India has called for the winding down of the UN peacekeeping missions that have completed their mandates or outlived purpose.

Speaking at United Nations General Assembly (UNGA) debate on UN Peacekeeping Operations, India's envoy to UN T.S. Tirumurti said, "Peacekeeping missions are meant to be transitional measures and not operate in perpetuity. There is an urgent need for time-bound exit strategies to ensure that peacekeeping missions do not become instruments for furthering political interests."

The development assumes significance even as many other missions including United Nations Military Observer Group in India and Pakistan (UNMOGIP) have long outlived their function. UNMOGIP came into existence after the India, Pakistan war of 1947. New Delhi, since the Shimla pact of 1972 was signed sees no purpose for it as it doesn't recognise any third party role in the region. While Pakistan keeps UNMOGIP alive by sending any ceasefire violation report, and for its own political purpose, the last report of the Secretary-General to the Security Council on UNMOGIP was published in 1972.

During the statement by Envoy Tirumuti while lauding UN peacekeepers as the "one singular iconic image that has become synonymous with peace, then it is that of the UN peacekeeper with the blue helmet", he called for "need for appropriate equipment for not only for safety and security of personnel" and expressed disappointment over lack of "consensus on the need to increase reimbursement rates."

Elaborating, "Peacekeepers have long been the best chance for peace...India pays rich tribute to all the brave women and men who have served under the UN flag and continue to serve in peacekeeping mission with the highest professionalism, dedication, and courage."

UN peacekeepers are reimbursed by the UN at a standard rate, approved by the General Assembly. The approved budget for UN Peacekeeping operations for the fiscal year July 01, 2020 - June 30, 2021, is $6.58 billion.

The Indian envoy to UN in his extensive statement listed out New Delhi's focus areas vis-a-vis UN Peacekeeping which are transparency in selecting contingents, more women in missions, exit strategies, matching mandates with resources, honest assessment and feedback, effective implementation of Integrated Performance Policy Framework.

India is one of the largest troop contributors to UN peacekeeping. In fact, in 2007, in a first, India sent an all-women UN police peacekeeping contingent in Liberia which was hailed as an important development in the history of UN Peacekeeping.

Tirumuti said, "India is committed to working with partners of this Committee on measures to make UN peacekeeping operations more effective, efficient, and transformative." Amid the covid pandemic, India dispatched two medical teams and upgraded its peacekeeping hospitals in United Nations Organization Stabilization Mission in the Democratic Republic of the Congo or MONUSCO in Goma, Democratic Republic of the Congo and in United Nations Mission in South Sudan or UNMISS in Juba, South Sudan.

India's Foreign Secretary Harsh Shringla will be on a two-day visit to Russia starting Wednesday. During the visit, the Foreign Secretary will take part in the India-Russia Foreign Office Consultations with his Russian counterpart, Russian Deputy Foreign Minister Igor Morgulov. This will be the first foreign visit of the secretary this year.

The foreign secretary will also meet Russian Deputy Foreign Minister Sergey Ryabkov and deliver a speech on ’India-Russia relations’ at the prestigious Diplomatic Academy of the Russian Ministry of Foreign Affairs.

Ahead of the visit, India's envoy to Russia DB Venkatesh Varma said that the meeting will set forth an "active and ambitious" agenda for bilateral relations including the annual bilateral summit between India and Russia that will see Russian President Vladimir Putin visiting India. India, Russia have bilateral summit mechanism at PM-President level that alternates between the two countries.

He said, "India Russia relations are rock solid, strategic partnership diverse" and "foreign secretary's visit is intended to further deepen our cooperation in all sectors. We will also expand our cooperation including to build on PM Modi's visit to Vladivostok in September 2019."

Russia and India are engaged in a number of fields, with defence being a key pillar of partnership. India will be getting the first batch of the S400 air defence system by end of this year. Both are already moving towards the successful implementation of AK-203 Kalashnikov contract.

COVID Vaccines will be another focus area with Russia's COVID vaccine--Sputnik V expected to be given regulatory approval for use by India in the next few weeks.

