Ahead of the virtual summit the Australian high commissioner Barry O’Farrell said India and Australia have obligations to keep Indo Pacific region "open and free" and "might is not right policies" as pursued by some countries not acceptable.

Australia has supported India's presence at an expanded United Nations Security Council. Canberra has backed India for its membership at export control groups like Australia Group, and Wassenaar Arrangement and favours India’s membership of NSG. It has also co-sponsored UNSC resolution to declare Azhar Masood a global terrorist.

First India-Australia virtual summit tomorrow; both countries to announce logistics support arrangement

The Indian Ambassador to North Korea (DPRK) Atul Malhari Gotsurve speaking on the COVID situation in the country has said life has been normal in the country's capital Pyongyang. North Korea's official name is the Democratic People's Republic of Korea (DPRK). Speaking exclusively to our Principal Diplomatic Correspondent Sidhant Sibal from Pyongyang, Ambassador Gotsurve describing the situation in the country said "shops, services, universities, schools, factories and offices" are open in the country and few Indians left the country on 9th March to Vladivostok on a flight specially arranged for foreigners by DPRK. This is the first time any Indian Ambassador to DPRK has spoken to any India based channel in past few years.

WION: How has been the ground situation in DPRK? How are Indian diplomats faring?

Ambassador Atul Malhari Gotsurve: According to the local authorities, there is no Covid- 19 case in DPRK. As per the local office of WHO, the country has carried out hundreds of tests for Covid-19 and none of them has been found to be positive. I find that life in Pyongyang is normal. Shops and services are open and so are the universities, schools, factories and offices. Public transport for locals too is functioning smoothly. Despite some difficulties created by the extraordinary Covid-19 pandemic around the world as also in DPRK, the morale of all of us at the Embassy is high.

WION: Anything about the measures taken by the DPRK Government to contain the spread?

Ambassador Atul Malhari Gotsurve: DPRK had moved very early to combat Covid-19 with several anti-pandemic measures which continue till date. The Government here took the first step of snapping all international air links with the outside world as early as 1 st February 2020. Similarly, the international land borders with China and Russia were also sealed with no one allowed to either enter or exit the country. Everyone, including diplomats who went to China in January 2020, was quarantined for a month. Any person, if allowed at all, to enter DPRK, has to undergo a 30-day quarantine at a special place designated by the local authorities. Use of face mask is compulsory for everyone, including diplomats, at all public places. Shops, restaurants, offices, factories, hospitals, etc. have the protocol to go through thermal screening and to use hand-sanitizers before entering the building. These steps seem to have shown good results in combating Covid-19.

WION: How is the Indian Mission reaching to stranded Indians, if there are any?

Ambassador Atul Malhari Gotsurve: There are no stranded Indians in DPRK. The number of the Indian diasporas is small and most of them work for UN Agencies and International Aid Organisations. The Mission is in constant touch with them at a personal level and also through social media platform on a regular basis. A few Indians left Pyongyang by a flight specially arranged for foreigners by DPRK to Vladivostok on 9 March 2020 and have reached India safely.

WION: Any plans for repatriation?

Ambassador Atul Malhari Gotsurve: As of now, there is no request for repatriation from any Indian. If required, we will assist the Indian community suitably in co-ordination with the local authorities and MEA, New Delhi.

