Over 143 million people worldwide have been infected with severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) – the agent that causes coronavirus disease 2019 (COVID-19) – and over 3 million people have lost their lives.&nbsp;

Amidst this, people are looking for ways to protect themselves from the deadly virus, and a claim is doing rounds on social media that says, steam inhalation can kill coronavirus.

But according to a news report by Reuters, Steam is not recommended as a treatment for the coronavirus by either the U.S. Centers for Disease Control and Prevention (CDC) or the World Health Organization (WHO).

A representative from the CDC previously told Reuters that he was not aware of any scientific studies that show steam therapy helps with the coronavirus.

Inhaling steam has been used as a home remedy for colds and upper respiratory tract infections.

But scientific studies have found that it has few proven benefits, and can cause serious adverse side effects like burn injuries.

“The usual technique of covering the head with a towel over a pan filled with hot water is dangerous due to the steam, the hot liquid, or even potential contact with the container”, a study from the Spanish Pediatrics Association warned.

Birmingham Children’s Hospital has reissued a warning about the risks associated with steam inhalation.

Even though steam inhalation won’t cure a deadly infection like COVID, it may help make you feel a lot better while your body fights it off.&nbsp;

US State Department spokesperson Ned Price has said that United States is "very closely" tracking the course of the COVID-19 outbreak in India.

"There are protocols in place, requiring testing for international travel. What is true is that we are tracking the course of the COVID outbreak in India very closely as I mentioned before, Secretary Blinken and Foreign Minister Jaishankar did discuss it yesterday," Price said in a statement on Tuesday.

"We are committed to doing what we can both at the present. And going forward, to see to it that this virus is brought under control and I spoke again of our engagement with the who are funding to COVAX, the Quad arrangement that of course implicates. What we're seeing in India," he added.

On the COVID-19 vaccine, Price said, "Our priority is ensuring the distribution of a safe and effective vaccine to millions of Americans to all Americans who can take advantage of it. But we also know that we need to continue to demonstrate that leadership."

"When it comes to countries beyond our borders and that's precisely what we've done, as I mentioned before, we've re-engaged. The who we've committed USD 2 billion to Kovacs another USD 2 billion over time, we've spoken to our partnership with Canada and Mexico," he added.

Yesterday, The Biden administration has conveyed to New Delhi that it understands India's pharmaceutical requirements and promised to give the matter due consideration, observing that the current difficulty in the export of critical raw materials needed to manufacture COVID-19 vaccines is mainly due to an Act that forces American companies to prioritise domestic consumption.

President Joe Biden and his predecessor Donald Trump had invoked the war-time Defence Production Act (DPA) that leaves US companies with no option but to give priority to the production of COVID-19 vaccines and Personal Protective Equipment (PPEs) for domestic production to combat the deadly pandemic in America, the worst-hit nation.

Since the US has ramped up the production of COVID-19 vaccines mostly by Pfizer and Moderna to meet the goal of vaccinating its entire population by July 4, the suppliers of its raw material, which is in high demand globally and sought after by major Indian manufacturers, are being forced to provide it only for domestic manufacturers.

Covaxin is effective against multiple variants of coronavirus: Indian medical body

Even as Covid protocols restrict international and domestic transport, the cross border crime syndicates continue to make big money by smuggling truckloads of 'sin goods'&nbsp;into India through land and sea routes. Two major transit hubs, Tamu (Myanmar) and Dubai have emerged as bases of top smuggling syndicates, involved in pushing large consignments of branded cigarettes, seen as the most lucrative commodity having profit margins much higher than gold.

Trailing illicit factories in Malaysia and Indonesia, Indian agencies have recently busted a Myanmar based crime syndicate that had been pushing truckloads of foreign brand cigarettes, primarily Marlboro, 555, and Esse Lights worth several crores. Confirming to IANS, the Commissioner of Customs (Preventive), V.P. Shukla said that his team seized two truckloads of branded cigarettes in the past two months in Uttar Pradesh, bearing Nagaland number plates. "It`s a very sensitive investigation, I would not comment more on the issue," said Shukla, a 1993 batch IRS officer, known for busting several smuggling rings active in India.

