In an exclusive conversation with Prime Minister of Grenada in New York, Dr Keith Mitchell has expressed his admiration for Indian cricketer and cricketers like Sachin Tendulkar and Sunil Gavaskar.

Speaking to WION, Mitchell who is the longest-serving Prime Minister of Grenada, said," Tendulkar, Gavaskar and Viv Richards... I admire them. I like good cricket. I no longer play the game, I watch a lot of cricket. I like to see good cricket. I don't like to see one team dominating. I like to see serious competition. Excelling bowling and batting."

A cricketer-turned-politician, he captained the Grenada team in 1973 and has played cricket with many Indian cricketers including Kapil Dev. Dr Mitchell, who has completed his PhD in mathematics and statistics, visited India in July 2006 in connection with preparations for the Cricket World Cup in 2007 which was held in West Indies.

He lauded India and said,"we see India as a third world developing country. We see our self as a developing country in many respects. Based on the colonial past there is a certain level of identity. We tend to cooperate a lot and see things in a similar context. When we look at issues for example changes in the structure of United nations we supported India's position."

When Grenada was affected by Hurricane Ivan in 2004, India provided relief assistance in terms of emergency medical supplies and roofing material. Grenada is concurrently accredited to Indian Mission in Port-of-Spain and it does not have a diplomatic mission in India.

He also talked about civilisational linkages between the Caribbean and India and said "Caribbean civilisation is made of indentured Indians. Trinidad has 50 per cent population has Indians."

The relationship between India and Grenada goes back to 1st May, 1857 when the first ship ‘Maidstone’ carrying 287 Indian indentured workers reached the shores of Grenada, then a British colony. More than 3,000 Indo-Grenadians reside in Grenada which is five per cent population of the country.

Talking about his country's worldview he said,"We tend to see Grenada's policy and action fitted in the context of the Caribbean family. As far as the international community is concerned, we take positions congruent with other Caribbean countries are concerned. We consult with each other in every sense of the word. We accept the fact unless we unite we can be eaten by bigger forces internationally. Unity is a necessary part of our global outlook and as far as the region is concerned."

Grenada in the Caribbean also known as "spice islands" has a land area of 133 sq. miles and a total population of about 100,000 people.

Talking about cryptocurrency, the Prime Minister said, "We have to be careful. Technology is there and Opportunities. Some countries talking about it. We need to analyse properly and have safeguard if the problem may come. Never jump too quickly without understanding. The impact can be positively or negatively. Control mechanism and system put in place should be there."

Increasingly, the Carribean is becoming a hub for the digital currency which has been associated with a lot of controversies.

India and China plan to cooperate more on Afghanistan in the coming days and months.

Speaking exclusively to WION, China's Ambassador to India Luo Zhaohui said: "Training of diplomats is just first step. I am sure in future dates, discussion going on how to upgrade and cooperate on other concrete projects. This is just beginning for China India to cooperate on Afghan issues. It's implementation of Wuhan spirit."

This came on a day when India started the training of Afghan diplomats as part of the outcome from Wuhan. India and China, after the informal summit in Wuhan between Indian PM Narendra Modi and Chinese President Xi Jinping, agreed on several things including joint projects in Afghanistan. The training of 10 Afghan diplomats which will take place for two weeks from October 15 to 25 is part of the informal summit that took place in Wuhan. In the second leg of the training, the Afghan diplomats will go to China to be trained by the foreign ministry in Bejing.

The Chinese ambassador also called for "China India plus" cooperation. He added that "China-India Plus cooperation should be extended from Afghanistan to other countries such as Nepal, Bhutan, Maldives, Iran and Myanmar. We can also join hands under the mechanisms of SAARC, BIMSTEC and BCIM to promote
regional peace, stability and prosperity."

Chinese media reports have suggested that India and China are planning a rail link connecting Afghanistan and Uzbekistan.

Highlighting India and China's "common interests and similar stance" on Afghanistan, Ambassador Zhaohui said both of "us support an Afghan-led and Afghan-owned peace reconciliation process. Both of us uphold that Afghanistan should realise peace, stability and prosperity. Both of us are against terrorism."