A United Nations report has said that about 6,500 Pakistanis as foreign terrorist fighters are present in Afghanistan including 1,000 belonging to Pakistan based terror groups like Jaish-e-Mohammed and Lashkar-e-Taiba. Most of the Jaish-e-Mohammed and Lashkar-e-Taiba fighters are co-located with Taliban fighters and are hand in glove with them, the report said. The UN monitoring team in its annual technical update to United Nations Security Council said, "The number of foreign terrorist fighters in search of a purpose and livelihood in Afghanistan, including up to 6,500 Pakistanis, will render this a complex challenge, which will require careful monitoring. Quoting Afghan officials, the report said, during Afghanistan visit that officials had told them, "Tehrik-e-Taliban Pakistan, Jaish-e-Mohammed and Lashkar-e-Taiba (are) among those groups posing a security threat". According to Afghan interlocutors, Jaish-e-Mohammed and Lashkar-e-Taiba facilitate the trafficking of terrorist fighters into Afghanistan, who act as advisers, trainers and specialists in improvised explosive devices and "both groups are responsible for carrying out targeted assassinations against government officials and others." Location of LeT and JeM according to UN report is Mohmand Darah, Dur Baba and Sherzad districts of Nangarhar Province. In Kunar Province, Lashkar-e-Taiba retains a further 220 fighters and Jaish-e-Mohammed has a further 30, all of whom are dispersed within Taliban forces. District smugglers pay tax to Taliban district commander of Rs 200 Pakistani Rs ($1.30) per kilogram of heroin and smugglers are provided documentation by each Taliban commander certifying payment of tax before proceeding to next district. The UN monitoring team was informed about illicit extraction of gold, copper, aragonite, tin by Taliban in districts not under Afghan govt control and interestingly mining companies in Balochistan province of Pakistan are involved in excavating the precious minerals. The minerals are refined in Karachi and sold as products in Pakistan. The report highlighted the links between the Taliban and al-Qaeda as well. Two officials at Pakistan High Commission in Delhi were caught spying by Indian authorities on Sunday.

Abid Hussain and Tahir Hussain, working in the visa section of the Pakistan High Commission, were nabbed while they were engaged in a unwanted anti-India activity. They used to roam around assuming fake Indian identities.

India has declared them persona non grata and has asked them to leave the country within 24 hours.

Explaining how the two officials were apprehended by "Indian law enforcement authorities for indulging in espionage activities", the Ministry of External Affairs (MEA) in a release said, "The Government has declared both these officials persona non grata for indulging in activities incompatible with their status as members of a diplomatic mission and asked them to leave the country within 24 hours."

The Pakistani Charge de Affaires was issued a demarche in which India strongly protested "with regard to the activities of these officials" and "asked to ensure that no member of its diplomatic mission should indulge in activities inimical to India or behave in a manner incompatible with their diplomatic status."

The last time such an incident happened was in 2016.

India had then declared one Pakistan High Commission official Mehmood Akhtar as persona non grata after he was apprehended by Indian law enforcement authorities while receiving sensitive documents.

During his interrogation, Akhtar revealed that he belonged to Baloch Regiment of Pakistan Army and joined Pakistan's spy agency Inter-Service Intelligence (ISI) on deputation. He had been posted at the Pakistan High Commission in New Delhi since September 2013.

The Pakistan High Commissioner was then summoned by the Foreign Secretary with India registering a strong protest on the activities of Mehmood Akhtar.

That day itself, in an apparent tit-for-tat, Pakistan declared an Assistant Personnel and Welfare Officer in the Indian High Commission in Islamabad Surjeet Singh as persona non grata.

The Indian security official who caught one of the Pakistani visa official Abdi Hussain Abid at a restaurant in Karol Bagh as part of espionage plan had told him to finish his samosa fast when he was caught in the act.

Sources revealing the details of Sunday's operation said the official who nabbed Abid asked him to "finish eating Samosa fast, your time is up".

Abdi, along with Tahir Khan was caught on Sunday while trying to source sensitive document on a specific tip. They were on a radar for a long time. A trap was laid and later in an operation, they were apprehended. They had come in a diplomatic car of Pakistan mission and visuals showed a broken windshield of the vehicle.

India immediately declared both of them persona non grata and expelled them. They are expected to reach Pakistan by today night via Wagha Attari border.

The MEA in a release said the Pakistani Charge de Affaires was issued a demarche in which India strongly protested "activities of these officials" and "asked to ensure that no member of its diplomatic mission should indulge in activities inimical to India or behave in a manner incompatible with their diplomatic status."

The last time a Pakistani official was caught trying to indulge in espionage in Delhi was in 2016. India had that time also expelled the official but Islamabad in a tit for tat also expelled an Indian official.

Nepal Law Minister Shiva Maya Tumbahamphe on Sunday tabled the new Nepal map constitutional amendment in Nepal's House of Representatives or Lower house of Nepali Parliament.

The constitutional amendment when passed by the Nepali Parliament and signed by the Nepali president will give constitutional backing to new map that shows Indian territories of as Nepal territories --Lipulekh, Kalapani, Limpiyadhura as its own.

The placing was delayed last week even as the Nepali Congress sought more time to discuss it within the party's central committee meeting. On Saturday, the Nepali Congress gave its official endorsement.

