Aishath did was later appointed as Minister of Gender, Family and Social Services.

Russia will deliver on India request for defence equipment in 2-3 months and is waiting for an official listed to hand over from New Delhi. During Defence Minister Rajnath Singh's Russia earlier this week visit, India had requested for defence supplies, mostly daily requirements for the armed forces.

Russia was positive on Indian request and assured of early delivery. Russian Govt Sources said, "we will soon get the exact list and we will try our best to deliver at earliest, most probably within 2-3 months".

While the request is for daily requirement defence equipment, the sources said no urgent request for delivery of S400 or SU 30 by the India side. The Russian side has already "speed up" the delivery "as much as possible" but for that kind of a "sophisticated system, we are making it as early as we can, because India's ministry of defence long back requested us to speed up", the source explained.

During the visit, Defence minister Rajnath Singh had met the Russian deputy PM Yury Borisov. After the meeting, Singh said, “All our proposals have received a positive response from the Russian side. I am fully satisfied with my discussions." The Russian side also assured that ongoing contracts "will be maintained and not just maintained, in a number of cases will be taken forward in a shorter time", he added.

Raksha Mantri was on a 3-day visit to Moscow from Monday at the invitation of the Russian Defence Minister to attend the 75th Anniversary of Victory Day Parade. The parade saw the participation of 75 members’ strong Indian contingent.

Citing its mission as "discriminatory" since only India's state carrier is allowed, US Transport department has asked Air India to halt the ongoing repatriation under ''Vande Bharat mission'' from the US.

Citing its mission as "discriminatory" since only India's state carrier is allowed, US Transport department has asked Air India to halt the ongoing repatriation under ''Vande Bharat mission'' from the US. The order said, "We are taking this action because the Government of India (GoI) has impaired the operating rights of US carriers and has engaged in discriminatory and restrictive practices with respect to US carrier services to and from India." The order will come into effect 30 days from the service date. The main plea of the US transport authority is that India has "imposed restriction" that prevents US airlines to conduct the flight operations and while noting that Air India is conducting "self-described evacuation", it has "gone beyond true evacuations". India began repatriation flights from US since May 18th and on 19th May, the matter was raised by the US with Air India. In fact, on 26th May, US airline Delta Airlines had requested permission from the Indian Ministry of Civil Aviation (MoCA) to perform repatriation charter services similar to those provided by Air India but hasn't received approval. From June 10th and July 3rd, Air India advertised for 59 repatriation flights between India and the US which the order called as "Air India may be using its passenger repatriation charters as a way of circumventing the GoI-imposed prohibition of all scheduled services" and this creates, "competitive disadvantage for US carriers vis-à-vis Indian carriers". So far, the Indian government hasn't reacted to the development. The US government registered its objections with Indian govt regarding this "competitive imbalance" via its mission on 28th May. India announced the suspension of international flights from 25th March. The US transport department has also called for "close scrutiny" and will give prior approvals on "case by case basis" to Air India passenger charter operations. Before that Air India operated 34 round trips flights per week to the US.

Air India repatriation flights from US to be halted over 'unfair and discriminatory practices'

Bishnu Rijal, Deputy Chief of Department of Foreign Affairs, Nepal Communist Party (NCP) in Nepal has said, "Roti-Beti ka Rishta" is "old rhetoric" and it is "not wise to talk about Roti-Beti relationship".

This even as the country is mulling a new law on citizenship under which Indian women marrying Nepalese citizens will get citizenship after 7 years. Speaking exclusively to WION’s Principal Diplomatic Correspondent Sidhant Sibal from Kathmandu, Bishnu Rijal who is the Deputy Chief of Department of Foreign Affairs, Nepal Communist Party (NCP) said, "Our aspirations have changed, we should change. Roti Beti is old rhetoric.”

Roti Beti ka Rishta or family ties has been used to describe the close people to people relationship both countries share. Rijal is also Member of Central Committee- Nepal Communist Party.

WION: How do you characterize the ties between India and Nepal? How do you think they have been impacted by the map row?

Bishnu Rijal: I don't think so, because we have a much diversified, deep-rooted, very old ties. We enjoy an excellent relationship from the very beginning. Being the close neighbour, we may face problem in day to day life. This time we have seen some problems related to our border. I am hopeful, we will resolve the problems by the means of talks. Nepal has continuously requested India to sit together for dialogue of Foreign Secretary to resolve the dispute. This is not a big deal between the 2 countries. We have a deep-rooted relationship and we want to save this relationship and take forward the relationship for our countries and our people.

WION: Don't you think the map row, bring the new map was unnecessary?

