India's antitrust body is looking into allegations that say Alphabet Inc's Google is abusing its market position to unfairly promote its mobile payments app in the country.

The complaint was filed in February and the Competition Commission of India (CCI) has kept the identity of the complainant confidential, according to Reuters. It alleges the company is able to leverage its strong position in the Android market to promote the app.

The complaint alleges the US tech giant more prominently showcases its Google Pay app inside its Android app store in India, giving it an unfair advantage over apps of competitors which hurts consumers.

Google will respond in due course, it's reported.

The case filing is currently being reviewed by senior CCI members.

This is Google's third major antitrust challenge in India.

Google Pay allows users in India to do inter-bank fund transfers and bill payments. It competes with apps such as Softbank-backed Paytm and Walmart's PhonePe in India's crowded digital payments market, where Facebook's WhatsApp is also planning a similar service.

Union defence minister Rajnath Singh today held a meeting with the chiefs of India's Army, Navy, and Air Force along with CDS chief Bipin Rawat to review the situation in Ladakh. The Prime Minister's Office also held a meeting to discuss the India-China standoff.

Global times blames India for Standoff in Galwan

Union defence minister Rajnath Singh today held a meeting with the chiefs of India's Army, Navy, and Air Force along with CDS chief Bipin Rawat to review the situation in Ladakh. The Prime Minister's Office also held a meeting to discuss the India-China standoff.

China, meanwhile, is in no mood for dialogue. In fact, Beijing is blaming India and China's state-run newspaper the Global Times is at it again. It has been publishing aggressive and anti-India commentary. It claims that India has "illegally constructed defence facilities across the border into Chinese territory".

Needless to say, the Global Times is echoing Beijing's line since it is the state mouthpiece.

India and China haven’t fired a bullet at each other in decades but, the situation at the border is precarious. It is being called an escalation of a scale not seen since the 1962 war and that too in the middle of a pandemic.

The Line of Actual Control(LAC) runs at 15,000 feet above sea level and it is an undefined border. On one end is Kashmir and on the other is Myanmar. The India-China border is close to 3,500 km long. In the past couple of weeks, two places have emerged as border hotspots- Sikkim and the other close to Ladakh.

Right now the focus is the Galwan valley. Chinese troops are said to have moved in the Galwan valley.

India has been ramping up its border infrastructure. Last year, India’s border roads organization built a road called the Darbuk–Shyok-DBO road which is in Indian territory. It is at least 10 kilometers inside the LAC which is also technically Indian territory but China doesn't agree.

The road runs perpendicular to the Galwan river. In order to connect this road to the LAC, India was building feeder roads which worked up China. All of this construction is well within Indian territory.

India is stepping up infrastructure, on its own side of the border, and on its own land. The idea is to help Indian forces reach remote locations quickly. It saves them time and effort and allows them to keep Chinese military aggression under check and that is why China is protesting because its border transgressions are being challenged.

Meanwhile, China has been building its way to glory along the border but has been protesting when India does the same on its side although India needs these border checks because China’s expansionism knows no bounds.

The Galwan valley was a flashpoint in the 1962 war. According to a report, China has changed its claims over the valley thrice. It started with a small territory. Now, Beijing says that the entire Galwan valley belongs to China which the Global Times editorial also repeats.

China has reportedly positioned 5,000 PLA troops along the LAC. Many of them are said to be in Indian territory. In the Galwan valley, the PLA is said to have erected around 100 tents in the last two weeks. In fact, an open source intelligence expert has captured some satellite images of the Ngari Gunsa airport, 200 kilometers away from the Pangong lake in Ladakh - the site of the skirmish between the Indian and Chinese forces earlier this month.

There are Chinese fighter jets now positioned on what looks like a runway. India is stepping up its own presence at the border. On Wednesday, Indian Army chief MM Naravane will meet his top commanders as part of the two-day Army commanders conference in which the situation at the border is expected to come up.