Envoy Varma said, "There is a lot of excitement here in Moscow, about how India and Russia can cooperate with respect to covid pandemic including in the fields of vaccines. That will be another area of discussion".

Last year saw India's defence minister visiting Moscow two times, first for the 75th anniversary of victory day and then for the Shanghai cooperation organization or SCO defence minister. The Indian external affairs minister Dr S Jaishankar visited the country too for the SCO FMs meet. WION was the first channel to break the story of FS's Russia visit last week.

Even as the disengagement at Pangong lake is underway, 150 Chinese tanks and nearly 5,000 Chinese People's Liberation Army soldiers have withdrawn. The first phase of the disengagement, which was announced last week, is underway at the lake in the Eastern Ladakh.

The scale of disengagement could only be seen when the first visuals of the disengagement were released by the Indian Army on Tuesday. The visuals showed infantry disengagement, Chinese PLA tents being dismantled, and carrying load-backs while moving to the rear areas.

As part of the disengagement, the Chinese will move east of finger 8 of the north bank of Pangong lake, while India will be present at its base at finger 3. No patrolling will take place between finger 4 and finger 8, and all structures will be removed.

Complete disengagement at the Pangong is expected to be over by end of this week. Once it is completed, disengagement at 3 areas--Gogra, Hot springs, and Depsang plans will be taken up during the 10th round of India China senior commanders' meet within 48 hours.

The disengagement comes after a multi-month-long standoff that started in April/May of last year with China trying to unilaterally change the situation on the ground. The Galwan incident saw the death of 20 Indian soldiers, leading to a dramatic escalation and impacting Delhi-Beijing ties. China also suffered casualties but never came up with a number.

In a gesture signifying strong cultural connect between India and Afghanistan, Afghan President Ashraf Ghani will be sending a "chadar" for the Ajmer Sharif by the end of this week.

The "chadar" will be brought from Kabul to Delhi from where it will be sent to Ajmer expectedly on Friday. The "chadar" will be offered on the occasion of the 809th Urs of Khwaja Moinuddin Chishty.

In a message, the Afghan President said, "It is a singular honour" to offer the "chadar" and "as an Afghan and as a student of Sufi order for over 50 years, I have been fascinated with character, impact and reach of Khawaja Garib. Nawaz. Despite a thousand years, there is much to study and learn from the way the Chishty order the spread from a district in Herat to becoming a moral force in the continent".

This is the first time any Afghan President has sent a "chadar" to Ajmer. In the past US President Barack Obama had sent a "chadar" to Ajmer Sharif.

The Afghan President in his message said, "millions of people across the centuries have found comfort, meaning, and direction from absorbing the reflection of Chishty order in general and the foundational thought of Khawaja Moinuddin in particular".

Chishty Order in Islam, which Khwaja Moinuddin Chishty propagated follows the popular Sufi tradition and began in Chisht, a small town near Herat, Afghanistan. The order known for its tolerance and openness is quite popular in the Indian sub-continent and includes many other famous Sufi saints like Nizamuddin Auliya whose dargah is in Delhi.

The development comes days after Afghan Cd' A (charge de affairs) Tahir Qadiry had visited the holy place a month ago. Ahead of his new posting as the Afghan envoy to Poland, he was able to convince the President to send the "chadar" which he sees as a good "shagun" (omen).

Speaking to WION last week when India PM and the Afghan President held a virtual summit, he said, this was "one particular place which I really love to go there was Ajmer Sharif because we have a common history there. It took me a couple of hours to go there, the magnificent dargah, a lot of people holding prayers and we had a very good tour of the dargah too. We had qawwali there, which is part of it."

The Sufi connect is crucial people to people connect between the two countries and as is seen a crucial bulwark against extremism.

Haji Syed Salman Chishty, Gaddi Nashin - Dargah Ajmer Sharif(Chairman - Chishty Foundation), said, "It's a major boost in the bilateral relationship between India and Afghanistan as well as a strong message to the extremist radicals in Afghanistan who have destroyed many Sufi Shrines and centers of Unity. That will be important as it's the first-ever such official gesture from the President of Afghanistan"

The Afghan mission in 2019 launched a program called--"Herat--the bridge between Ajmer and Chisht". The National General Secretary of the ruling BJP party, Ram Madhav, Salman Chishty were present at the program. The Afghan side has sent a group of Indian sufies to the Chishti to show the connection between Ajmer and the celebrated Sufi order.