Nepal is keen for foreign secretary-level talks on the issue and while the Indian government has said it is open to talks but an "environment of trust and confidence" needs to be built.

Meanwhile, it's understood m that both Indian and Nepal are planning to get in touch with each other at the highest level soon.

The ministry of external affairs last week said, "India is open to engaging with all its neighbours on the basis of mutual sensitivity and mutual respect, in an environment of trust and confidence. This is a continuous process and requires constructive and positive efforts." MEA also said that it continues to "monitor the situation in Nepal"

The map row broke after India's defence minister inaugurated a road till Lipulekh which Nepal says is its own territory. It was followed by Nepal FM Pradeep Kumar Gyawali meeting Indian envoy to Nepal Vinay Mohan Kwatra and Nepali Foreign Ministery and ruling party Nepal Communist Party issued a strongly worded release protesting the new road built by India that will reduce the time for Indian pilgrims to go for Mansarovar Yatra in Tibet, China. It was followed by a protest by India who reminded Kathmandu that it is Indian territory.

What followed was Nepali President addressing the joint session of the Parliament saying the new maps of the country will be published that will show all areas it considers its own irking New Delhi. The MEA reacting to it and said, "This unilateral act is not based on historical facts and evidence" and "Such artificial enlargement of territorial claims will not be accepted by India."

The ongoing dispute is not new and dates back to 1816 when under the Treaty of Sugauli, King of Nepal lost parts of its territory to British including Kalapani and Lipulekh.

Months after China raised Kashmir issue at the behest of Pakistan at the United Nations Security Council informally, Hong Kong issue was raked up by US and UK at the council informally much to the chagrin of Bejing.

US and UK raised Hong Kong issue at the top UN body after China passed a new security law which gives Beijing more control over the region. This was the first time Hong Kong was raked up at the council since the UN came to existence in 1945.

China had raised Kashmir on August 19, 2019, in a closed-door informal meet after New Delhi removed special status for the erstwhile state of Jammu and Kashmir and bifurcated it into two union territories of Jammu and Kashmir and Ladakh.

The Chinese mission in UN in a strongly worded statement said, "Hong Kong is a special administrative region of China and Hong Kong affairs are purely China's internal affairs and allow no external interference.''

Back then, India had also asked China and Pakistan not to raise internal matter Kashmir at the world body.

Hong Kong issue was raised by Washington and London under "Any other business" in a closed-door session. Discussing under "Any other business", it is not placed on the council's formal agenda, much like how the matter was raised by China under Security Council agenda item 'India Pakistan Question'.

Much like what New Delhi said back then, it was Bejing repeating the same sentences word by word. The Chinese mission to UN in a series of tweet said, "attempt of US and UK to discuss the Hong Kong issue in UNSC failed" since "no agreement, no open video conference meet, no formal discussions by members and no outcome" happened.

August 2019 saw Kashmir being raised in the same manner, informally, with no outcome, no agreement but Pakistan who had insisted for it had turned a blind eye to it and termed it as "diplomatic victory".

US Representative to the United Nations Ambassador Kelly Craft at the meet on Friday in which Hong Kong was raised said, "Are we going to allow the Chinese Communist Party to violate international law and force its will on the people of Hong Kong who look to us to preserve their way of life and their freedoms?"

Chargé d'affaires of UK's mission to UN Ambassador Jonathan Allen said, "This legislation risks curtailing the freedoms that China has undertaken to uphold as a matter of international law."

In 1997 when British handed over Hong Kong to China, the territory has been governed under “one country, two systems” and under 1984 joint British-China declaration high degree of autonomy will be given to Hong Kong for 50 years after the handover.

The Declaration has been registered with the UN. Though details of the new law passed by Bejing is not known, it can bypass the parliament of Hong Kong and thus erode the established “one country, two systems” principle.

The Ministry of External Affairs (MEA) has listed the Centre's response to coronavirus and its reaching out to other countries as two of the main achievements in the first year of Modi government 2.0.

On COVID-19 response, MEA highlighted how it sent medical supplies to over 154 countries and coordinated the massive repatriation effort -- Vande Bharat Mission. The mission helped the return of 40,000 Indians in over 230 flights and naval ships.

Other than this, e-ITEC courses on COVID-19 healthcare management are being offered under MEA’s Development Partnership initiative to several countries in the neighbourhood and to many countries in Africa.