So this is where things stand right now, a large number of Chinese troops positioned at the border at multiple locations with assertive and aggressive commentary from China. Beijing seems to be fine with this unprecedented level of tension at the border and it is making territorial claims at a time when the world is trying to control the virus, that came from China.

China caused the biggest pandemic in a century and is now indulging in military adventurism. India has taken a stand without trying to exacerbate the situation pushing back the Chinese at the border and backing a global investigation into the outbreak.

India-China standoff: Why PLA soldiers are eyeing the Galwan valley

Indian government sources have said that the ongoing India China standoff at the Line of Actual Control (LAC) is "sensitive but not dangerous".

The development comes even as a number of high-level meetings took place in Delhi on the Chinese build up on its side of the LAC.

WION has also learnt that both sides are in communication to resolve the current situation. Sources said,"both sides are in communication at diplomatic and local level."

While both Delhi and Bejing are tight-lipped, it is only after the Global times, the Chinese government mouthpiece first officially confirmed that "Chinese border defence troops have enhanced control measures in the Galwan valley region".

While Global Times claims built in response to India building a structure, India has said the Chinese had hindered Indian patrols in the area.

The ministry of external affairs in a statement said, "All Indian activities are entirely on the Indian side of the LAC. In fact, it is the Chinese side that has recently undertaken activity hindering India's normal patrolling patterns. The Indian side has always taken a very responsible approach towards border management."

Explaining that "Indian troops are fully familiar with the alignment of the Line of Actual Control in the India-China border areas and abide by it scrupulously", MEA said, "Indian side has always taken a very responsible approach towards border management" and "at the same time, we are deeply committed to ensuring India's sovereignty and security."

While the Ladakh face-off has caught the attention, the recent face of in Naku la, Sikkim and other places across of the LAC has been a worrisome development. After the 73-day Doklam crisis in 2017, both countries established a mechanism of informal summits alternating between the two countries to resolve any problems that may arise. In the first informal summit in Wuhan in 2018, both sides gave "guidance" to forces and "committed" to work for the "common objective of maintenance of peace and tranquillity in border areas".

It was reiterated again in the Mamallapuram informal summit that took last year.

The Madras High Court has asked the Tamil Nadu government to reconsider its decision to convert late Chief Minister Jayalalithaa’s Poes garden Residence in Chennai into a memorial. Instead, the Court suggested that it be converted into the official residence-cum-office of the Chief Minister, as it has all the necessary facilities and infrastructure.

The court added that a part of the property could be used to construct a memorial for the former four-time Chief Minister. The Court has also said that Deepa and Deepak Jayakumar,(Jayalalithaa’s niece and nephew) are Class-II legal heirs of Jayalalithaa.

Justices N. Kirubakaran and Abdul Quddhose had delivered their verdict via video-conferencing, on an application made by Jayalalithaa’s nephew Deepak and his sister J. Deepa to administer the properties left behind by their aunt. The Bench adjourned the case by eight weeks and has sought the response of the Tamil Nadu government.

The Court order stated that, If the Government intends to make the residence of the Late Chief Minister as a memorial, there will be no end to such proposals. Every government would like to make the residence of their leaders who were Chief Ministers as memorials and unnecessarily, the public money would be utilized for setting up memorials alone.

“If the state government is particular that the property should be made as a memorial, instead of making the entire property as a ‘memorial”, the government may consider making use of a portion of the property to set up a memorial and the rest of the property as “Official residence-cum-Office of the Chief Minister of the State” instead of converting the property as a “memorial” as desired by the Government.

The order also noted that instead of acquiring the property that is valued over Rs.100cr and paying heavy compensation, the said amount could be used for developmental purposes such as building infrastructure, providing potable drinking water, cleaning of water bodies etc. “The real tribute to any leader should be paid by following his/her principles and working for the benefit of the people and development of the society”

This recommendation comes barely a week after Tamil Nadu Governor Banwarilal Purohit had promulgated an ordinance that allowed the State Government to take temporary possession of the AIADMK leader’s Poes Garden property. The residence is a sprawling bungalow measuring over 21000 sq ft and stands on ten grounds of prime real estate, at the heart of Chennai city.

