is labelling any forwarded message. Last week, it also introduced a new setting which allowed only the administrators or owners of groups to send messages.

Encouragingly, the latest performance was the strongest seen in a year, against a backdrop of improving demand conditions,” said Aashna Dodhia, Economist at IHS Markit, and author of the report. Reflecting improved demand conditions, jobs growth picked up from May’s five-month low. 
 
“In response to an improvement in demand conditions, service providers raised their staffing levels at a faster pace than in the previous survey period,” Dodhia said. On the price front, input cost inflation remained solid overall, however, services providers were unable to fully pass on higher input costs to price-sensitive consumers. “Overall input costs rose at the strongest rate since July 2014, and amid a weak rupee and higher oil prices, inflation may remain elevated,” Dodhia said, adding that given these circumstances, the chances of further monetary policy tightening have heightened. 
 
In June, the Reserve Bank of India had upped its retail inflation projection by 0.30 per cent and kept the policy stance in the neutral zone, even as it hiked the key rate by 0.25 per cent to 6.25 per cent. Meanwhile, the seasonally adjusted Nikkei India Composite PMI Output Index, that maps both the manufacturing and the services industry, rose from 50.4 in May to 53.3 in June. The latest reading is the strongest since October 2016, indicative of a solid rate of expansion.

An internal government probe has found that a Lucknow passport officer and the police exceeded their brief, asking irrelevant questions from an interfaith couple whose travel documents have now been approved, officials said.

"The passports of Tanvi Seth and Anas Siddiqui have been cleared,"&nbspRegional Passport Officer (RPO) Piyush Verma told PTI in Lucknow today.

The probe found that department official Vikas Mishra was wrong in asking the couple questions about their religion when they visited his office with their passport applications, sources said today.

They said the police in Uttar Pradesh police were also wrong in seeking details about their residence while conducting the verification process required for issuing a passport.

The couple had alleged <a href="http://www.wionews.com/india-news/inter-faith-couple-harassed-at-lucknow-passport-office-tweet-sushma-swaraj-146070">harassment</a> by a passport official, saying they were targeted because of their interfaith marriage.

RPO Piyush Verma said there was no adverse report from the police after the verification of the couple under the Ministry of External Affairs guidelines.

He said under the new MEA rules which came into force in June, the police report only on six points related to criminal antecedents and citizenship.

In an attempt to ease the police verification process, the MEA had reduced the number of questions applicants have to answer from nine to six, restricting the focus on any criminal antecedents, he said.

The controversy arose on June 20 when Tanvi Seth and Mohammad Anas Siddiqui, who have been married for 12 years, wrote on Twitter that they were humiliated at the passport office in Lucknow.

They had alleged that official Vikas Mishra asked Siddiqui to convert to Hinduism and pulled up Seth for marrying a Muslim.

On June 21, the RPO transferred Mishra to Gorakhpur and issued passports to the couple. 
The couple had tagged External Affairs Minister Sushma Swaraj and following the official's transfer the minister was trolled on Twitter.

The local police sent their report to the RPO office on June 26, saying Tanvi Seth had been living in Noida, and not Lucknow as mentioned in her application, for the past one year.&nbsp

Indian women spouses of H-1B visa holders have been beneficiaries of this provision which the Trump administration now intends to reverse.

According to a study by the Migration Policy Institute, 93 per cent of the total H-4 visa holders in the US having work authorisation were from India and 4 per cent were from China.

A recent research has stated that the Trump administration decision may push one lakh people out of job, and will raise financial and domestic tension.

Job authorisation to H4 visa holders gives financial independence and certain freedom to the spouses of H-1B visa holders.&nbsp

As stated by Indian-American Congresswoman Pramila Jayapal, this is a gender issue as well. Women are just as qualified, sometimes more qualified, than their spouses. It's certain that taking away their work permits will spread dissatisfaction and frustration among them.&nbsp

Furthermore, this would also have a negative impact on the business community and the US economy. Various researches have stated that immigrants actually contribute to greater economic growth. Immigrants as entrepreneurs provide employment opportunities to Americans.