Further focusing on connectivity, he said, "We are talking a lot about the regional connectivity initiatives, such as International North-South Transport Corridor, India-Afghanistan-Iran transit and trade arrangement, and China-Pakistan-Afghanistan cooperation. All of these have provided a solid foundation for the current and future cooperation between China and India in Afghanistan."

Other than joint cooperation on Afghanistan, a number of high-level visits were agreed on as part of the informal Wuhan summit.

At the end of this week, Chinese State Councillor and Minister of Public Security Zhao Kezhi will visit India. In December, Chinese State Councillor and Minister of Foreign Affairs Wang Yi will visit India and launch the first China-India High-Level People-to-People Exchanges Mechanism. The mechanism will be headed by External Affairs Minister Sushma Swaraj and Yi.

India, China to cooperate more on Afghanistan: Chinese Ambassador

Dunya Maumoon, former foreign minister of the Maldives and the daughter of former president Maumoon Abdul Gayoom, was in Delhi recently.

She was the first high-profile Maldivian politician to visit India since the recent election in that country. In what was thought of as a surprise, the joint opposition candidate Ibrahim Mohamed Solih won the election by a large margin. He will take office in November.

Over her short visit, Maumoon also met India's India's External Affairs minister Sushma Swaraj.

She spoke exclusively to Siddhant Sibal, WION's Principal Diplomatic Correspondent in Delhi. Here are excerpts from their conversation:

Siddhant Sibal: What is the focus of your visit? What brings you here?
Dunya Maumoon: Pleasure to be back in New Delhi. I visited many times as foreign minister and also in past as a close friend of India. As you know my father Maumoon Abdul Gayoom, the former president of Maldives was the one who was the architect of modern democracy in the Maldives. He developed the country to very high levels. He was instrumental in building a warm friendship with India that was really the basis of the relationship between these two countries. I came here representing my father in informal meetings. I had a number of meetings and in particular was pleased to able to call on her excellency External Affairs Minister Sushma Swaraj. I know her from past and we were colleagues who worked closely on many issues. I believe with the new government coming in the Maldives, it is time to look to rebuild the trust that was there between the two countries in the past. My hope is that when president-elect takes office he will build back trust and close warmth that existed between the two countries. Close people-to-people contact. We are hearing of lot of issues including visa and other matters. I hope we can resolve it and I am confident that the new president can lead us down that path.

SS: Can you tell us about developments in your country?
DM: Whole world has been watching very carefully. As we know, the leadership of President Yameen. While he brought some development, mostly lot of people lived in fear and in an environment of lot of political persecution. Using the court he was able to lock up and convict lot of innocent people under various charges. This included my father who, at his age and given his health, it was a difficult time for him personally. My mother, my family, by brother, my brother-in-law were imprisoned. And many many other political figures with whom he was threatened were put in jail. It was sad to see this kind of situation in our country. We were relieved that Maldivian people's decision is not to condone such kind of behaviour from their leaders and hold them accountable. Hence we saw the Maldivian people decisively voted for democracy, freedom and human rights. I firmly believe that this decision and the will of the people needs to be fully implemented. All our instutions have backed that and supported that. Election commission has formally announced the result. There is huge margin. No room for any discussion and debate on that. Unfortunately President Yameen is a sore and very bad loser. He is refusing to accept it. He has gone to the court. I am confident that justice will be done and will of the people will be upheld.

SS: What is your take on the #MeToo movement. You have done a lot of work when it comes to gender issues?
DM: It's a very important global movement that we see worldwide. Glad to see women particularly victims have found courage to speak up against the discrimination. Also particularly the kind of situations they have to face. It is important we join up with this movement. In my own country, I have worked on anti-domestic violence legislations. Lot more work we do need to do. I hope Maldives will be part of the global movement to promote women's rights and address the issue of violence against women. I wish the movement every success. I'm sure lot of men are supporting women in the quest against serious issues. Important to work together as a region and globally.