Elaborating on why cigarettes have become the most lucrative sin good, even more, profitable than drugs and the yellow metal, former Chief of Directorate of Revenue Intelligence (DRI), D.P. Dash revealed, "Due to low production cost and very high rate of taxes on cigarettes, the profit in smuggling this item is by far the highest. The risk too, in comparison to smuggling drugs and fake currency, is minimum while dealing in contraband cigarettes. Therefore, for the underworld kingpins, `buttlegging` is the most sought after crime these days." In fact, according to the estimates of the US Department of State, buttlegging or illicit trade in cigarettes is causing a worldwide tax loss of over US$ 50 billion annually. India also happens to incur major losses as crime syndicates active in the sub-continent now focus primarily on buttlegging.

In the season of the pandemic, it`s not gold but cigarettes, where smuggling rings are trying to make big money. "As purchasing power gets a little tight, people might be shy of investing in jewellery or even gold, but those addicted to smoking won`t quit the stick easily. Besides, the retail distribution chains selling cigarettes, like pan shops or grocery stores continue to operate during lockdown or curfews. So this illicit trade goes on," said a Customs officer associated with a team that busted one of the biggest cigarette smuggling rings during a raid at Nehru Port Trust, in Navi Mumbai, early last month. According to this officer, the syndicates may be active but DRI sleuths are playing a vital role in dismantling smuggling rings involved in pushing sin goods and contraband narcotics into the country.

Top sources in Customs said that Delhi, Mumbai, Chennai and Bangalore are major hubs of distribution of contraband cigarettes. On Tuesday (April 20) when a truckload of foreign cigarettes, bearing a fake Nagaland number plate was passing through Lucknow, the Customs were quick to seize the consignment, worth over Rs 2 crore. Sources said that three smugglers were arrested on the spot.

Thousands of cigarette packs recovered from the smugglers had a barcode which revealed that big consignment of Marlboro brand of cigarettes was diverted from the duty-free shops in Switzerland. The sleuths wondered how this consignment from Europe reached Myanmar and was later pushed into India through the Moreh border in Manipur. The consignment was expected to reach Delhi where the packs would have been finally distributed in the Delhi-NCR market.

How cleverly the consignment is transported from a remote Northeast border to the heart of the National Capital Region (NCR) is too interesting. For instance, the truck seized in Lucknow for smuggling cigarettes was owned by a transporter of Sikar district in Rajasthan. The transporter registered the truck in Haryana and later on re-registered the same truck with Nagaland transport authorities. So while the number plate of the truck bears Nagaland registration, the fast tag, recorded on several highway tolls, bears a Haryana registration number." At every stage, smugglers create such layers to hide their identity. From fake registration plates of trucks to fake fast tags, and from forged Aadhar cards to sim cards, all documents used by them are usually fake. In fact, more often even the gang members do not know the actual consignee," a source disclosed to IANS.

Apart from the Myanmar-India border, the smuggling kingpins based in Dubai carry major operations through the sea route. On March 1, and later on January 10, this year, DRI sleuths, in two different raids found huge consignments of foreign cigarettes at Jawahar Lal Nehru port trust, in Navi Mumbai. "Dubai is a major transit point from where such consignments are shipped to India. Though illicit cigarettes are reportedly manufactured in Indonesia and Malaysia, the consignments are initially shipped to Dubai from southeast Asia and then re-routed to Mumbai. At present Myanmar and Dubai are two major transit points for smuggling contraband items to India. The DRI sleuths have been tracking these syndicates round on a 24-hour basis, but we need more specific inputs, primarily from the insiders or the public informers to wipe out the crime which is incurring heavy tax losses to the country," D.P. Dash, former Director-General of DRI suggested.

COVID-19: Puducherry to impose lockdown from April 23 to April 26

The excise minister of Kerala state T.P. Ramakrishnan on Wednesday flatly denied having any dealings with solar scam case accused Saritha Nair.

In the fake appointment case, where money was collected from various people promising them a job at the state-run Kerala State Beverages Corporation (Bevco), the police have already arrested a partner of Saritha Nair.

On Wednesday, an audio clip believed to be that of Saritha Nair surfaced wherein she is heard talking about the role of Ramakrishnan and the then MD of Bevco Sparjan Kumar -- a top IPS official.

