Prime Minister Narendra Modi on Saturday said that those who are casting doubt over the target of making India a five trillion dollars economy were professional pessimists and asserted that the goal was achievable.

"We are very confident about achieving the goal of 5 trillion dollar economy in the next five years but there are some who are casting doubts over the competence of Indians. They ask what the need for it is and why it is being done. We can call such people professional pessimists," he said.

Prime Minister Modi, who was addressing BJP workers after launching the party's membership campaign at an event here, talked at length about the first Budget of his second tenure that was presented in the Lok Sabha on Friday by Finance Minister Nirmala Sitharaman.

He also released a toll-free mobile number 8980808080 for the membership drive and launched a tree plantation drive.

The launch of the BJP's membership drive coincides with the birth anniversary of Jana Sangh founder Syama Prasad Mookerjee.

Modi said that these "professional pessimists" keep grumbling about things but do not do anything to change them.

"They have mastery in turning solutions into a problem. The country needs to be vigilant of these pessimists," he said.

The Prime Minister, however, said that he welcomed positive criticism of his ideas, schemes, and plans to execute them.

"The opinion of critics and analysts are important for us. But saying that something cannot be done or achieved is not good," he said.

He said that the new opportunities for development and dreams of New India are deeply linked to the 5-trillion dollar economy.

"It is about doubling the Indian economy in the next five years. The target looks difficult but can be achieved with a firm determination," he said."What does 5 trillion dollars economy mean? You all must know and tell people about it because there are some people who doubt on our will. They say we cannot achieve this target," added Modi.

Talking about the role of farmers and traders in realising the dream grand target, Prime Minister Modi said, "The Union Budget includes measures which will facilitate agriculture exports as well greater social security for small traders and firms through pensions and other benefits."

The Prime Minister also read out a poem to enthuse BJP workers to work hard and spread awareness about the government's ambitious plan.

He cited the example of "bigger the cake, bigger the share" to highlight the benefits of a bigger economy to uplift the lives of the citizens.

"If a family's income is high, its members' income will also be high. If we look at the history of developed nations, they did not have a high per capita income earlier. But these countries witnessed a period when their per capita income jumped, leapfrogging them into the club of developed nations. India can also do it, especially when it is the youngest nation of the world," he said.

The Prime Minister said that his government has made provisions in the budget to make farming profitable and turn farmers into exporters.

"We have taken many decisions to ensure additional income for farmers. We look at farmers as potential exporters. The Budget has focused on making an environment to export farm products. We are trying to develop a cluster so that all government departments can make export easier," he said.

Modi also emphasised the role of a blue economy, a reference to resources available in the sea, and said the government has taken several initiatives in food processing and water security for the sustainable economic progress of the country.

Highlighting his government's scheme to provide housing for every citizen, Prime Minister Modi said that Rs 100 lakh crore would be invested in infrastructure development.

"Our government is focusing on the export of defence and electronic equipment," he added.

Backing the move to encourage adoption of electric vehicles as a clear mobility medium, he claimed that India can save over Rs 5 lakh crore by reducing petroleum imports bill per year.

"The establishment of an electronic fundraising platform has been announced in the Budget on the lines of the Stock Exchange. NGOs can list themselves on it and raise fund as per their needs," he said.

Prime Minister Modi urged BJP workers to reach out to every section of the society and enrol them as the party members.BJP Working President J P Nadda, who also spoke on the occasion, gave credit to grassroots party workers, PM Modi's leadership and party president Amit Shah's strategy to defy anti-incumbency factor and retained power with a bigger mandate in the General Elections.

Amid the ongoing political turmoil in Karnataka following the resignation of 11 MLAs of the Congress-JD(S) coalition, Irrigation Minister and senior Congress leader DK Shivakumar on Saturday accepted that he tore the resignation letters of some of the dissident MLAs."Why should I not? Let them file a complaint. If they want to put me behind the bars, I'm ready. I am already facing a lot of issues. I don't mind about all these things. I have taken a very big risk. Definitely, I won't say no. I know someone has recorded it. Let him release it. What is wrong in it," he said while talking to reporters.