The move would also deter the H-1B Visa holders, whose spouses are working professionals, to continue in US postings. The chances are relatively high that employees will choose to leave their companies for better employment opportunities and policies in other countries.&nbsp

Consequently, this would cause unnecessary disruptions as businesses will again have to work on filling up the vacant posts.

Opinion: Tightening of H-1B visa rules will also raise physiological stress

The Uttar Pradesh Scheduled Caste/Scheduled Tribe Commission today said the <a href="http://www.wionews.com/india-news/jinnah-portrait-row-police-lob-teargas-shells-at-amu-students-2-injured-134267">Aligarh Muslim University</a> (AMU) is not a minority institution and issued notice to the varsity, asking to explain why it does not give reservation to the SC/ST communities.

The AMU does not reserve seats for SC/ST candidates claiming minority status.

However, UP SC/ST Commission Chairman Brij Lal said various Supreme Court and high court directives have established that the AMU is not a minority institution.

"The AMU is not a minority institution," Brij Lal told reporters here. "I have issued a notice to the AMU for not giving reservation to the SC/STs."

He said in the notice, the AMU registrar has been asked to reply by August 8.

"We have asked as to why SC/ST communities have not been given benefits of reservation. Under what circumstances it has been done? "The Supreme Court has not yet passed any order in which the AMU was prevented from providing reservation benefits to SC/STs. In light of HC and SC directives, it has been established that the AMU is not a minority institution," he said.

He said the AMU was like any other central university formed under a Central Act and runs on its funds. "Hence, it has to give due reservation."

When asked what will be the course of action if the AMU did not reply within the stipulated time, Brij Lal said the "commission will use its power and issue summon to them."

In a relief to cash-strapped Air India, the government on Wednesday approved a proposal to enhance the expenditure for operation and maintenance of the carrier's VVIP aircraft by nearly Rs 200 crore from Rs 336.24 crore.

The proposal was approved by the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi to help ease some of the financial burden of the airline facing "serious" financial and liquidity position, an official statement said.

"The CCEA has given its approval to enhance the expenditure for 'Special Extra Section Flights' (SESF) operations from Rs 336.24 crore plus applicable taxes to Rs 534.38 crore plus applicable taxes for 2016-17 with built-in annual escalation of 10 per cent to compensate the cost of living index and exchange fluctuation for the maintenance of B747-400 aircraft," the statement said.

The annual maintenance cost of Rs 336.24 crore was last fixed in 2011 by the CCEA for the aircraft maintenance. Since then, there has been a substantial increase in the expenditure incurred by Air India on maintenance of these aircraft because of increase in the cost of living index, depreciation of the rupee against the US dollar and increase in the material cost, the statement said.

"It is, therefore, necessary to review the estimates/ reimbursements provided to Air India since the year 2011-12 as the cost base has not been indexed to inflation. Since, Al is suffering financial losses, the airline cannot afford to provide any services below its cost," the statement said.

The costs of these flights are reimbursed to the airline by the respective ministries. The CCEA's decision comes against the backdrop of the government putting brakes on Air India's disinvestment, for now, after it failed to attract bidders in the initial round of the bidding process.

The airline is incurring a loss of Rs 15 crore per day. At the end of March 2017, the carrier had a debt burden of around INR 48,877 crore. Out of the total amount, INR 17,360 crore was related to aircraft and INR 31,517 crore pertained to working capital loans.

The costs of these flights are reimbursed to the airline by the respective ministries.

Zakir Naik, the controversial Islamic preacher who has been staying abroad to evade arrest in various cases in India, on Wednesday said he would not return home till he felt "safe from unfair prosecution".

Naik's statement, issued through his PRO in Mumbai, came amid reports that he was being deported to India from Malaysia.

"The news of my coming to India is totally baseless and false. I have no plans to come to India till I don't feel safe from unfair prosecution," said Naik in the statement.

He added that he would "surely return to my homeland" when he feels "that the government will be just and fair."

Naik is facing various cases, including for hate speech and money laundering, in India and has been staying abroad to evade arrest.

