Defence Minister Rajnath Singh said on Wednesday that infrastructure such as roads, railway lines and airfields was being ramped up at a fast pace along the border with China to ensure the security of the country.

He said that perceptional differences between the two countries about the Line of Actual Control (LAC) sometimes lead to transgressions by the armies which are settled through existing mechanisms.

Singh told Lok Sabha that the defence forces were fully alert and capable of dealing with any challenge to the security of the country and there was no need of worry.

He was responding to concerns expressed by Congress leader Adhir Ranjan Chowdhury during zero hour who said India adopts a tough stance against Pakistan for its inimical acts but was relatively soft towards China.

Singh said border infrastructure was being boosted.

"The infrastructure on India-China border, such as roads, tunnels, airfields and railway lines, is being developed so that the country`s unity and integrity are ensured fully. The work is being done at a fast pace," he said.

Singh said there have been perceptional differences about the LAC for a long time between forces of the two sides due to which some incidents of transgression or confrontation have taken place.

He said the armies patrol areas according to their understanding of the LAC and "sometimes our forces also go (in the area claimed by China)".

The minister, who faced interruptions from Congress members, said the two armies have mechanisms in place to prevent escalation in such situations and these include flag meetings and hotline.

Singh said the government was fully alert to the security needs of the country, conducts reviews from time to time and takes requisite steps.

"There is no need to feel concerned about the country`s security. There is no need to worry about border security of the country," he said.

He said the long-term steps to deal with border issues with China include talks between special representatives of the two countries, joint secretary-level meetings and Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC).

Delhi High Court on Wednesday disposed of the public interest litigation (PIL) seeking directions to Delhi government for immediate grant of sanction to proceed with the trial against former Jawaharlal Nehru Unversity Students' Union (JNUSU) president Kanhaiya Kumar and others in connection with a sedition case.

A Division Bench headed by Chief Justice DN Patel asked the government to decide the issue as per law.

"There is no need for further guidelines. There are enough guidelines. No reason to constitute a high power committee. Govt has enough number of officers. As far as JNU sloganeering case is concerned, the petitioner has requested directions to the Delhi government to grant sanction. The government may act as per rules and regulations," the court observed.

Petitioner Nand Kishore Garg, a former BJP MLA, through his counsel, advocate Shashank Deo Sudhi, prayed for an immediate grant of sanction for the trial of Kanhaiya Kumar and others and argued that Delhi government is harboring political prejudices by not granting the sanction in the case since one year.
The counsel further argued that the Delhi government is guilty of obstruction of justice in such serious criminal cases which are clearly opposed to the constitutional commitment made by the government at the time of taking an oath.

The counsel further argued the oath obliges the government to act in accordance with the letter and spirit of the Constitution of India.

There is already a growing perception among the common people that law is differently applied to different people in our country and finally counsel argued that a high powered committee may be instituted to look into the lapses on the part of government officials in the issuance of said sanction for the prosecution of accused, the petitioner contended.

The plea had sought directions for issuance of guidelines for expeditious prosecutions in respect of all sensitive criminal and corruption-related cases where the allegations are serious in nature and are having widespread ramifications on the community.
The public prosecutor had recently informed Patiala House court, where the case is pending, that the matter regarding grant of sanction is still pending to prosecute Kanhaiya Kumar and others in the JNU sedition case.

Court had adjourned the matter after the prosecutor informed that the sanction of the charge sheet is still pending and that the Home Department has not given the sanction yet.
The Chief Metropolitan Magistrate (CMM) court had issued the summons to the investigating officer of the case and slated the matter for December 11.

In the charge sheet filed in the court in January, Delhi Police had said there was video footage wherein Kumar is "seen leading the students who were raising anti-national slogans" and that he had been identified by the witnesses in the videos.

"The location of mobile phone at the place of occurrence" was also cited as evidence against Kumar in the 1200-page charge sheet.
As part of other evidence, the police said the Forensic Science Laboratory had retrieved an SMS sent by Khalid to Kumar asking him to "arrive at Sabarmati Dhaba, JNU, as their permission had been canceled by the JNU administration".

