COVID-19 dominated the draft resolution to be presented at the 75th anniversary of United Nation come September when the general assembly meets. The resolution seen by WION lists out 12 commitments with pandemic reminding "us in the most powerful way that we are only as strong as our weakest link" One of the key commitments is reforming the UN, with the focus being "upgrade" of the New York-headquartered body. Recalling that "world of today is very different from what it was when the UN was created 75 years ago", the Zero draft resolution or the first draft said, "there are more countries, more people, more challenges but also more solutions" and "we support the ongoing reforms by the secretary-general..they are creating a more agile and effective organization that can deliver in the field and adapt to crisis like the COVID" The resolution said, "We commit to instil new life in the discussions on the reforms of the security council and continue the work to revitalize the general assembly and strengthen the economic and social council" UNSC has been found missing on the COVID-19 crisis, and even after more than 5 months when the first case was reported in China's Wuhan the body has not been able to come out with a resolution on the development. A Franco-Tunisian resolution was presented to the core UN body, but due to US-China till and use of language, the draft could not be passed. The 75th anniversary UN draft also calls for preparing by learning and sharing experience and information in "order to make our system more resilient" since COVID-19 "caught us off guard". The draft resolution under the commitment to "protect the planet" called COVID "historic opportunity to build back better" and need to "immediately curb greenhouse gas emission". The commitments include that no one is left behind, protection of plant, ensuring peace and security, abide by international rules and norms, put women at the centre, built trust, promote the use of new technologies for benefit of all, ensure financing and boost partnership. The co-facilitators for intergovernmental consultations on the resolution's text are Permanent Representative of Qatar Alya Ahmed bin Saif Al-Thani & Permanent Representative of Sweden Anna Karin Eneström.

COVID-19 dominates UN resolution for 75th anniversary; calls for reforms

The Indian mission in Cambodia is actively working with the authorities of both countries to ensure trade does not get much impacted due to the coronavirus crisis.

Speaking exclusively to our Principal Diplomatic Correspondent Sidhant Sibal from Phnom Penh, Indian envoy to Cambodia Manika Jain said 200 Indians wanted to go back to India and for that, the mission is "coordinating with the headquarters to arrange for evacuation as soon as possible."

The Indian mission has also donated masks, sanitisers to a Cheychamnas Referral Hospital in the country with which it has a long-standing relationship.

Wion: How is the Indian mission reaching to stranded Indians in the country? Any plans of repatriation? Any Indian infected with COVID?

Manika Jain: In March before the lockdown in India, Indian tourists in Cambodia were assisted to take a flight out from Thailand and Singapore as countries began to enforce travel restrictions due to the pandemic. The mission reached out to Indians through community organisations, embassy website, social media, emails as well as a 24-hour helpline. Further, I formed a task force consisting of prominent members to discuss the issue and provide help. We maintained regular contact through the community, WhatsApp, and video conference.

And we have also provided food and shelter to needy Indians who are stranded and have no resources. We visited the guest houses in which Indians have been accommodated to make sure that they are being taken care of and they do not have any issues. We also meet them regularly and guide them if they are in need of any further assistance. We are also providing medicines to those who need them. Fortunately, there are no coronavirus cases among Indians in Cambodia. Regarding the evacuation of Indian nationals from Cambodia, earlier the number of stranded Indians who wanted to go back to India were few. But now we have 200 people who are eager to return -- so we have been trying our best and coordinating with the headquarter to arrange for evacuation as soon as possible.

Wion: How are India and Cambodia cooperating over the pandemic?

Manika Jain: India and Cambodia have friendly relations and the two countries have always cooperated in the past. We are cooperating during the current period of difficulties as well and hope to maintain the warm relations in the future too.

One important thing Cambodia is doing is that it is automatically extending the tourist visas of Indians who came to the country after January 1, 2020 and whose visas had expired during the period when travel restrictions were put in place. For other types of visas, the mission also has been taking the matter on case to case basis, with the foreign office and we are getting the necessary assistance.

Since trade has been severely impacted during the pandemic, the mission has been able to get assistance from Indian and Cambodian authorities in cases of import disruption, problems of custom clearances. Regarding assistance to Cambodia, we have donated material such as masks, sanitisers, soaps etc to a hospital in Cambodia with whom we have a long relationship. The hospital was very appreciative of our help, this institution has the only centre in the country treating child and adolescent mental disabilities and it is doing exceptional work. An Indian travel company is also trying to evacuate stranded Cambodians from India and get them back to the country. Overall Cambodia is appreciative of the steps taken by India in containing the pandemic.