“The building “Veda Nilayam” including the movable items such as furniture, books, jewels are in a state of disuse for more than three years. So, the government decided to transfer all the immovable and movable properties to the government for its upkeep until the acquisition process is complete” read a statement issued on May 22nd.

This ordinance was meant to enable the government to establish “Puratchi Thalaivi Dr J. Jayalalithaa Memorial foundation’ for making long term arrangements to convert Veda Nilayam as a memorial.

After her demise, there was a lot of controversy surrounding her property, as attempts were being made by her acquaintance Sasikala to acquire the property. Besides her long term-aide Sasikala who had been living in the same residence, Jayalalithaa’s nephew and niece, Deepak and Deepa have also laid claim to the property on the premise that they were her only legal heirs.

After a power struggle within her party, the AIADMK, it was in August 2017 that Chief Minister Edappadi K Palaniswami announced that the residence of the Late CM would be converted into a memorial and opened to the public.

Following the announcement in August, an administrative sanction was issued by the Tamil Development and Information Department in October 2017 for the acquisition of the residence. Action for the same had been initiated to acquire the land and building, preliminary notification was published in July 2019 and a declaration has been published in May 2020.

Besides the memorial that is planned at her residence, the State Government has also been constructing a ‘Phoenix-themed’ memorial costing about 50 crores, by her resting place on the iconic Marina beach in Chennai.

The intense heatwave led to record high daytime temperatures on Tuesday in many places across the country including the national capital Delhi.

The Safdarjung Observatory, which provides representative figures for the city, recorded a maximum of 46 degrees Celsius.

The last time the mercury at the Safdarjung weather station touched the 46-degrees-Celsius mark was on May 19, 2002, said Kuldeep Srivastava, the head of the regional forecasting centre of the India Meteorological Department (IMD).

The record for Safdarjung in May is 47.2 degrees Celsius, recorded on May 29, 1944.

The last time the Palam Observatory recorded such a high temperature in May -- 47.6 degrees Celsius -- was on May 18, 2010, Srivastava said.

However, Churu in Rajasthan bagged the record of being the hottest place in not just India, but the entire world, on Tuesday. Recording the country's first 50°C mark this year, Churu witnessed the temperature go up to seven notches above normal.

Heatwaves occur over India between March and June.

Meteorologists declare a heatwave event when the maximum (day) temperature for a location in the plains crosses 40 degrees Celsius. A heatwave spell generally lasts for a minimum of four days.

On some occasions, it can extend up to seven or ten days. The longest recorded heatwave spell, in recent years, was between 18 – 31 May 2015.

India's fourth recession since independence, the first since liberalisation and perhaps the worst to date, is here, CRISIL said on Tuesday as it predicted the economy to shrink by 5 per cent in the current fiscal because of coronavirus lockdown.

"The first quarter (April to June 2020) will suffer a staggering 25 per cent contraction," it said in its assessment of India's GDP.

"About 10% of gross domestic product (GDP) in real terms could be permanently lost. So going back to the growth rates seen before the pandemic is unlikely in the next three fiscals."

In the past 69 years, India has seen a recession only thrice as per available data in fiscals 1958, 1966 and 1980. The reason was the same each time a monsoon shock that hit agriculture, then a sizeable part of the economy.

Crisil said the recession in the current fiscal (April 2020 to March 2021) is different as agriculture could soften the blow this time by growing near its trend rate, assuming a normal monsoon.

The coronavirus lockdown, first imposed on March 25 and extended thrice till May 31, has curtailed economic activity severely.

"The first quarter of this fiscal will be the worst affected," it said. "Not only will the first quarter be a washout for the non-agricultural economy, services such as education, and travel and tourism among others could continue to see a big hit in the quarters to come. Jobs and incomes will see extended losses as these sectors are large employers."