Several BJP members including Parliamentary Affairs Minister Pralhad Joshi on Monday sought an unconditional apology from Congress leader in Lok Sabha Adhir Ranjan Chowdhury, saying he had termed Prime Minister Narendra Modi and Home Minister Amit Shah as "infiltrators" and it was an "insult" to the voters.

As Chowdhury did not tender an apology and said his remarks were being misunderstood, Joshi hit out at him and urged the chair to move ahead with the day`s business.

The minister also called Congress president Sonia Gandhi an "infiltrator" referring to her foreign origins.

After the House met after lunch, BJP member Nishikant Dubey attacked Chowdhury saying that illegal migrations had been taking place in several districts of West Bengal.

"He should seek forgiveness from the House," Dubey said.

Joshi said a leader of Congress has come from Italy. He said Chowdhury has made "irresponsible remarks" against the Prime Minister and Home Minister and these cannot be accepted.

"Their own leader is `ghuspaithia` (infiltrator). Congress has little sense. He should apologise," he said and added that if Chowdhury does not apologise, Sonia Gandhi or Rahul Gandhi should apologise on his behalf.

Chowdhury said the ruling party members were making a mountain out of a molehill and they should listen to him if they have courage.

He made allegations against the government but Joshi urged the chair to expunge them from records.

He said BJP leaders had called party chief Sonia Gandhi an infiltrator.

"If my leader is an infiltrator, so is yours," he said.

Rama Devi, who was in the chair, also said that Chowdhury should apologise.

BJP member Rajendra Agarwal said Congress resorts to voting bank politics and said it was responsible for "demographic change" in some states of the northeast.

He said Sonia Gandhi had taken Indian citizenship 18 years after her marriage.

Joshi said our demand is that he should apologise and the House should run.

He said Chowdhury was not ready to apologise and accused the Congress member of lacking sensitivity and behaving irresponsibly.

"Congress does not improve, Adhir does not mend, please take today`s agenda," he said.

Days after the failed landing, the Indian Space Research Organization said it had located the lander but hadn't been able to establish communication.

Union Home Minister Amit Shah will on Tuesday move The Special Protection Group (Amendment) Bill, 2019 in Rajya Sabha, reported news agency ANI The Bill was passed in Lok Sabha on November 27 with a voice vote, while Congress MPs had walked out of the House in protest. "The Bill says that family members of a former Prime Minister who reside with him at his allotted accommodation will get security cover of the SPG only for five years, from the date he/she ceases to hold the office of Prime Minister," ANI added quoting a Home Ministry statement. Initiating the debate on the bill in Lok Sabha, Shah said that the SPG shall provide proximate security to the Prime Minister and his immediate family members residing with him at his official residence. Rejecting Congress party's allegations of "political vendetta" in the change in the security of Congress leaders Sonia Gandhi, Rahul Gandhi and Priyanka Gandhi Vadra, Shah said that changes had been made in the protection Act earlier keeping "one family in mind". He further said that security has been changed of members of Gandhi family after a yearly professional assessment and the change in security has also been done under the ambit of the Act. He added security has been changed from SPG based on an assessment of threat perception and the review was done twice and it was found that ASL is sufficient. (With inputs from ANI)

"Although I have been in politics for over 40 years, I have only met Priyanka Gandhi once. She was very young when I had first met her. This time we only managed to talk to her for a minute and my family spent that time clicking selfies," Tyagi said.

"Priyanka Gandhi was entering her house and so we got to meet her. There was a security breach. The Home Guards opened the gate without even seeing who was sitting inside. We only went there once and saw such negligence. This is unacceptable," she added.

Tyagi said Priyanka Gandhi introduced them to a party member and asked to contact that person if we needed anything.

In the last week of November, seven people allegedly entered the residence of Priyanka Gandhi in New Delhi in a black SUV without any prior appointment and sought selfies with Gandhi.

The Parliament on Tuesday passed the Special Protection Group (Amendment) Bill 2019 that aims to provide elite security only to the incumbent prime minister and his family members. Earlier, the bill provided security to former prime ministers and their family members as well.

The Rajya Sabha (Upper House) approved the bill after Congress and other parties staged a walkout. The Lok Sabha (Lower House) passed the SPG (Amendment) Bill on November 27.