Time to rebuild trust between our two countries: Ex-Maldives foreign minister to WION

The Chinese embassy in New Delhi has issued a statement calling for both countries to "deepen their cooperation to fight trade protectionism".

The statement says practicing unilateral trade protectionism in the name of “national security” and “fair trade” will not only affect China’s economic development, but also undermine the external environment of India and hinder India’s booming economy".

The statement comes at a time when China and US are engaged in a full-blown trade war with both the economic giants imposing tariffs on each others products.

It is interesting to note that the statement was issued two days after US Secretary of State Mike Pompeo visited China and met Jang Jiechi, member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), and Foreign Minister Wang Yi.

The statement from the Chinese embassy futher said that "facing unilateralism and bullying activities", China and India have greater reason to join "efforts to build a more just and reasonable international order".

India and China have been trying to engage with each other in a more positive manner of late and Indian Prime Minister Narendra Modi and Chinese President Xi Jingping have met three times in the last few months — at the famous Wuhan informal summit, at the SCO meet, and finally the BRICS summit in Johannesburg.

They are likely to meet again on the sidelines of G20 summit in Argentina.

The two sides jointly published the “Qingdao Declaration” and the 10th BRICS Summit Johannesburg declaration, sending out a clear message against protectionism.

The Chinese embassy statement lashed out at the US.

Calling US Vice-President Mike Pence’s statements "groundless accusations", the statement said "US should view and understand China's development in a right way and immediately stop its misguided comments and actions which harm China’s core interest. China is unswervingly pressing ahead with comprehensively deepening reform and opening wider to the outside world."

"China has initiated an unprecedented effort to influence American public opinion, the 2018 elections, and the environment leading into the 2020 presidential elections," Pence had said. US President Donald Trump had said the same thing at the United Nations Security Council in September.

In first big confirmation on the bailout package to Islamabad, the International Monetary Fund(IMF) has told WION that it "understands" that Pakistan "intends to approach it".

Though Pakistan has not still approached IMF for the bailout package, the Pakistani finance minister Asad Umar has said that the country will be going forward with it.

A month ago when WION had asked IMF this question, the multilateral organisation had said "it has not received a request for financial support for Pakistan."

Approaching the IMF is considered as a U-turn by the new Imran Khan government since before the elections, Khan has been saying that he will go with a "begging bowl" to solve the economic issues his country is facing. Pakistan's Finance Minister Asad Umar on Monday had said,"it was decided that we should start talks with the IMF for such a stabilisation, recovery programme on which basis we could overcome this financial crisis".

Many have linked the current debt crisis with China lead infrastructure project - China Pakistan Economic corridor(CPEC) which has caused many debt-linked issues in several countries including in South Asia in Sri Lanka.

The "Debt Trap Diplomacy" by China has been slammed by US. Earlier this year, US secretary of state Mike Pompeo had said that US will be watching what "IMF does" and "there is no rationale for IMF TAX dollars for those to go to bail out Chinese bondholders"

If IMF agrees to the bailout package, it will be second bailout package in 5 years and 13th in last three decades. Reports suggest Pakistan plans to approach for $12 billion bailout package from the IMF.

The Indian Air Force is undertaking proactive measures to minimise accidents caused by human error, IAF chief Birender Singh Dhanoa said Monday at the 86th Air Force Day at the Hindon airbase in Ghaziabad. The Indian Air Force came into existence on October 8, 1932.

"IAF is constantly endeavouring to minimise accidents by learning lessons from the past so as to preserve assets to meet any future challenge," Dhano said Monday.

The chief emphasised that aerospace safety is "one area where we need to" maintain a "constant vigil" as loss of aircraft in peacetime "is not only expensive, it diminishes our war time capability".

Dhanoa said the air force is inducting state-of-the-art simulators which are expected to enhance the quality of training imparted to air crew and also exposes them to realistic operational environments without endangering safety.

Due to legacy planes such as the MiG, a number of accidents have been reported in recent past.