Wion: How has the ground situation in Cambodia changed? And how have Indian diplomats been faring?

Manika Jain: Cambodia has been fortunate to not have any lethal effects of the pandemic. Till date, no death has been reported. The total number of infected cases were 12 -- we have not seen single addition in last one and half months. All 122 patients were cured and out of these 122, more than 60 were foreigners.

Despite weak health infrastructure and limited testing, I would say Cambodia with the help of international partners has been able to contain the pandemic well. As mentioned earlier, no Indians were infected. A complete lockdown was never enforced; some restrictions were put in place. They are being slowly eased off, particularly because the Cambodian economy has been hard hit. We are following social distancing and wearing masks, and govt has been cautioning the people in continuing the precaution in order to prevent the second wave. The international community including WHO is weary of a second stronger wave of infections. Many foreigners and diplomats continue to work from home and Indian diplomats are also taking physical precautions like others, but haven't stopped working even during the peak of infection.

India, Cambodia ensure trade doesn't get affected amid coronavirus crisis

In his first official engagement outside the Indian mission, the new Indian high commissioner to Sri Lanka Gopal Baglay on Saturday visited the St Anthony's church, which among several places were the target of the Easter Sunday terror attack that killed more than 260 people. St Anthony's church in Kochchikade, Colombo saw more than 90 people die due to the attack. In a statement, the Indian mission in Colombo said, "High Commissioner prayed for peace, safety and security of the two countries" The administrator of the Church Rev. Father Jude Raj, "blessed the people of the two countries with health and happiness...blessed the High Commissioner in his task to foster ever closer friendship between the two neighbouring countries", the statement said. Last year Indian Prime Minister Modi made Church the first stop of his Sri Lanka visit and paid homage to the victims of the terror attack. In 2019 PM Modi, in his first visit abroad after taking charge in the 2nd term, visited the Maldives and Sri Lanka The high commissioner also visited Gangaramaya Temple in Colombo and was welcomed by Venerable Dr Kirinde Assaji Thero. PM Modi had visited the temple during the International Vesak Day Celebrations in 2017. Meanwhile, PM Modi spoke to Sri Lankan President Gotabaya Rajapaksa on the current COVID crisis and assured New Delhi's "all possible support" to Sri Lanka for mitigating the effects of the pandemic. The readout of the conversation released by Prime Minister's office said, "Prime Minister Shri Narendra Modi spoke on phone today with H.E. Gotabaya Rajapaksa, President of Sri Lanka, regarding the ongoing COVID-19 pandemic and its likely health and economic impacts in the region. "

The Commonwealth which is the third biggest organisation in the world after the United Nations and the Non-Aligned Movement had lauded India's handling of the COVID-19 crisis, saying there is lot to learn from India.

Speaking exclusively to Principal Diplomatic Correspondent Sidhant Sibal from London, Commonwealth Secretary-General Patricia Scotland said, PM Modi "led from the very beginning" and "followed WHO guidelines really faithfully".

Calling India's lockdown "necessary" to keep people safe, Patricia Scotland pointed out that not only "India looked after its own but also reached out to countries like Bangladesh, Sri Lanka, Maldives, Seychelles." She also talked about the "heartbreaking" Cyclone Amphan and the existential challenge of climate change.

WION: What has been Commonwealth's response during the COVID-19 crisis. The health ministers of the Commonwealth met?

Patricia Scotland: What we know and you are right, we have 2.4 billion people in our Commonwealth and important to remember, 60 per cent of that 2.4 billion are under the age of 30.

We have a young vibrant population. Not only full of genius and opportunity and needs in terms of employability and what we have learnt after coming together, our 54 countries, is that we really need collaboration, coordination in order to support us with some of these quite existential threats which we are globally facing now, from climate change to the pandemic.

So what our health minister understand is this pandemic knows no border, it doesn't respect people or place and it reached its tentacles in all of our homes and all of our lives. The only way, we can respond effectively to this pandemic is by coming together in solidarity through government's, civil society and countries and institutions.

And that is what we in the Commonwealth are doing and that is the manifestation when we came together virtually at the world health assembly.

