India should look at Indonesian experiment in context of transfer of funds in the face of the coronavirus-enforced crisis, Nobel laureate Abhijit Banerjee said on Tuesday, asserting that putting cash in the hands of people would be the best way to boost the economy post lockdown.

Banerjee, while talking to Congress leader Rahul Gandhi through video-conferencing, also suggested giving money into the hands of the bottom 60 per cent population to help revive demand.

He was deliberating on the economic impact of the COVID-19 pandemic with Gandhi as part of a series of dialogues broadcast on Congress' social media handles.

Banerjee said that Indonesia has decided it would give cash transfer -- that too through community decision making process.

“The community decides as to who are needy and who get the funds,” he said, adding he worked with the Indonesian government and the approach will not work in a bad manner when compared with centralised targeting.

Banerjee said it was an experience India could learn from.

“In an emergency, it is a good policy,” he said.

Rahul Gandhi countered this, saying that one cannot discount caste bias in the said concept.

To this end, Banerjee said that even centrally targetted schemes are reported to have missed people, "so local authorities should be identified."

"Elite capture of funds cannot be avoided but we must be brave, take a chance and identify local authorities to distribute funds,” he said.

“India has enough stocks and we can continue for a while,” he said.

Rahul Gandhi also questioned him about the centralisation of power -- to which Banerjee replied that migrants should have been tested and should not have been left to the state governments.

"It should have been handled by the Centre."

Banerjee insisted that good NGOs should be roped in. He also suggested that the government should hand out temporary ration cards to people to deal with the problem of food distribution.

On the issue of strongmen politics, he said that US and Brazil are messing the COVID-19 situation.

"This is the time to relook at the strongmen theory and dissuade themselves. These two are pretending as they understand everything,” he said.

Banerjee further said that India should come out with a large enough stimulus package to revive demand. He said it was important for India to announce a large enough stimulus package to deal with the crisis on the lines of what the US, Japan and the Europe are doing

“We need a stimulus package. That’s what the US is doing; Japan is doing; Europe is doing. We really haven’t decided on a large enough stimulus package. We are still talking about 1% of GDP. United States has gone for 10% of GDP,” he said.

Because the world is increasingly becoming less-reliant on china be it for test kits, cures, for products, investments or land, China is slowly but steadily being replaced.

India is emerging to be the most sought-after replacement __ at least in some quarters as it has similar things to offer and unlike China, they come with a guarantee. India is now putting these sought-after assets to use starting with one of its most prized possessions __ land.

India is offering land to foreign investors who wish to reduce their reliance on China. The land had been one of the biggest obstacles for companies looking to invest in India. Not anymore.

India is developing a land pool nearly double the size of Luxembourg -- a small European nation -- is spread across 2 lakh 43,000 hectares. India is offering land that can fit two Luxembourg. Over 4,61,589 hectares land spread across India. This includes 115,131 hectares of existing industrial land in the states of Gujarat, Maharashtra, Tamil Nadu and Andhra Pradesh...

Several other relevant areas have been identified across the country. Most of it is unused land available in special economic zones. These are zones with power, water and road access. Areas that will easily attract new investments for the Indian economy. According to reports, 10 sectors have been hand-picked by the Indian government. They are: Electrical, pharmaceuticals, medical devices, electronics, heavy engineering, solar equipment, food processing, chemicals and textiles.

These are sectors that will promote manufacturing in India.

Reports say that India has received inquiries from Japan, United States, South Korea and few others. They have expressed interest in relocating certain factories to India. The Centre is taking the state governments along and the states have been 'urged' to evolve their own programs for bringing foreign investments. Independent India's largest evacuation effort is all set to begin to get back its citizen stranded abroad due to coronavirus crisis. As many as 1,92,000 people will be evacuated in the first phase of the exercise starting May 7th with the focus being on the gulf.

The pandemic has left global economy bleeding. Cost-cutting has become the survival trick in the lockdown era. Governments, businesses, individuals tightly holding on to their wallets. The exercise has even gone beyond the mortal realm. Now, gods are worried. Temples are closed. Donation boxes are empty. Collection plates have no money. In short, there is economic tension in the sky.

The gods held an urgent meeting and decided on cost-cutting. India's richest temple wasted no time in following the order. The Tirupati Balaji temple let go of its 1,300 contractual workers after their contract ended on April 30th as the temple board did not renew it.

It said there was neither time for a meeting nor was there any work for the workers. Now the sanitation workers are jobless. The temple cannot do much despite possessing wealth worth $ 20 billion.

The 2,000-year-old temple is India's richest and located at South Indian state of Andhra Pradesh. It attracts at least 40,000 visitors daily. The temple makes $ 11 million a year by selling laddus alone but its gates have been closed since the March 20th. The temple now finds itself making some tough decisions. The Tirupati temple is not alone.

In Los Angeles, a church has sent over a dozen of its workers on leave without pay. At. Andrew Catholic church said there was no income to pay the employees. Churches in New York too have had to furlough workers.

Most of these churches have gone 100% virtual. The story is no different at mosques. Ramzan is their biggest fundraiser but the coronavirus has poured cold water over the holy month. There is no public Friday prayers. Mosques too are battling financial strains. In the United States, some mosques have let go of their staff. Fundraisers are now being held to help the imams.

If this does not spell disaster, what does? If the god's nearest and dearest are losing their jobs.

God bless us!

Continuing to reaching out countries with medicines, India has cleared 2.50 metric ton of Hydroxychloroquine to Mexico. Speaking to our diplomatic correspondent Sidhant Sibal from Mexico City, Indian envoy to Mexico Manpreet Vohra talked about the recent conversation between foreign ministers of both the countries, how the mission is reaching out to the stranded Indians. No case of COVID has been reported in the Indian community in Mexico & about 265 Indians have registered for repatriation.

WION: EAM Spoke to Mexican FM, how are we reaching out to the country at the time of covid crisis? any cooperation underway?

Manpreet Vohra: EAM and Foreign Minister Ebrard exchanged notes on the Covid-19 situation and the various strategies being followed. They agreed that India and Mexico will share experiences of best public health practices. Post-Covid economic recovery was also a focus of their conversation.

WION: Have we talked about some covid containment model with them or have they shown interest on ours?

Manpreet Vohra: EAM informed FM that, in response to Mexico’s request, Government of India had cleared the commercial export of 2.50 MT of Hydroxychloroquine API to Mexico.

WION: How many Indians stranded in Mexico and how are we reaching out to them?

Manpreet Vohra: About 265 Indians stranded in Mexico have registered with us and await the opportunity to return home soon. The Embassy is in regular touch with them and has provided dedicated 24x7 emergency contact service. Wherever required, help with visa extensions, accommodation arrangements etc is being provided by us. I have personally held a Facebook Live interaction with them to assuage their concerns. Fortunately, all of them are in good health and fair spirits. There has not been a single case of infection reported so far among any of the 6500-strong Indian community in Mexico. Am proud and happy that they are taking all precautions and observing social distancing and other guidelines of the Mexican Government.

WION: How has been the situation on the ground, how are our diplomats doing, is it tough?

Manpreet Vohra: Mexico is witnessing an increasing number of confirmed cases and the healthcare system is facing considerable challenges. In recent weeks, the Mexican Government has tried hard to increase hospital capacities and critical supplies. My colleagues in the Embassy and their family members are safe and well so far. All of us are taking the necessary precautions. We are mostly working from home but making full use of technology and ensuring that no aspect of our work suffers. Lockdown can be difficult for anyone, and this is an unprecedented crisis, but we are all determined to face the challenge and eventually prevail over it.