In September this year, an IAF MiG-27 crashed near Jodhpur. The pilot ejected safely. In June, a MiG-21 fighter, which the air force is phasing out, crashed in Kangra killing its piolet. And only last week, a two-seater ML-130 microlight aircraft crashed in Baghpat in Uttar Pradesh.

Dhanoa also spoke about modernisation of the fleet. He said India is in the process of "acquiring new combat systems, upgrading and modernising existing inventory" of aircraft.

"The mid-life upgradation of Mirage 2000, MiG-29 and Jaguar fleet is already underway. Acquisition of 36 Rafale aircraft, the S-400 missile systems, Apache attack helicopters and Chinook heavy-lift helicopters would further enhance our capabilities," said Dhanoa.

India is also in the process of building its own light combat aircraft — the Tejas. (The Tejas however has overshot a number of deadlines.)

Last week, India signed a deal to acquire five units of the S-400 missile defence system from Russia. The S-400 will add a dimension to New Delhi's defence architecture, especially in case of a two-front war with China and Pakistan.

The air force is also expanding engagements with friendly countries with participation in bilateral and multi-national air exercises. These include exercises with Australia, Russia, Israel, Singapore, Sri Lanka, Bangladesh and Nepal.

Need to minimise accidents caused by human error: Indian Air Force Chief BS Dhanoa

In what seems to be a strong message by the US on India-Russia deal on 5 units of S400, the US State Department spoke to WION has said there is a strict criterion for considering a waiver.

According to Countering America’s Adversaries Through Sanctions Act (CAATSA), which is an American law, any country has a significant transaction with Russian Defence sector can be sanctioned. But the law also has a provision for a waiver which has to be given by the President of US.

The US state department told WION, "The waiver authority is not country-specific. There are strict criteria for considering a waiver. The waiver is narrow, intended to wean countries off of Russian equipment and allow for things such as spare parts for previously-purchased equipment."

The state dept also urged all "of our allies and partners" to forgo transactions "with Russia that would trigger sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA)."

CAATSA law was adopted by the US Congress on July 28, 2017, and signed by President Trump August 2, 2017. Responding to a question is New Delhi concerned about US sanctions due to S400, a top govt official responded by saying "deal in national interest and S400 deal negotiation precedes CAATSA by a long period"
‎
The Trump Administration has indicated that a focus area for the implementation of CAATSA Section 231 is "new or qualitative upgrades in capability – including the S-400 air and missile defence system."

Recently, Russia's ambassador to India Nikolay Kudashev said, Washington's sanctions are not only unfair but aimed at driving Russia out of the Indian defence sector and its military and political space.

The state dept also highlighted its sanctions on China for buying S400 which "underscores the seriousness of our resolve on this issue."
China took delivery of 10 Sukhoi fighter aircraft, specifically Su-25s, in December of 2017 and a batch of S-400 surface-to-air missile systems in January of this year.

But the US, many will say cant put Bejing alongside New Delhi, given the growing closeness between both the countries. The new Indo Pacific construct has brought both closer to each other. India has been increasing its defence trade with the US which currently stands at $15 billion.

India a world power, hope for strong ties: Marshall Islands president to WION

Responding to the S-400 deal between India and Russia, the United States has said that it doesn't want to damage the capabilities of its allies.

"The intent of our implementation of CAATSA is to impose costs on Russia for its malign behaviour, including by stopping the flow of money to Russia's defence sector. CAATSA is not intended to impose damage to the military capabilities of our allies or partners," the US embassy said in a statement.

"The waiver authority is not for a blanket waiver, it is transaction-specific. We cannot prejudge any sanctions decisions," it further added.

The US had earlier said that countries trading with Russia's defence and intelligence sectors would face automatic sanctions under a sweeping legislation called Countering America's Adversaries Through Sanctions Act or CAATSA.

A State Department spokesperson had said that the implementation of the sanctions act would be focused at countries acquiring weapons such as the S-400 missile batteries.

Last month, the United States imposed sanctions on China's military for its purchase of combat fighters as well as the S-400 missile system it bought from Russia this year.

