The two sides agreed that another meeting of senior army commanders may be held soon so as to work out further steps to ensure "expeditiously" complete disengagement and de-escalation" and restoration of peace and tranquility in the border areas, the Ministry of External Affairs(MEA) said.

The nearly three-hour-long virtual talks were held under the framework of the Working Mechanism for Consultation and Coordination (WMCC) on border affairs.

People familiar with the issues discussed at the talks said India conveyed a firm message to the Chinese side that it has to implement the disengagement process as agreed to during the four rounds of Corps Commander-level talks.

In Beijing, the Chinese foreign ministry said the two sides held a candid and in-depth exchange of views on the border situation and fully affirmed the positive progress made in disengaging the front-line border troops of the two countries and easing the situation on the ground.

The ministry said it was agreed at the talks to properly handle the remaining issues on the ground and further cool down the border situation.

However, the MEA statement did not make any reference to positive progress in disengagement as described by the Chinese foreign ministry.

The MEA said the two sides reviewed the situation in the region as well as the ongoing disengagement process.

"They agreed that early and complete disengagement of the troops along the Line of Actual Control (LAC) and de-escalation from India-China border areas in accordance with bilateral agreement and protocols and full restoration of peace and tranquility was essential for smooth overall development of bilateral relations," it said in a statement.

The MEA said the two sides noted that this was in accordance with the agreement reached between the two Special Representatives during their telephonic conversation on July 5.

National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi held a nearly two-hour-long telephonic conversation on July 5 to bring down tension between the armies of the two countries in eastern Ladakh.

Both sides commenced the disengagement process from July 6 following talks between Doval and Wang who are Special Representatives for the boundary question.

The people familiar with the developments on the border row said the disengagement process has not moved forward as expected following the last round of marathon Corps Commander-level talks on July 14.

They said though Chinese military has pulled back from Galwan Valley and certain other friction points in eastern Ladakh, the withdrawal of troops has not moved forward from Finger 5 to Finger 8 in Pangong Tso area as well as in Depsang.

The MEA statement said, "They agreed in this regard that it was necessary for both sides to sincerely implement the understandings reached between senior commanders in their meetings till date".

"The two sides agreed that another meeting of the Senior Commanders may be held soon so as to work out further steps to ensure expeditiously complete disengagement and de-escalation and restoration of peace and tranquility in the border areas."

The MEA said the two sides also agreed to maintain their ongoing engagements both at the diplomatic and military level, including through the meetings of the WMCC.

Naveen Srivastava, Joint Secretary (East Asia) in the MEA, led the Indian delegation at the talks, while the Chinese side was headed by Hong Liang, Director General of the Department of boundary and ocean affairs under the Chinese foreign ministry.

The Chinese foreign ministry in its statement further said the two sides stressed that they will maintain bilateral military and diplomatic dialogue and consultation in accordance with the important consensus reached by the foreign ministers of the two countries and the Special Representatives on the border issue.

It said the two sides agreed that they will continue to hold meetings of the China-India WMCC and the Commander-level meeting of the border defence forces to strengthen confidence building measures and jointly maintain peace and tranquillity in the border areas. 
After the fourth round of Corps Commander-level talks, the Army said both sides are committed to "complete disengagement" of troops, adding the process is "intricate" and it requires "constant verification".

During a visit to eastern Ladakh last week, Defence Minister Rajnath Singh said progress has been made in the ongoing talks with China to find a solution to the border standoff but he cannot guarantee to what extent it would be resolved.

The tension in eastern Ladakh escalated manifold after the violent clashes in Galwan Valley on June 15 in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35.

After the last round of military talks, government sources said the Indian side conveyed a "very clear" message to the Chinese army that status quo ante must be restored in eastern Ladakh and it will have to follow all mutually agreed protocols for border management to bring back peace and tranquility.

The United States Department of Energy&nbsp;on Thursday unveiled what it believes is a "virtually unhackable" internet which was put in motion by the Trump administration in 2018 when it&nbsp;passed&nbsp;the National Quantum Initiative Act.

Through the act, the United States intends to "use of the laws of quantum physics for the storage, transmission, manipulation, or measurement of information." The United States hopes to use laws of quantum mechanics to transmit information more securely than the existing unsecured networks.

Earlier, DOE and researchers at the University of Chicago had created a "quantum loop" - an 83-kilometre land-based network which allowed&nbsp;a secure network through the transmission of sub-atomic particles.

The quantum transmissions make it virtually impossible for hackers to eavesdrop with early adopters set to be in banking and health services and aircraft communications which require a secure network&nbsp;to operate.

The quantum sensors would reportedly allow engineers to predict earthquakes or search for underground oil and gold which has been a time consuming and at most times an impossible task.