Flatly denying having anything to do with the fake appointment case, Ramakrishnan said, "Never ever have I had anything to do with such people. Strict action will be taken against any foul play if it has happened in the appointments made," said the Minister.

Ever since the news of this case surfaced, various Congress leaders while engaging in TV news channel discussions now refer to Saritha as Comrade Saritha.

While Saritha can take the credit for bringing down the 2011-16 Oommen Chandy government on account of the scams involving her and a few office members of the Chandy office, which the Left used widely in their election campaign in the 2016 Assembly polls, at the fag end of the present Pinarayi Vijayan government she is creating heartbreaks in an alleged fake appointment racket case.

The second coronavirus wave in India is actually a tsunami of cases. More than 270,000 were reported on Sunday alone. The government has responded by expanding its vaccine drive. From May 1, every Indian aged 18 and above will be eligible for a vaccine.

But herd immunity is still a distant dream.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/gravitas-indias-first-second-wave-compared-378696/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

The number of infections has to fall sometime. But there's no guarantee as to when. On April 12, India was at 161,000 cases. Six days later, we are at 273,000. This translates to a surge of 70 per cent in just a week.

There's no telling when the number will hit the peak and then slide down. Right now, all we have is an uphill drive.

Nonetheless, some models have made bold claims. Most of them think 2021 will be the peak. But India has consistently bucked the statisticians. In the first wave, they made doomsday predictions. We know that those never materialised.

This year they said February would mark a decline in cases. The opposite happened. By the end of February cases started going up.

The fact is, models work under perfect conditions. They do not account for super-spreader campaign rallies or massive religious gatherings. These are externalities, aberrations that make projections impossible.

India did not plan for the second wave. So it is now reacting to crises as they come. Even the courts are having to step in. The Allahabad High Court has ordered mini-lockdowns in five cities in Uttar Pradesh.

The courts normally don't assume such a role but the situation is that bad. The judges are being forced to step in thanks to the administration's inaction. The most pressing challenge right now is Oxygen.

Supply of Oxygen is not looking good. Maharashtra has already reached full capacity. Madhya Pradesh does not have Oxygen plants of its own. And states that do have excess Oxygen have no means to transport it. In a matter of days, the demand for Oxygen has shot up.

The Wuhan virus attacks your lungs. Supplemental Oxygen is critical to treating it. A shortage of cylinders can be devastating.

So what is the government's plan?

There are three specific measures that are being implemented.

1. Importing Oxygen.&nbsp;The government is looking to buy 50,000 tonnes of medical Oxygen.

2. A ban on supply to industries .&nbsp;From April 22nd, Indian industries will not have access to Oxygen. This stock will be diverted to hospitals. &nbsp;

3. Oxygen express.&nbsp;This is a railways initiative. Special trains will transport Oxygen cylinders across the country. This could be a game-changer for rural India.

A similar story is unfolding in case of hospital beds. We are getting reports of patients being turned away from hospitals. The problem is acute in New Delhi. Banquet halls and hotels are being turned into makeshift hospitals. The chief minister says only 100 beds are left.

So India is still treating patients, while the rest of the world is immunising them.

But how did we end up here? To understand this we need to compare the two waves.

What are the similarities and differences?

For instance, does the second wave infect young people more? The data doesn't say so. In both waves, 70 per cent of patients were aged 40 plus.

So the elderly are still the most vulnerable group.

What about younger patients? In the first wave they made up 5.8 per cent of the cases. Now 4.2 per cent.&nbsp;

And this isn't a medical trend. It's just that we have opened up schools and public activities. So kids who stayed at home last year were out playing on the streets.

That accounts for a lot of the younger cases.

What about symptoms?

Let's look at the most common one: shortness of breath. In the first wave, 41 per cent of patients complained of breathlessness. In the second wave, the number is 47.5 per cent and this trend has extended to the use of supplemental Oxygen.

41 per cent patients in the first wave needed Oxygen. This time around 54.5 per cent patients need it. So more than half the admitted patients are using Oxygen cylinders. This is why the shortage is unsettling.

But it's not all bad news. India's fatality rate is under control. In fact, it is lower than the first wave. Another feature of this second surge has been false negatives.

