America's first couple didn't do too badly last year, earning $579,514, although this was a good chunk less than the previous year, according to Joe and Jill Biden's tax return, made public Tuesday.

Biden has restored a custom designed to demonstrate transparency at the White House, the most notable exception to the unwritten rule being his predecessor Donald Trump who consistently refused to release his annual income and tax report.

The president and first lady's joint return showed gross income of nearly $580,000 in 2022, which was $30,000 less than in the previous year's filing. Most of that income came from Biden's standard presidential salary of $400,000, which is set by Congress.

Jill Biden, who teaches at Northern Virginia Community College and is the first presidential spouse to continue an outside paid job, earned $82,335.

They paid a federal tax rate of 23.8 percent, a notch down from last year's 24.6 percent, resulting in $137,658 in federal income tax.

They also paid $29,023 in income tax in their home state of Delaware, while the first lady paid $3,139 in Virginia income tax.

Donating more than $20,000 to charities, their biggest contribution was $5,000 to the Beau Biden Foundation, a charity combating child abuse and named after their son, who died in 2015.

The White House said that Biden has now made public 25 years of his tax returns, "once again demonstrating his commitment to being transparent with the American people about the finances of the commander-in-chief."

The Biden White House's tax transparency is in stark contrast to the Trump era.

The lifelong businessman refused both as a candidate and once in office to allow the public to see his tax return, a document detailing all sources and amounts of income, among other financial records.

When several years of his returns were finally made public after a legal battle waged by Democrats in Congress, it emerged Trump was paying almost no income tax, due to business losses.

Vice President Kamala Harris and her husband Doug Emhoff reported in their tax returns a gross income of $456,918 and paying $93,570 in federal income tax, as well as $17,612 in income tax in their home state of California.

South Korea might extend its support for Ukraine beyond humanitarian and economic aid if it comes under a large-scale civilian attack, President Yoon Suk Yeol said, signalling a shift in his stance against arming Ukraine for the first time.

In an interview with Reuters ahead of his state visit to the US next week, Yoon said his government has been exploring how to help defend and rebuild Ukraine, just as South Korea received international assistance during the 1950-53 Korean War.

"If there is a situation the international community cannot condone, such as any large-scale attack on civilians, massacre or serious violation of the laws of war, it might be difficult for us to insist only on humanitarian or financial support," Yoon said.

It was the first time that Seoul suggested a willingness to provide weapons to Ukraine, more than a year after ruling out the possibility of lethal aid.

A key US ally and major producer of artillery ammunition, South Korea has so far tried to avoid antagonising Russia due to its companies operating there and Moscow's influence over North Korea, despite mounting pressure from western countries for weapons supply.

"I believe there won't be limitations to the extent of the support to defend and restore a country that's been illegally invaded both under international and domestic law," Yoon said. "However, considering our relationship with the parties engaged in the war and developments in the battlefield, we will take the most appropriate measures."

Yoon is scheduled to visit Washington next week for a summit with US President Joe Biden to mark the 70th anniversary of the two countries' alliance.

During the summit, Yoon said he will seek "tangible outcomes" on the allies' efforts to improve responses to evolving threats from North Korea, which has ramped up military tests, and launched its first solid-fuel intercontinental ballistic missile last week.

Seoul, for its part, will step up its surveillance, reconnaissance and intelligence analysis capability and develop "ultra-high-performance, high-power weapons" to fend off the North's threats, Yoon said.

"If a nuclear war breaks out between South and North Korea, this is probably not just a problem between the two sides, but the entire Northeast Asia would probably turn to ashes. That has to be stopped," he said.

When asked if the allies would envision an Asian version of NATO's nuclear planning group involving Japan, Yoon said they are focusing on bilateral measures to strengthen information-sharing, joint contingency planning and joint execution of the plans.

In February, South Korea and the US staged table-top exercises simulating a North Korea nuclear attack as part of Seoul's efforts to play a bigger role in Washington's nuclear policy over the North.