In preparation, we did what we always do in the Commonwealth, we did Commonwealth health ministers meeting so that we can talk amongst our members, the small ones, the large ones, the landlocked ones, the rich ones, the poor ones because in our family we are always determined to leave no one behind.

So when our family of ministers came together they were asking a number of very pertinent questions.

The first was, what do we do, what are all we facing and then they were asking how have each of us responded and what has worked, what has not worked, what do we need in terms of medicines, equipment, research and asked and shared what do we have.

Our family works on the basis that if one of us has something, we are willing to share with our brothers and sisters elsewhere.

If you look at Commonwealth health ministers statement, I believe, it is an inspirational statement of warmth, solidarity, brotherhood and a real understanding, that this pandemic will only be solved in multilateral, multifaceted and multidimensional cooperation and that is what shines out of the Commonwealth and I was so proud of the information given by every single one of our members, from Fiji in the Pacific to India in Asia.

Look at Ghana, Nigeria, UK, Canada all of us, the small island states in the Caribbean who have done such a fantastic job in keeping the virus at bay. So that collaboration was extraordinary. There was a lot of applause for what India has done, the way PM Modi has led from the very beginning.

WION: How do you see India's response and do you see it can be emulated across the Commonwealth?

Patricia Scotland: India has done an extraordinary job. If you look at when coronavirus attacked India, it was about the same time COVID-19 hit the US.

The US has about 330 million people and India has 1.35 billion people but look at what Mr Modi did, he followed, the WHO guidelines really faithfully.

That lockdown was so necessary because if you got 1.35 billion people, your most precious essence is your people if you have health, you can have wealth, but if you have no health, your people die, how will they become healthy and wealthy.

So putting people first, it has been very difficult for India, because India is spending 4.5 billion dollars a day because of the lockdown but India has put lives of its people first.

What is the consequence and the impact of what India has done, we have in India over a lakh case in India but look at the ability of India to reduce death with just around 3,300 deaths.

Each one is a tragedy, each one devastating for the family members. But look at comparatively speaking those numbers have been contained.

We only have to look at the tragedy unfolding in other countries. We have created a Commonwealth coronavirus tracker, it is updated every 24 hours.

We have over 42,000 recoveries, and every recovery for every family is a joy.

We have learnt a lot from what India has done how India has contained it. How India which as you know is the largest producer of generic drugs in the world, how India has not only looked after its own population but how she has reached out to others in the region, the assistance that has been given to Bangladesh, Sri Lanka, Maldives and look at how India has reached out to Seychelles and other small states.

The money India has put into the India fund which is in the UN and the fact that India has identified $50 million out of $150 million for south-south cooperation for the Commonwealth. That leadership role has been really important and the fact India has committed 10 per cent of its GDP to help in recoveries and people who are suffering directly.

I think that has been leadership and that has been inspirational. People have been talking about that 10 per cent amounting too $256 billion, real money put into the hands of the people of India. The money going directly through the JAM trinity, the policy had been everybody has a bank account, everyone has access to an individual identifier and that everyone has a mobile and that opportunity to make sure that money is getting directly into the hands of people who need it is so important particularly for women because we know that women are the one to look after the family, to feed them and care for them.

This opportunity to give money directly to women in their hands on their phones have made an extraordinary difference, a remarkable one, giving them independence and I think that has been the single most impactful thing India has done to take millions of people out of poverty.

It has been very impressive. People are watching, people are thankful, and the Commonwealth secretariat has been privileged to work very closely to work with India on a number of our objectives.

WION: How do u see India playing a lead role as the largest member of the grouping - both in terms of size and population?

Patricia Scotland: As you know, so many people are impressed by what India has done on Information and communications technology (ICT).

Your minister has been at the forefront of the development of mobile apps, and this interoperability between business and people and government facilitating and developing.

Minister Ravi Prasad has electrified the other members of our Commonwealth family. I remember clearly when the minister came to Sri Lanka for our law ministers meeting and the passion he had expressed on how we should have access to justice to every single person in our Commonwealth and our aspiration that we are going to link innovation and opportunity and the way in which India is trying to deliver services at one dollar per person.

If you look at our poorer countries, our developing countries, smaller countries, they fear or cannot aspire to do or replicate what the developed countries have done because of the cost. When they look at India, and the fact India is developing these things because of the huge population, she is developing these things at a scale and a cost which is accessible to so many. That brings hope.