Bishnu Rijal: It is very natural, Nepal has reacted very naturally. It is Nepal's right. Before this law, Nepal had requested India, 2 times for foreign secretary meeting and Nepal has handed over a twice diplomatic note to India.

Kathmandu was insisting, so sit together and resolve the crisis. I don't know why Surprised India did not pay attention to close neighbours. So it is our compulsion, we are compelled to release new map according to the 1860 Sugauli treaty and now we have adopted a new Map and amended our new constitution. This will not hamper India Nepal relations and dialogue. It is our internal thing. It is our national stance and all political parties are in the same line now and India should realise the sentiment of Nepali people and Nepali political parties. This is the symbol of national unity and requests India to realise and know the real sentiment of Nepali people.

WION: Indian govt sources have confirmed that request for talks had been sent, in fact ahead of the bill being presented to parliament?

Bishnu Rijal: No, it is untrue and false information provided by the officials. I would like to say, no one, no Indian official has said it publically. Because India has not given any response to Nepal's request. Nepal has requested India, twice in writing. Nepal even did not get any reply from India. That kind of things doesn't help in a relationship.

WION: Now Nepal is mulling new law under which Indian women marrying Nepalese citizens will get citizenship after 7 years.

Bishnu Rijal: We knew the constitution in 2015 and it has made some provisions in naturalised citizenship. The bill was pending in parliament for 2 years, this time we have decided to keep the cooling period of 7 years for naturalised citizenship. If some, foreign lady want to marry Nepali men, she has to wait for 7 years for Nepali naturalised citizenship. It is very natural. Even in India, if some women want to marry, with Indian men she should wait for 7 years. No country in the world gives freedom to get citizenship because it is a very sensitive thing and every country has some rule. If someone wants to get citizenship, he or she should pass the exam. Pass the language test, take the oath. These are the provisions in different countries. In Nepal, we have maintained the provision according to the international provision.

WION: What is your view on China, increasingly belligerent, aggressive with its neighbours.

Bishnu Rijal: China is a bigger power now, china is considered a sleeping dragon in the past. The dragon has woken up now. Some impact in old politics--including south Asia, India. As per my information, china is not an aggressive country and has taken care of itself. It believes in silent diplomacy and as per my knowledge, it is not an aggressive country. Unfortunate what happened between India China, 20 Indian soldiers lost lives and a lot of tensions. I hope, I wish it is resolved through dialogue. They should sit together and resolve the disputes.

WION: Do you think "roti-beti ka rishta" continue. Nepal's KP Sharma Oli govt has gone to the extent of saying COVID crisis in his country due to people coming from across the border.

Bishnu Rijal: I don't see India and Nepal have a huge problem. We hope once they sit together, it will be resolved. This is not a new one and under discussion for a long time. I am not sure why India, choose this time to inaugurate the road. Nepal has been claiming the territory for a long time and India has also agreed that this issue will be resolve via FS mechanism. So this incident created some problem in the relationship. This is not a permanent problem, this will be resolved soon according to our agreed mechanism. Roti Beti is old rhetoric. The world is changing and our aspirations are changing. So, this not wise to talk about Roti-Beti relationship. The words are not similar. Roti and Beti cant be compared together.

WION: Are you saying 'roti-beti ka rishta' should be junked?

Rijal: We should reset our relationship based on our mutual benefit. Nepal and India have changed. Our aspirations have changed, we should change. Roti Beti is old rhetoric. We should restart our friendly relationship and continue our glorious relationship. We should put forward some bold steps in our relationship.

'Roti-beti ka rishta' is old rhetoric, says deputy chief of foreign affairs department of the ruling party in Nepal

The Tibetan government in exile has warned that the region faces bleak future under Chinese expansionist policy.

Speaking to WION's principal diplomatic correspondent Siddhant Sibbal, President of the Tibetan government in exile Lobsang Sangay said Beijing has been following a policy of co-optation which means buying of elites especially in countries like Nepal.

He said, “The way Tibet was occupied, first they said they will build a road from china to Tibet this will bring prosperity to Tibetans. Once they build the road, they brought in trucks, tanks, guns and soon they occupied us."

On Hong Kong's security law, he said, Tibet was the first victim of the Chinese security law and if India plans to resolve its border issue with China, Tibet should be resolved first.

