The Indian mission in a statement said, "India is the first responder to deliver covid vaccines to Afghanistan". Last year during the pandemic, India gifted 20 MT of COVID-19 vaccines to Afghanistan. It also sent 75,000 MT of wheat to the country as humanitarian aid via Chabahar port to prevent any shortage of food amid the pandemic.

With the notable exception of Pakistan, due to obvious reasons, all of India's neighbours have been gifted COVID-19 vaccines by New Delhi. In fact, Nepal, Bangladesh, Sri Lanka, and Bhutan began their vaccination programme using India-made vaccines. In contrast, Pakistan has stood out by being the only country in South Asia to begin its vaccination using the Chinese vaccine.

So far, India has supplied vaccines to 17 countries, both as gifts and commercially. These are Bhutan, Maldives, Bangladesh, Nepal, Myanmar, Mauritius, Seychelles, Sri Lanka, the UAE, Brazil, Morocco, Bahrain, Oman, Egypt, Algeria, Kuwait, and South Africa. With Afghanistan being the 18th country to get India's vaccine. Supplies gifted amount to 56 lakh doses and commercial supplies amount to over 100 lakh doses.

In the coming weeks, Indian vaccines are scheduled to reach CARICOM countries (the Caribbean), Pacific Island States, Nicaragua, Mongolia, etc. 60 per cent of global vaccines are produced by India, and apart from COVID-19 vaccines, India is the largest supplier of DPT, BCG and measles vaccines. The world health organization sources 70 per cent of its vaccine needs from India.

In the backdrop of farmers' protests in India, the British government has said that agricultural reform is the Indian government's domestic policy issue.

In response to a written question on Friday in the British Parliament, Nigel Adams, minister of Asia in British foreign office said, "We are aware of concerns in India and here in the UK about how these reforms might affect farming communities", pointing out, "Agricultural reform is a domestic policy issue for the Indian authorities to address."

Asked about the British government's assessment of the protests by farmers on 26 January, the British minister said, "The right to gather lawfully and demonstrate a point of view is common to all democracies. Governments also have the power to enforce law and order if a protest crosses the line into illegality..handling of protests is an internal matter for the Indian authorities."

In fact, last week saw several questions being asked by British MPs on other India-related issues, with the British government clearly reiterating its stance which is largely supportive of New Delhi.

A question was asked on China's aggressive actions towards India, to which Adams said, 'as neighbours, India and China have an important relationship with one another" and London "welcome discussions" while continuing to "support a peaceful resolution" between India and China of the border question

China's aggressive actions in 2020, especially with India at Galwan had led to a major blow in Delhi-Bejing ties. The country's action in Hong Kong with a new law has perturbed the UK and led to sharp exchanges between London and Bejing.

In a related question, on UK government's ties with QUAD--Australia, India, Japan and US, the minister of Asia said, "No decisions have yet been made on the form UK engagement with the Quadrilateral Security Dialogue could take."

Asked on Kashmir, Adams said, "The UK's position remains that it is for India and Pakistan to identify a lasting political resolution to the situation, one that takes into account the wishes of the Kashmiri people."

He elaborated that Kashmir was "raised" by British foreign secretary Dominic Raab during his India visit in December with his Indian counterpart External Affairs Minister Dr S Jaishankar.

On human rights issues in the union territory, Adams said, "Officials at the British High Commission in New Delhi engage regularly with human rights organizations on the situation. Any allegation of human rights abuses is deeply concerning and must be investigated thoroughly, promptly and transparently."

The United Nations Security Council on Thursday issued a press statement expressing concern over the developments in Myanmar and called for the release of State Counsellor Aung San Suu Kyi and President Win Myint.

The statement said, "members of the Security Council expressed deep concern at the declaration of the state of emergency imposed in Myanmar by the military" and the "arbitrary detention of members of the Government, including State Counsellor Aung San Suu Kyi and President Win Myint and others. They called for the immediate release of all those detained."

On Monday the country saw a bloodless coup with the military overthrowing the civilian government in an action that led to strong reactions globally. Interestingly, the UNSC statement doesn't use the word coup.

UNSC members in the statement "emphasized the need for the continued support of the democratic transition in Myanmar" and "stressed the need to uphold democratic institutions and processes, refrain from violence, and fully respect human rights, fundamental freedoms and the rule of law."

The country saw elections last year with National League for Democracy getting huge support. The actions by the military halts the democratic transition for the country, which started in 2010 after the release of Aung San Suu kyi.

The top UN body "encouraged the pursuance of dialogue and reconciliation in accordance with the will and interests of the people of Myanmar". Concerns have also been expressed at the "restrictions on civil society, journalists and media workers" in the statement.