I had a wonderful opportunity to come to India in January, talking to ministers, all of the elements and I understood India is focusing on how she can help the small, the vulnerable and the developing and I very much welcome that and I look forward to India to play a much bigger role in terms of our provision of technical assistance to our member states, this transfer of information.

People are very excited about the use of Jugaad because this is how to do, with what you have and turn it into something which is electrifying and successful by using innovation, so the work we are doing with India on small and medium-sized businesses.

The support India has given to trade facility, opportunity and all of these things are important and through the India Fund at the UN which has $50 million window for Commonwealth countries, we have been able to access to support for the Bahamas and Barbados.

Both of our small Caribbean nations, small states are anxious at this time, particularly due to climate change which is a threat to all of us. It is heartbreaking to see what has just happened in the last 24 hours as to the most terrible frightening biggest cyclone that has hit West Bengal.

And to hear what is being said by the minister, that this is the worst cyclone to hit West Bengal in living history and the damage is unthinkable and it is worst than the coronavirus.

In the Commonwealth we have been thinking about this, when I was in India we were talking about it. How we face the existential threats that comes from climate change but none of us was ready that while we face climate change issues we will simultaneously deal with a health pandemic which is equally lethal. These two things will create a financial challenge.

WION: How can Commonwealth have its own advantage to counter the economic fallout of the COVID-19 crisis, supporting economic recovery after the crisis?

Patricia Scotland: What we discovered in 2015 is that we have something very precious, it is the Commonwealth advantage because of our history, we speak the same language, same common law, we have same parliamentary system, similar institutions that gives us inbuilt 19 per cent advantage when it comes to trading with each other.

It is faster easier, cheaper to trade with a Commonwealth partner because of those similarities. In addition, we identified we trade 20 per cent more with each other than anyone else.

That is something we have not understood before. Up until last year, we had an opportunity to assess how much do we trade now. We trade $700 billion within the Commonwealth.

We have not really invested in that trade, we haven't supported it. So what we are now doing is how we are going to stimulate that. We hope by 2030 that can grow to $2 trillion.

We also know, when we look back in history, the financial difficulties, the crisis we had in 2008, the Commonwealth impact of coming together was very beneficial. We also know small and medium-size business is very important and we know that they are going to go through very difficult times in the next couple of years.

A number of businesses will be threatened with insolvency. We are worried about our regulatory structure and what would be necessary to ease it.

A number of member states do not have the sort of legal support they need. So all the Commonwealth countries are coming together to create a Commonwealth framework, Commonwealth best practice and we working really hard.

If we can pool the knowledge from those who have that knowledge and those who want it, no one is left behind.

India has made a real contribution. We have seen the contribution being made UK, Canada, Australia, New Zealand, India, South Africa, Ghana, the Caribbean, the Pacific, all of us coming together, Africa, Asia, Caribbean, the Pacific, the power of that collaboration is second to none and we in the secretariat have been trying to create a platform which will make that coordination easier.

Just as we created a collaborative partnership which we have called common sensing. Collaboration in space tech helped in identifying the terrible cyclone was on its way, we did that in Pacific when cyclone Harold hit.

We are readying ourselves, unfortunately, what common sensing data said that not only the biggest cyclone that we have seen is heading its way to India, Bangladesh but the next tragically will be the region of my birth.

Hurricanes are on the way to the Caribbean, that is our reality. We can help people to respond adequately only if all of us, all 54 continue to do what we have done in the last 70 years, and that is stick together.

I really want to thank India for its leadership, her commitment and continuity and look forward to even closer partnership in years to come so that we really benefit, the 2.4 billion people who we jointly serve.

Commonwealth lauds New Delhi's handling of COVID-19 crisis; says lot to learn from India

The French envoy to India Emmanuel Lenain has said India and France have increased cooperation at the current times of COVID crisis with both "actively working" to come out with a vaccine.