WION: China has been increasingly combative amidst COVID, why so?
Lobsang Sangay: China is facing a lot of pressure, especially external pressure because WHO members have passed a resolution to investigate the COVID crisis which originated in China and then they get blamed they tried to hide the spread of COVID initially from 3 weeks to 6 weeks. The whole world lost that time. Time to prepare to deal with COVID pandemic, so they getting blamed. COVID has impacted the global economy. All the countries in the world, are negatively impacted and they lost so much because of COVID. China is coming under pressure and trying to distract the international community --with specific countries from the South China Sea to the East China Sea to border with India. China is trying to distract it by with all this incursions and tragedy. So our condolences to all those family members to all those Jawans who died.

WION: Increased tension between India and China. How do you see the development?
Lobsang Sangay: For the last 60 years, we have been repeating this as a mantra and it’s a fact that, if you look at the map of China, the Han Chinese populated territory is only 40% of the area, rest 60% include Tibet--which is one-fifth of Tibet, Xinjiang, Inner Mongolia, Manchuria and all that. If you look at the Chinese empire it has expanded because of invasion and encroachment. After the occupation of Tibet, in the 60s, Chinese leaders have said Tibet is the Palm, now they have to go for 5 fingers--Ladakh, Nepal, Bhutan, Sikkim and Arunachal Pradesh. So in 2017, you have Doklam incident that borders Sikkim and Bhutan and then now you have in Ladakh. This is all part of the grand, long term expansionist strategy which they had and implementing now. It has turned violent in a recent case in Ladakh.

WION: Suggest to Nepal you would like to give?
Lobsang Sangay: To Nepal and all the neighbouring countries, we have been saying the same thing. The way Tibet was occupied, first they said they will build a road from china to Tibet this will bring prosperity to Tibetans. Once they build the road, they brought in trucks, tanks, guns and soon they occupied us. In the process, they have a very shrewd strategy, which is called elite co-optation--which is to buy off all the elites. Go after your political leaders, your business leaders, intellectuals, your journalist, and your Dharmic leaders. They buy of each of the sectors of the community which are elite at the top. So when the actual occupation happens, you realise that elite in the country is divided, one supporting china and one supporting own country. In all the neighbouring countries, this is the process, the strategy which they implement. They implemented in Tibet 60 years ago, they implementing it now in Nepal and all the countries around the world. Blueprint they use in Tibet, they used around the world including in Nepal. This is taking place in Nepal. What happened to Tibet, can happen to India, Nepal, Bangladesh, Sri Lanka, and the Maldives. Learn from us, be careful.

WION: You saying China buying Nepal's elite?
Lobsang Sangay: They do it everywhere. They do it in Europe, they do it Australia. The former FM of Austalia is the biggest consultant in support of the Chinese govt. You go to Europe, so many European countries--where former ministers are the best spokespersons defending china, being an advocate for Chinese investment, relationship with china. When you see this happening, in rich countries around the world, in Nepal, you won't be surprised they making efforts even in India. They do it all the time.

WION: Option in front of New Delhi to deal with China? Is a military option available?
Lobsang Sangay: The military option should be the last option and should be the last option. We believe and advocate in Ahimsa, non-violence. We advocate dialogue is the best way to solve any issue. We have to defend, your own country internally. Elite co-optation is taking place, with less success perhaps in India, but they do it. They try to influence and give propaganda. This is how they encroach within though the co-optation process. So India has to be very careful if these things are taking place or not.

WION: What is the future of Tibet?
Lobsang Sangay: Chinese are very powerful, economically, militarily we are weaker in that sense. They have destroyed 98% of monasteries and nunneries. They banned the practice of Buddhism in Tibetan plateau. 60 years have passed, Tibetan Buddhism has spread across the world. We have to rebuild major monasteries in exile, mainly in India. Now Buddism is back in Tibet in private social space, govt policy is still to destroy Buddhism. But if look as whole Buddhism is back in Tibet. This shows despite the efforts to wipe out Tibetan civilization we are back practising Tibetan Buddhism, wearing our own dress, eating our own food and Tibetan sense of identity is very strong in Tibet.60 Years later, we are still strong internally and externally because we have support across the world. Support is getting strong, from the European Parliament to the US. Chinese govt manipulated us into occupation and we have been the best spokesperson. Our future is hopeful.

WION: How will support New Delhi, do you see your role?
Lobsang Sangay: Our role has been clear. We have been saying the same thing, China says Tibet is its core issue, very important issue. India should say, Tibet, is a core issue for them, for the geopolitical issue. There was never border between India and China, it was a border between India and Tibet. Let us go back to 1940-50 you did not need policemen now you need battalions, regiments. India is spending billions of dollars, which was not necessary. Tibet acted as a buffer zone, it was the demilitarized border. If you solve the issue of Tibet, you can address the border issue. Awareness about Tibet is very minimal in India. If you go to America or Europe, there are Tibetan studies programme but in India how many major Indian universities have such a programme. Like 2017, Doklam incident, it’s a Tibetian word. Not many expertises know that. You have to create awareness among the general population, at least students and intellectuals should know what happened to Tibet so that you are better prepared. You must have such a programme at the university level.