The UNSC had met on Tuesday to discuss the issue. UK is the president of the UNSC for this month and had backed the discussion on the issue at the high table. The statement mentions the Rohingya crisis with the UNSC members reiterating the "need to address the root causes of the crisis in Rakhine State and to create conditions necessary for the safe, voluntary, sustainable, and dignified return of displaced persons."

The statement saw strong support to regional organizations, in particular the Association of Southeast Asian Nations (ASEAN), and welcomed the ASEAN Chair’s Statement dated 1 February 2021 on the issue. The ASEAN statement called for adherence to the principles of democracy, the rule of law, and good governance.

The World Trade Organization (WTO) will be again taking up joint India-South Africa proposal for wavier for Intellectual Property Right (IPR) on COVID-19 vaccine patent. The proposal will be considered in the meeting of the council which is to be held on February 23.

This matter was taken up on Thursday at a meeting of the body, but the attendees failed to reach an outcome, amid stiff opposition by developed countries. WTO so far has not ruled anything on the proposal that will make access to the vaccines easier.

While debt burden imposed by China on many countries has been in news for long, Nigeria is faced with a problem that is both -- ecological and financial. Nigeria has a loan of USD 6.5 billion from China. This has resulted in debt burden for China. The loan amount is so huge that Nigeria can only repay it in 2 decades. A failure to repay the debt means that Nigeria will have to surrender its oil fields or coastal port authorities. Nigeria is world's 10th largest oil producer.

Worry is on the ecological front as well with Chinese illegal unreported and unregulated (IUU) fishing activities being another cause of concern. Nigeria is losing $70 million due to Chinese trawlers. IUU has been a global concern, from Africa to Latin America putting pressure on local ecology and encroaching on national sovereignties.

China is keen on increasing engagement with the African continent. Chinese Foreign Minister Wang Yi had visited Niger in the first week of January this year, with a focus on cooperation against covid and a number of agreements being signed. And while China is trying hard to win over the continent, it has already got a lot of bad press, especially when it comes to racism.

2020 saw Nigeria strongly voicing its concern after videos emerged of discrimination faced by Nigerians in Guangzhou. They were been stigmatized for being carriers of the Covid virus. The Chinese envoy to Nigeria was summoned by foreign minister Geoffrey Onyeama and the matter was strongly taken up.

Even as India's covid vaccine supplies reached South Africa, Indian Prime Minister Modi has assured South African President Cyril Ramaphosa that India has the capacity to fulfill the needs of the African continent.

Both leaders spoke to each other on Thursday evening with the key focus being on the covid pandemic and cooperation on the Covid vaccines. The Indian PMO readout said, the 2 leaders discussed the "continuing challenges posed by the COVID-19 pandemic," and in this context, the "vaccination campaigns being undertaken in their respective countries."

PM reiterated to the South African President that "India's considerable productive capacity for pharmaceuticals and vaccines would continue to serve the needs of all countries, including those in Africa." Other than South Africa, Indian Covid vaccine supplies have reached Morocco and Egypt in the continent. New Delhi will also be giving one crore (10 million) doses of India-made COVID-19 vaccines to Africa under GAVI's covax facility.

During the Modi-Cyril talks, both leaders also discussed possibilities of collaboration between the 2 countries on "various international fora, to facilitate access and affordability of vaccines and medicines." This comes even as last year saw India and South Africa jointly proposing a proposal that calls for suspension of Intellectual property rights on COVID vaccine patent. The proposal has got many backers from developing countries, but the EU, US remain the main opponents of it.

India would serve Covid vaccine needs of Africa, PM Modi tells South African President Ramaphosa

European Union Parliamentarians have strongly backed India and South Africa's joint proposal at the World Trade Organization for a waiver on intellectual property rights for COVID vaccine patents in a letter to EU leadership. The letter by 14 EU MEPs or members of the European Parliamentarians has called for a moratorium on the suspension of covid-19 vaccine patents.

The two page letter on Covid vaccine highlighted that, "South Africa and India sent a joint proposal to the World Trade Organization requesting an exemption from patents and other intellectual property rights concerning drugs, vaccines, diagnostics, personal protective equipment, and other medical technologies throughout the pandemic and this proposal is still pending."

The letter seen by WION has asked European Union to "support for India and South Africa's proposal at the WTO" with the aim to "guarantee widespread and equitable access to vaccines on a global scale"

WTO had met in December to take up the proposal for waiver of Intellectual property over Covid vaccines but failed to arrive at the decision over stiff opposition from United States, European Union and others. The proposal for waiver on IP rights for covid vaccines means affordable access to everyone even as countries try to vaccinate their population.