The French envoy to India Emmanuel Lenain has said India and France have increased cooperation at the current times of COVID crisis with both "actively working" to come out with a vaccine. Speaking to our Principal Diplomatic Correspondent Sidhant Sibal, ambassador Emmanuel Lenain said, French development agency AFD is working to provide a special loan of 200 million euro to finance and support some health programmes in India. Meanwhile, the Indian side has helped in the repatriation of over 2000 French nationals back home amidst the COVID crisis. WION: How does France see the post-COVID partnership with India? Emmanuel Lenain: I must say during these challenging times, the cooperation has been exemplary. The partnership between France and India is not merely a catchword. During a challenging time, you can see the value of friendship. We are friends in happy times, and also friends in rough times. All along we have been supporting each other. India has been exemplary in providing drugs, medical equipment when needed. French companies in India have also been exemplary. There are 350,000 Indian workers employed by 550 French companies operating in India. We tender work first, they did not cut salaries but also provided money for social responsibility that was created by the govt or by the authorities and provided the equivalent of 6 million euros and some companies have taken the remarkable initiative. A company called Lactalis has provided milk and some products and has been giving for free its products to nurses, to health care workers. We take care of those who work for us. Renault providing trucks and cars in India has turned some of its assembly lines to produce ventilators, and we produce up to 10,000 ventilators which is significant. A lot has been done both ways during this crisis and this is remarkable. WION: How has been collaboration on Indo Pacific? Emmanuel Lenain: Indo Pacific is a key dimension of our partnership. All along, during the crisis, we have been working together. At the end of March, we had joint patrolling and in coming months we will be launching some new concrete projects in the region. The crisis is not over, and I am very proud to announce the French development agency, AFD is going to provide a special loan of 200 million euro to finance and support some health programmes for the most vulnerable population in India WION: How has been the current situation in France Emmanuel Lenain: Luckily in France, the situation is improving. The figures are better, less people contaminated and less pressure on our intensive care unit. As in India, the result of a very strong policy of lockdown and people have been very disciplined, very law-abiding which is good. Progressively in an orderly manner, people getting back to normal lives, get back to work. I am confident that soon they will be able to greet again, some friends, some tourist and students from India. WION: How is France and India coming on COVID partnership, vaccine and repatriation Emmanuel Lenain: Cooperation on repatriation has been excellent and must warmly thank the Indian authorities at all level for the cooperation they have extended to us to bring back the stranded citizens in the last few weeks. Thanks to them we have been able to repatriate in very good conditions, more than 2000 tourist and French people who were visiting India and they have to go back to the country. Now new phase open which seeks repatriation of Indians tourist from France, from Europe and all over places and you can be rest assured to be very helpful. In terms of vaccine and medical research that has been a strong area of my country, we have excellent institutions. We have been working for vaccines for years, or centuries almost. We have very good cooperation with Indian counterparts and I know, we are actively working to find a solution. WION: The key outcome of the COVID crisis for the world? Emmanuel Lenain: If there is one outcome, drawn from the crisis, is that we need more international cooperation, rather than less. To deal with global health issues we have WHO and we must work together, and we must reinforce it. France and India have supported the resolution, the proposal put forward by the EU to request for a comprehensive, independent, transparent investigation on the international response to the crisis.

Maldives has thwarted Pakistan's attempt to single out India at a virtual meet of Organization of Islamic Cooperation (OIC) on Islamophobia highlighting the country's democratic credentials and multicultural society.

Speaking at the OIC United Nations envoys virtual meet, Maldives Permanent Representative in New York Ambassador Thilmeeza Hussain said, "Targetting a specific country will be like side stepping the real issue. In this light, let me state that singling out India, the largest democracy in the world and a multi-cultural society and home to over 200 million Muslims, alleging Islamophobia would be factually incorrect."

During the meeting Pakistan’s Ambassador to the UN Munir Akram had said India is actively promoting Islamophobic.

Thilmeeza explained, "It would be detrimental to the religious harmony in the South Asian region. Islam has existed in India for centuries and it is the second-largest religion in India, with 14.2 per cent of the country's population. Isolated statements by motivated people and disinformation campaigns on social media should not be construed as representative of the feelings of 1.3 billion."

"Maldives cannot support any action within the OIC, that singles-out or targets India," Thilmeeza added.

In the past few years, ties between India and Maldives have gone from strength to strength. New Delhi has reached out to Male during the current ongoing COVID-19 crisis while the Maldives has reaffirmed "India first" policy many times.

India's envoy to Morocco Shambhu S Kumaran has said that the coronavirus pandemic reinforced India's image as a responsible international stakeholder, and corroborated its ability to support African countries.

