The Union Cabinet on Wednesday cleared the Citizenship (Amendment) Bill, 2019, which will now be tabled in Parliament next week.

The bill seeks to provide Indian nationality to Hindus, Christians, Sikhs, Parsis, Jains and Buddhists fleeing persecution from Pakistan, Afghanistan and Bangladesh, said sources.

The Bill, which amends the Citizenship Act, 1955 to make illegal migrants in select categories eligible for citizenship, has been attacked by the opposition on the grounds that it is at odds with the Constitution.

If passed, the bill will apply to all States and Union Territories of the country and the beneficiaries of Citizenship Amendment Bill will be able to reside in any state of the country.

The bill was originally introduced in 2016 and was later sent to the JPC. It was passed by the Lok Sabha on January 8 this year. However, it was not tabled in the Rajya Sabha and had later lapsed.

Several organisations have also expressed reservations against the bill.

The AQI is forecasted to deteriorate to the middle-end of the 'very poor' category on Thursday. Further deterioration to the higher-end of the 'very poor' category is forecasted for Friday.

According to the System of Air Quality and Weather Forecasting And Research (SAFAR), the overall Air Quality Index (AQI) of Delhi was at 305 in Delhi, in the lower end of 'very poor' category at 8:30 am today.

At Chandani Chowk, the AQI was at 370 with PM 2.5 and PM10 at 356. In the Delhi University area, the level of air pollution was high as the AQI was recorded at 311 at 8:30 in the morning.

At several major junctions of the city, the Air Quality Index (AQI) oscillated between 'poor' and 'very poor' category.

Major pollutants PM 2.5 and PM 10 were at 206 and 202 respectively, both in the 'Poor' category, in Lodhi Road area, according to the Air Quality Index (AQI) data. While in areas such as Airport T3, IIT-Delhi and Noida the AQI was 306, 307 and 320.

An AQI between 0-50 is considered 'good', 51-100 'satisfactory', 101-200 'moderate', 201-300 'poor', 301-400 'very poor' and 401-500 is marked as 'severe'. An AQI above 500 falls in the 'severe plus' category.

The SAFAR model forecast suggests that AQI is likely to stay in the 'very poor' category for today and marginally deteriorate in the lower end of the 'very poor' category tomorrow.

The stubble transport-level winds are north-westerly but the wind speed is high which is not favorable for pollutant accumulation. PM2.5 per cent contribution is predicted to touch eight per cent today, as per SAFAR's trending summary.

The upgrade work of MiG-29 fleet is in its final stages, with modern customisations capable of prolonging their life by 40 years.

A source told WION, “IAF and HAL have completely mastered the technology of upgrading MiG-29 fighter jets into MiG-29 UPG."

The source further added, "The project, which incorporates delivery of modernisation kits from Russia, technology transfer and personnel training is divided into two stages: first, the overhaul of the plane, then, the upgrade process itself envisaging the modernisation of the airframe, instalment of new systems and adding new capabilities."

Currently, all planes are being modified only in India. The capabilities of the upgraded MiG-29s which included improving electronic equipment have been significantly augmented and new weapons can be fitted in.

"MiG-29UPG has gained not only increased efficiency but also has much more leverage in hitting the ground and naval targets (both static and moving) with high-precision weapons in any meteorological conditions both day and night'', the source added.

This has made it possible for the local refurbishment of aircraft, leaving the choice of using either Indian origin or international aerial weapons to Indian Air Force. Other than this, the fuel payload has been increased and the operating range has been improved.

Indian Space Research Organisation (ISRO) Chief K Sivan has claimed that the Vikram Lander of Chandrayaan-2 had been spotted by the space agency's orbiter much ahead of NASA, which on Tuesday announced that it had located the debris of Vikram's crash landing on the moon in September last year and credited Chennai based engineer for the finding.

"Our own orbiter had located Vikram Lander, we had already declared that on our website, you can go back and see," said Sivan while speaking to reporters here on Tuesday.

ISRO chief's comments came after NASA said that it had found the remains of the Vikram lander has been found by its Lunar Reconnaissance Orbiter and credited the discovery to Chennai based amateur astronomer and engineer Shanmuga Subramanium.