You take a test, It comes out negative. But you may actually be infected. Some reports blame RT-PCR tests.

Virus mutations may mislead tests, giving you a negative result. But the Indian government has dismissed this report. They say the RT-PCR can catch all mutations. If that's the case why are so many false negatives popping up?

One possible reason is shoddy testing. Clinics are swamped with people right now. And collecting swabs is a delicate task. Not everyone has got the perfect training.

So what's the big takeaway here? India relaxed at the wrong moment. The masks and social distancing disappeared when the vaccines arrived.

In contrast, that was the time to put our heads down. India missed a golden chance to crush the pandemic. We are seeing a success story slowly unravel thanks to a lack of foresight.

India must not relax as it combats second wave of coronavirus infections

The Indian foreign minister is in the UAE and so is the foreign minister of Pakistan. Is this a mere coincidence or part of a plan? What's cooking in Abu Dhabi?&nbsp;

The visits have come just days after a top Emirati diplomat confirmed that the UAE was playing a key role in bringing both countries, India and Pakistan, to the talking table. The diplomat in question is the UAE's ambassador to the United States, Yousef Al Otaiba.&nbsp;

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/gravitas-india-pakistan-signs-of-a-thaw-378691/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

On Saturday, Pakistan’s foreign minister Shah Mehmood Qureshi embarked on a three-day trip to the UAE. India's External Affairs Minister Dr S Jaishankar landed on Sunday.&nbsp;

Interestingly, this was the second time both foreign ministers were in the same country at the same time, that too in less than three weeks.&nbsp;

They both came face-to-face in Tajikistan's capital Dushanbe for the Heart of Asia summit on March 30, but no meeting took place. Did they happen to meet this time? Reports say they didn't.&nbsp;

In fact, there were no bilateral meetings on the agenda at all. So, what happened then?&nbsp;

In his day-long visit, Dr S Jaishankar met his UAE counterpart Abdullah bin Zayed Al Nahyan. They discussed bilateral cooperation, economic collaboration, community welfare, and post-pandemic economic recovery. &nbsp;&nbsp;

As for Qureshi, in his meeting with UAE's foreign minister, the discussions ranged from bilateral trade, investment to job opportunities for the Pakistani diaspora. &nbsp;

This is what we know officially and we don't want to make any assumptions but the last-minute nature of these visits and the events that lead to them and the accompanying statements from top diplomats leave very little scope for imagination. &nbsp;

The first indication came on February 25, the second anniversary of the Balakot airstrikes. Both India and Pakistan surprised the world and issued a joint statement, agreeing to strictly observe ceasefire along the Line of Control.&nbsp;

Then in March, the real rulers extended an olive branch, the Pakistan Army Chief Qamar Javed Bajwa called a stable Indo-Pak relationship, the key to unlocking South Asia's potential. &nbsp;

The same month, on March 31, Pakistan's economic coordination committee recommended that the ban on importing sugar and cotton from India be lifted. The positive headlines lasted barely 24 hours and the ban was imposed again due to domestic pressure but the recommendation gave a whiff of normalisation of ties. &nbsp;

This was followed by reports of Emirati officials facilitating back-channel talks between the two sides. Now, the coinciding visits of both foreign ministers have once again reignited speculation. &nbsp;

Both Islamabad and New Delhi maintain absolute silence on what's happening but as they say, sometimes silence itself speaks volumes, and especially when it comes to the India-Pakistan conundrum, nothing speaks louder than silence.&nbsp;

The Biden administration has conveyed to New Delhi that it understands India's pharmaceutical requirements and promised to give the matter due consideration, observing that the current difficulty in the export of critical raw materials needed to manufacture COVID-19 vaccines is mainly due to an Act that forces American companies to prioritise domestic consumption.

Among other things, the DPA, which was enacted in 1950, authorises the US President to require businesses to accept and prioritise contracts for materials deemed necessary for national defence, regardless of a loss incurred on business.

The issue received global attention in recent days after Adar Poonawalla, CEO of the Serum Institute of India (SII), tagged President Biden in a tweet.

"Respected @POTUS, if we are to truly unite in beating this virus, on behalf of the vaccine industry outside the US, I humbly request you to lift the embargo of raw material exports out of the US so that vaccine production can ramp up. Your administration has the details," he tweeted.