India's envoy to Morocco Shambhu S Kumaran has said that the coronavirus pandemic reinforced India's image as a responsible international stakeholder, and corroborated its ability to support African countries. Speaking to our Principal Diplomatic Correspondent Sidhant Sibal from Rabat, Ambassador Kumaran said India has sent 6 million units of HCQ to the North African country and has offered training of Morrocans under its eITEC programme. As many as 140 Indians have registered for repatriation from the country. WION: How are both countries cooperating to deal with COVID? Shambhu S Kumaran: We had received a request for HCQ from Morocco -- 6 million units. These have now been delivered and an export licence was issued about two weeks ago. Delivery has been completed. That is one significant manifestation of our support to Morocco in the current crisis. We are trying to deliver our eITEC courses, our capacity building courses. One of the representatives of Morocco's ministry of health had attended the course that was recently offered. We want to expand telemedicine cooperation, for which we signed MoU in 2017 and we trying to develop avenues of cooperation. WION: How is the mission reaching out to the stranded Indians? Shambhu S Kumaran: There are two kinds groups in the Indian community. One is a community that has been settled in Morocco for a very long time. The number of community members have dwindled with years. But we have a few hundred families, who are still in Morocco and continue to contribute to the society and the economy. We have a class of Indian businessmen, tourist and professionals and unfortunately -- they have been stranded here. We had open registration for a potential repatriation flight and received 140 registration and that is the kind of numbers we are looking at. WION: Any Indian infected with COVID-19? When does mission plan to start repatriation? Shambhu S Kumaran: Thankfully, at the moment we have no infection amongst the Indians and that includes, embassy personnel and families and the ones I mentioned. With regard to the repatriation and evacuation flight, we are strongly engaged with the authorities in India, with the MEA and all the other colleagues from the government and exploring best possible. There are some constraints in terms of limited numbers. Indians here are from different states, so we do not have numbers to operate point to point flight which was done at first. But hopeful incoming phases we will be able to accommodate a flight here and I am strongly engaged with my colleagues in India to try and materialise that flight. WION: How has the situation been in the country? Any models we can follow? Shambhu S Kumaran: The situation in Morocco is reasonably under control. The numbers are not insignificant, however a decline in trend in new infections. The recovery rate is very good. The mortality rate is declining to close to zero. So positive signs, however, they had lockdown for two months and just a day before yesterday they decided to extend the lockdown for three weeks till June 10. The containment strategy is similar to the ones that India has followed. We are monitoring any innovative methods they have but at the moment nothing specific. WION: How has the condition of the Indian diplomats been? Shambhu S Kumaran: We try to prioritise interface with Indians. Indian diplomats in the mission have been in constant and regular touch, we try to keep morale high. They are in a difficult situation as you understand -- as they are separated from families and trying to survive in a situation under the lockdown. With regard to work, a lot of the work has shifted online, communicated a lot through email. We have a video conference and other such methods which has been used increasingly. I think the intensity of work has declined a bit but hopeful of more and more interaction coming ahead. WION: How has India been reaching to Africa and that part of Africa? How it has been received? Shambhu S Kumaran: Pandemic has reinforced India's image as a very responsible international stakeholder. We have been able to convey our ability to support other countries in Africa who are in need, despite the fact we have great need of our own and that has contrasted very well with some of the other countries approach the problem. So think, we reinvigorated India's role in Africa and it has given us further strength as we move ahead.

New Delhi is supporting African countries during coronavirus pandemic, says India's envoy to Morocco

Indian diaspora in Mali, Africa is collecting funds in the country's fight against COVID pandemic. Speaking to our Principal Diplomatic Correspondent Sidhant Sibal from capital Bamako, India's envoy to Mali Anjani Kumar Sahay said, New Delhi is gifting the African country lifesaving medicines--hydro-chloroquine and paracetamol-- the first consignment was handed over on 19 May 2020. The second instalment of medical supply is expected in the coming days.

WION: How are India and Mali cooperating on COVID Pandemic?

Anjani Kumar Sahay: The relationship between India and Mali is rooted in shared values and principles which is reflected in close cooperation in bilateral and multilateral fora. Apart from cooperation in education, training and capacity building, India has been a development partner through various projects (power transmission lines, solar power etc) under the LOCs. The challenges posed by COVID19 pandemic has made the relationship even stronger. External Affairs Minister Dr S. Jaishankar had a telephonic talk with Foreign Minister of Mali Mr Tiebile Drame on 25 April 2020 during which they discussed various aspects of our relationship including cooperation in the areas of security, solar energy and the combat against COVID19. EAM had assured FM Drame of India’s medical supplies. A part of India’s medical assistance, a gift from the people and Government of India, in the form lifesaving medicines (hydro-chloroquine and paracetamol) was handed over to the Health Minister of Mali on 19 May 2020. The second instalment of medical supply is expected in the coming days.