On ISRO's website, a statement on September 10 says, "Vikram lander has been located by the orbiter of Chandrayaan-2, but no communication with it yet. All possible efforts are being made to establish communication with lander."

On December 3, American space agency NASA had in a tweet said, "The #Chandrayaan2 Vikram lander has been found by our @NASAMoon mission, the Lunar Reconnaissance Orbiter. See the first mosaic of the impact site."

NASA posted images clicked by its Lunar Reconnaissance Orbiter (LRO) Camera, showing the site's changes on the Moon and the impact point before and after the spacecraft had made a hard-landing on the lunar surface.

It also indicated the impact spot of the Lander and an associated debris field created by the crash with blue and green dots respectively.

"Green dots indicate spacecraft debris (confirmed or likely). Blue dots locate disturbed soil, likely where small bits of the spacecraft churned up the regolith. "S" indicates debris identified by Shanmuga Subramanian," the statement had said.

The Lander Vikram was to soft-land on the far side of the moon at on September 7. Minutes before its scheduled soft-landing, the communication with Vikram Lander was lost.

It was 2.1 km above the moon's surface when it lost contact with the ground stations.

The Vikram Lander successfully separated from Chandrayaan-2 Orbiter on September 2. After revolving around the Earth's orbit for nearly 23 days, the craft began its journey to the moon on August 14.

The mission took off from the Satish Dhawan Space Centre in Sriharikota on July 22.

Religion and culture department of the Tibetan government-in-exile organised a prayer service over the recent self-immolation cases in the region.

Hundreds of monks, nuns, and Tibetans from all walks of life gathered at the Buddhist temple of Tsuglagkhang in the mountainous town Dharamshala and observed a prayer service on Monday evening to mourn the demise of Yonten who set himself on fire in protest against Chinese rule of Tibet and its hardline policies against the Tibetans on 26 November.

"A young Tibetan, named Yonten, set himself on fire. He was the 154th person to self immolate with a wish that his holiness the Dalai Lama should return to Tibet and freedom be restored to the land. Today, we have gathered here to continue advocacy for the basic freedom and human rights of the people in Tibet, "said Lobsang Sangay, president of the Tibetan government-in-exile.

Sangay added that self-immolation clearly demonstrates that the situation in Tibet is very serious and the Tibetans are still giving-up their precious life for the cause of their land.

"Yes, the Tibetan Administration, we discourage self-immolations because the life is precious but as a Buddhist, it becomes our responsibility to pray whenever a Tibetan passes away," he said.

The president in exile also remembered Dr Yeshi Dhondon, a renowned Tibetan doctor who used to be a personal physician to the Dalai Lama.

Dhondon breathed his last due to respiratory failure at his residence in Mcleodganj on Tuesday.

Expressing sadness over his demise, Sangay said, "Dr Yeshi Dhonden worked hard to establish the men-tsee-khang (Tibetan medical institute and astrology) in 1961. He has made the Tibetan medicine renown all over the world. He was so well known that patients from all over the world came to Dharamshala to get cured."

The 92-year-old was awarded the Padma Shri -- the fourth highest civilian award in India -- in 2018.

Dhondon was a foremost expert and proponent of Sowa Rigpa, which is a traditional Tibetan medicine system created as a combination of the ancient healing systems of India and China.

In 2017, a 73-day standoff between the armies of the two countries in Doklam -- known as the Doklam crisis -- had emerged as a major challenge in the bilateral relations between New Delhi and Beijing. This will be the first visit by a senior Chinese government official after the second informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping in Mamallapuram back in October this year.

Minister of State for Home, Nityanand Rai, gave the information in a written reply in the Rajya Sabha.

He was responding to a question of Trinamool Congress member Ahamed Hassan who had asked if the government had decided to conduct National Register of Citizens exercise across the country on religious lines.

"No," Rai said in his reply.

"Does not arise" the minister said to Hassan's subsequent question about the amount allocated for planning NRC.

The Trinamool Congress member also sought to know if the government had identified sites for detention centres across the country for the exercise and if so, the state-wise detention centres to be constructed in the next five years.

The minister said in his reply that detention centres "are established by States/UT Administrations as per requirement".
