<a href="https://www.wionews.com/topics/premier-league">Premier League</a> clubs have voted against carrying over the five substitution rule for the 2020-21 season after the rule was introduced after the restart to safeguard players from injuries. Following the resumption of 2019-20 season in the wake of COVID-19 pandemic, clubs were allowed to name as many as nine substitutes with allowance for five changes in the match.&nbsp;

While some clubs wanted the new rule to be retained but the Premier League confirmed they were voted down at the annuan general meeting, held virtually on Thursday.&nbsp;

“At the Premier League’s annual general meeting today, shareholders agreed to rules relating to VAR and substitute players for the 2020-21 season,” the statement read.

“Shareholders unanimously approved the implementation of VAR, in line with the full FIFA VAR protocol.

“Clubs also agreed to revert back to using up to three substitute players per match, with a maximum of seven substitutes on the bench.”

The VAR changes come as FIFA looks to have a unified approach to the implementation moving forward after controversy across several Premier League matches during the 2019-20 season and the new protocols were agreed upon in majority.&nbsp;

The changes in VAR protocols will see referees use the pitch-side review area more often with the Premier League now using VAR to spot goalkeeper movement during penalties whereas the assistant referees have been told to keep their flag down for marginal offside calls until the attacking move was completed.

Meanwhile, there are calls by some clubs such as Chelsea and Wolves to given them an extended period of rest ahead of Premier League 2019-20 season. The Board of Control for Cricket in India (BCCI) has received and ‘in principle’ government approval to shift the much-talked-about <a href="https://www.wionews.com/topics/ipl">Indian Premier League (IPL) 2020</a> to the United Arab Emirates (UAE) with all eight franchises already preparing by initiating quarantine and COVID-19 testing protocols for players and support staff.

As per a report in PTI, a permission in writing is due to come any time in the next week days as IPL 2020 gears up to be hosted by the UAE.&nbsp;

"We have got the approval in principle to go ahead and the papers will be landing anytime," a top source told PTI.

As mandated by the BCCI, most of the franchises are set to leave for the UAE after August 20 while three-time IPL winners Chennai Supers Kings looking to leave the base on August 22. Mumbai Indians, meanwhile, have quarantined their domestic players at their base.

Some of the franchises are arranging COVID-19 tests for their players in their respective cities before they head for departure bases, i.e Delhi, Mumbai, Chennai and Bengaluru, for the UAE.&nbsp;

"It's always good if they have a PCR-Test done and land with a negative report. Then they can have two teats done 24 hours apart as the BCCI SOP mentions before we fly to the UAE," a senior franchise official said on conditions of anonymity.

"While two tests are mandatory, most franchises will have at least four tests done before leaving India," he added.

The players and support staff have been allowed to travel with their families only if all of them remain in the bio-bubble, as per BCCI’s SOP for IPL 2020. However, as per the report, players across teams are not too eager due to strict quarantine rules.&nbsp;

A couple of franchises will be taking up to 60 people, including full-fledged medical teams for daily health check-ups and the mandated COVID-19 testing of players every fifth day.

"The BCCI has said every fifth day testing in UAE but if franchises want, they can ramp up the rate. As we have said earlier, any upgrade on the SOP is welcome. However, there is very less chance of the quarantine period getting reduced (from the mandatory six days)," a senior BCCI official said.

The heads of the Board of Control for Cricket in India (BCCI) and Cricket Australia (CA) will be connecting virtually to discuss the hosting of two T20 World Cups in the next two years when the ICC's all-powerful board meets on Friday.&nbsp;

The decision will also be impacted by the stand of the two boards on the next ICC chairman, the nomination process of which is yet to be announced formally.

It is expected that BCCI president Sourav Ganguly and secretary Jay Shah along with CA's Earl Eddings and Nick Hockley will reach a consensus on the hosting of 2021 and 2022 editions.

"The main agenda of the meeting is scheduling of ICC tournaments including the women's ODI World Cup in New Zealand early next year. It is expected that some decisions will be taken," an ICC Board member told PTI on conditions of anonymity.

The ICC World T20 which was scheduled to be held in Australia from October 18 this year was postponed due to the COVID-19 pandemic, making way for the cash rich Indian Premier League, to be held from September 19 in the United Arab Emirates.

It is expected that Cricket Australia will like to host the T20 World Cup in October 2021 as it had already started preparations and wouldn't like to wait for two years but BCCI also doesn't want to forego its right to host the tournament in 2021.

"The BCCI was originally scheduled to host the T20 World Cup in 2021 and they would like to go ahead. Another reason being, hosting a T20 World Cup in 2022 and then a 50 over global event within a gap of just one year. It would be an overkill," another ICC board member said.

However for Cricket Australia, it also has a few points in its favour.

"The ICC website states that those who have booked match tickets for Australia World T20 event should wait till further announcement. The reason being CA wants to host the event next year," he said.

It is also learnt that there is a good chance that the eight-team Women's ODI World Cup in New Zealand in February-March 2021 will go ahead as per schedule.

"Yes, the qualification tournament is yet to be finished and since every country's Covid situation is different, that is one headache that the ICC has. Going by health safety issues, New Zealand is one of the best performing nations globally," he said.

West Indies all-rounder Fabian Allen has been ruled of the impending Caribbean Premier League (CPL) 2020 after he missed his flight from Jamaica to Barbados. Due to travel restrictions in Trinidad due to COVID-19 pandemic, the scheduled chartered flight on Monday was the only way he could enter Trinidad and now will be missing an entire month of cricket action.&nbsp;

Allen, who was retained by franchise St Kitts and Nevis Patriots in the CPL draft, was due to reach Barbados before boarding the charter to Trinidad. However, the Windies all-rounder was late to reach the airport and missed the flight.

"Unfortunately, there was some confusion with his understanding of the flight details and he missed the flight. The CPL 2020 is all set to become the first major cricket league to commence amid the COVID-19 pandemic from August 18 with the final scheduled on September 10. The entire tournament is set to be played in Trinidad &amp; Tobago behind closed doors.&nbsp;

All the participants in the CPL are required to self-isolate for two weeks before they board their flights, and for two weeks upon arrival in Trinidad and Tobago.
