India and Pakistan have both agreed to build the Kartarpur corridor on their respective sides of the border. The corridor will lead to Kartarpur Sahib gurudwara, Guru Nanak's final resting place.

India will build the Kartarpur corridor from Dera Baba Nanak gurudwara in Gurdaspur district till the International Border.

Announcing the cabinet decision, Home Minister Rajnath Singh tweeted: "The Kartarpur corridor will provide smooth and easy passage to pilgrims to visit Gurdwara Darbar Sahib throughout the year."

India had approached the Pakistani high commission in Delhi and referred to the longstanding proposal to create the corridor to facilitate "easy and smooth" access for Indian pilgrims visiting the gurudwara. Kartarpur Sahib lies in Pakistan, just across the International Border.

Confirming India had approached Pakistan, the Ministry of External Affairs (MEA) said in a statement, "We have approached and urged the Pakistan government to recognize the sentiments of Sikh community and build a corridor with suitable facilities in their territory to facilitate easy and smooth visits of pilgrims from India to Kartarpur Sahib throughout the year".

The Kartarpur corridor will be implemented as an integrated development project with Government of India funding. The development comes ahead of the 550th Prakash Purab or birth anniversary of Guru Nanak next year.

Meanwhile, top sources have told WION that India has requested that the corridor be open 365 days and 24 hours and that there must be no restrictions on the number of pilgrims travelling across the border. The Indian intention basically is that the corridor must be a full-fledged one that allows for maximum movement. The corridor should be open not just on special occasions but through the year.

India also believes that Sikh pilgrims continue to make the difficult journey with no consular access and wants free and readily available consular access for Indian citizens on the Pakistani side.

Pakistan's Ministry of Foreign Affairs, which was conducting a briefing when the Indian cabinet announced the decision, reacted by saying that good news will soon come on Kartarpur corridor.

Within a few hours, Pakistani Foreign Minister Shah Mehmood Qureshi announced that Prime Minister Imran Khan will "ground break" for the corridor on November 28. "Pakistan has already conveyed to India its decision to open Kartarpura Corridor for Baba Guru Nanak’s 550th birth anniversary. PM Imran Khan will do break ground at Kartarpura facilities on 28th November. We welcome the Sikh community to Pakistan for this auspicious occasion."

"Negligence" of people led to last month's Amritsar tragedy in which 60 people were mowed down by a train as they watched Dussehra celebrations while standing on a railway track, the Chief Commissioner of Railway Safety said in his provisional report on Thursday, virtually giving the railways a clean chit in the case.

"Having carefully considered the factual material and circumstantial evidences so far available at my disposal, I have provisionally come to the conclusion that the unfortunate incident of running over of 60 persons near Jaura-Fatak near Amritsar railway station of Ferozpur division of Northern Railways on October 19, 2018 at 6:55 pm occurred due to the negligence of persons reportedly standing on and near railway track witnessing Dussehra Mela at Dhobi Ghat," CCCRS S K Pathak said in the report.

He has further classified the accident as "error in working by public near railway line" and made a slew of recommendations to avoid such accidents in the future.

The Commission of Railway Safety, works under the administrative control of the Ministry of Civil Aviation and deals with matters pertaining to safety of rail travel and train operation and is tasked with certain statutory functions to investigate railway accidents.

During its enquiry, Pathak noticed that the spot of the incident was not visible till the train was within 20 metres of the revellers due to the S-curve.

The incident took place at a time when there was smoke in the air due to firecrackers and burning of Ravana's effigy, the report said.
It also stated that while the permissible speed on this section was 100 kmph, the train was running at a speed of 82 kmph when the loco pilot saw the crowd and applied brakes. In the trial, it was seen that the braking distance of the train was 389 metres.

According to the report, 50 policemen were present at the spot and despite them trying to move the crowd away from the tracks, the people did not oblige.

Railways, which had initially refused to hold an enquiry into the matter and termed the case as one of 'trespassing', had only relented when Congress MP from Amritsar Gurjeet Singh Aujla met Minister of Railways Piyush Goyal and pushed for a CCRS enquiry into the matter.

The CCRS in his report has also recommended that prior intimation to railway administration should be given by the district administration/organisers to hold big events like rallies so that railway can take proper precautions in consultation with stakeholders.

It has also said that both the Government Railway Police (GRP), as well as the Railway Protection Force (RPF), should hold regular meetings with the state police and update all such events where large gatherings are expected in a calendar so that steps can be taken in advance to avoid such incidents.

State administration in coordination with railway administration should also impart training and sensitise residents especially those living in the vicinity of tracks in urban areas of the dangers of straying on the tracks and the penalties that could be imposed, the report said.

A video purportedly showing Madhya Pradesh Congress chief Kamal Nath asking Muslim leaders to ensure as much as 90 per cent voting for his party from Muslim-dominated areas has gone viral ahead of the November 28 Assembly election in the state.

The ruling Bharatiya Janata Party (BJP) has launched an attack against the main opposition party over the issue, saying it only cared for Muslim appeasement. The Congress, on the other hand, dubbed it a conspiracy by the saffron party to divide voters on communal lines. In the video, Nath is purportedly heard saying that the Rashtriya Swayamsevak Sangh (RSS) and the BJP have only one message for the voters — a vote for Narendra Modi means a vote for Hindus — and “agar Musalman ko vote deni hai, to Congress ko vote do (vote for the Congress if you want to vote for Muslims).”

“This is their politics….We will deal with them later…They will try to provoke you, but you will have to bear everything till the day of voting,” the Congress leader purportedly says in the video. “I request you to check the previous voting figures. Those are on the Internet…where there are (areas with) Muslim votes, how much voting took place. If it was 50-60 per cent, then why 60 per cent, why not 90 per cent. A post-mortem of this is very necessary,” he says. “If the Muslim community does not record a 90-per cent voting, we will suffer a heavy blow,” Nath further says in the video.

Asked if permissions were granted for his public rally in Ayodhya, Thackeray said his original programme includes visit to the site to seek Lord Ram's blessings, as announced in the rally. "Seers there had expressed their desire that I should visit the site, so I will take their blessings and also take part in the evening aarti on the banks of the Sarayu river," he said. In a bid to intensify his party's campaign for the Ram temple in Ayodhya, Thackeray has given a new slogan-- 'Pehle mandir, fir sarkaar' (first the temple, then the government). A Sena functionary said a special train has been booked to ferry Shiv Sena members to Ayodhya for Thackeray's visit. Women party workers and Yuva Sena cadres have been asked not to come to Ayodhya for want of accommodation, he said.
