Chinese health authority said Tuesday that 11 new COVID-19 cases were reported on the Chinese mainland on Monday, with eight being domestically transmitted cases.

All domestically-transmitted cases were reported in northwest&nbsp;China's Xinjiang Uygur Autonomous Region, and the other three were imported cases, the National Health Commission said in its daily report. No new death and no new suspected case were reported on the day.

On Monday, 18 cases were cured and discharged from hospital, and 251 close contacts were discharged from medical observation. Two more critical cases were reported on the day.

The existing number of confirmed imported cases was 80 on Monday. The mainland had reported a total of 2,015 imported cases with zero death. Of the imported cases, 1,935 had been discharged from hospital after recovery.

As of Monday, 242 confirmed cases remained on the mainland, a&nbsp;total of 83,693 confirmed cases had been reported, and 78,817 of the patients had been discharged after recovery by Monday, with the death toll reaching 4,634.

A total of 772,488 close contacts had been traced and 7,108 of them were still under medical observation by the day.

The commission said that six new asymptomatic cases of infection with the novel coronavirus were reported Monday on the mainland, including one imported from overseas.

One asymptomatic case imported from overseas was recategorized as a confirmed case on Monday. Ten asymptomatic cases including seven imported ones were discharged from medical observation on the day.

There were a total of 149 asymptomatic cases including 80 imported ones which were still undergoing medical observation, according to the commission.

Australian Prime Minister Scott Morrison on Saturday delayed the opening of parliament for several weeks as the new coronavirus continued spreading through the country's two most populous states.

According to scientists, &nbsp;vulnerability in the research means the risk of consequences of infection, including spread, morbidity, mortality, and social and economic effects of the pandemic.

The study noted that among 30 large states, nine states including Madhya Pradesh, Bihar and Telangana, Jharkhand, Uttar Pradesh, Maharashtra, West Bengal, Odisha, and Gujarat, have high vulnerability to be impacted by the COVID-19 pandemic.

Madhya Pradesh had an overall vulnerability score of one, making it the most vulnerable, and Sikkim on the other end with a score of zero was noted to be the least vulnerable.

Arunachal Pradesh and Himachal Pradesh were two other states on the lower overall vulnerability end of the scale.

It rated the vulnerabilities of the states to the pandemic on a scale from zero to one, measured using 15 indicators across five domains: socioeconomic, demographic, housing and hygiene, epidemiological, and health system. It used a percentile ranking method to compute both domain-specific and overall vulnerability and presented results spatially with number of positive COVID-19 cases in districts.

"Our index aims to help planners and policy makers effectively prioritise regions for resource allocation and adopt risk mitigation strategies for better preparedness and responses to the COVID-19 epidemic," the scientists said.

In the study, they identified a number of vulnerable districts in India, which currently do not have large numbers of COVID-19 cases but could be strongly impacted by the pandemic. 
 
"Although our intention was not to predict the risk of infection for a district or a state, we observed similarities between vulnerability and the current concentration of COVID-19 cases at the state level," they wrote in the study.

The aim of the index, as per Rajib Acharya from the Population Council, New Delhi, is to provide a tool to identify districts that are vulnerable to the consequences of the infection, including spread, morbidity and mortality and social and economic consequences.

"A state may be low in overall vulnerability but may be high on a particular domain,"&nbsp;Acharya said.

According to the researcher, some of the significant findings include that out of 100 most vulnerable districts 33 are from UP, 24 from Bihar and 20 from Madhya Pradesh.

"These states have not detected as many cases proportional to their population size as yet (there may be many reasons for that including number of tests they are performing) but are highly vulnerable to higher mortality (because of lack of health facilities), for example," Acharya said.

The scientists said the relationship between COVID-19 vulnerability and the indicators was not clear for districts, adding that better data collection at this regional level can help make more refined evaluations of vulnerability in their respective states.

They also added that data used in the study are two to five years old and might not have captured vulnerability well in districts in which rapid changes have occurred up to the present day.

"I wanted to say the study is not for academic purpose. The index should be put in use by the government. At the Population Council we are ready to help government with such useful tools," Acharya added.

While Tamil Nadu has a tally of 1,60,907 cases and 2,315 deaths due to COVID-19, Delhi has reported a total of 1,20,107 cases and 3,571 deaths due to the virus.

A judge of US district court in California has granted permission for WhatsApp lawsuit against Israeli spyware firm NSO to proceed.

In a ruling Judge Phyllis Hamilton said she allowed the case to procced as she had not been entirely persuaded by NSO Group’s argument that it had no role in the targeting of WhatsApp’s users.&nbsp;

According to Judge Hamilton it appears that NSO Group ''retained some role'' in the targeting of individuals, ''even if it was at the direction of their customers''.

The case will now proceed to discovery, in which both sides can request documents and records.

A WhatsApp spokesperson said ''The decision also confirms that WhatsApp will be able to obtain relevant documents and other information about NSO’s practices''.&nbsp;

German police said Friday they have caught the "Black Forest Rambo", a heavily armed suspect accused of stealing officers' weapons and going on the run in the woods, after a massive six-day manhunt.

Yves Rausch, 31, was found sitting in a bush after a tip-off from two witnesses, "with four guns visible in front of him", said Juergen Rieger, the head of the search operation.

The suspect also had an axe in his lap and one further gun, and there was a letter in front of him, Rieger said.

Rausch was slightly injured in the arrest, as was a member of the special forces who was cut with the axe.

Uwe Gaiser, the mayor of the village of&nbsp;Oppenau, told reporters "I am relieved, happy and grateful that this exceptional situation for our town has come to an end."

Rausch had fled into the forest on Sunday after he managed to disarm four police officers, sparking a huge search operation.

More than 2,500 officers combed the area with the help of special forces, helicopters, sniffer dogs and thermal imaging cameras for the fugitive, nicknamed "Black Forest Rambo" by the German press after pictures emerged of him dressed in combat gear.

Rausch had been homeless since autumn last year and had been squatting in the hut where he was spotted on Sunday.

According to a former neighbour who described him as "not an easy person", he Rausch did odd jobs as a rail worker and a golf course caretaker, the Bild tabloid reported.

Various weapons and petrol canisters were found in his apartment after he was evicted, as well as a small shooting range in the attic, according to Bild.

He then reportedly lived in his car by the local swimming pool for a while before moving into the hut at the edge of the forest.

Rausch will be examined by a psychiatrist due to the "gravity of the crime" and his past history, Schaefer said.