On Friday, India agreed to buy S-400 surface to air missile systems from Russia disregarding US warnings that such a purchase could trigger sanctions. Although there was no public signing, the deal was sealed during President Vladimir Putin's ongoing visit to New Delhi for an annual summit.

After summit talks between Putin and Modi, the two countries signed eight agreements covering space, nuclear energy and railways at a televised news conference.

US responds to India's S-400 deal with Russia, says can't prejudge sanctions decisions

When it's United Nations General Assembly, fireworks are bound to happen especially when it comes to India and Pakistan. This time was no different. Rancour ruled as India and Pakistan clashed. India exposed Pakistan's duplicity in dealing with terror while Pakistan raked up Kashmir.

In the midst of that, as a journalist, I wanted an interview with Pakistan's foreign minister Shah Mehmood Qureshi. He was on an interview giving mode, giving interviews to many western media outlets and speaking at various places including Asia society in New York. But not one to any Indian media.

I tried approaching Pakistan High Commission, who clearly said, I should have approached earlier since the schedule had been made. Standard reply for any mission if one has to say no.

So my best chance was SAARC meet. Luck was partial with me. I was in the room where SAARC meeting was to happen on September 27. Pakistan's foreign minister was first to enter. I immediately got my mike and asked him politely that can I get small 2-5 minutes interview. But his officials were quick, saying no to it.

The second chance was at the Asia Society. I rushed to the society as soon as I got to know it. Since it was an invitation-only event, I waited outside for 45 minutes. As soon as the event got over, I rushed to get his byte/interview. This time the security came in. Still, managed to shout a question to him. I asked, "Mr FM, What will be the focus of your UNGA Speech?". He smiled back and replied, "come and listen". And then I was whisked away by the security.

My third and final chance was something that gives me goosebumps. I was informed that Qureshi is holding a press briefing. The presser was at the Roosevelt hotel in New York. This hotel is Pakistan's national airways -PIA's property. Most Pakistani ministers and officials stay here during the visit to New York, and Qureshi being the finance minister of Pakistan was no different. The PC was at 6 pm New York time on September 29, a few hours after his speech at UNGA.

The speech full of anti-India rants was the repetition of established Pakistani policies and statements. Hoping it was my last chance to get him, I rushed to the hotel. I was frisked by US security officials who are given to most visiting dignitary for UNGA. I sat on the last seat.

The room was full of all Pakistani media and every Pakistani diplomat, including Islamabad's permanent representative to UN, Maleeha Lodhi. Qureshi's presser had nothing new to offer except anti-India stuff. But then came the moment. A tall guy came to me and started asking me questions-- enquiring who am I.

He suspected me to be from Indian media and he made me know they are not welcomed. He then asked me to show my ID-- I showed my UN card. He looked at it, and then it was clear to him that I was an Indian. He did not like my presence.

He asked me in heavy Urdu accent, "apka name list mai nahi hai." I thought before I can land in some trouble, I better leave. My camera person was downstairs, so I told the person, let me get my camera person. He physically stopped me by sitting in front of me.

Luckily, before he could turn more aggressive, my camera person arrived and quickly I went to him and said let's leave. He was visibly perplexed at my behaviour to the extent that he said, "sid you came for byte and now the PC is still on and you are leaving". I didn't answer. Just said let's leave. But then the aggressive looking guy came near to us.

My camera person said he needs to drink water and for the next 5 minutes, the person who stopped me from leaving stood behind my camera person. Those 5 minutes seemed like 5 hours.

As soon as my camera person stopped drinking water, I grabbed him and rushed to the lift. Only when we were out of the building, I explained him the entire ordeal.

So, in the end, I did not get Qureshi's interview and even after 3rd try, I did not get lucky.

Chasing Pakistan's foreign minister in New York

Amid speculations that US sanctions on Iran may impact India's energy and connectivity plans, Iran has said that it has got assurances from India that it won't cut oil imports from the country.

Iran's foreign minister Javad Zarif said, "Our Indian friends have always been categorical in terms of there intention to continue economic cooperation and import of oil from Iran. Heard the same statement from my counterpart." India is the 2nd largest buyer of oil from Iran.