WION: You saying India should junk one China policy?
Lobsang Sangay: One China policy was created for Taiwan because they have one china and 2 interpretation. Under this umbrella, Tibet and Hong Kong and other issues are put in. People in Taiwan, including the ambassador of Taiwan to India has said it is time for India to review one china policy. Taiwan, the main target is saying so, Indian govt should look into it why Taiwan is saying so.

WION: What would you say about Hong Kong?
Lobsang Sangay: People in Hong Kong advocating basic freedom, basic human right--right to freedom of speech, right to assembly, right to democracy. On national security, the law has been imposed. We are the first victims of national security law. So many security laws have been passed in Tibet, each time security law is passed, it essentially means security is more important than individual freedom, freedom of speech, unity more important than diversity. We have seen this in Tibet, people of Hong Kong should study the origin of security law in Tibet and how it is being interpreted now, explained one way and exploited. You have to issue of Tibet to understand the mindset and manipulation of the Chinese govt. Be it India, Nepal or Hong Kong. People need to pay issue. Explain Tibet is a zone of peace, demilitarized zone.

WION: Hopeful the grand building behind you the Potala place, you will be able to enter it one day?
Lobsang Sangay: That is why I am sitting next to the building with the national flag. This is our symbol, our peaceful, non-violent movement led by his holiness 14th Dalai Lama of Tibet. One day soon, you will see us back in Tibet and his holiness Dalai Lama in the Potala Building.

Once they build the road, they brought in trucks, tanks, guns and soon they occupied us." On Hong Kong's security law, he said, Tibet was the first victim of the Chinese security law and if India plans to resolve its border issue with China, Tibet should be resolved first. Tibetan govt in exile warns of Chinese expansionist policy in the region; says Beijing buying elites in Nepal

Russia is ready to deliver MIG29 and SU30 MKI fighter jets in the shortest possible timeframe to India. This after it emerged that Indian air force plans to order over 30 fighter jets from Russia which will be a government to government deal and comes amidst the India China border tension.

WION has learnt that the Russians are ready to assess the issue of early delivery even as Moscow is currently helping Indian air force in MiG 29 modernization programme. The modernization will help increase combat capabilities and expand the functional properties of MiG-29 fighters to a level comparable to the Fourth-generation jet fighter.

Post modernization MiG 29 will allow integration of weapons of Russian and foreign production, tracking of air targets in a wide range of flight speeds and altitudes, tracking of heat-contrasting air objects & perform “hidden” (without the use of radar) attacks on them. Modern materials and technologies for corrosion protection will increase the service life of MiG-29 fighters up to 40 years.

When it comes to Su-30MKI, Indian Air Force commissioned its first squadron of Su-30MKI fighter jet armed with the BrahMos-A cruise missile earlier this year in January.

The importance of Sukhoi jets can be gauged by the fact that it is the only Indian aircraft capable of using BrahMos supersonic missiles.

At DefExpo India 2020 BrahMos Aerospace's representative said to the Russian RIA Novosti news agency, that in two years IAF's Su-30MKIs would receive new missile for use against airborne early warning aircraft. Thus JV could enter the air-to-air missiles domain.

The first contract to deliver Su-30MKI jets to the IAF was signed on 30th November 1996 in Irkutsk, Russia, between Rosvooruzhenie state intermediary company and Indian Defence Ministry. It envisaged the delivery of 32 Su-30MKI, all of which were produced in 2002-2004.

Satisfied with the performance of the aircraft, the Indian defence ministry placed additional orders. In December of 2000, both sides signed a contract for organizing the licensed production of Su-30MKI in India at HAL's facilities. 2012 saw another contract for technological kits of Su-30MKI signed. Generally, Su-30MKI has proved itself as a reliable and effective multirole heavy aerial platform for IAF.

The Su-30MKI project has become one of the largest in the history of military cooperation of India with foreign countries and also has contributed to the sales of Su-30MK family aircraft to other countries. Moreover, the program has directly influenced the development of Su-30SM fighter jet, which is currently being delivered to the Russian Air Force and offered at arms market as Su-30SME.