Watch: Through the act, the United States intends to "use of the laws of quantum physics for the storage, transmission, manipulation, or measurement of information." The United States hopes to use laws of quantum mechanics to transmit information more securely than the existing unsecured networks. According to the US Energy Department, "one of the hallmarks of quantum transmissions is that they are exceedingly difficult to eavesdrop on as information passes between locations". "Scientists plan to use that trait to make virtually unhackable networks," it added. "Eventually, the use of quantum networking technology in mobile phones could have broad impacts on the lives of individuals around the world," the US energy department said. The project with US government funding would pave the way for "quantum internet". Earlier, DOE and researchers at the University of Chicago had created a "quantum loop" - an 83-kilometre land-based network which allowed a secure network through the transmission of sub-atomic particles. The quantum transmissions make it virtually impossible for hackers to eavesdrop with early adopters set to be in banking and health services and aircraft communications which require a secure network to operate. The quantum sensors would reportedly allow engineers to predict earthquakes or search for underground oil and gold which has been a time consuming and at most times an impossible task.

India-China standoff: PLA troops still stationed along LAC despite disengagement

A wing of Indian Council of Medical Research (ICMR) and a healthcare initiative formed by Indian and Norwegian governments have launched a study to detect coronavirus infection from cough sounds of people using artificial intelligence (AI), an official said.

A mobile App has been developed by Norway-India Partnership Initiative, in which people who are not infected by the virus are recording their cough sound, while researchers have collected such sounds from COVID-19 patients.

An analysis using AI will be conducted on the mixed database of cough sound samples to find out a coronavirus infected person, Director of Regional Medical Research Centre (RMRC), Dr Sanghamitra Pati, said on Friday.

The RMRC of Bhubaneswar is a permanent research centre of ICMR. "A similar study was conducted in case of x-ray analysis of pneumonia patients in the past. The goal was to identify which is the x-ray of a pneumonia case and which is not," Pati said.

People of Odisha have started participating in the study using the App, she said.

Meanwhile, Union Health Minister Harsh Vardhan said at 864 cases and less than 21 deaths per million population, India has one of the world's lowest COVID-19 infection and death rate underlying that the recovery rate among coronavirus-infected patients in the country is 63.45 per cent and the mortality is 2.3 per cent.

These remarks were made by Vardhan at the Shanghai Cooperation Organisation (SCO) Health Ministers' Digital Meet held digitally, the health ministry said.

According to the ministry's statement, Vardhan emphasised on how the Indian traditional system of medicine has also contributed substantially in boosting the immunity of general population during COVID-19.

"There is currently no institutional mechanism within SCO to discuss cooperation in traditional medicine that has the potential to fulfil the WHO Traditional Medicine Strategy 2014-2023 and also reinforce the effective implementation of the joint statement on cooperation in combating epidemics signed at the Qingdao Summit in 2018," the statement quoted him as saying.

"This is in spite of such complementary medicine systems being widely practised in all member states of our SCO," he said and proposed the setting up of a new sub-group on traditional medicine under the existing institutional meetings of the SCO health ministers.

Expressing his condolences at the loss of lives across the world due to COVID 19, Vardhan described the India's political commitment to contain the pandemic and spoke on how Prime Minister Narendra Modi has "personally monitored the situation and ensured a pre-emptive, pro-active and graded response to prevent the deadly virus from spreading".

He explained that a series of actions were initiated in a graded way that included issuing of travel advisories, point-of-entry surveillance, community-based surveillance, enhancement of laboratory and hospital surge capacities, wide dissemination of technical guidelines on managing different aspects of disease outbreak and communicating risk to the public.

"The consecutive lockdowns provided India with much required time and opportunity to build up on technical knowhow, laboratory capacities, hospital infrastructure and also to build up its pharmaceutical and non-pharmaceutical interventions," Vardhan said.

An analysis using AI will be conducted on the mixed database of cough sound samples to find out a coronavirus infected person, Director of Regional Medical Research Centre (RMRC), Dr Sanghamitra Pati, said on Friday. The RMRC of Bhubaneswar is a permanent research centre of ICMR. "A similar study was conducted in case of x-ray analysis of pneumonia patients in the past. The goal was to identify which is the x-ray of a pneumonia case and which is not," Pati said. People of Odisha have started participating in the study using the App, she said. Meanwhile, Union Health Minister Harsh Vardhan said at 864 cases and less than 21 deaths per million population, India has one of the world's lowest COVID-19 infection and death rate underlying that the recovery rate among coronavirus-infected patients in the country is 63.45 per cent and the mortality is 2.3 per cent. However, the tables have turned and some serious systemic issues have come to light due to this year's incident.&nbsp;In June, INEST employees clashed with the staff of their parent institute. Reports say&nbsp;they fought over who gets to control access to their facilities.

As per a theory, the institute was unable to get big projects due to lack of funding and the researchers were poached by private companies.&nbsp;China’s Vice Premier Liu He has announced that a team will be sent to investigate the&nbsp;mass resignations.&nbsp;

The seriousness of event can also be assessed by the fact that 90 out of the 500 members have left.&nbsp;Last year, the figure had dropped to 200, it is now believed that only 100 researchers work there.

The fact is that scientific research in China is largely in the hands of state-run universities and research institutes.&nbsp;While outwardly the premise of research and innovation is the freedom to explore, it is controlled by Beijing and managed by the Communist Party of China.&nbsp;
