China on Wednesday took an apparently conciliatory tone towards its standoff against India by saying that the situation at the border was "overall stable and controllable."

In Beijing, Chinese Foreign Ministry spokesman Zhao Lijian said both China and India have proper mechanisms and communication channels to resolve the issues through dialogue and consultations.

In New Delhi, Chinese Ambassador Sun Weidong said China and India should never let their differences shadow the overall bilateral ties and must enhance mutual trust.

Without referring to the military tense military standoff, Sun said both the sides should resolve their differences through communication and adhere to the basic premise that they pose no threat to each other.

"We should correctly view our differences and never let them shadow the overall situation of bilateral cooperation. At the same time, we should gradually seek understanding through communication and constantly resolve differences," Sun said, adding, "elephant and dragon can dance together."

To this end, one is left wondering what made China change its tonality from aggressive to a milder version.

There can be five reasons -- first is the coronavirus itself, which is said to have originated in China's Wuhan.

Second is the investigation several countries have asked for into the way China handled the outbreak. Third is the onslaught by the US. Fourth is its own struggle with Hong Kong and its new security law.

Fifth is of course, the growing support for Taiwan.

Taking these into consideration, while China's newly acquired conciliatory tone does look like a surprise, what is now required is deciphering the motive.

These can again be multifold -- firstly, there is definitely a shift in China's approach - a backhand diplomacy is at work.

Second, China wants to safeguard its trade relationship with India despite the situation at the border.

What we suggest is -- don't go by their words. Look at their actions. The crisis will only de-escalate when the Chines troops move back.

Meanwhile, US President Donald Trump on Wednesday offered to "mediate or arbitrate" the raging border dispute between India and China, saying he was "ready, willing and able" to ease the tensions, amid the continuing standoff between the armies of the two Asian giants.

Trump previously offered to mediate between India and Pakistan on the Kashmir issue, a proposal rejected by New Delhi which maintains that there is no role for any third party in bilateral issues.

"We have informed both India and China that the United States is ready, willing and able to mediate or arbitrate their now raging border dispute. Thank you!" Trump said in a predawn tweet.

Three engineers, including two of Indian-origin, are set to produce eco-friendly polymers using material from shrimps, mushrooms and other organisms to produce high-impact multilayered coatings that can protect soldiers in the battlefield from getting shot.

Two Indian-American engineers along with another at the University of Houston are using chitin -- a derivative of glucose found in the cellular walls of arthropods and fungi -- and 3D printing techniques to produce the coatings.

The coatings can protect soldiers against bullets, lasers, toxic gas and other dangers, Indian-American Alamgir Karim, Dow Chair Professor of chemical and biomolecular engineering, told PTI.

Chitin offers promise as a commonly available material that could be processed and used in some products that now require petroleum-based plastics. They would be biodegradable by design, so they could decompose and return to Mother Nature.

Karim serves as director of the International Polymer and Soft Matter Centre and of the materials engineering programme at the university. He is principal investigator on the project, funded by a USD 660,000 grant from the US Department of Defence. Another Indian-American Venkatesh Balan, assistant professor of engineering technology, along with Megan Robertson, associate professor of chemical and biomolecular engineering, are co-principal investigators.

The work will also have applications beyond the military, potentially expanding its environmental benefits.

Chitin is the primary component of cell walls in fungi and the exoskeletons of arthropods, including crustaceans, insects and mollusks. It's also found in fish scales. It can be harvested and processed to produce chitosan, or de-acetylated chitin, a fiber that is also produced and sold as a dietary supplement to treat obesity, high cholesterol, high blood pressure and Crohn's disease.

Chitosan is easier to handle than the brittle chitin.

A stable source of chitosan polymers will be just the beginning.

Robertson will determine how to alter the atomic composition at the surface of the chitosan in order to improve how it interfaces with the functional layers. Her research includes designing sustainable and biodegradable polymers derived from renewable resources.

That enhanced compatibility between the chitosan and the polymer will improve the coating's ability to trap gas or absorb the impact from a projectile.

Karim is engineering a multilayer system that will be comprised of a hardened impact-resistant layer; an energy-absorbing crush layer reminiscent of the way modern cars are designed to crumple on impact, safeguarding the passenger capsule; a layer to absorb toxic gas, with charcoal nanoparticles dispersed in the chitosan; and a textile adhesion layer, which will bind the coating to canvas and other textiles.