Moscow assures support to India amidst stand off with China

India's Permanent Representative to the United Nations TS Tirumurti has said New Delhi will be part of "post-COVID global transformation" as it takes the chair at United Nations Security Council for the coming year. Speaking exclusively to our Principal Diplomatic Correspondent, Sidhant Sibal from New York City, India's Permanent Representative of the United Nations TS Tirumurti said, New Delhi will help "bridge the global fault lines" as a non-permanent member of UNSC. India is standing unopposed for the Asia Pacific seat of UNSC and will be an elected member at the high table for a period of 2 years starting 1st January 2021.As the founding member of the world body, India has already served 7 times as a non-permanent member of the United Nations Security Council. The elections for the UNSC's 5 non-permanent seats took place on Wednesday in New York.

WION: India is assured of a seat at the UNSC, what will be the key focus?

TS Tirumurti: We have received tremendous support cutting across countries and regions for our candidature. However, we have still used the run-up to the elections in a very focused and purposeful manner by reaching out to all the member states of the united nations and sensitizing them on our priorities. Minister of external affairs Dr S Jaishankar launched set of priorities in our stint at the security council. We have been able to engage the member states and there has been a greater appreciation of what India plans to bring to the United Nations. The 5 priorities which we have set for ourself in the rubric of N.O.R.M.S New Orientation for a Reformed Multilateral System and priorities include new opportunities for progress, effective response to international terrorism, reformed multilateral system, comprehensive approach to international peace and security and technology with a human touch. These are the 5 priorities and this will be the focus for us in the security council.

WION: How will India make sure the global fault lines are reduced? We have seen increased tensions in the world.

TS Tirumurti: Interestingly, India has always worked to bridge the faultlines. In fact, right since our participation at the united nations as a founding member, we have taken up several difficult issues at the UN and we have been able to bring them as part of the international discourse and resolve them. I agree that the world has probably changed over the years and particularly it is not the same as it was in 2011 when we were last in the United Nations security council. Multilateralism has been weakened and faultlines might have widened but I am confident with our very strong reform agenda, eg reformed multilateralism agenda which we have and our tradition and our ability to work with a diverse set of partners I am confident we can actually make a difference in bridging these faultlines.

WION: How hopeful is New Delhi of whether UNSC, which represents a 70 year old model, is relevant in this century amidst emergence of countries like India. We saw complete inaction to even issue even a statement on COVID-19 by UNSC?

TS Tirumurti: UN Security council definitely needs to undergo reforms, no question about that. Under the UN Charter, the UN security council still has the primary responsibility for international peace and cooperation. India's priority is reform of the united nations security council and we do want to reform it to make it more representative, make it more inclusive and make sure it addresses the current realities and we will work towards that. But our presence at the UNSC right now is also coming at a crucial juncture because India will have an opportunity in COVID and post COVID phase to contribute to transforming the post COVID phase and be a participant in the global transformation which will inevitably take place. But we should also be conscious of the fact that not every issue is an issue for peace and security.

WION: How does UN plan to celebrate Yoga Day this year?

TS Tirumurti: Prime Minister has provided the leadership and it will continue to be an India lead initiative this year also, I can assure you that. However, 2020 is a very unique year with social distancing in place, it will be difficult to do yoga day within the premises of the UN or even on the lawn of the UN. However, what we plan to do in the mission, is that we plan to do it in a virtual mode this year because the international yoga day attracts probably the largest gathering of the UN and we want to continue the tradition. This time we are doing on the 19th of January at around 3 pm and the event will be telecasted live on UN Web TV and it will be on all our social platforms, twitter, youtube and other and this year we have gifted to all the permanent missions very inciteful book on yoga. So I am confident that international yoga day, will be celebrated with a great deal of gusto, and will be well received by the member states and yoga practitioners.

Will be part of post-COVID global transformation, says India's envoy to UN as New Delhi sits at UNSC

Indian govt sources have said that they had offered foreign secretary-level talks with Nepal on boundary issue ahead of placing of New Nepal Map Coat of Arms Amendment bill but Nepal govt went ahead with it in the Parliament creating a "difficult situation".

Sources said, "As recently as the bill was tabled in the Parliament, we offered a foreign secretary-level phone call, video conference and also visits of two foreign secretaries however the Nepali side did not respond to our offer and went ahead with the passing of the bill"

Adding, "We don't know why Nepal PM Oli and his govt did not inform the Parliament or Nepali people our offer of talks. This was offered".

India, Nepal shares 1750 kilometres of land and riverine border. In fact, Nepal's claim to Limpiyadhura was raised after 200 years. Meanwhile, strong intervention by the Indian mission in Nepal led to the release of Indian nationals taken in custody by Nepali forces. Friday saw the killing of one Indian national by Nepali forces at the border in what has been described as "local altercation".