Union Home Minister Amit Shah said that the security breach at Priyanka's residence was a "coincidence" and assured the parliamentarians that the Bill was not an act of "political" vendetta.

The Bill provides SPG cover to the prime minister and his immediate family members who are residing with him at his official residence. It will also provide security to the former prime minister and their family members at the residence allotted to them five years till the date he ceases to hold the office.

The original Bill that was enacted in 1988, provided proximate security to the prime minister and his immediate family members. However, later amendments extended the act to former prime ministers as well. The last amendment in 2003 mentioned that former PMs will be given security one year after they vacate PMO and after that security cover will be provided on the basis of analysing threat perception.

The Parliament on Tuesday passed the Special Protection Group (Amendment) Bill 2019 that aims to provide elite security only to the incumbent prime minister and his family members.

Congress opposed the bill, citing the security breach at the residence of party's General Secretary Priyanka Gandhi Vadra after a car drove into her residence without permission last week. Union Home Minister Amit Shah said that the security breach at Priyanka's residence was a "coincidence" and assured the parliamentarians that the Bill was not an act of "political" vendetta. Home Minister Amit Shah in Rajya Sabha: Security cannot be made a status symbol. Why demand only SPG? SPG cover is meant for only the 'head of the state', we cannot be giving it to everyone. We don't oppose one family, we are against dynasty politics. https://t.co/Frb1HH8rqo — ANI (@ANI) December 3, 2019 × Shah also added that the security of Gandhis was downgraded on the basis of threat analysis and even before the bill was brought. Earlier, the SPG protection was withdrawn from Gandhis November 8. Home Minister Amit Shah in Rajya Sabha on SPG Bill: This is the 5th amendment in the SPG Act. This amendment is not brought in by keeping Gandhis in mind, but, one thing that I can say for sure is that the previous 4 amendments were done by keeping only one family in mind. pic.twitter.com/BCRNZmbea2 — ANI (@ANI) December 3, 2019 × "Security cannot be made a status symbol... SPG cover is meant for only the 'head of the state', we cannot be giving it to everyone. We don't oppose one family, we are against dynasty politics," Shah said in an indirect reference to the Gandhi family. Taking a jibe at the Gandhi family, Shah also said the amendments to the bill have not been done to keep in mind the Gandhis but previous four amendments to the bill had been done keeping in mind only one family. AAP MP Sanjay Singh on Tuesday said that the central government is involved in a big onion scam.

Singh, wearing a garland of onions, raised slogans in front of Mahatma Gandhi`s statue in the Parliament premises against rising onion prices.

"There is a big scam related to onions. The central government is saying that 32 thousand metric tonnes of onion have decayed. The Delhi government had demanded 10 trucks of onion every day till December 9. From November 23, our onion supply was stalled by the central government," Singh told ANI.

"The central government on September 5 had said that they had 56 thousand metric tonnes of onion. Then how did 32 thousand tonnes of onion decay? Why did the government not make available those onions at a lower price? They can let the onions decay but not make them available to the public," he added.

Earlier, Delhi`s Deputy Chief Minister Manish Sisodia on December 1 accused the Centre of intentionally creating a scarcity of onions in the city-state.

"When the onion prices started to rise, on September 5 the Centre wrote to Delhi government that they had 56,000 metric tonne stock of onions and asked the Delhi government to procure onions as required," he said.

"Soon, the Delhi government intimated the Central government that it would procure and distribute 10 trucks of onions, that is, 2.5 lakh kilos at a subsidised price in Delhi every day so that the hoarding of onions could be stopped," he said.

Sisodia further said: "I want to ask the Central government why has it stopped the provision of onions to the Delhi government. Where is the stock of onions that the Union Government claimed in writing on September 5? Why has the Union government allowed huge onion stocks to rot away?

"The price of onions has shot up in other parts of the country as well.

Earlier on November 20, the Union Cabinet approved the import of 1.2 lakh metric tonnes of onion in view of the high prices of the essential commodity in the market. "The Cabinet has given its approval to the import of 1.2 lakh metric tonnes of onion," Finance Minister Nirmala Sitharaman had told reporters after the meeting of the Union Cabinet.
