The matter of two Indian high commission officials remaining untraceable in Islamabad since morning has been taken up with the Pakistan foreign ministry. Ministry of External Affairs (MEA) has said that it has taken up the matter of untraceable Indian officials working with Indian High Commission in Islamabad with Pakistan. The development comes days after two Pakistani officials at Pakistani high commission in Delhi were expelled by India on charges of espionage. Abid Hussain and Tahir Hussain, working in the visa section of the Pakistan high commission were nabbed while they were engaged in ''anti-India activity''. It is believed since then Pakistan has been trying to find reasons to expel Indian officials on similar charges in a tit for tat. Back in 2016, India had declared a Pakistani high commission official Mehmood Akhtar as persona non grata after being apprehended by Indian law enforcement authorities while receiving sensitive documents. According to Indian government's statement made in the parliament December 2016, during his interrogation, Akhtar revealed that he belonged to Baloch Regiment of Pakistan Army and joined Pakistan's spy agency Inter-Service Intelligence (ISI) on deputation. He was posted at the Pakistan High Commission in New Delhi since September 2013. The Pakistan High Commissioner was summoned by the Foreign Secretary with India registering a strong protest on the activities of Mehmood Akhtar. In a bid to level the score, Pakistan declared an Assistant Personnel and Welfare Officer in the Indian High Commission in Islamabad Surjeet Singh as persona non grata.

India has taken up the harassment of its diplomats in Islamabad with Pakistan and has sent note-verbales to the Pakistani foreign ministry.

Increased harassment in the form of intimidation, intrusive surveillance and even physical threats have been noticed against Indian diplomats by Pakistani security agencies since the 31st of May 2020. Two such instances came to light--one of 5th June and another of 6th June.

On 6th June, India's chargé d'affaires Gaurav Ahluwalia was followed closely during his morning walks and on the same day, when he had visited a market, he was tailed by motorbikes aggressively. Such kind of aggressive and extraordinary levels of harassment continued even when he visited shops the same day.

The same thing happened the next day on 7th June, when an Indian high commission official visited a nearby market, he was tailed by vehicles aggressively.

In one instance, a local employee of the Indian high commission was aggressively interrogated when he came out from Indian diplomats residential complex.

While raising the matter of harassment of Indians official, New Delhi highlighted that the current pattern of harassment is a clear violation of the Vienna Convention of diplomatic relations of 1961 and code of conduct for the treatment of diplomatic/consular personnel in India and Pakistan signed in 1992.

The harassment of Indian officials is not new but comes days after India expelled two Pakistani high commission officials who were caught red-handed in espionage activity in the Delhi.

The controversial Nepal map will go to the Upper House of Nepal Parliament today for a discussion and later voting even as India said that Nepal has politicised the boundary issue after the lower house of Nepali parliament passed the Constitutional Amendment Bill revising the Coat of Arms with New Nepal map.