That will involve 3D printing different chitin nanoparticles and chitosan-fabricated or reinforced crush-zone design structures and testing them to determine their ability to withstand an impact.

China's new "muscular" policy will have an impact on its ties with India and other nations, a senior US diplomat has said, underlining that the world is finally recognising that Beijing is "pushing" a form of "problematic" governance.

The US is currently involved in a tense showdown with China on the issue of trade, the origins of the novel coronavirus pandemic, Beijing's new security crackdown in Hong Kong and the communist nation's aggressive military moves in the disputed South China Sea.

The actions China is taking "are going to have an impact, and not just in - across the Straits", Assistant Secretary of State for East Asian and Pacific Affairs David Stilwell told reporters at a news conference on Wednesday.

"It's going to have an impact in Southeast Asia, it's going to have an impact with its neighbour India, and others. This newly muscular and aggressive approach is going to make the defence minister's job a lot harder," he said.

Mr Stiwell was responding to a question on the statement made by the Chinese Defence Minister General Wei Fenghe over the weekend that the China-US strategic confrontation has entered "a period of high risk" and "we must strengthen our fighting spirit... and use fighting to promote stability".

Mr Fenghe's remarks came amid rising tensions between China and the US and souring ties between Beijing and Taipei.

China views Taiwan as a rebel province that must be reunified with the mainland, even by force. China claims nearly all of the South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam claim parts of it.

Mr Stilwell said the world is finally recognising that China is "pushing" a form of government that "many only now are beginning to recognise as problematic".

"This most recent step from the National People's Congress in walking away from its obligations concerning Hong Kong only demonstrates that more clearly," he said.

China on Friday last introduced the draft of controversial national security law in Hong Kong in its Parliament to tighten Beijing's control over the former British colony, in what could be the biggest blow to the territory's autonomy and personal freedoms since 1997 when it came under Chinese rule.

Hong Kong, an economic powerhouse, is a Special Administrative Region (SAR) of China. It has observed a "one country, two systems" policy since Britain returned sovereignty to China on July 1, 1997, which has allowed it certain freedoms the rest of China does not have.

"The way they've done that is they are the Chinese Communist Party, but they know what that communist word – the baggage it brings, and so you hear them speaking a lot about socialism with Chinese characteristics. It just sounds nicer. But we need to get past the nice language and face what we're up against," Mr Stilwell said.

"This is an authoritarian system. It prefers to negotiate with others on a position of strength using a might makes right stance both domestically with its people and internationally, as I mentioned before, with economic levers and other things," he added.

The diplomat said the recent events have shown that Beijing seeks more global prominence and they want that to go with their newfound wealth and economic help that they've been using.

"In the process, though, they've gained additional scrutiny," he said.

In October 2017, the 19th Party Congress Work Report said China will move closer to the centre of the global stage. This process has moved their authoritarian system closer to the limelight as well, where many now have come to see what Xi Jinping's, quote, governance idea looks like, and increasingly people don't like what they're seeing, Mr Stilwell said.

"So we're all faced with an authoritarian government that we thought had been relegated to history," he said.

The security forces have prevented another massive car bomb attack in Jammu and Kashmir's Pulwama district. The forces stopped a vehicle that was carrying over 45kg of improvised explosive device (IED) which is enough to repeat the attack that took place in 2019.

According to the police, a white Hyundai Santro car was asked to stop at the checkpoint, but it accelerated and tried to go through the barricade.

"The security forces opened fire. The driver managed to escape, leaving behind the car laden with IED," Inspector General of Police Vijay Kumar said. "We got intelligence about a possible attack. We were looking for a vehicle with IED since yesterday," he added.

The car had a fake registration number and was later destroyed along with IED by a bomb disposal squad. The explosion damaged many houses in the area.

Uttar Pradesh chief minister Yogi Adityanath has given up on his idea that permission would be needed if other states employ workers from his state.

The issue sparked a major controversy and an official spokesman has now said that the government would not include this clause of `prior permission` in the bye-laws of the Migration Commission.

The government spokesman also said it was working on modalities to set up the commission to provide jobs and social security to migrant workers returning to the state. It has named the migration commission as the "Shramik Kalyan Aayog (Workers welfare commission).

