Senior Advocates and Members of the Madras High Court Advocates Association, Bar Council and other affiliated bodies have called for a strike on Tuesday to protest against the Transfer of Chief Justice Vijaya Tahilramani to the Meghalaya High Court, which a collegium headed by Chief Justice of India Ranjan Gogoi had recommended.

On September 6, Justice Tahilramani tendered her resignation protesting the transfer to the Meghalaya High Court, after the Supreme Court Collegium passed a resolution rejecting her representation seeking to reconsider the transfer.

The Meghalaya High Court has a strength of three judges as opposed to the sanctioned strength of 75 in the Madras High Court.

Speaking to WION, senior advocate NGR Prasad said, “there is no precedence of this kind of a transfer and a manner in which it was carried out. She is the senior-most judge in the institution and senior judges are promoted to the Supreme Court. It smacks of toxic masculinity”.

On Monday, a notice signed by the Assistant Registrar of the Madras High Court read, “The Hon’ble Chief Justice is not sitting in Court today, on 09/09/2019 Monday.”

The notice added that "urgent Motions and Admissions in Public Interest Litigations relating to Rights of Women and Children filed on or after 1st January 2019 (all stages) Public Interest Litigations and writ appeals or writ petitions relating to unauthorised constructions, land encroachments (including in forest land) (all stages) writ petitions or civil revision petitions relating to the decisions of Debts Recovery Tribunals and Debt Recovery Appellate Tribunal moved if any are permitted to be moved before the Honourable Division bench consisting of Dr Justice Vineet Kothari and Justice C Saravanan in court 2 on Monday."

Velmurugan, a Bar Council Member told WION, “ours is a fight for transparency as the Collegium is not transparent. This is a turning point, as the Chief Justice has stood up for her self respect. Senior-most judge with no blot on her record is being unceremoniously transferred. This is a grave injustice and we are bounden to raise our voice, there are precedents when the Collegium also has gone wrong”.

Responding to the calls for protest by Lawyers associations, Former Judge Justice K Chandru said to WION, “the policy of the Central government accepted by the Apex Court makes the chief Justice always come from outside the State. There are 25 High Courts across India, only a few states have a common High Court. Strength of a bench depends on the number of cases, for instance, one cannot compare the bench in a city like Chennai or Mumbai or Delhi with a Northeastern state. Many judges also consider a posting in the Madras High Court as a punishment, due to the volume of cases and frequent protests, also in the last 30 years no judge from Madras High Court has been transferred to Mumbai or Kolkata, we always get transferred to Jharkhand, Rajasthan, Orissa.”

Senior advocate R Vaigai told WION, “Justice Tahilramani is the senior-most Judge, how is it right to shift her to a small court? There are no complaints here against her. Justice AK Mittal is to be transferred to Madras High Court. He is coming from a small court to a large one like Madras, where the cases are higher, the additional jurisdictions are more and the state population is a lot more. The people of Tamil Nadu ought to be given a good deal by the means of a Chief Justice.”

“Transfers are always made for administrative reasons, so many judges have been transferred, it is standard government jargon. Justice Tahilramani did not want to accept it and she resigned. Once a judge sends a resignation letter to the President, it applies immediately and there is no question of it being rejected, except in the case of a future date of resignation. Until the President notifies an acting Chief Justice, it is standing procedure for the slated case to go to the second court. Lawyers last went on a protest, nearly a year ago, now this issue has come handy for them to agitate”, Justice Chandru added.

So when it comes to internet adoption trends - many reports say that India is growing as one of the leading markets in the world.

An e-marketer forecast has revealed that India is likely to overtake the US in terms of time spent on digital videos by the year 2020.

While popular apps like Youtube, Tiktok and online platforms like Hotstar and Netflix drive up the number.

A major contributor to this trend - is the rise of short digital videos.

The report says that the average daily time spent by Indians online is likely to increase from 1 hour 20 minutes in 2017 to 2 hours 21 minutes by next year.

Not just this - India consumes the highest data per user and subscriber in the world.

The telecom regulatory authority of India has estimated this to be around 7.69 gigabytes per month.

The obstacles on the lunar surface may have been stopping the lander from receiving the signals, Chandrayaan-1 Director Mylswamy Annadurai said on Sunday.

"As we have located the lander on the lunar surface, we now have to establish contact with it. The place, where the lander alighted is expected to be not conducive enough for the lander to soft-land. There may be some obstacles, which could have been stopping us from establishing the connection," Annadurai told ANI.

The Indian Space Research Organisation (ISRO) lost contact with the Vikram Lander, one of three components of the Chandrayaan-2, minutes before its touchdown on the lunar surface in the early hours on Saturday.

