Solih takes oath today as Maldivian President; PM Modi to attend inauguration ceremony in Male

Maldives on Saturday witnessed a change, a change that was welcomed by New Delhi both by actions and words.

Ibrahim Mohamed Solih took oath as the new president of the Maldives in the presence 17 foreign dignitaries and representatives from 46 countries.

PM Modi's presence was at the highest level presence by any country and India was also the only country invited at the Head of State/Government level. And the symbolism was clear from the start.

PM Modi extended warm bear hugs to former presidents of Maldives Maumoon Abdul Gayoom and Mohamed Nasheed when he reached the national stadium ahead of the ceremony. In fact, he sat between the two former presidents all through the ceremony and when the ceremony came to an end, President Solih extended a warm hug to PM Modi.

But symbolism aside, words also played a major role. The Maldivian president during his address to the nation after the oath-taking ceremony mentioned India. "we will endeavour to fortify existing ties with India. The Maldives will hereupon bolster its shared role to retain enduring peace & harmony of the Indian Ocean," he said.

India was the only country mentioned in President Solih speech.

Modi-Solih meet: The deliverables

The short visit had a lot of deliverables from terror to people to people contact to economics to stability in the Indian Ocean region. Both leaders agreed to the need for facilitating easier visa procedures.

Under President Yameen, people to people ties had suffered with Indians being denied visas and work permits. Indians are the second largest expatriate community in the Maldives with an approximate strength of around 22,000. Of the country’s approximately 400 doctors, over 125 are Indians.

Similarly, around 25 per cent of teachers in the Maldives are Indians

On the economic front, president Solih briefed Prime Minister Modi on the dire economic situation facing his country and discussed ways in which India can continue development partnership.

Solih highlighted the pressing need for increased housing and infrastructure development as well as establishing water and sewerage systems in the outlying islands.

The fear is that under former president Yameen, due to the dependence of increased Chinese infrastructure projects, the country might be having a serious debt.

Indian Prime Minister Modi assured President Solih of India’s firm commitment in assisting the Maldives to achieve sustainable social and economic development.

He also conveyed India’s readiness to extend help in every possible way and suggested that both sides should meet at the earliest to work out details as per requirements of the Maldives.

India is a leading development partner of Maldives and has established many of the leading institutions of Maldives. After the tsunami that struck the Maldives on December 26, 2004, India was the first country to rush relief and aid.

On the Indian ocean region both leaders agreed on the "importance of maintaining peace and security in the Indian Ocean and being mindful of each other’s concerns and aspirations for the stability of the region", the joint statement said.

WION: Indian President Kovind is going to visit your country from November 18 for three days. A number of high-level visits have been ongoing. Your PM and president are scheduled to visit India this year. How will the visit strengthen the relationship between the two countries?

WION: How do you see India ASEAN ties. Indian PM was in S\singapore for an informal meet. How can ties help in economics?

Pham Sanh Chau: Vietnam is pleased to be the coordinator for ASEAN and India over past three years. Welcome all initiatives that contribute to peace: Vietnam's India envoy on Quad

Days after the Moscow meet on Afghanistan — in which the Taliban participated — Russia has said it would like a higher-level Indian presence at the talks but added that any level of Indian participation is welcomed.

Speaking exclusively to WION, Russian Ambassador to India Nikolay Kudashev said, "India is welcomed at any level of its preference. The higher the level, the better, that is what I can say. But any level of Indian participation is welcomed. India is welcomed anytime at anywhere."

India participated at the Moscow meet on Afghanistan at a non-official level by sending former diplomats who have served in the Af-Pak region. Amar Sinha, who was India's envoy to Afghanistan, and TCA Raghavan, who was India's envoy to Pakistan, represented India at the Moscow talks.

India's participation at the meet has been called a departure from official New Delhi policy on engagement with the Taliban — India has not engaged with the Taliban with the exception of duing the 1999 hijacking of IC 814.