About 26 lakh migrants have already returned to the state and an exercise to map their skills is being carried out to help them get jobs.

Yogi Adityanath has discussed the modalities for setting up the commission and told his officers to complete the skill mapping exercise in 15 days.

Yogi Adityanath said a letter should be sent to all state governments to find out about migrant workers wanting to come back to Uttar Pradesh.

Earlier, the chief minister, while speaking at a webinar on Sunday, had said, "The migration commission will work in the interest of migrant workers. If any other state wants UP`s manpower, they cannot take them just like that, but will have to seek permission of the UP government. The way our migrant workers were ill-treated in other states, the UP government will take their insurance, social security in its hands now. The state government will stand by them wherever they work, whether in Uttar Pradesh, other states or other countries."

The statement had sparked a row with some political leaders and parties questioning the move.

China says Elephant & Dragon can dance amid face-off with India as Trump offers to mediate

The world is certainly suffering from the devastating recession and this is because of the coronavirus fears. The Indian economy is headed towards its worst recession.

Coronavirus Pandemic: India's GDP to contract by 5% in FY21

The Indian Council of Medical Research (ICMR), the country’s apex body in the field, has found that consuming the drug hydroxychloroquine reduces the chances of getting infected with Covid-19.

ICMR : India to continue using hydroxychloroquine to battle against COVID-19

After the coronavirus pandemic, India is braced for another unwelcome guest in the form of the world's most dangerous migratory pests - locusts.

Large swarms of parasitic bugs entered the country via Pakistan in April and have been feeding on crops, pasture, and fodder. It is the worst locust attack on India in 26 years.

The locusts spread from the horn of Africa to Yemen, then flew to Iran before attacking hectares of cotton fields in Pakistan. The pests have now attacked in India.

A single swarm can cover one square kilometer and can ravage crops meant for over 35,000 people with over 80 to 150 million locusts.

They possess the ability to breed phenomenally and have a long flying range. In a single day, they cover about 150 kilometers. These pests have been giving farmers sleepless nights since winters.

Over the past year, most of the farmlands affected by locusts have lost over one-third of their crops. They usually come to India around June to feed on summer crops but this year they landed in April.

It has jeopardised the agriculture-based economies of several states and there is no quick-fix solution to the pest menace.

Truck loads of pesticides are being sent to different parts of the country but the pests can only be destroyed at night when they settle on the trees.

Even drones are being used to counter this problem but unfortunately it is much bigger due to global warming. The higher temperature even in winter is perfect for locusts to breed.

They have journeyed the world from Africa to West Asia to South Asia.

Locusts arrived in Pakistan from Iran in June 2019 where they devoured the summer crops including cotton, wheat and maize. Although the invasion was expected to subside but it did not. The locusts stayed and spread.

Some of the poorest countries in the world are the worst-affected. Locusts have threatened food security and livelihoods in East and West Africa, South and West Asia, and India.

India is coordinating a joint-effort with Iran and Pakistan to stop the emergence of fresh swarms of locusts.

For India, this is a national calamity. In the past, locusts have caused plagues in the country. But, India has not witnessed any full-blown locust cycles after 1962. The problem cannot be swatted away easily and requires a sustained response like the COVID-19 virus.

Trump previously offered to mediate between India and Pakistan on the Kashmir issue, a proposal rejected by New Delhi which maintains that there is no role for any third party in bilateral issues.

The nearly 3,500-km-long Line of Actual Control (LAC) is the de-facto border between India and China.

Several areas along the LAC in Ladakh and North Sikkim have witnessed major military build-up by both the Indian and Chinese armies recently, in a clear signal of escalating tension and hardening of respective positions by the two sides even two weeks after they were engaged in two separate face-offs.

But on Wednesday, China took an apparently conciliatory tone by saying that the situation at the border with India is "overall stable and controllable," and both the countries have proper mechanisms and communication channels to resolve the issues through a dialogue and consultation.

India has said the Chinese military was hindering normal patrolling by its troops along the LAC in Ladakh and Sikkim and strongly refuted Beijing's contention that the escalating tension between the two armies was triggered by trespassing of Indian forces across the Chinese side.

The Ministry of External Affairs said all Indian activities were carried out on its side of the border, asserting that India has always taken a very responsible approach towards border management. India was deeply committed to protect its sovereignty and security, it added.