The letter by the EU MEP has been sent to President of the European Council Charles Michel, President of the EU Commission Ursula von der Leyen, EU high representative for foreign affairs Josep Borrell, European Commissioner for Trade Valdis Dombrovskis and European Commissioner for Health and Food Safety, Honorable Stella Kyriakides.

The MEPs who have sent the letter are--Andrea Cozzolino, Maria Arena, Eva Kaili, Alex Agius Saliba, Bogusław Liberadzki, Tiemo Woelken, Milan Brglez, Patrizia Toia, Irene Tinagli, Pierfrancesco Majorino, Pina Picierno, Giuliano Pisapia, Massimiliano Smeriglio, Franco Roberti.

The development comes amid the ongoing tiff between EU and AstraZeneca over vaccine supplies. Media reports are calling the India-South African proposal as a "nuclear option" and it is already leading a divide in the already divided group. In fact, the Italian Parliament had backed the proposal as far as December. A patent pause amid the Covid pandemic looks a humane action but for many license holders would see it as a loss, and would call for a pushback against it.

EU Parliamentarians back India-South Africa proposal for IPR waiver on Covid vaccine patents

India has called for a balanced approach on Myanmar at the United Nations Security Council meeting that took place on Tuesday even as the UK-backed draft is still being considered. New Delhi's balanced approach, which has been perceived as a very constructive one, calls for support for the democratic process in the country, given it is a neighboring country.

The UNSC has not yet been able to come up with any statement on the coup in the country when the meeting took place on 2nd February. In the aftermath of the bloodless coup staged by the military in Myanmar, India's Ministry of External Affairs in a statement had expressed its "deep concern", calling for upholding of the "rule of law and the democratic process".

India has a close relationship with the country. While Aung San Suu Kyi's India connect is well known, including her education in India and through her father Aung San, New Delhi has been able to build close military cooperation with Myanmar's military--especially in terms of counter-insurgency operations in border areas. Last year, Myanmar inducted INS Sindhuvir which was given by India. It was inducted as UMS Minye Theinkhathu and is the country's only submarine.

UK is the president of the core UN body for this month and as the chair, decides on the key issues that can be raised and scheduling of the talks on global issues. UK Foreign secretary Dominic Raab in a tweet had said, "As President of the @UN Security Council we brought forward an emergency meeting on Myanmar to fast-track necessary discussions on what should be done."

The draft has called for the removal of the state of emergency and reinstatement of democratic norms, according to media reports quoting the leaked document. While UNSC is working on a common press statement on the coup in the country, especially in the face of differing views expressed primarily by China, it is expected that perhaps in the next stage, talks may resume to put more pressure if there is no progress. However, it is clear that forming a consensus on this contentious issue will be a difficult task.

He spoke on several subjects, like Economic and Political ties with India and China and his country's role in Afghanistan. On Afghanistan, the Polish envoy to Delhi, who is also accredited to Kabul said, "We want a peaceful and stable Afghanistan. This is a fantastic country. My dream is someday Polish tourists can visit this country". It is interesting to know, Poland prints Afghanistan's currency of 10 and 20 denominations.

Sidhant Sibal: How has been the cooperation between India and Poland has been when it comes to dealing with COVID crisis?
Adam Burakowski : Covid has impacted the whole world in a very negative away. Poland is cooperating with India from the beginning. From the first lockdown in March, we cooperated in rescue flights. Few rescue flights were operated for Polish citizens and Vande Bharat flights for Indian Citizens stranded in Poland. It was a very good example of common cooperation against threats all over the world. Nowadays, the situation in the whole of Europe is much worse than India unfortunately. Many lockdowns in many countries. In Poland, we have a national quarantine. Many things are closed, restaurants are closed, hotels are closed, and also if you go to Polish cities, you don't see many people on the streets. This is very hard. We have started a program on vaccination. We are following the EU program and we are using vaccines accepted by the EU. One of them is AstraZeneca which is also produced in India and maybe some cooperation in the future. No cooperation as of now and we have already vaccinated one million out of 38 million Polish population and we hope it will go smoothly. And we hope lockdown is over and we can restore our normal activities and also Polish India ties. India is becoming more and more important in Polish thinking about the world.