The new Nepal map issued by the Nepali government shows Indian territories of Lipulekh, Kalapani, Limpiyadhura as its own. Sources in the Indian government said that the actions by Nepal "do not reflect any seriousness" on part of Nepalese government to resolve the issue via dialogue but are "myopic and self-serving to further a limited political agenda." While reiterating that New Delhi has always stressed on the "resolution of the boundary issue through diplomatic dialogue" sources pointed out that India responded positively to the Nepalese side and conveyed its willingness to hold the talks in a "conducive environment and at a mutually convenient date" and reaffirmed commitment for the talk when "Nepal objected to the inauguration of Kailash Mansarovar road by Government of India." Highlighting the haste in the passage of the constitutional amendment, government sources said Nepal has no historical facts or evidence to back its claim. The MEA was quick to react on the developments in Nepali parliament saying, "This artificial enlargement of claims is not based on historical fact or evidence and is not tenable. It is also violative of our current understanding to hold talks on outstanding boundary issues." Referring to the 1815 treaty of Sugauli between the British Raj and the then Royal government in Nepal that, sources said Nepal renounced all claims to territories lying west of the Kali river under Article V of the treaty. Treaty of Sugauli defined the current borders of Nepal and according to it Nepal's border with India in the east runs according to the flow of river Kali. While in 1817, Nepal made claim to the area and demanded the return of Tinkar, Chhangru, Nabhi and Kuthi villages, the first two were returned since they were east of Kali river. As for Nabhi and Kuthi, the then Governor-General of India had rejected Nepal's claim on it. Nepal has been claiming its right on Indian territories on the basis of Kuthi Yankti and Lipugadh streams which flow into river Kali. Indian sources said it is incompatible with the Treaty of Sugauli and the 1817 decision of Governor-General of India, elaborating that when it comes to the source of the Kali river, which is one of the causes of the current dispute was also settled during that judgement by the Governor-General. Sources explained that the current claim of the Nepali government is contrary to its own boundary treaty & protocols signed with China. India, Nepal boundary issue was discussed at Joint Working Group level in 1997 and 1998 and In 2014 Foreign Secretaries for both the countries were mandated to work on the issues of Kalapani and Narsahi-Sustaand with technical inputs from Boundary Working Group as and when required.

Nepal Prime Minister KP Sharma Oli on Wednesday once again spoke on India, this time on the presence of Indian forces in Kalapani, comments by Chief Minister of Uttar Pradesh (UP) Yogi Adityanath on his country and increased influx of COVID-19 infection from the southern neighbour.

Nepal considers Kalapani as its territory along with Lipulekh and Limpiyadhura and last month issued a new map showing the Indian territories as its own drawing New Delhi's ire.

Speaking in the Nepali Parliament, PM Oli said,"The territory has been separated from us by the stationing of Indian forces and due to Indian Army's deployment, access is being denied to us."

Calling for a diplomatic solution to the border row, Nepali PM said his country has "been raising the issue with India..and based on facts and historic evidences, the area should be handed over back".

He also commented on remarks made by UP CM, who had equated Nepal with what Tibet faced in the 1950s saying the comments made by him are "condemnable" and "threatening" Nepal is unacceptable.

On the COVID-19 crisis, he said 85% of cases in the country is due to an increase in the number of infected people coming from India, something he has said in the past as well.

His comments come at a time when ties between New Delhi and Kathmandu are in a downward trajectory due to Nepal coming with a new map, which India sees as "unjustified cartographic assertion".

New Delhi has asked the country to "respect India’s sovereignty and territorial integrity" and create "positive atmosphere" for diplomatic dialogue to resolve the outstanding boundary issues.

On Tuesday, Nepal's lower house unanimously backed a constitutional amendment bill that will amend Nepal's political map in the coat of arms. Once passed by the 2/3rd majority in the lower house after 72 hours, it will go to the upper house -the national assembly where the same procedure will be followed. After passage in the upper house and assent by the Nepali President, the law or the amendment will come into force giving constitutional backing to the Nepal Map which is at the heart of diplomatic row with India.

India has dispatched 20,000 litres of pesticide "Malathion 96% ULV” to Iran as part of ongoing cooperation to help Iran deal with the locusts' crisis. A 40 feet container carrying the pesticide consignment is scheduled to arrive next week at Chabahar port.

Sources at the Indian Embassy in Tehran told WION that the "Indian Mission has been in touch with the Plant Protection Organization (PPO) under Iran’s Ministry of Agriculture to discuss cooperative efforts to arrest the spread of desert locusts to Iran and their further movement eastwards to Pakistan and India."

Iran has warmly welcomed this offer of assistance from India.

While Iran faces locust infestation every year, this year, about one million hectares of land is expected to be swarmed by locusts in 10 provinces across Iran.

The South-East province of Sistan & Baluchestan, bordering Pakistan and the southern Hormozgan province is expected to be the worst affected regions of the West Asian country. Malathion 96% ULV does not require much water and is, therefore, appropriate for Sistan-Baluchistan where water is scarce.

Iran does not produce this type of pesticide and is dependent on imports from India and China.