It also saw economic activity in states with high COVID-19 cases suffering prolonged disruption as restrictions could continue longer.

Stating that the economic costs now beginning to show up in the hard numbers are far worse than initial expectations, it said industrial production for March fell by over 16 per cent, exports contracted 60.3 per cent in April, and new telecom subscribers declined 35 per cent, while railway freight movement plunged 35 per cent on-year.

"Indeed, given one of the most stringent lockdowns in the world, April could well be the worst-performing month for India this fiscal," it said.

Counting lockdown 4.0, Indians have had 68 days of confinement. S&P Global estimates that one month of lockdown shaves 3 per cent off annual GDP on average across Asia-Pacific, it said adding since India's lockdown has been the most stringent in Asia, the impact on economic growth will be correspondingly larger.

"CRISIL forecasts India's GDP growth to fall off a cliff and contract 5% in fiscal 2021," the report said.

"Earlier, on April 28, we had slashed our prediction to 1.8 per cent growth from 3.5 per cent growth. Things have only gone downhill since. While we expect non-agricultural GDP to contract 6 per cent, agriculture could cushion the blow by growing at 2.5 per cent."

On the Rs 20.9 lakh crore economic relief package announced by the government to support the economy, Crisil said the package has some short-term measures to cushion the economy but sets its sights majorly on reforms, most of which will have payoffs only over the medium term.
"We estimate the fiscal cost of this package at 1.2 per cent of GDP, which is lower than what we had assumed in our earlier estimate," it said.

Scotching all speculation over the stability of the Maharashtra government, Shiv Sena MP Sanjay Raut on Tuesday said that Sharad Pawar met Chief Minister Uddhav Thackeray, but there`s nothing to worry about the stability of the Maha Vikas Aghadi which is firmly in the saddle.

His comments came after coalition partner and Nationalist Congress Party President Pawar held a private 90-minute on Monday evening amid speculations that differences had cropped up among the Shiv Sena-NCP-Congress on the handling of the COVID-19 pandemic.

"The Opposition has yet to discover a vaccine for Corona and a dose to bring down the Uddhav Thackeray government But efforts are on," Raut said, indirectly hinting at a potential political crisis. However, in the same breath he warned that "any attempt to destabilize the state could backfirea and advised the Opposition to go into aquarantine`.

Raut dismissed as "wishful thinking" all rumours hovering over the fate of the MVA regime, saying "the government is strong, and there`s no cause for worries".

Amid a Centre-State fracas, hectic politicking started in the state on Monday capped with Pawar and his close confidante Praful Patel, MP getting an invite from Governor Bhagat Singh Koshyari for high-tea last evening at Raj Bhavan.

Pawar made his first-ever courtesy visit` to greet Koshyari setting tongues wagging, and later he travelled to Bandra to meet Thackeray at his residence `Matoshree`.

Shortly afterwards, senior BJP leader and ex-Chief Minister Narayan Rane called on the Governor and reportedly demanded imposing President`s Rule in the state as the Thackeray government had failed to rein in the pandemic.

Rane voiced the views of Leader of Opposition Devendra Fadnavis who last week complained that the Thackeray government had bungled in handling the Coronavirus situation, and later the Governor called a review meeting on the subject.

The BJP will hold "virtual rallies" across the country and organise over 1,000 conferences online as it readies to celebrate the first anniversary of the Modi government's second term whose "historic achievements", the party said, will be written in golden letters.

In a communication to state units and other senior office-bearers, BJP general secretary Arun Singh said all big state units will hold at least two virtual rallies and smaller units will hold one, adding that more than 750 people should attend each of these programmes.

There will also be 1,000 conferences using the internet, he said.

Due to the coronavirus lockdown and ban on political meeting, the BJP is turning to technology for holding the events to mark the first anniversary of Prime Minister Narendra Modi-led government's second term.

It had taken office on May 30 last year.

The year has been full of "historic achievements", the party said in the communication, listing nullification of Article 370, which had given the erstwhile state of Jammu and Kashmir special powers, and the law against triple talaq among its successes.