WION: How is Indian Mission reaching out to any Indians in the country?

Anjani Kumar Sahay: About 400 Indians are living across Mali who are engaged in various sectors of the economy, including some professionals working for the UN Peacekeeping Mission or providing various services needed by the Mission.

Apart from the usual methods of communication through emails, phones and latest information being shared on Embassy’s website and social media, we decided to create a WhatsApp group of Indians which is very useful for the Embassy as well the Indians for quick outreach and communication. The Embassy has been regularly communicating with them about various measures being taken by the Governments of India and Mali in the fight against COVID19. We have maintained close contact with the community and assured them of all possible help within the limitations posed by the pandemic. The Embassy has also helped stranded Indians who ran out of means due to prolonged stay in the absence of commercial flights. I must share that some Indians in Mali have taken a good initiative to collect funds among the Indian Diaspora in Mali to contribute to Mali’s fight against COVID19. They feel that their duties are both towards ‘Janam Bhoomi’ and ‘Karam Bhoomi’.

WION: How has the ground situation in Mali changed, how have been Indian diplomats faring?

Anjani Kumar Sahay: Mali’s first case of COVID-19 was reported as late as 25 March 2020. Currently, there are 931 COVID positive cases with 55 deaths. 542 people have recovered so far. The Government of Mali has been carrying out a massive campaign to sensitize people about personal hygiene, social distancing and the need to wear masks. Schools and other educational institutions have been closed. The working hours have been curtailed for offices and business establishments. The night curfew was in place for about a month which has been lifted recently. As in other places, commercial flights have been grounded. As far as the Indian team at the Embassy is concerned, we are a small but committed and motivated team. We are following the guidance given by Prime Minister Modi during his video conference with Indian Ambassadors across the world when he said that we should take care of our health and also attend to the needs of Indians during these challenging times. We remain at the service of the people.

Indian diaspora contribute towards the fight against Covid-19 in 'Karambhoomi' Mali

The second day at the virtual World Health Organisation's (WHO) World Health Assembly (WHA) meeting came to an end on Tuesday with considerable scrutiny on China which was the focus this year given the fact that the first coronavirus case was reported from Wuhan.

China President Xi Jinping, in his speech, announced to provide $2 billion over two years to help with coronavirus response and with economic and social development in affected countries, especially developing countries.

Many will see it as "blood money" given the fact that the world sees China as the source of the crisis, something which the country denies.

Focus at the meet was on the origin of the virus with more than 60 countries backing the resolution that called for identification of the source of COVID-19. The resolution adopted by the WHA was led by Australia and EU, and backed by India called for "impartial, independent and comprehensive" probe into the entire crisis.

No objection was raised by any country.

Among the other measures announced by Xi Jinping included the G20 to implement the Debt Service Suspension Initiative for the poorest countries and the UN to set up a global humanitarian response depot and hub in China that will ensure operations of anti-epidemic supply chains.

China's special focus was Africa. It announced a cooperation mechanism for its hospitals with 30 African hospitals and plan to accelerate the building of the Africa CDC headquarters to help the continent ramp up its disease preparedness.

Taiwan was the other focus area, given the state wanted to participate in the meeting but did not receive an invite from the WHO. China considers Taiwan as its part and has made it clear if it wants to share its "COVID containment practices", it was to participate while accepting the One China policy.

Taiwan is considered a success story when it comes to tackling COVID-19 crisis since despite high people-to-people interaction between Mainland China and Taiwan, very few cases were reported by the latter.

China's 'blood money' at World Health Organisation's WHA meet

India has provided humanitarian aid Hydroxychloroquine and paracetamol tablets amidst the COVID crisis. Speaking exclusively to our Principal Diplomatic Correspondent Sidhant Sibal from Dushanbe, India's Ambassador Viraj Singh also talked about the repatriation of Indians, especially students and said, "At the moment, two Air India special flights have been scheduled from Dushanbe to Delhi on 27th and 28th May 2020." 1500 Indians, of which 1287 are students are in Tajikistan.

WION: How is the Indian mission reaching to stranded Indians in the country? Any plans of repatriation?