The Chisht order is still thriving in Afghanistan. Chisht is one of the only two places in Afghanistan that carries the suffix of Sharif (noble). The other place is Mazar-E-Sharif in the country's Balkh province that has grown around the shrine of Hazrat Ali.

Indian External Affairs Minister Dr S Jaishankar has pitched for connectivity from the "Arabian Sea to the South China Sea" even as New Delhi and Tokyo work together in tandem.

Speaking at an event in Guwahati, Jaishankar said, "approach to create connectivity to and within Assam, beyond to the North-East, then to neighbouring Myanmar and Bangladesh, but eventually push all the way by road, by sea, by air to Vietnam, to Japan."

India is working on a number of connectivity projects to connect northeast with East Asia. These include India-Myanmar-Thailand Trilateral Highway, with an aim to expand it to Vietnam via Laos.

The Kaladan Multimodal transport link will provide North East access via Sittwe Project and the Paletwa Inland Water Terminal. Work is on BIMSTEC masterplan on transport connectivity via 264 projects.

He lauded India Japan partnership, calling it "natural and close" and said, "India-Japan collaboration has always had a central place in our national modernization and development efforts." Japan has been involved in the funding of the Guwahati water supply project, road connectivity in the northeast, construction of a primary school in Manipur etc.

Recently New Delhi and Tokyo reached a pact for people from India to jo to Japan under "specified skilled workers" visa and will increase in people to people engagement.

Interestingly he pointed out to Assam becoming a "major player" in producing refined petroleum products and "a pipeline to supply Bangladesh high-speed diesel is an important beginning". India and Nepal recently opened a cross country oil pipeline, the first such pipeline in South Asia.

Complete disengagement at the Pangong lake as agreed between India and China last week is expected to be over by end of this week. Last week, it was agreed that as part of disengagement, Chinese forces will move east of finger 8 of the north bank of the lake, while India will base its troops at the permanent base -- Dhan Singh Thapa post near finger 8.

Right now, on the ground, between finger 4 and finger 8, things are in various stages of dismantlement. As part of the agreement, it was agreed that any structure built by both sides after April 2020 will be removed. April 2020 was the month when Chinese attempts to change things on the ground unilaterally started.

Once the disengagement is over at Pangong, no patrolling will take place in the area from Finger 4 to finger 8 till both sides agree via diplomatic and military talks.

The 10th round of military talks, which was agreed to happen 48 hours after complete disengagement will happen, expectedly by next week. The talks will focus on disengagement on Gogra, Depsang, and hot spring.

2020 saw heightened tensions between India and China due to aggressive actions by Chinese forces at the Line of actual control in eastern Ladakh. The Galwan incident saw the death of 20 Indian soldiers, and while China also suffered casualties, it did not come up with any number.

With a focus on peace and stability in the Indian Ocean region, the Indian Navy is conducting its largest biennial war games — the biennial Theatre Level Operational Readiness Exercise (TROPEX 21). The exercise commenced in early January and all the operational units of the Indian Navy — ships, submarine, aircraft as well as the units of the Indian Army, Indian Air Force, and Coast Guard are taking part in it.

Being conducted over a vast geographical expanse of the Indian Ocean region, the exercises are aimed at testing the combat readiness of the Indian Navy. This especially when geopolitical changes are increasing in the region. During the "weapon work up phase" of the Tropex exercises, multiple "on target" missiles, torpedoes, and rockets were tested.

Tropex has two other phases — one was coastal defense exercise "sea vigil" from January 12 to 13, which saw the participation of not only Navy but also coast guard, marine police of 13 coastal states and union territories, followed by tri-service joint amphibious exercise AMPHEX 21 which was conducted in the Andaman and Nicobar group of Islands.