The National Investigation Agency (NIA) had first registered a case against the 51-year-old Naik under anti-terror laws in 2016 for allegedly promoting enmity between different religious groups.

Produced by Yash Raj Films, the period-action drama film will see Sanjay Dutt play an antagonist while Ranbir Kapoor will be seen in the role of a dacoit. The film also stars <a href="http://wionews.com/india-news/entertainment-vani-kapoor-all-set-to-sizzle-with-ranbir-kapoor-in-shamshera-136699">Vaani Kapoor.&nbsp;</a>

The film is expected to go on floors by the end of 2018.&nbsp;

Speaking about the film <a href="http://wionews.com/india-news/entertainment-ranbir-kapoor-shamshera-departure-from-the-films-ive-done-so-far-147319">earlier</a>, Ranbir said, “‘Shamshera’ is not a story of a daaku, it is a film based in the 1800s; it is about a dacoit tribe that is fighting for its rights and independence from the British. This is a great story of heroism; a story rooted in our country.”

Elaborating on the role, he added, “ It is a departure from the kind of films I have done. It is not (like) the coming-of-age lover boy roles I have done often. ‘Shamshera’ is in the aspirational space – true, badass commercial cinema.”

This collaboration comes after Ranbir Kapoor recently earned accolades for his portrayal of Sanjay Dutt in the biopic titled 'Sanju'.

Facebook's WhatsApp messenger has told India that curbing the spread of false messages through its platform is a challenge that required a partnership between the tech firm, civil society and the government.

In a letter dated July 3 to India's IT ministry, WhatsApp said it is giving people controls and information they need to stay safe as well as making changes to group chats to prevent the spread of unwanted information.

The firm also plans to run long-term public safety ad campaigns in India, it said in the letter.

In a court hearing on Wednesday, Chief Justice of India(CJI) Dipak Misra said that the&nbsp;Lieutenant Governor of Delhi(L-G) does not have the authority to act independently and is bound to act on the advice of ministers.&nbsp;

The CJI added that "Delhi does not have powers of a full 'state', it is a class apart".

The CJI also added that the Union and State government must cooperate and should work together.

Big victory for people of Delhi: Arvind Kejriwal on Supreme Court's judgement

The Union Cabinet on Wednesday approved the Minimum Support Price (MSP) for Kharif crops for 2018-19.

The Cabinet Committee on Economic Affairs (CCEA) has approved the MSP of 14 Kharif (summer-sown) crops.

According to sources, the MSP of paddy (common grade) has been increased by Rs 200 to Rs 1,750 per quintal, while that of Grade A variety by Rs 160 per quintal to Rs 1,750.

The MSP of paddy (common) was Rs 1,550 per quintal and Rs 1,590 per quintal for paddy (grade A) variety.

The MSP of cotton (medium staple) has been increased to Rs 5,150 from Rs 4,020 and that of cotton (long staple) to Rs 5,450 from 4,320 per quintal.

In pulses, tur MSP has been raised to Rs 5,675 per quintal from Rs 5,450, and that of moong to Rs 6,975 per quintal from Rs 5,575. Urad MSP has been hiked to Rs 5,600 from Rs 5,400 per quintal.

Hike in paddy MSP will increase the food subsidy bill by over Rs 11,000 crore based on procurement figure of the 2016-17 marketing year (October-September).

The Food Corporation of India (FCI), the government's nodal agency for procurement and distribution of foodgrains, buys wheat and rice from farmers at MSP and supply the grains under the food security law.

In its Union Budget released this year in 2019, the government had assured the farmers to pay 1.5 times the cost of production.&nbsp

The minimum support price had remained in single digit over the past three years. The drastic change in the government's policy is seen as an attempt to woo the country's 260 million farmers ahead of 2019 Lok Sabha elections.

Analysts and economists have warned that the move could help push up inflation and add to the fiscal deficit and prompt India's central bank to raise interest rates more steeply than expected.

According to a report, the crop support prices have hit farmer's income and is one of the reasons for BJP's loss in the recent elections.&nbsp