Viraj Singh: The size of Indian diaspora in Tajikistan is approximately 1500 people including 1287 Indian students pursuing medical education at Avicenna Tajik State Medical University (ATSMU), Dushanbe. The embassy is in constant touch with the Indian Diaspora and especially with the students. We are well aware of their concerns and have been rendering all possible assistance to them during this ongoing global COVID-19 pandemic. I have personally met the representative of Indian students studying in ATSMU and other responsible faces. The embassy has provided some medicines to be used by the Indian students if need be. Till date, all Indians are in good mental and physical health. As far as repatriation is concerned, you may be aware that the Government of India is facilitating the return of Indian nationals stranded abroad on compelling grounds in a phased manner. These evacuation flights are planned in a phased manner to ensure the safety of Indians abroad and in India. We have created a database of all Indians in Tajikistan willing to be repatriated to India. The same is being shared with the Ministry of External Affairs of India. At the moment, two Air India special flights have been scheduled from Dushanbe to Delhi on 27th and 28th May 2020. We expect some students to be evacuated on the same. It would take time to repatriate all the desiring Indian citizens from Tajikistan. We have requested the students and other Indians willing to be repatriated to exercise patience. They have been advised to take all necessary precautions and maintain social distancing, use masks, sanitizers and handwash frequently and avoid unnecessary travel. The SOP issued by Ministry of Home Affairs, to be adhered to by individuals before and after arrival in India has been shared with them, so, that they are prepared for the evacuation process.

WION: How are India and Tajikistan cooperating on COVID pandemic? EAM spoke to Tajik FM. Afghanistan was also mentioned by EAM in his tweet.

Viraj Singh: Tajikistan is our extended neighbour and a strategic partner. Recently, India as a gesture of its support to the friendly people and the Government of Tajikistan provided Hydroxychloroquine and paracetamol tablets as humanitarian aid. On 06 May 2020, Hon’ble EAM Dr S. Jaishankar had a very warm and friendly conversation with the Tajik Foreign Minister, H.E. Mr Sirojiddin Muhriddin. They discussed medical cooperation in response to Covid19 challenge and reviewed various aspects of bilateral relations.

WION: Have we shared any Indian containment model or anything to learn from Tajikistan's containment model.

Viraj Singh: The strategy of most of the governments across the world has been to contain the spread of the Covid19 and flatten the curve. In this aspect, India and Tajikistan have pretty much adopted a similar strategy. Tajikistan closed all its airports and land borders in March, approximately the same time when India also closed its airports and borders. All schools, colleges and universities have been shut down; promotion to next class based on scores obtained till now and online education is being promoted. Non-food markets remain shut. It is mandatory to wear a mask in public. The population of Tajikistan is 9.3 million and most of the country is mountainous. So, they have not gone for a complete lockdown as in India and some other countries. Ministry of External Affairs of India conducted a Webinar on 'Managing COVID 19 Pandemic- Experience and Best Practices of India' from April 27-May 1 2020 by PGIMER, Chandigarh under its India Technical and Educational Cooperation. The same was offered to all ITEC partner countries including Tajikistan. More than 90 delegates from various partner countries benefited from the same.

WION: How has the ground situation in Tajikistan changed, how have Indian diplomats faring?

Viraj Singh: The Covid19 pandemic has impacted a large number of countries including Tajikistan. Markets and institutions are closed. All airports and borders are sealed. People are working from home. There is excessive pressure on the Health system and then there are Indian nationals who wish to be repatriated. At the moment, as Head of the Mission, the top two priorities for me is to ensure the safety of Mission’s staff, both Indians and locals and repatriation of Indians. We have taken several measures including a rotational system of working and working from home, exercising self-isolation if need be. Nobody ever imagined that Diplomacy would involve wearing masks and gloves and using hand sanitizers even at your office. A large part of the work is done telephonically and electronically. Gone are the days when face to face meetings using interpreters were frequent. This is where knowledge of the local language- Tajik and Russian- play an important role and Indian diplomats have been able to use their language skills effectively in times like these. Video conferences are the new normal and digitalization is the future. And I must say that our diplomats have stood up to these challenges and embraced digitalization fully. They are constantly upgrading and adjusting to this new mode of working. Ministry of External Affairs of India has always been at the forefront of using technology to reach out to people- home and abroad. We see the same trend continuing.