Meanwhile, as Tropex was on, Pakistan conducted its own naval exercises — Aman 2021 that is seen as a coup by Islamabad since it saw the attendance of 45 countries — NATO, Russia. While the exercises are also seen as a "project to build a positive image", not much is achieved on-ground as compared to Malabar exercises last year between India, Japan, Australia, and the US.

Also, modern geopolitics has increasingly been less about who got a bigger gun. In terms of humanitarian support and deliverables, last year saw Mission Sagar by the Indian Navy providing food and medical assistance to countries in the region amid the pandemic. Mission Sagar 1 provided support to five Indian ocean island countries, while Mission Sagar 2 provided support to four East African nations and SAGAR-III to two South-East Asian nations. In addition to this, under operation Samudra Setu, India brought back 3992 Indian Nationals who were stranded globally as covid impacted global travel.

Meanwhile, on February 11, 2021, Pakistan conducted a successful Training Launch of Babur Cruise Missile IA, with a range of 450 kilometres. Babur Cruise Missile is capable of engaging targets at Land and Sea with high precision. This is the third test of nuclear-capable missiles carried out over the past three weeks. The test launch of submarine-launched cruise missile (SLCM) Babur comes at the time when Pakistan is hosting its multinational naval drill titled “AMAN 21”, which literally means peace.

Looking for 'extra' COVID vaccines from India: Canadian PM

Indian Army Chief General MM Naravane on Friday highlighted the perils of China's mega connectivity plans like the belt and road initiative (BRI), and said the project aims to "create regional dependencies".

Speaking at Assam Rifles-United Services institution joint annual seminar, he said, "The regional security environment is characterised by Chinese belligerence in the Indo-Pacific, its hostility towards weaker nations and relentless drive to create regional dependencies through initiatives like the BRI. The resultant Sino-US rivalry has created regional imbalances and instability."

BRI or the OBOR is Beijing's global infrastructure project, one whose key crucial component passes via Pakistan-occupied Kashmir as CPEC (China Pakistan Economic Corridor). The project is known to have created a debt crisis in many parts of the world, especially smaller countries that are unable to pay it, losing sovereignty over territories.

The army chief pointed out: "Regional and internal connectivity is acutely linked to security, and it is central to unleashing the potential of the North-east and balancing the influence of China."

Regionally, to the west, India has Chabahar port project in Iran connecting it with Afghanistan, Central Asia, while to the east it is focussing on the Kaladan multimodal project and operationalisation of the Sittwe port in Myanmar.

The army chief explained that the "rising footprints of China in India’s neighbourhood" and its "attempts to unilaterally alter the status-quo along our disputed borders have created an environment of confrontation and mutual distrust."

2020 was a year that saw an aggressive China, not only with India with which it had a multi-month long stand-off at the line of actual control (LAC) in eastern Ladakh but also with countries like Japan, Taiwan, and ASEAN countries in the South China sea, and even far off countries like Canada and Australia.

Interestingly, Naravane spoke on Nepal, calling the country "our traditional long term partner" but one "which has witnessed heavy Chinese investment" and "is going through a period of political volatility."

December saw Nepal PM KP Sharma Oli dissolving the Lower House of the Parliament, and this year will see elections in the country.

As a result of the actions of KP Sharma Oli, the Nepal communist party split, much to the chagrin of Beijing, who even sent a top-ranking minister in a bid to stop the development.

On Bangladesh, the army chief lauded the "upswing in relations", saying "the sight of the tri-service contingent from Bangladesh marching down Rajpath on the Republic Day bodes well for our future relations". He, however, expressed "serious concerns" over growing radicalisation in the society.

India is celebrating Swarnim Vijay Varsh to commemorate its victory over Pakistan in the 1971 War for Liberation of Bangladesh.
Indian Prime Minister Narendra Modi will visit Dhaka in March to take part in the 50th year anniversary celebration of the country's independence.

Naravane also spoke about the counter-terror insurgent operations with Myanmar army code named -- Operation SUNRISE -- due to which he said both sides have seen "growing cooperation and the synergy between the soldiers on the ground with reasonable operational dividends."