The Serum Institute of India is the world's largest producer of the COVID-19 vaccine. Neither the US nor India has released details of the raw material that it is asking from the US.

In recent weeks, India's Ambassador to the US Taranjit Singh Sandhu has been taking up the matter with the Biden administration officials. During his meetings with the US interlocutors, the top Indian diplomat has sought a smooth supply of certain inputs for the production of COVID-19 vaccines in India.

Also, officials from the two sides have held discussions to ease the supply of critical materials, considering their increased requirements in both the US and India.

US side has clarified that there are no export restrictions on such items and that domestic regulations have only prioritised the use of these materials for the production of vaccines in the US, sources familiar with the conversations told news agency PTI on Monday.

Informed sources told news agency Press Trust of India that the Biden administration has conveyed to India that they understand India's requirements and has promised to give the matter due consideration. The US officials, in these meetings, have acknowledged the larger framework of the India-US health cooperation. It is believed that the US Embassy in Delhi is also in contact with the relevant Indian stakeholders.

The Indian Embassy in Washington continues to be in touch with the US administration to find ways to ease the supply chain for vaccine production, consistent with the shared commitment to deepen the India-US health partnership, particularly in the context of COVID-19.

The Quad Vaccine Initiative, under which India will manufacture US-developed vaccines - Novovax and Johnson &amp; Johnson - is a concrete example of the US-India partnership. The Vaccine Experts' Group, which has been constituted under the Quad, has already begun its work, sources noted.

During the telephonic conversation between US Secretary of State Antony Blinken and External Affairs Minister S Jaishankar on Monday, the two top diplomats also discussed the coronavirus pandemic and ways to deal with it.

Earlier in the day, the White House refrained from answering questions on the export ban on COVID-19 raw materials.

Asked about the Serum Institute of India's request for the supply of raw materials, both Dr Anthony Fauci, Director at the National Institute of Allergy and Infectious Diseases and Dr Andy Slacitt, White House COVID-19 response senior advisor said that they do not have an answer yet.

"I don't, I'm sorry... we could get back to you on that. I'm sure. But I don't have anything for you right now," Dr Fauci said.

"Let me get back to you. Suffice to say we are taking very seriously the global threat from the pandemic. We've been a leader in the funding of COVAX, have done several bilateral transfers of vaccines, and are looking very hard and taking very seriously all of these complex issues, we'll get back to you on specifics," Dr Slavitt said.

White House Press Secretary Jen Psaki, when a similar question was asked during her daily news conference, referred to a recent speech at the WTO by US Trade Representative Katherine Tai.

"The significant inequalities we are seeing in access to vaccines between developed and developing countries are completely unacceptable. Extraordinary times require extraordinary leadership, communication and creativity," she said.

We of course are working with WTO members on a global response to COVID. That includes several components, whether it's USD 4 billion commitment to COVAX or discussions about how we can aid and assist countries that need help the most.

"Our focus is on determining the most effective steps that will help get the pandemic under control. We don't have anything further in terms of next steps or a timeline, but we are considering a range of options," Psaki added.

Indian Prime Minister Narendra Modi won't be going to Portugal and France in early May as planned, in the backdrop of increasing COVID-19 cases in the country.

Modi was to travel to Portugal for the 16th India-EU summit on May 8th, following which he was to travel to France on a bilateral visit.

India has been reporting over 250,000 Covid cases for some days, raising widespread concerns. The situation is dire in the national capital Delhi, which reported 10 deaths every one hour in the last 24 hours due to covid.

The&nbsp;15th India-EU summit took place virtually amidst the Covid pandemic in July last year as the PM had to defer his Brussels visit back then.&nbsp;

The development comes in the backdrop of UK Prime Minister Boris Johnson deferring his India visit for the second time due to Covid crisis. He was to visit India on April 25th, after having postponed the trip to&nbsp;the country in January to be the chief guest for the Republic Day celebrations.

The India-&nbsp;EU summit will now take place virtually. Also, the British PM and Modi will hold&nbsp;talks&nbsp;virtually on Monday.&nbsp;

Johnson said, "the relationship between the UK and India is of huge importance and I'll be talking to Narendra Modi, Prime Minister Modi on Monday, we'll be trying to do as much as we can virtually."