The MEA however has denied any departure in policy with MEA spokesperson Raveesh Kumar saying in his weekly press briefing that India will support any effort which is "Afghan-led, Afghan-owned and Afghan-controlled and also with the participation of the government of Afghanistan".

The Moscow meet on Afghanistan, which took place on November 9, saw participation by Afghanistan, Russia, the US, Iran, Pakistan, India, Central Asian countries, and the Taliban. Afghanistan was represented by High Peace Council (a body of the Afghanistan Peace and Reintegration Program which was established by Hamid Karzai to negotiate with elements of the Taliban.)

This was the first time the Taliban participated in the meet.

The Russian ambassador also lauded India-Russia ties, saying "they are specially privileged strategic relationship and they will remain to be so".

Kudashev added that Russian President Vladimir Putin and Prime Minister Narendra Modi are "not just political partners, not just strategic partners, they are friends".

Asked if Modi and Putin will be meeting before the year-end, he said, "I will not be surprised if they meet one another at the earliest."

The two leaders have met three times in 2018 — first at the informal Sochi meeting, then in Johannesburg on the sidelines of the BRICS summit, and then in Delhi for the annual India-Russia Summit.

India will be represented by Venkaiah Naidu at the commemoration ceremony of the centenary of the Armistice of World War I on 11th November.

The day marks the end of World War I with an armistice between allies and Germany. India has been keen to raise awareness about its role in the war.

India contributed hugely in both World War I and II in terms of manpower and resources and suffered from heavy losses.

India was also one of largest contributors of soldiers during World War I. Heads of State/Heads of Government of over 50 countries including US President Donald Trump, Russian President Vladimir Putin will join France's Macron at the ceremony to commemorate the armistice of World War I at Arc de Triomphe.

The Ministry of External Affairs in a statement said, "India’s participation at the Armistice Centenary ceremony will be a befitting tribute to the sacrifices made by these soldiers, underlining India’s historical contribution to global peace and security."

As part of the Armistice Centenary, the French Government will also be hosting the Paris Peace Forum, which will take place in Paris from 11-13 November 2018. The Forum is envisioned as a recurring, annual event to promote governance solutions in five key areas: Peace and Security, Environment, Development, New Technologies, and Inclusive Economy. The Vice President will speak at the high-level panel discussion titled, "Dialogue of the Continents on Global Governance.”

He will also inaugurate the Indian War Memorial at Villers Guislain on 10 November 2018. The memorial will have an Ashok Chakra and was announced by External Affairs Minister Sushma Swaraj during her France visit earlier this year.

In the run-up to the ceremony, India has also adopted marigold as the flower of remembrance. Poppy being widely used in Europe as the flower of remembrance and marigold being adopted in India. The Marigold is chosen because it is easily and widely available in India and also because saffron is often seen as the colour of sacrifice. The Duke and Duchess of Cambridge laid a marigold wreath at India Gate during their visit in April 2016.

PM Modi in his visits abroad has been paying homage to Indians who laid lives in the World Wars. He visited the martyrs memorial at Neuve-Chapelle and paid homage to 10,000 Indian soldiers who died during World War I, he became the first Indian prime minister to do so. During his Israel trip, the Prime Minister visited the Indian cemetery in the Israeli city of Haifa and paid respect to Indian soldiers who sacrificed their lives during World War I while protecting the city from the Ottomans.

100 years of WWI: Vice President Venkaiah Naidu to represent India at Paris ceremony

Prime Minister Narendra Modi will be visiting Japan on October 28 for the 13th India-Japan Annual Summit. This will be the fifth Annual Summit meeting between PM Modi and the Japanese Prime Minister Shinzo Abe and also their twelfth meeting since 2014.

Our Principal Diplomatic correspondent Sidhant Sibal spoke to Japanese ambassador Kenji Hiramatsu ahead of the visit on several issues. Japan's ambassador said connectivity and security cooperation will top the agenda. On the four-nation Quad - US, Japan, India and Australia, he was hopeful it will play "important role" in the future.

WION: How do you see India Japan ties?