Iran's FM had met India's External Affairs Minister Sushma Swaraj on the sidelines of the United Nations General Assembly or UNGA meet in New York.

Calling Iran as a reliable source of energy, Zarif said, "We have comprehensive cooperation with India including energy cooperation."

In a media briefing later, Ministry of external affair's spokesperson Raveesh Kumar said, "India remains engaged with all stakeholders who are a part of the process, Iran is one of them. So it was natural the issue of sanctions did come up during the meeting. We shared each others' position about where we stand at this point in time".

India has been talking to the US on the issue and has sensitized Washington of it sensitivities & expectations.

The issue was also raised during the recent 2+2 dialogue between the Foreign Ministers and Defence ministers of the 2 countries in Delhi.

The US sanctions that kick off on November 5 could not only impact India's oil import from the west Asian country but could also impact crucial Chabahar port that links India with Afghanistan and rest of the central Asian countries.

Chabahar is a crucial link between north-south transport corridor that links Mumbai with Moscow and India's answer to Gwadar port in Pakistan which is part of China Pakistan Economic Corridor.

Lauding the "good cooperation" in shipping and transportation, India and Iran have Zarif said "Indian presence in Chabahar is very important" and hoped
"India and other investors would come to Chabahar and invest for expansion of the port facility." Indian shipments to Afghanistan have already gone through Chabahar.

But US president Donald Trump plans to continue pressuring Iran. At his United Nations general assembly speech, he said, "we’re working with countries that import Iranian crude oil to cut their purchases substantially." He also said that more sanction will be slapped on Tehran soon.

When asked about the speech made by US president on Iran at the United Nations security council, Iranian FM quipped, it was a "theatre which didn't show success but showed isolation" of US.

Interestingly on September 26, India's national security advisor Ajit Doval travelled to Tehran to take part in an NSA Meet in which National Security Council/Deputy Minister of Security from Afghanistan, China, Iran and Russia were also present.

India won't cut oil import from Iran: Iran Foreign Minister Javad Zarif

Pakistan has been slammed at the 73rd session of the United Nations General Assembly (UNGA), not by arch-rival India but neighbouring Afghanistan for supporting terror. Afghanistan's Chief Executive Abdullah Abdullah who represented his country at the annual meeting said terror "breeding grounds and sanctuaries" need to be shut but the "response has been sparse."

Without taking any name, he said, "All stakeholders need to agree to treat all shades of terrorism as one, shut down the breeding grounds and sanctuaries and to prosecute or repatriate the violators. The response thus far has been sparse and insufficient."

Abdullah used his speech to highlight the use of non-state actors to keep the region unstable. He said "short-sighted strategies and regional agendas" have generated an "umbilical reliance on non-state actors" which is used to keep "others unstable through violence and the promotion of extremism."

He asked "neighbouring states, especially Pakistan, to help targeted societies - including their own - deal with this menace."

Islamabad and Kabul under the Afghanistan Pakistan Action Plan for Peace and Solidarity or APAPPS hope to resolve the trust deficit which calls for many things including denying use of their respective territories for any anti-state activities. In fact, foreign minister of Pakistan Shah Mehmood Qureshi recently visited Afghanistan and underscored the importance of cooperation and coordination in the areas of counter-terrorism and security.

This is not the first time Afghanistan has slammed Pakistan at the UNGA. Last year, using its right to reply Afghan diplomats said, "Pakistan aimed to divert international attention from its longstanding failure to act against terrorist havens. Terrorists in Pakistan were a major source of instability in Afghanistan."

In UN, a right to reply is a right to speak to any speaker if they consider that the country concerned has been insulted or has been undiplomatic while speaking at the multilateral body.

Afghanistan has been calling Pakistan to act on terror groups and had boycotted the Islamabad SAARC summit along with India, Bangladesh and Bhutan.

On bringing Taliban on peace table, Afghanistan's Chief Executive said that Afghanistan has turned a page and made "unprecedented overtures to the Taliban to be part of a credible Afghan-owned and Afghan-led peace process".