"We'll try and replicate as much as we can remotely and then look forward to doing it in person as and when circumstances allow, and hopefully before the COP summit in November and hopefully we'll get Narendra Modi over for the G7 in June".

In March this year, Modi had travelled to Bangladesh to take part in the country's 50th independence year celebrations. That was the only time he travelled abroad since November 2019 amidst the Covid pandemic.

The European Council on Monday approved and released the European Union strategy for cooperation in the Indo-Pacific, which aims for 'regional stability, security, prosperity, and sustainable development' at a time of 'rising challenges and tensions in the region'. EU joins blocks like ASEAN, which has its own outlook on the 'Indo-Pacific' vision, strongly backed by Washington and New Delhi. &nbsp;&nbsp;

The council in its 'conclusion' statement said, "The EU intends to reinforce its role as a cooperative partner in the Indo-Pacific, bringing added-value to relations with all its partners in the region". Amid a surge in deadly coronavirus cases in India, the United States Centers for Disease Control and Prevention (CDC) has told its citizens to avoid travelling to India.

"Travellers should avoid all travel to India. Even fully vaccinated travellers may be at risk for getting &amp; spreading variants and should avoid all travel to India. If you must travel to India, get fully vaccinated before travel," the Centers for Disease Control and Prevention (CDC) said in an advisory.

"The Covid-19 pandemic continues to pose unprecedented risks to travellers. In light of those risks, the Department of State strongly recommends US citizens reconsider all travel abroad," it said.

"Because of the current situation in India even fully vaccinated travellers may be at risk for getting and spreading COVID-19 variants and should avoid all travel to India.

"If you must travel to India, get fully vaccinated before travel. All travellers should wear a mask, stay 6 feet from others, avoid crowds, and wash their hands," it said.

The number of active coronavirus cases surpassed the 2 million&nbsp;mark in India as the country continued to record a mammoth surge in daily cases of the coronavirus disease.

The nationwide tally of COVID-19 cases mounted to 1,53,21,089 with a record single-day rise of 2,59,170 coronavirus infections, according to the Union Health Ministry data updated on Tuesday.

The State Department announced Monday that it would begin to update its travel advisories to more closely align with those from the CDC. The update comes as the world continues to grapple with the coronavirus pandemic, which has now claimed more than 3 million lives worldwide.

It strongly recommended US citizens reconsider all travel abroad encompassing 80 per cent of the world.

The advisories, it said, also take into account logistical factors, including in-country testing availability and current travel restrictions for US citizens.

“This update will result in a significant increase in the number of countries at Level 4: Do Not Travel, to approximately 80 per cent of countries worldwide,” the State Department said.

According to the State Department, this does not imply a reassessment of the current health situation in a given country, but rather reflects an adjustment in the State Department's Travel Advisory system to rely more on CDC''s existing epidemiological assessments.

On Monday, Britain added India to its COVID-19 travel "red list", which effectively bans all travel from the country and makes a 10-day hotel quarantine compulsory for UK residents arriving back to the country.

Earlier this month, New Zealand also restricted travellers from India due to a spike in infections.&nbsp;

Covid-19: US advises its citizens to avoid travelling to India

India will waive its 10% customs duty on imported COVID-19 vaccines, a senior government official told Reuters on Monday, as it tries to boost supplies to counter a dramatic surge in coronavirus cases.

Imports of Russia's Sputnik V vaccine are due to arrive soon and the government has also urged Pfizer, Moderna and Johnson and Johnson to sell their products to India.

The official, who declined to be named, also said the government was considering allowing private entities to import approved vaccines for sale on the open market without government intervention. They could also be given the freedom to set pricing, he added.

The Indian government currently regulates the sale and purchase of all COVID-19 shots in the country.

A finance ministry spokesman did not immediately respond to an email seeking comment outside business hours.

Other South Asian countries, including Nepal and Pakistan, as well as Latin American nations such as Argentina and Brazil levy vaccine import tariffs ranging between 10% and 20%.

New COVID-19 infections and deaths in India have jumped by record numbers for days, with hospitals running short of beds, oxygen and key medicines. Total deaths have swelled to nearly 179,000 and cases have climbed above 15 million, the world's second-highest tally behind the United States.