The same orbiter which located the lander has also been provided with a communication channel, which envisages such eventuality, he said, adding that a same line of side-channel can be used to establish the communication with the lander.

"In the past, the Chandrayaan's orbiter had beamed the signals towards the lander to establish signals, but in the present case, it has to be seen whether the latter receives it or not," the director added.

"There is always a two-way communication between the orbiter and lander, but we can attempt to communicate through one way."
He, however, asserted that the communication will not be for more than 5-10 minutes.

"It is a tricky situation but our scientists are capable enough to handle it," he added.

The lander was 2.1-km above the moon's surface when it lost the connection with the ground station at ISRO headquarters in Bengaluru.

Earlier today, ISRO chairman K Sivan had told ANI that the agency has found the location of Lander through a thermal image clicked by the Orbiter, which is already in the intended orbit around the Moon.

Sivan, however, maintained that no communication has been established with the Lander and that the agency will try to establish it in the next 14 days.

Chandrayaan-2 was launched from the Satish Dhawan Space Centre in Sriharikota on July 22.

After revolving around the earth's orbit, the spacecraft began its journey to the moon on August 14 and all manoeuvres were carried out to perfection until the last few minutes of descent.

The incident saw all of India uniting in showing their support to the space agency and its scientists, who have said that moon mission has accomplished at least 90 to 95 per cent of its objectives despite the severance of communication with the Lander.

After around 90 stray dogs were found dead with their muzzles and legs tied in the dense forests of Maharashtra`s Buldhana town, civic officials are under scrutiny, police said here on Monday.

"This is a very serious matter. Among various angles, we are investigating whether this brutality was perpetrated by the dog-catching squads of various municipal bodies in Buldhana, Jalna, Aurangabad or even elsewhere," Buldhana Superintendent of Police Dilip Patil-Bhujbal told IANS.

The matter first came to light on September 5, when villagers complained of some foul odour in the area.

Police teams while checking stumbled upon the rotting carcasses of dogs at half a dozen spots in the jungles adjoining the Girda-Savaldabara Road on September 5.

"We found nearly 100 dogs with their muzzles and legs tied up with strings and thrown on the road here. Around 10 were found to be alive and are being taken care of by the Forest Department," the Buldhana Rural Police Investigating Officer Mansab Satdive, told IANS.

The carcasses have been sent for autopsy as the police on Sunday registered a case on the complaint of a Forest Department officer against unknown persons under various sections of the Indian Penal Code and Prevention of Cruelty to Animals Act, 1960, Maharashtra Police Act.

Dilip Patil Bhujbal said it remains to be seen whether the dogs were poisoned orally or by injections, or succumbed to hunger and thirst.

Trinamool Congress (TMC) leader Subhendu Adhikary, former Kolkata mayor Sovan Chatterjee and whistleblower Mathew Samuel were summoned by the Central Bureau of Investigation (CBI) in Narada News sting operation case.

The agency has asked the trio to appear before it for questioning on September 11.

On August 29, the agency had questioned BJP leader Mukul Roy and Trinamool Congress lawmaker K D Singh and confronted them with Samuel.

Samuel, who is the editor and managing director of the Narada news portal had, in 2016, broadcast a sting video on his news portal. Union Home Minister Amit Shah on Monday lauded the government`s efforts to develop North East and said that the region will emerge as a substantial business hub.

"People of North-East blessed NEDA. That's why Modi Ji says North-East means is the new engine of India's growth. The region can become an engine of India's development story," he said while speaking at the North East Democratic Alliance (NEDA) meeting here.

"In the next 10 years, we will see that North East will emerge as important the region for trade and development," Shah said.

The Home Minister said that the North Eastern region is going to become a business hub of eastern India. "I can guarantee Delhi boys will come to jobs in Guwahati and Meghalaya. There are endless possibilities in the region," he added.

Shah said that the North East region is significant for the environment and the national security as well.

"North East is like India`s lung because 26 per cent of the country in this region is forest area, which serves to deliver oxygen to the country. The region is significant for the national security since it touches the boundaries of five nations," he said.

The Home Minister said that all northeastern states will have railway and airport connectivity by 2022.

Shah accused Congress of using divide and rule policy in the North East and stopping the development of the region.

"The whole region was involved in an internal conflict which was created by Congress. They stopped the development in the region. Nagaland is a part of India and they have right on India. The divide and rule policy of Congress made people of north-east feel alienated from India," he said.

India must highlight how Article 370 was about special discrimination against the people of Jammu and Kashmir to win support at the 42nd session of United Nations Human Rights Convention (UNHRC) that is scheduled to begin today, said former UN diplomat Mukul Sanwal.

The former diplomat also said that Pakistan has been trying its best to internationalise the issue of Kashmir, especially after India's historic move of revoking Article 370 and Article 35 (A).