He was responding to media questions about the allegations that he tore the resignation of the some of the MLAs.

"To protect my party... to protect my friends...they have been with me. I have fought their election. I went to their election. I have contributed to their election in my own way. As a party worker, I have done it. I should not see that they have been misguided," he added.

Earlier in the day, BJP leader BS Yeddyurappa had alleged that SK Shivakumar tore the resignation of some of the MLAs inside the Speaker's office.

"People are watching the way DK Shivakumar is behaving. He tore the resignation letters of some of the MLAs inside the Speaker's office, who had gone to resign. It is condemnable," he had said.

Shivakumar, however, said that "good sense" will prevail upon them (dissident MLAs).

"They have been hurt by the system. They are saying some small stories. This is not the story to go and resign. But it is shocking to all of us. I think that good sense will prevail upon all of them. There is a lot of time. There is a procedure involved in this. Let us see. My BJP friends are doing their best," he said.

This comes after rebel JD(S) MLA H Vishwanath claimed that 14 MLAs have tendered their resignations to Speaker AR Ramesh Kumar.

Vishwanath's claim comes in the backdrop of dramatic developments on Saturday when 11 of the coalition MLAs handed over their resignation to the Speaker`s office pushing the government into a minority.

Telugu Desam Party Chief and former Andhra Pradesh chief minister Chandrababu Naidu on Friday dubbed the Union Budget as "disappointing" and said that it was not in accordance with the wishes of the people of Andhra Pradesh.

"The budget is not in accordance with the wishes of the people of Andhra Pradesh. The centre made budgetary allocations to the northeastern States but ignored Andhra Pradesh, which is reeling under severe financial crisis. The budget has badly disappointed the people of the state," said Naidu.

The special category status and other issues in the Andhra Pradesh Reorganization Act were also ignored, he said.

"Nothing is mentioned about the revenue deficit, to be covered by the centre. Of the total revenue deficit of Rs 16,000 crores, only Rs 4,000 crores were granted," he observed.

The TDP leader also said that the central government had allocated only Rs 13 crore for tribal university and central university.

"Not even a single paisa is allocated for educational institutes like IIT, NIT, IIM, IIIT," said Naidu.

Even though work on the capital city, Amaravati and Polavaram project came to a grinding halt four months ago, the Centre had not made any allocations for the same, he said.

"Same is the case with Vizag and Vijayawada Metro projects, Kadapa steel plant and Dugarajapatnam port," said the TDP Chief.

Naidu, however, lauded the central government for proposing the Zero Budget Natural Farming (ZBNF) method."Giving priority to ZBNF is welcome.

During the past five years, we have given utmost priority to ZBNF in our state.

We appreciate the encouragement to ZBNF," he said.

The TDP Chief expressed concern over decreased allocation for Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

"It must be remembered that infrastructure development like farm ponds, anganwadi buildings and panchayat buildings are developed in villages with MGNREGA funds only," he added.

"In exercise of the powers conferred by sub-section (5) of section 4 of the Rajasthan Value Added Tax Act, 2003 (Act No.4 of 2003), the state government being of the opinion that it is expedient in the public interest so to do, hereby makes the following amendments in Schedule-VI appended to the said Act, with effect from 06.07.2019," state government in an official statement said.

Meanwhile, Rajasthan Chief Minister Ashok Gehlot while addressing media persons here said, "The previous government has reduced the VAT by 4% in order to win the elections. The centre also hiked it several times and for their own benefit, they reduced it before elections. We have done nothing. By increasing 4% tax each on petrol and diesel, we are correcting the mistake committed by them."

Union Finance Minister Nirmala Sitharaman on Friday while presenting her maiden Budget in the Lok Sabha said that additional excise duty and road and infrastructure cess of one rupee will be imposed on petrol and diesel.