The government has now decided to open vaccinations for all adults from May 1.

India to waive import duty on Covid-19 vaccines: Report

Highlighting how "security challenges" have changed, India's External Affairs Minister Dr S Jaishankar told United Nations Security Council that the world order built "following the Second World War is under serious stress".

He added, "Nature of threats faced by member states when the United Nations was founded 75 years ago has also changed" and is "not limited to territorial or political disputes, but transcend physical or political boundaries".

This is the third time the Indian minister has spoken at the high table since January. India became non-permanent member of the United Nations Security Council for two years starting January 1.

Jaishankar was speaking at an event on cooperation between the UN and regional and sub-regional organisations.&nbsp;

During his address, he mentioned India's ties with groupings like ASEAN, BIMSTEC, and African Union. He called India's relationship with ASEAN a "key pillar of its foreign policy" and the "foundation of its Act East Policy".&nbsp;

India's vision of the Indo-Pacific as a free, open and inclusive region is based on "ASEAN centrality".

Pointing out to India's "close cooperation with the African Union", EAM said, it was aimed at "development partnership initiatives".&nbsp;

India has been engaging with Africa, with high-level visits. Interestingly, this year has seen the foreign ministers of Eritrea and Ethiopia visiting Delhi, with a focus on many things including a briefing on the Tigray crisis.

During the address, EAM batted for BIMSTEC grouping, saying India remained "committed to further building on the momentum of regional cooperation" under the grouping that makes it "stronger, vibrant, and more effective and result-oriented".&nbsp;

BIMSTEC or Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation is a more than 20 years old grouping formed in 1997 and has seven members: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand.

In 2019, India had invited the heads of the group to the oath-taking ceremony of PM Narendra Modi for the second term.

As India and Australia increase engagement under Indo-Pacific vision, Canberra on Monday announced &nbsp;Rs 81.2 million grant under the Indo-Pacific Oceans Initiative (IPOI). IPOI was proposed by Indian Prime Minister Narendra Modi at the East Asia Summit in November 2019. Australia is co-leading with New Delhi in the marine ecology pillar of the initiative.&nbsp;

Australian High Commissioner Barry O'Farrell while launching the grant said, "This AUD 1.4 million (INR 81.2 million) grant programme is a practical initiative to advance Australia and India’s shared vision for the Indo-Pacific".&nbsp;

"Through this programme, we are seeking new proposals on how Australia, India and other regional partners can advance our shared maritime objectives," he added.

In June 2020, after the virtual summit of Indian and Australian PMs, foreign ministers of both countries, Marise Payne and S Jaishankar, signed a joint declaration on "Shared Vision for Maritime Cooperation in the Indo-Pacific."&nbsp;

The Australia-India Indo-Pacific Oceans Initiative Partnership forms the core of this "shared vision" of both countries.

To apply for the grant, the company or organization should be located in either India or Australia and have partners in either of the 2 countries. Up to $350,00 is anticipated to be available for allocation in 2020-21. All applications will be assessed on a competitive basis.

During the visit of French&nbsp;Foreign Minister Jean-Yves Le Drian last week, France joined the 'Maritime Resources' pillar of the IPOI, something that was welcomed by New Delhi.

"Through this programme, we are seeking new proposals on how Australia, India and other regional partners can advance our shared maritime objectives," he added. In June 2020, after the virtual summit of Indian and Australian PMs, foreign ministers of both countries, Marise Payne and S Jaishankar, signed a joint declaration on "Shared Vision for Maritime Cooperation in the Indo-Pacific." The Australia-India Indo-Pacific Oceans Initiative Partnership forms the core of this "shared vision" of both countries. To apply for the grant, the company or organization should be located in either India or Australia and have partners in either of the 2 countries. Up to $350,00 is anticipated to be available for allocation in 2020-21. All applications will be assessed on a competitive basis. During the visit of French Foreign Minister Jean-Yves Le Drian last week, France joined the 'Maritime Resources' pillar of the IPOI, something that was welcomed by New Delhi.