"In terms of responding to a powerful nuclear attack, I think stronger measures than what NATO has should be prepared, Yoon said.

"I think there's no big problem if Japan is joining, but since there's been much progress between the US and South Korea, it would be more efficient to create this system ourselves first."

'NO SUMMIT FOR SHOW'

Tension has flared in recent weeks, with the North threatening "more practical and offensive" action over South Korea-US exercises and refusing to answer inter-Korean hotlines.

Yoon said he is open to peace talks but opposes any "surprise" summit with North Korean leader Kim Jong Un to "show off" to voters out of domestic political interests.

He criticised former governments' sudden, uninformed announcements of inter-Korean talks, which he said did little to build trust.

Yoon's predecessor, Moon Jae-in, staked his legacy on improving inter-Korean ties and helped arrange a historic meeting between Kim and then US President Donald Trump in 2018.

Three summits Kim and Moon held in 2018 promised peace and reconciliation but relations have soured and the North conducted unprecedented numbers of weapons tests following a second failed summit between Kim and Trump.

"They used those talks ahead of elections, but ultimately inter-Korean relations were always back to square one," Yoon said.

Humanitarian aid could open the door for dialogue, and both sides could build on those discussions to move onto more sensitive topics including economy and military, he said.

Yoon's administration proposed COVID-19 relief last year and unveiled plans to provide economic aid in return for nuclear disarmament, but Pyongyang flatly rejected the offers.

"If previous talks had proceeded step by step ... before the leaders met, the inter-Korean relationship would have developed steadily, though at a snail's pace," Yoon said.

On Sino-US rivalry, Yoon has trodden cautiously, with China being South Korea's largest trade partner, but he has been more vocal over tension in the Taiwan Strait.

Tensions over democratic Taiwan, which China claims as its own, have spiked as Beijing intensifies diplomatic and military pressure to get Taipei to accept Chinese sovereignty.

"After all, these tensions occurred because of the attempts to change the status quo by force, and we together with the international community absolutely oppose such a change," Yoon said.

"The Taiwan issue is not simply an issue between China and Taiwan but, like the issue of North Korea, it is a global issue."

South Korea's Yoon opens door for possible military aid to Ukraine

A lengthy report by US Senate has concluded that the coronavirus (COVID-19) pandemic was probably the result of a "research-related incident" at a laboratory in Wuhan, giving weight to the lab leak theory, which alleges that the SARS-CoV-2, the virus which caused the deadly Covid pandemic, is the result of a laboratory leak.

The 302-page Senate report obtained by Axios weighs in on the conundrum over the origin of Covid. According to the report, the nature and early spread of the indicate it that could have been spread because of biosafety issues.

The report concluded: "The preponderance of information affirms the plausibility of a research-related incident that was likely unintentional resulting from failures of biosafety containment during vaccine-related research."

The Covid outbreak became a pandemic within a few days after the spread was declared a public health emergency of international concern in January 2020. It caused havoc on mankind, killing millions of people and leaving many more reeling with long-Covid.

Covid's first case was reported in the Chinese city of Wuhan leaving the experts divided when it comes to its origin as there are two leading theories—the virus was transferred from wild animals or could have been leaked from a government lab.

The report doesn't provide concrete evidence to quash the animal-to-human transmission, but the Senate report has concluded the latter is stronger. The report is a result of former Senator Richard Burr's probe into the origins of the pandemic and a smaller version of the report was released last year.

The report was provided to Axios a former senior Republican aide who apparently worked on the report. As quoted, the former aide said, "Since the team did not complete their work before Sen. Burr left office this became a product without a home. Former Sen. Burr has not reviewed this document and it didn't go through the same vetting process our executive summary document released last year did, but this is worth releasing, in my view, and reflects the quality of work that was done by the team."

As quoted by Axios, Burr in a statement said that the report is "credible and worthy of inclusion in the international effort to determine how the pandemic started so that steps can be taken to prevent, or mitigate against, future pandemics".