Gandhi was released on Rs 10,000 surety amount by Patna court.

Speaking to reporters after the hearing, Gandhi said, "Those who stand against the ideology of RSS and Narendra Modi, they face attacks and court cases. My fight is to save the Constitution and stand with poor, farmers and labours of India, that is why I am here today. I will stand with the voice of India which was being suppressed."

Sushil Modi had filed a case before the court in April this year, taking exception to a sarcastic remark made by Gandhi at an election rally in Karnataka's Kolar district that all thieves had the surname Modi.

Here, Gandhi was indirectly referring to Prime Minister Narendra Modi, bank-fraud accused Nirav Modi and former Indian Premier League (IPL) commissioner Lalit Modi.

Rajiv Saxena, accused-turned-approver in AgustaWestland VVIP chopper scam, has received the summons from the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED), asking him to join the probe further.

According to sources, Saxena is in the receipt of summons from the CBI and the ED, asking him to join the investigation next week.

The Supreme Court had last week stayed a Delhi High Court order allowing Saxena to travel abroad for medical treatment.

During the proceeding in the Supreme Court, Solicitor General Tushar Mehta, appearing on behalf of the ED, had contended that certain new facts have surfaced against Saxena pertaining to the "violation of the information technology and black money laws."

The court had asked the All India Institute of Medical Sciences (AIIMS) Director Randeep Guleria to constitute a board of expert doctors for Saxena's treatment.

Accordingly, the board will carry out tests on him on July 11 to ascertain whether he can be treated in India or not.

The ED, while challenging the Delhi High Court order in the apex court, had said that permitting Saxena to go abroad might "hamper the probe".

The court had also said that Saxena must stand trial if something comes out against him during the investigation into the case.

The apex court will take up the matter on July 17.

Sources also said that the ED was annoyed with Saxena for his "incomplete disclosure" of information. It may approach the concerned court seeking withdrawal of his approver status in the case.

A Delhi court had earlier allowed Saxena to turn approver on the condition that he would disclose the details pertaining to the case.

Income Tax Department also carried out searches at several premises linked to Rs 3,600 crore VVIP chopper scam approver.

The Dubai-based businessman was extradited to India on January 31 in connection with the alleged scam relating to the purchase of 12 VVIP helicopters from AgustaWestland amounting to Rs 3,600 crore.

BJP Working President JP Nadda on Saturday commended the digital push given by party president Amit Shah for making BJP the world's largest party.

"Amit Shah had launched the membership drive through digital medium around five years back in August 2014. BJP became the biggest party in the world by adding several members to its ranks in the preceding years. The party has become stronger in 8, 63, 971 booths in the country after the digital membership drive was given a push five years back," Nadda said while addressing a gathering here.

Nadda further affirmed that it is the party's good fortune that the membership drive is kickstarting from Varanasi which is Prime Minister Narendra Madi's constituency.

"This is a matter of joy for us that the BJP membership drive will start from Prime Minister Narendra Modi's 'karmabhoomi' which is Varanasi in some time from now. This is a matter of fortune that one of the world's most popular leaders is going to kickstart this campaign," said Nadda.

"The organisation is at the root of Prime Minister Modi's conscience. People who have been associated with BJP from before the year 2000, have in some way or the other worked in tandem with the dynamic leadership of Prime Minister Modi. He has moulded many workers of the party," he added.

Nadda said that Prime Minister Modi has always been associated with organisational work at the grassroots level.

"When Prime Minister Modi was offered the chief ministerial berth in Gujarat, at that time also he was working in the Gonda district of Uttar Pradesh for mobilising the party," Nadda said.

"We will employ both online and offline ways to add more members to our party. The Prime Minister has asked all BJP members to start afforestation drive. We affirm that we will be committed to pushing forward this agenda of our leader," he added.