India's Ambassador to China Vikram Misri has said "closer developmental partnership" between India and China has&nbsp;been "under considerable strain" due to the "serious incidents" and the "resultant violation of peace and tranquility" at the Line of Actual Control (LAC) in Eastern Ladakh in April 2020.

Chinese aggressive actions in Galwan led to the death of 20 Indian soldiers, the worst such incident at the LAC since 1970s. Both sides have been engaging in multiple rounds of talks and in February this year disengagement at the Pangong lake was achieved but&nbsp;disengagement in Gogra, Hot Springs, and resolution at Depsang plains&nbsp;remains.&nbsp;

Highlighting how the development had a "particularly strong" impact on the "public opinion", Envoy Vikram said, "tendency in some quarters [is] to sweep this situation under the carpet and characterise it as just a minor issue and a matter of perspective" which is "inadvisable" as takes "us further away from a sustained solution to present difficulties and deeper into an unfulfilling stalemate".

He explained that it "would be tantamount to running away from the problem and in a direction opposite to that where the promise of our closer development partnership lies."

While the February breakthrough of disengagement at Pangong has been positive development, other friction points remain, with Beijing slow to move on them so far.&nbsp;India has been consistently saying that "complete disengagement" can only improve the ties.

The Indian envoy said,"we must achieve complete disengagement in all friction areas... it would also help in restoring peace and tranquility and, together, these would provide conditions for gradual and step-by-step progress in the bilateral relationship"

Since the Chinese aggressive action of last year, India banned many Chinese apps and increased scrutiny on Chinese investment in the country. Increased focus has been on alternative supply chains which have been dominated by China.

The envoy, without directly mentioning Quad grouping said, "we must remember... that multilateral structures are presently under some stress" and this has created space for a "number of plurilateral initiatives" which "essentially represent efforts by groups of interested actors" and "it is important to afford space to them rather than prejudge them."

Beijing has been critical of Quad, a grouping of India, US, Australia, and Japan calling it "Asian Nato" while being silent on similar formats it has been engaging in. China is keen on the "Himalayan Quad" involving Nepal, Pakistan, Afghanistan, and itself.

Indo-China partnership under 'considerable strain' due to 2020 LAC incident, says Indian envoy to China

India's external affairs minister Dr S Jaishankar has said that he has asked 'some big countries' to keep raw material for Covid vaccine 'flowing'. India produces 60% of global vaccines and has been termed as the 'pharmacy of the world'. &nbsp;

Speaking at an event, he said, "Today as foreign minister, I am pushing other countries, particularly some big countries that look please keep the raw materials flowing for vaccines to be made in India."&nbsp;

He explained, "Can I go around the world and tell people that guys, keep your supply chains flowing towards me and by the way the end product.. I am asking you for raw material but I am not going to give you the vaccine. Look at the vaccine, your largest vaccine under production is an international product, It’s a co-creation, it’s a co-production." &nbsp;

The development comes even as the US has remained non-committal on allowing the opening up of export of raw material for vaccines to India. On Monday, questions were asked to both White House spokesperson Jen Psaki and US President Joe Biden's chief Medical Adviser Dr Anthony Fauci on the issue, but no direct answers came. &nbsp;&nbsp;

Dr Jaishankar also batted for the export of vaccines saying, those questioning it are 'shortsighted'. He said, "If you get into this, why are you exporting abroad, then someone else will ask, why I am exporting to India. That is so shortsighted, only really irresponsible people, non-serious people can make some kind of argument." &nbsp;

India has supplied 660.13 lakh doses of Covid vaccines to 92 countries along with UN health workers and UN Peacekeepers as of April 20. Of this, 106.15 lakh has been supplied as a gift, 357.92 commercially, and 192.06 under the Covax facility. India began the export of vaccines days after it began its domestic vaccination in January, with Bhutan and Maldives being the first countries to get it as a gift. Albania was the last country as of now to get on April 16, with a gift of 0.50 lakh doses. &nbsp;&nbsp;

He also dismissed 'those who talk about why you doing this to the world', highlighting, "It’s not we are not prioritising our people" and "when things got tough, we actually spoke to the world very honestly and said look we have done our best to live up to the commitments, contractual commitments to the producers, Covax commitments, GAVI...but right now, please understand I have a very situation at home, and most countries understand that."&nbsp;