Sidhant Sibal: How has been the connectivity between the 2 countries amid the pandemic. Has there been any transport bubble, which has opened?
Adam Burakowski: We inaugurated direct flight from Delhi to Warsaw by LOT Polish Airlines in Sept 2019. So after half a year of this very successful flight connection, the occupancy was over 90%, we had to cancel it because of Covid. While there were some rescue flights by LOT Polish Airlines. Nowadays, we don't operate with passengers, it operates with cargo to Delhi and Mumbai. We have applied for an air bubble with India and we are waiting for the reply. We hope that when India decides to be more open, Poland and Warsaw will be on their list because we are ready to work on strengthening our ties and our cooperation. LOT flight is ready to fly to India at any moment and it will be solved very soon. There are around 4000 Indian students in Poland and leading Polish universities give program in the English language. We are still giving students visas so that students can go and start studies and we want to increase this. This will be more easy when we reopen the direct flight.

Sidhant Sibal: How do you see India's vaccine diplomacy and any cooperation on the vaccine front. Any comments on the ongoing tiff between EU and AstraZeneca.
Adam Burakowski: India, I think made a very good move to become one of the largest producers of the vaccine in the world. We observed India provided vaccine to south Asia, neighboring countries, and also some countries which are some distant. This program went quickly and rapidly and helps many countries and millions of people. We see that the Govt of India has some plan to be more active in this in the world. We are very hopeful that India will play a bigger role. India shares so many values with Poland and Europe. We are happy that your country is becoming more active and vaccine diplomacy is a very important, very helpful tool for the world. Concerning EU AstraZeneca, I hope it will be solved very soon. And maybe, more quantity of AstraZeneca will be produced in India, but this is a question better to ask AstraZeneca company. We all hope vaccines in the world go smoothly and quickly.

Sidhant Sibal: On ties with India, how do you see the overall relationship when it comes to Europe. Also on China, do you see ties. So overall, India and China, and Poland's ties with both countries. This even as China has been aggressive with the countries in the region.

Adam Burakowski: China is important to partner with Poland and we have many ties with China, especially economic, political. We have totally different political system, we have a democratic system. But we cooperate on economics, there is also a train route, that takes cargo. We see the European Union prepared an agreement on investment with China. We were not so hurrying to have this agreement before some consultations especially our transatlantic partners, US and new admin of Joe Biden. We strongly advocate transatlantic ties. Concerning India, we hope India will be closer and closer to European Union as a whole. We have big expectations from the India EU summit that will take place in Portugal in May this year. Also, in Poland and central Europe group Visegrád, we want to show India can also have good and better relations with us, especially economy, students you mentioned, connectivity. We have some hopes of increasing cooperation with India in Cybersecurity. Ongoing India EU dialogue on cyber issues.

Sidhant Sibal: Poland has played an important role in Afghanistan if you can elaborate on that?
Adam Burakowski: Poland always supported Freedom and stability in Afghanistan. Polish soldiers have been part of the missions, we have contributed not only militarily but also development projects. Especially in Ghazni and northern Areas. We strongly support freedom and stability in Afghanistan. And we not only support verbally but also in action. We have a Polish military contingent that is part of a resolute support mission. Poland has just printed the banknotes for Afghanistan. The banknote of 10 and 20 Afghani. This also example of very good cooperation with Afghanistan. We want a peaceful and stable Afghanistan. This is a fantastic country. My dream is someday Polish tourists can visit this country and enjoy the atmosphere, the food, views, the mountains. I hope the Afghan elite can set up some long-lasting solution for peace and stability.

Exclusive: Poland lauds India's vaccine diplomacy, hopes for early air transport bubble

India has reaffirmed its commitment to the Chabahar-Zahedan railway project, saying it is engaged in the project that will connect the port to the border city. Zahedan, capital of Iran's Sistan and Baluchestan province, is a border town and can become a gateway to Afghanistan with the railway connectivity project,

Minister of State in the Ministry of External Affairs V Muraleedharan, in response to a question in Lok Sabha, said, "India and Iran remain engaged on the modalities of implementation of Chabahar-Zahedan railway project, and other development projects in Iran."

The MoU for the railway project was signed in 2016 during Prime Minister Narendra Modi's visit to the country. The MoU was signed between Indian Railways’ IRCON and Iranian Railways’ CDTIC -Construction and Development of Transportation Infrastructures Company.

In the month of November last year, Iran started laying the tracks for the project from the Chabahar side. Work on laying tracks from Zahedan began in July. The total length of the railway is 628 km. India has been strongly backing the development of the Chabahar port project as a means of increasing connectivity with Afghanistan and the Central Asian region.

New Delhi is involved with the development of phase-I of the Shahid Beheshti port in Chabahar.

Over the weekend, India handed two 140 tonne mobile harbour cranes. In December 2018, an Indian company, India Ports Global Limited (IPGL) took over the port operations, and as of December 2020, the port has handled 1.75 million tonnes of bulk cargo and more than 13000 TEUs of container cargo.