Research by China into Covid origin

Recently, the Chinese Centre for Disease Control and Prevention (China CDC) researchers have published an analysis of swabs, which were collected at a wet market in Wuhan, a place in China where Covid is said to have originated. The detailed report, which was published in Nature on April 5, has been produced after analysing the samples that were collected in the early weeks of the Covid spread in Wuhan. The report confirmed that animal DNA was present in samples that tested positive for SARS-CoV-2. The market has been long linked to the start of the pandemic.

Despite the several so-called fact-based reports, experts have often argued that a probe into the origins of the pandemic has been hampered by a lack of coordination from China.

China's foreign minister told his Israeli and Palestinian counterparts his country is ready to help facilitate peace talks, state media Xinhua reported Tuesday.

The separate phone calls between Foreign Minister Qin Gang and the Israeli and the Palestinian top diplomats comes amid recent moves by Beijing to position itself as a regional mediator.

Qin encouraged "steps to resume peace talks," and said that "China is ready to provide convenience for this," in a Monday phone call with Israeli Foreign Minister Eli Cohen, Xinhua reported in a summarization.

And Qin told Palestinian foreign minister Riyad Al-Maliki that Beijing supports the resumption of talks as soon as possible, according to a Xinhua summary.

In both calls Qin emphasized China's push for peace talks on the basis of implementing a "two-state solution," Xinhua said.

China has been on a recent diplomatic offensive, brokering the restoration of ties in March between Iran and Saudi Arabia -- rivals in a region where the United States for decades has been the main diplomatic powerbroker.

Israeli-Palestinian peace negotiations have been stalled since 2014.

WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. China ready to facilitate Middle East peace

Researchers have found a previously unknown pristine coral reef off Ecuador's Galapagos Islands, which is supporting a rich and diverse marine life. The country's environment ministry said on Monday (April 17) that the researchers were on a scientific expedition.

Environment Minister Jose Davalos said on Twitter: "A deepwater scientific expedition has found the first totally pristine coral reef, approximately two kilometres (1.2 miles) long, at 400 meters (deep), on the summit of a submarine mountain." "Galapagos surprises us again!" Davalos added.

The ministry said in a statement that the scientists had believed that the only Galapagos reef to survive El Nino weather in 1982 and 1983 was one called the Wellington reef, along the coast of Darwin Island.

However, the latest discovery shows another coral has persisted. Reports have mentioned that the reef has more than 50 per cent living coral.

Stuart Banks, a senior marine researcher at the Charles Darwin Foundation, said: "We haven’t found such extensive and developed coral reefs in this depth." Banks participated in the expedition and he further added that the coral is several thousand years old at least.

Russia-Ukraine war: Vladimir Putin visits Russian troops in 'annexed' Ukrainian regions

Moscow is "interested" to end the ongoing war with Ukraine "as soon as possible", Russia's Foreign Minister Sergei Lavrov said on Monday (April 17) during a news conference with Brazilian Foreign Minister Mauro Vieira in Brasilia.

Lavrov met with President Luiz Inacio Lula da Silva and thanked Brazil for its efforts to resolve the conflict. The meeting took place amid the West criticising Lula's recent remarks on the defence support for Ukraine from the United States.

During his China visit, Lula had said that the US needs to stop "encouraging" the war and said that the West needs to start talking about peace.

Lavrov praised Lula's efforts in attempting to end the war by urging to promote of diplomatic channels to de-escalate the conflict. Before starting his visit, Lula had proposed creating a group of countries to mediate in the war. He had even said that he would discuss it with Beijing, but there was no update on the same.

Ukrainian Foreign Minister Dmytro Kuleba said last week: "Real peace means restoring the internationally recognized borders of Ukraine. Real peace means a safe homeland for the targeted people in the Ukrainian Crimea."

Many regions in India have been experiencing scorching heatwave conditions in the past few days, with officials issuing warnings for the coming days. India Meteorological Department (IMD) has issued an orange alert amid high temperatures in three Indian states—West Bengal, Bihar and Andhra Pradesh.

