The issue came to the fore after Justice D Y Chandrachud told lawyers in his court room that judges of the apex court held a meeting with the CJI to take remedial steps to check the spread of swine flu.

Justice Chandrachud said it was decided in the meeting to make H1N1 vaccination available for advocates for inoculation. The CJI also held a meeting with office bearers of the Supreme Court Bar Association (SCBA) to discuss the issue.

Due to the meeting, the bench led by CJI Bobde sat late, at around 11.08 am, as against the scheduled time of 10.30am.

The Supreme Court administration spoke to the concerned officials of the Health Ministry for taking immediate measures. Apex court sources said that the CJI asked the secretary general to speak to the ministry for augmenting the CGHS facility and setting up of temporary dispensary to attend to lawyers requiring medical facilities for H1N1.

Sources said that measures have already been taken for augmenting CGHS facilities and setting up of the dispensary.

"The CJI and judges were very concerned for taking affective measures. They want immunization and sensitisation procedure to be carried out in the apex court," sources said.

SCBA secretary Ashok Arora said,"the CJI had called the meeting in the morning and discussed with us the seriousness of H1N1".

He said on Wednesday, there will be a awareness meet about the spread of H1N1 in the apex court and vaccination drive will commence from Thursday. Further, Arora said the health ministry officials are going to visit the Supreme Court on Wednesday to take effective measures including augmenting the CGHS dispensary in the campus.

The United States and India are miles apart both figuratively and literally. Both countries are on different continents - yet there are some striking similarities.

Firstly, they are both democracies. They were both British colonies before Independence. They are both federations between the state and the Centre and they are both multi-ethnic yet strongly nationalistic.

Here's a Strenght, Weaknesses, Opportunities & Threat(SWOT) analysis on how the two countries compare.

Strengths:

Starting with the strengths, besides shared values, there are also shared interests. China is at the centre of it. For years, the US pursued India as a central partner to counter China's growing influence. India's potential to challenge China's rise is vast given its size and population. The United States has invested heavily in India both militarily and economically.

The trade and defence deals promised today to reaffirm it and both sides benefit equally. The population of India forms a huge consumer base for the US. It also provides the United States with manpower. India's excellence in information technology is unmatched. The tech giants like Google and Facebook welcome Indian engineers with open arms and Indian doctors help fulfil America's healthcare needs. The two countries are heavily interdependent.

Weaknesses:

There are some stumbling blocks. There are ongoing trade issues which form the core of Trump's visit to India. There are disagreements on tariffs and foreign investment limitations. The Trump administration imposed new tariffs in 2018 on dozens of countries which includes India.

New Delhi has a list of retaliatory tariffs ready but has held off on applying them. From America's end - there's the issue of H1B visas ever since Trump took office on the back of anti-immigration rhetoric.

Also Read: Five developments from Donald Trump's India visit so far

The US has consistently declined more visas to employees of Indian software exporters. The Indian I-T industry is bracing for delays in grant of work visas even this year. There's lack of clarity on the new registration process that kicks off in April.

Opportunities:

Both countries have enormous potential to shape the geo-political scenario together and they are already working towards it. There's greater co-operation on global forums be it at the UNSC, the G-20 or the financial action task force(FATF).

The two countries have emboldened shared commitments in dealing with security issues of mutual interest.

Threats:

Most of them arise from the Indian Ocean region. The power balance here is tilted heavily in China's favour and different alliances are taking place - there's also talk of a new Islamic front.

There's co-operation on neutralizing such security threats between the two countries but the United States is largely looking within which may be receding its global position. India too cannot only pursue issues of national interest.

It's a multi-polar world and the narrative in every country has gone global. The America First and India First foreign policy need to be allied to counter it.

On the Citizenship Amendment Act, the US president was dragged into the issue at least four times during the press conference. One question after another indirectly required him to make his stand clear and each time his answer reiterated what the Indian government has been saying for the longest time that it is an internal issue.

Then came Kashmir, the US president went on to acknowledge the fact that the issue needs to be resolved bilaterally and that India and Pakistan are working on it.

"I didn't say anything about that (being mediator). Kashmir obviously is a big problem between India and Pakistan, they are going to work out their problem. They have been doing it for a long time," Trump said.

There were also questions on the fight against terror and obviously Pakistan.

While the US president reiterated the need to tackle the menace, there was a balancing act when it came to Pakistan.

The US president spoke about his "good relationship" with the Pakistan prime minister and in a rather diplomatic reply, he said there are two sides to every story.

"There are two sides to every story. We discussed terrorism at length today. We talked a lot about it at length today. No question it is a problem. They are working on it. I said I will do whatever I can do to help because my relationship with both gentlemen (PM Modi & Pak PM) is so good."

Trump being the master deal-maker had said on Monday that he is holding out for a bigger, better and a fantastic deal but today the US president didn't mince words.

He stood his ground on tariffs saying that India is probably the highest tariff nation in the world.

No surprise there, given that he has earlier described India as the king of tariffs.

In particular, he complained about the heavy import duty on Harley Davidson motorcycles.

"Harley Davidson has to pay tremendous tariffs in India. When India sends motorcycles to the US, there is virtually no tariffs. For the most part, there are absolutely no tariffs. I just said that is unfair and we are working it out.”

On to the issue of H-1B visas, the president's reply was rather vague. He said the issue was everybody's to solve and then went on to talk about the affection of the Indian diaspora towards him.

He may have left a lot unanswered.

Morning News Brief: Day 2 of Trump's India visit, coronavirus and more

The expanding defence partnership is now a significant pillar in the Indo-American ties. India's defence engagement with America is touching new heights, there might be stumbling blocks on the trade front, but there is steady progress on defence deals.

During Donald Trump's visit, India has signed to two key contracts - First, New Delhi is buying 24 MH-60 Romeo helicopters worth 2.6 billion dollars.

Another contract for six Apache helicopters has been signed as well.

India and America are stepping up their defence cooperation - the US now conducts the maximum number of military exercises with India. Last year, India and America conducted their first land, sea and air exercise.

In the last century, the picture was quite different - India was largely dependent on the erstwhile Soviet Union for its arms supplies.

Even today, a lot of the Indian defence arsenal dates back to that era. While Russia still remains an ally, India is buying more American arms. In 11 years, India's defence purchases from America has gone from zero to 18 billion in 2019.

America and India share concerns about Beijing's growing assertiveness in the Indo-Pacific region. Ports built by China, which are part of the Belt and Road initiative, have sprung up in the Indian subcontinent.

It's one of the major reasons why India and America are expanding their defence ties. There is an increased focus on interoperability. or the ability of defence forces on both sides to work together.

Despite the close relationship, some issues remain - America was miffed when India decided to ink a deal with Russia to buy the S-400 missile defence system.

So far, the Americans have managed to put their concerns aside and work with India.

Considering Prime Minister Modi's personal chemistry with Donald Trump, India is in a position to maintain a strong defence partnership with the United States.