The path to the construction of Ram temple in Ayodhya has also been cleared, it said.

"All these achievements will be written in golden letters in history," it said.

The party described Prime Minister Modi as the world's "most popular leader" and said his government in the first year has fulfilled people's decades-long aspirations and dreams.

The events organised by the party to mark the day will begin on May 30 and may continue for a month, sources said.

The Indian Council of Medical Research (ICMR), the country’s apex body in the field, has found that consuming the drug hydroxychloroquine reduces the chances of getting infected with Covid-19.

WION Dispatch: ICMR finds HCQ effective in preventing COVID-19

A day after the World Health Organization(WHO) stopped trials of hydroxychloroquine, the Indian Council of Medical Research(ICMR) said today that based on risk-benefit the country's health workers should not be denied the use of HCQ.

WHO chief Tedros Adhanom Ghebreyesus on Monday had called for a "temporary pause... while the safety data is reviewed" on hydroxychloroquine.

ICMR Director General Dr Balram Bhargava during a press conference said that "lots of drugs are being repurposed for coronavirus. Taking biological plausibility, in-vitro data & safety of HCQ, we recommend it under strict medical supervision."

"Based on risk-benefit we found that possibly we should not deny our health workers from using it," the ICMR Director General added.

On the fatality rate of coronavirus, the ICMR director general said: "We have surprisingly found a low fatality rate in India, which is very good. There are several hypothesis on this, but we can't say anything clearly on any factor. Hope it continues."

The Lancet medical journal last week had suggested that hydroxychloroquine could increase the risk of death among coronavirus patients, which was cited by WHO chief Tedros Adhanom Ghebreyesus during his press conference in which he said that "review will consider data collected so far in the solidarity trial and, in particular robust randomised available data, to adequately evaluate the potential benefits and harms from this drug."

"The other arms of the trial are continuing. This concern relates to the use of hydroxychloroquine and chloroquine in COVID-19. I wish to reiterate that these drugs are accepted as generally safe for use in patients with autoimmune diseases or malaria," the WHO chief added.

A day after the World Health Organization(WHO) stopped trials of hydroxychloroquine, the Indian Council of Medical Research(ICMR) said today that based on risk-benefit the country's health workers should not be denied the use of HCQ.

While India has tested over 31 lakh samples, only about 4.65 per cent of them have returned positive. Therfore, Health experts point out that India must immediately implement "pooled testing on a larger scale", which would enable the laboratories to test five times as many samples.

Pooled testing could save costs, time and avoid the shortage of expensive, scarce testing kits.

The pooled testing method involves pooling swab samples from five different persons and testing the combined sample using a single RT-PCR test. If the combined sample returns negative, all five patients are COVID-19 negative and safe. In case the result is positive, all five must undergo individual tests to identify the positive cases.

“Pooled testing in an old method that can be highly useful presently. Currently our positivity rate is low and now is the time to use it, as pooled tests are of no use when a larger share of the population is positive. Local authorities can decide where to use or not use this method, but it must be used and also the ICMR has released an advisory on it” Infectious Diseases Specialist Dr. Subramanian Swaminathan, told WION.

There are reports that the Chinese city of Wuhan where the outbreak began used this method to conduct 6.57 million tests in a span of 10 days between May 14-23. The Chinese city launched the campaign to test nearly its entire population, after a cluster of asymptomatic cases were reported earlier this month.

“A lab that can test 100 samples can test 500 with this method. It is particularly useful in rural areas and districts with lesser cases and low exposure risk. But when pooled samples from high risk areas test positive, we might have to do six tests(one combined and five individual) in place of five. However, Pooled testing can save money, time and test five times as many samples” Dr. K Kolandaiswamy, who retired as Director of Public Health and Preventive medicine, said.

“Samples have to be carefully pooled at collection point based on the risk category and the history of the person. When we pool samples from the collection point instead of the lab, then the pooled testing in the labs can be more effective,” Kolandaiswamy added.