In a press release on Tuesday (April 17), IMD noted that maximum temperatures were in the range of 40-42°C over many parts of the plains of Northwest India, Central and East India and 35-40°C over many parts of the rest of the country except over Western Himalayan Region (22-25°C) and islands (30-34°C). Maximum temperatures were above normal by 3-5°C over many parts of East and Northeast India.

Heatwave: The weather department stated that the heat wave conditions are prevailing in isolated pockets over Gangetic West Bengal for the last six days, coastal Andhra Pradesh for the last four days and Bihar for the last three days.

As per the report, Northwest India is expected to witness a rise in maximum temperatures by 2-3°C during the next three days and there will be a gradual fall by 2-4°C during the subsequent two days and a rise by 2-4°C thereafter. Meanwhile, the heatwave conditions are very likely in isolated pockets over Punjab, Haryana, West Uttar Pradesh on April 18, and East Uttar Pradesh on April 18 and April 19.

In East India, no significant change in the maximum temperatures is expected in the next five days. On the other hand, the southern part will see a rise in maximum temperatures by about 2°C (Andhra Pradesh and Telangana) in the next five days.

Rainfall: The weather department also predicted that light or moderate scattered to fairly widespread rainfall with thunderstorms is very likely over Western Himalayan Region during the next five days and isolated to scattered rainfall over Punjab, Haryana, Chandigarh and Delhi and Rajasthan from April 18 to 20.

The warnings were issued after a report emerged that at least 13 people died at a Maharashtra government event while being exposed to the sun for several hours.

IMD states that in the yellow warning areas, the temperature is moderate and heat is tolerable for the general public, but there is a moderate health concern for vulnerable people e.g. infants, the elderly, and people with chronic diseases. It is advised to avoid heat exposure and wear lightweight, light-coloured, loose, cotton clothes. And also cover the head with a cloth, hat or umbrella.

Meanwhile, in the orange alert regions, the temperature is high and there's an increased likelihood of heat illness symptoms in people who are either exposed to the sun for a prolonged period or doing heavy work. People must drink sufficient water, even if not thirsty and use ORS or other drinks to stay hydrated.

M Mohapatra, director general of IMD said, "When the winds blow from the eastern side or from the direction of Bay of Bengal then there is some clouding at times which bring down temperatures over the eastern states. But hot, dry winds from the northwest are blowing over east India, which has comparatively higher humidity levels due to their location. So, people in the eastern states need to take heat prevention measures adequately."

Iranian police said on Sunday (April 16) that over 150 businesses were shut down by the authorities in 24 hours throughout the country for not adhering to the obligation for women to wear headscarves, local media outlets reported. Headscarves are part of Iran's strict Islamic dress code, which has also become a matter of controversy.

The closure of businesses came after the implementation of a plan to deal with women who violate the country's strict Islamic dress code.

The Tasnim news agency quoted police spokesman Said Montazerolmahdi as saying: "Unfortunately, police have had to seal 137 shops and 18 restaurants and reception areas for not heeding previous warnings."

The authorities had even said that they will use facial recognition technology and surveillance cameras to monitor those who defy the law.

Local media reported that the police have warned the car owners that if a female passenger in the car breaks the dress code, they will receive a text message. Authorities will seize vehicles from those who have broken the law more than once.

Montazerolmahdi said: "Over the past 24 hours, there have been several hundred cases of non-compliance recorded by the police, and car owners have been informed by text message."

The move comes after an increasing number of women started to appear unveiled in malls, restaurants, shops, streets, and other public areas.

They intentionally defy Iran's compulsory dress code, which increased significantly after a protest movement triggered by the death in custody last year of Kurdish-Iranian Mahsa Amini, 22, for allegedly not wearing the hijab properly.

Iran shuts down over 150 businesses amid crackdown on people for hijab violation

A European Union executive said on Sunday that the action on trade taken by some members of the bloc is unacceptable. This comes after Poland and Hungary recently announced bans on grain and other food imports from Ukraine in order to protect their local agricultural sectors.