Japanese ambassador Kenji Hiramatsu: It is excellent. You see, a lot of our joint projects are going on-- Not only economic and investment but also we see a lot of progress in terms of security and political field.

WION: Key outcomes of PM Modi's Japan visit?

Japanese ambassador Kenji Hiramatsu: So many issues. Can't identify a couple of issues. But I hope in terms of security cooperation would like to see some concrete outcomes from the two leaders discussions. Would like to see connectivity infrastructure agenda which would come out from two leaders discussions. So, among many other issues, these two issues have special attention.

WION: Japan has connectivity plans in India's northeast. How much connectivity will be in focus?

Kenji Hiramatsu: North East is very important for connectivity between India and neighbouring countries. But we would like to see more cooperation between neighbouring countries together with India. In countries like Bangladesh would like to see some concrete infrastructure project implement together by Japan and India.

WION: How do you see Quad's role in Asia? There has been some scepticism regarding the quad?

Kenji Hiramatsu: Some misunderstandings about the Quad. Quad is one of the several mechanisms to promote the Indo-Pacific vision. It was revived last year. This is gradually growing. We are sharing the same values and we hope in the future it will play a very important role. But at the same time would like to attach other format mechanisms to promote the same goals. This is one of the several mechanisms to achieve peace and stable Indo-Pacific region.

WION: What would you like to say on the bullet train? Issues have been on land acquisition.

Kenji Hiramatsu: It's a symbolic project. So very confident that under the strong leadership and guidance by the two prime ministers this project will be completed on schedule.

We continue to support the project. With regard to land acquisition, this is a very important aspect of any kind of infrastructure project. The Japanese and Indian team have been working very closely. I observe they have established a relationship of mutual trust. So I have 100 per cent to our Indian team dealing with high-speed railway project including land acquisition. So I am hoping that the Indian government, state government and the national high-speed rail corporation will find a way to ensure land acquisition in a mutually satisfactory manner.

India and China will resume there annual bilateral exercise this December. The exercise will take place Chengdu, China and will see the participation of around 48 officers and 100 other personnel. The exercise did not take place last year due to the Doklam incident.

China and India have been trying to engage since the Doklam incident last year had put ties under strain. Indian PM Modi and Chinese president have met three times in the past few months.

They first met at the famous informal summit in Wuhan, followed by a meet on the sidelines of Shanghai Cooperation Summit and then in Johannesburg on the sidelines of the BRICS summit.

They will be meeting again on the sidelines of G20 Summit in Argentina next month. The summit will take place from November 20 to December 1. This will be the 4th meeting between the two leaders this year.

India and China have also been trying to engage with each other especially in Afghanistan. This week both began the joint training of Afghan diplomats which was agreed during Wuhan informal summit.

Speaking exclusively to WION, China's Ambassador to India Luo Zhaohui said, "training of diplomats is just the first step. I am sure in future, discussion will be on how to upgrade and cooperate on other concrete projects. This is just the beginning for China, India to cooperate on Afghan issues. Its implementation of Wuhan spirit."

At the end of this week, Chinese State Councilor and Minister of Public Security Zhao Kezhi will visit India. In December, Chinese State Councilor and Minister of Foreign Affairs Wang Yi will visit India and launch the first meeting of China-India High Level People-to-People Exchanges Mechanism.

India, China to undertake military exercise in December

Afghanistan goes to polls on Saturday. Ahead of the elections, WION's Principal Diplomatic Correspondent Siddhant Sibal spoke to Amrullah Saleh, former chief of Afghanistan's intelligence agency--National Directorate of Security (NDS). He was the chief of the intelligence agency from 2004-2010, the longest-serving chief of the NDS.

Saleh lauded India Afghan ties and said, "we look at India as an ally from all aspect" but on Pakistan, he said, "terrorist sanctuaries" continue inside the country.

WION: How do you see India Afghanistan ties?

Amrullah Saleh: The relationship between Afghanistan and India is the best. But there is room for more expansion and more improvement, room for trade between the two countries go far beyond what we have today. Security cooperation must expand and there is space for it.