"I am sure that Pakistan will raise the Kashmir issue at the UNHRC meeting in Geneva. It has also sent its foreign minister there along with a delegation. They had also said that they will go to any extent on the issue," Sanwal told ANI.

"Now the question is when the UN Security Council had earlier said that there`s no role of international mediation for peace as it is an internal issue of India, then why is Pakistan now raising the issue of human rights violations there?" the former diplomat added.

Agreeing with the words of National Security Advisor Ajit Doval, Sanwal further stressed that the restrictions are temporary measures due to the rise of infiltrators in the Valley.

New Delhi had time and again reiterated that there was no development in the region prior to the abrogation of the special status, the diplomat stated.

"We need to adhere to our stand that 'human rights' is not only related to political or procedural rights but also social-economic rights (which were earlier not there)," he stressed."If there are no social-economic rights then the political rights will also become hollow. Only a few families had been ruling the Valley so far," Sanwal said.

"India has to prove this point in order to win support," he added.

Meanwhile, voicing similar sentiments over the issue, another diplomat Suresh Goel, told ANI, "This is nothing new. Pakistan has always tried to raise the Kashmir issue to the world community and attacked India over it."

"But the world has changed. People's perspectives have also undergone changes. The United Nations has a fair idea about India's record regarding human rights. They know the real situation in the Valley. They (world community) will be successful in quashing the fake claims made by Pakistan at the session," he added.

Earlier in the day, Pakistan foreign minister Shah Mehmood Qureshi left for Geneva to attend the UNHRC meeting with an aim to "fight for the cause of innocent Kashmiris", according to reports by Pakistan media.

External Affairs Minister S Jaishankar on Monday said that Singapore has become a fulcrum for India's economic and commercial policies.

Addressing the inaugural session of 'Start-Up and Innovation Exhibition' here, Jaishankar said, "In political, strategic as well as economic and commercial areas, Singapore has become a fulcrum for India's policies. Today, what started as a bilateral relationship is something that has grown very much bigger. On rule-based issues, we think similarly."

During the Plenary session, the minister recalled that India and Singapore came together in a very contemporary phase, at a time when the world was changing, including India.

"The two changes (India and Singapore) had something to do with each other," he said.

India, at that time, had a severe balance of payments crisis and was embarking on radical economic reform.

"In that situation, India turned to Singapore and Singapore responded. We had the Look East Policy. Singapore then became a key partner in India's growth and development," Jaishankar added.

In 1992, India launched the India-Asian partnership and by 2005 "we" were members of the East Asia Summit, the minister said.

During this period Singapore was a direct source of investments into India. Its financial market was a major source of capital. It became a favoured and comfortable destination for Indian companies going abroad.

Around 20 per cent of India's investments came from Singapore and more than 9000 Indian companies were registered here, he noted.

Recollecting his service as a High Commissioner of India then, Jaishankar further added that Singapore was the first country with whom India had signed the comprehensive economic partnership agreement and said, "It was my privilege to serve here as these engagements took off."

"We have a very robust defence relationship. We have just completed 25 years of uninterrupted Naval exercises, which I think is the longest that India has with any country in the world," Jaishankar said on the occasion.

Speaking in terms of geopolitics, it's not only the rise of China and the sharper competition between the United States and China but the simultaneous rise of several countries.

"There is no hegemonic power to underwrite an international order but nor is there a global compact among nations. The international situation today is under stress, a very different one from 1992," the minister stressed.

During an interactive session following his address, Jaishankar also said that the "big concerns of India include its relationship with China because we run an enormous trade deficit with China which we believe is a result of unfairly restricted market access."

Prior to the event, Jaishankar and his Singapore counterpart Vivian Balakrishnan also attended 'InSpreneur3.0 - A Start-Up and Innovation Exhibition' in which around 60 startups from India had taken part in the exhibition.
Jaishankar is currently in Singapore on a three-day visit.

Due to the continuous unprovoked ceasefire violations by Pakistan along the LoC in Jammu and Kashmir, the locals in bordering districts like Poonch are living in an atmosphere of fear and are demanding the Centre to come up with a solution to get rid of this menace.

Speaking to ANI, a local named Mohammad Qasim stated that the cross border firing has forced people in the district to stay indoors.

"Almost every other day firing is taking place here from the Pakistani side. There is an atmosphere of terror. The parents are afraid while sending their children to school as they worry for their safety," he said.

Meanwhile, another local, Sanjeev Kumar has requested the Narendra Modi-led central government to take measures to ensure that the normal life is not affected.

"We request the Modi government to make some arrangements so that the life of people living on the border is not affected," Kumar said.

He continued, "During the firing, many small children get traumatised. In this atmosphere, neither we do any household work, neither we go out. Even cars and trucks stop plying on the road."