Virtual diplomacy at the time under COVID crisis was another aspect. Over 100 virtual diplomatic meetings have taken place on combating COVID crisis -- PM Modi had taken part in SAARC, G-20, NAM meets on COVID virtually and External Affairs Minister S Jaishankar had spoken to several of his counterparts via video conference.

While it comes to reaching out, India's many development and infrastructure projects were the key highlights. In Bhutan, it was the inauguration of 720 MW Mangdechhu Hydropower Project and Ground Earth Station during PM Modi's visit to the country; in Nepal, it was the Motihari-Amlekhgunj cross-border petroleum products pipeline, the first cross country oil pipeline in South Asia and the Integrated Check Post at Biratnagar inaugurated both of which were done virtually by Indian PM Modi and Nepal's PM KP Sharma Oli.

With the Maldives, a country with which India has been able to build very close partnership, it was the gifting of 'Made in India' Coast Guard Ships and launching of fish processing plants and water and sanitation projects. For Sri Lanka, MEA highlighted the Emergency Ambulance Service and Cultural Centre in Jaffna; and for Bangladesh, it was the Joint Inauguration of 3 projects by PM Modi and PM Sheikh Hasina -- LPG supply pipeline, Vivekananda Bhaban (students hostel) in Dhaka and Professional Skill Development Institute at Khulna.

For Mauritius, it was projects like ENT Hospital, Supreme Court Building and Metro Express. It is interesting to know, ENT hospital in the country is currently being used for COVID operations.

When it comes to ties with US, Russia and China -- MEA listed the "Howdy Modi" and "Namaste Trump" mega-events in Texas and Gujarat, PM Modi's Russia visit in September of 2019 which saw New Delhi announcing $1 billion credit line for Russian far East and the Chennai Connect informal summit between Indian PM Modi and Chinese President Xi Jinping in October 2019 as major achievements.

India also reached out to Carrabean and Pacific with first-ever India-Pacific Islands Developing States Summit and First ever India-CARICOM Leaders meet on the sidelines of UNGA in New York.

When it comes to Europe, it was the first time India participated in Europe-based forums -- Mediterranean Dialogue, Munich Security Conference. In fact, President Kovind paid visits to Iceland, Switzerland and Slovenia while VP visited the Baltic countries last year and EAM Jaishankar visited 10 European countries.

When it comes to Africa, India opened new missions in Eswatini, Cameroon, Equatorial Guinea and Congo. President Kovind visited Benin, The Gambia, Guinea and VP visited Comoros and Sierra Leone last year.

As India Malaysia Political ties improved under the new Malaysian PM Muhyiddin Yassin, business ties between the two countries have also seen some breakthrough. While Indian oil refineries are importing more crude palm oil, Malaysian import of rice and sugar from India has reached a record level.

As India Malaysia Political ties improved under the new Malaysian PM Muhyiddin Yassin, business ties between the two countries have also seen some breakthrough. While Indian oil refineries are importing more crude palm oil, Malaysian import of rice and sugar from India has reached a record level. Due to the export levy imposed by Indonesians, Malaysian palm oil is comparatively cheaper. The high-level engagement has already started between New Delhi and the new Malaysian government. External Affairs Minister S Jaishankar recently spoke to new Malaysian foreign minister Hishammuddin Hussein. Indian high commissioner to Malaysia Mridul Kumar has also met Malaysian foreign minister Hishammuddin twice. Indian high commissioner was the first envoy received by the Malaysian foreign minister on March 18, the day when he took charge. Ties between Delhi and Kuala Lumpur went downhill under the previous Malaysian government led by Mahathir bin Mohamad. Mahathir had taken a very anti-India stance on several issues, irking New Delhi. However, ties have improved lately and both sides have been working together in COVID-19 pandemic fight. India had sent hydroxychloroquine to Malaysia and both sides have been supporting each other in repatriation efforts. India had allowed more than 18 Malaysian flights, which is one of the largest numbers of flights given go-ahead by India for any foreign country, to leave the country during the lockdown to enable Malaysian nationals to reach home. Meanwhile, India has repatriated a total of around 3200 Indians since mid-march including 1700 under Vande Bharat Mission. More are expected to be repatriated in the coming days.