India is very generous in the provision for scholarships for Afghan students and that has brought a significant change in capacity of Afghan administration, it has helped Afghanistan to have much better human capital but still, it can be expanded. India is seen as the development partner of the country. Of course, cultural ties have always been there for centuries and thousands and thousands of years. We look at India as an ally from all aspect.

WION: A political change has come to Pakistan. There has been talk of 'Naya Pakistan. Do you see a change?

Saleh: We have ways to measure if anything is new there. Our criteria for measuring relationship is -- have terror attacks decreased in my country? No. Have they closed safe havens in Pakistan? No. Have they forced out Taliban leader from the country? The answer is no. So for as long as there is terrorism, for as long as there is proxy conflict, for as long as Pakistanis try to influence the situation in Afghanistan through the barrel of terrorist guns, regardless of the developments within Pakistan, relationship with Afghanistan will not see much improvement.

WION: So you don't see much change from Imran Khan?

Saleh: So far we have not seen any tangible change. Every time there is a new Prime Minister or some change in Pakistan they bring new words, they bring new phrases and they spin their narrative but as far as practical steps are concerned, no steps have been taken to mitigate some of the boldest concerns Afghanistan has expressed for years and years about the existence of terrorist sanctuaries inside Pakistan.

WION: How do you see US Taliban talks. Its Impact?

Saleh: The position of Afghans is that the negotiation process should be owned, led and under control of the Afghan government. Afghan government must have a consensus of the political class of the Afghan people. The ongoing negotiation between the US and the Taliban doesn't necessarily mean our aspirations or our interest are represented by the American delegation.

India an ally in all aspect: Former head of Afghan intelligence to WION

Tanzania and India have traditionally enjoyed close, friendly and cooperative relations. The country, located in eastern Africa, has the Indian Ocean to its west.

Prime Minister Narendra Modi paid a state visit to Tanzania on July 9 and 10 in 2016. Tanzanian Foreign Minister Dr Augustine Mahiga was in Delhi recently and spoke exclusively to WION's Principal Diplomatic Correspondent Siddhant Sibal.

Mahiga backed the Indo-Pacific concept and admitted that Chinese debt is a concern for Africa. Here are excerpts from the interview.

Sidhant Sibal: How do you see India-Tanzania ties?
Dr Augustine Mahiga: India-Tanzania ties are very healthy. They go a long way, over 50 years. Historically, geographically and culturally, they are very strong ties. In fact what we doing is not only to cement the areas of cooperation but to expand the areas of cooperation. In the whole gambit of partnership — in trade, in investment, in technology, in capacity building, in cultural ties.

SS: Are India and Tanzania looking at an energy partnership? Did you discuss that with the external affairs minister?
AM: We discussed the modalities of working together. It is a sector that is expanding. There are many opportunities in the energy sector; not only covering oil and gas, covering solar, wind, coal and geothermal. There is diversity in various sources of energy. The prospects and opportunity for India to participate are boundless

SS: How do you see the Indo-Pacific construct? Will Tanzania back the concept?
AM: We need a maritime regime that is rules-based. We need freedom of movement. International trade is to a great extent maritime trade. This is an area where connectivity between the Indian and Pacific oceans must be encouraged and must be opened. India is strategically placed between the Indian and Pacific ocean. So any kind of international discussion on the right to shipping and opportunities for a maritime regime that will be unfettered and based on rules regulations, Tanzania ready to work with India and other countries in the Pacific and Indian Ocean.

SS: How do you see India vs China in Africa? Chinese debt has been a concern?
AM: Well, of course, there is room (for everyone). Africa is an emerging market and there is room for many countries to invest and do business with Africa. The debt issue is not only a concern to China but first and foremost a concern for Africa. It is important not to build up new debts. Our relationship with any country, not only China or India, but we also have to make sure the debt issue is properly managed.

Tanzania and India have traditionally enjoyed close, friendly and cooperative relations. The country, located in eastern Africa, has the Indian Ocean to its west.

The prospects and opportunity for India to participate are boundless SS: How do you see the Indo-Pacific construct?
