<p>This year also saw the third-hottest July and fourth-hottest June since records began in 1884.</p>

<p>The top three warmest years in Hong Kong's history were all recorded after 2018.</p>

<p>August was also "much drier than usual with a total rainfall of 140.7 millimetres (5.5 inches)," the Observatory added. Worldwide, temperature records have tumbled in recent years, as climate change makes meteorological conditions more volatile.</p>

Hong Kong saw hottest summer on record in 2023

<p>The head of the International Energy Agency urged the United States and China to set aside their differences and align on climate change, warning in an interview Monday that "geopolitical fractures" risked holding back the clean energy transition.</p>

<p>Speaking at the African Climate Summit in Nairobi, Fatih Birol told AFP that these international rifts, partly stoked by Russia's invasion of Ukraine, are "becoming more and more pronounced".</p>

<p>"When I look at the future of energy and climate, I see that the best and most optimistic agenda is that clean energy is set to dominate the game," he said.</p>

<p>But he said geopolitical tensions were casting a "big shadow" because "international collaboration between the major players will be much more challenging".</p>

<p>That is a problem, with the world currently moving too slowly to meet the Paris Agreement goals to limit warming.<br />
He singled out the US and China, the world's two biggest emitters, urging them to come together at the crunch COP28 climate talks in Dubai in November-December and "leave aside their tensions" -- both geopolitical and economic -- to seek joint or at least common positions on key issues.</p>

<p>The November climate summit in oil-rich United Arab Emirates will likely be dominated by clashing visions on energy.</p>

<p>Birol told AFP that global tensions were "definitely" holding back progress in the clean energy transition and warned of a "big pushback" from some countries and companies, without naming them.</p>

<p>But he said despite this change is happening, with more than 80 percent of the power plants built in the world last year focusing on renewable energy.</p>

<h2><strong>'Injustice'</strong>&nbsp;</h2>

<p>Birol said Africa was primed to play a "pivotal" role in the energy transition, with huge renewable potential and some 40 percent of the critical minerals needed for batteries and hydrogen fuel cells.</p>

<p>He said that countries in the region might need to continue to exploit their gas resources for certain activities, which he argued would not significantly increase the continent's tiny carbon footprint -- roughly 3 percent of global emissions.</p>

<p>The energy chief urged the international community, particularly Western countries, to accept this and avoid "naively dogmatic" prescriptions for the continent that could exacerbate rifts.</p>

<p>Instead, he said the international community should focus on helping Africa realise its "huge potential".</p>

<p>He said it was an "injustice" that around half of the population on the continent did not have access to electricity, despite the fact that Africa hosts 60 percent of the world's best solar energy resources, with solar now the cheapest way to generate power.</p>

<p>Meanwhile, he said millions of people across Africa use open fires or basic stoves to cook, exacerbating respiratory illnesses, particularly among women.</p>

<p>Birol said both issues could be fixed with about $25 billion -- the approximate cost of one new LNG terminal.</p>

<p>Singling out the oil and gas companies who have said access to energy is a key priority, he added that it would cost $4 billion -- or roughly less than 0.1 percent of the revenues the major fossil fuel firms racked up last year -- to help millions access clean cooking technologies.</p>

<p>"This is in my view a litmus test for them, how serious, how sincere they are," he said.</p>

<h2><strong>Money matters</strong></h2>

<p>Currently, only about three percent of energy investments worldwide are made in Africa.</p>

<p>African countries are also hamstrung by rising debt costs.</p>

<p>Pressure is mounting for a retooling of the international financial architecture to better align with climate goals and green development, particularly as the International Monetary Fund and World Bank prepare for their autumn meetings in October.</p>

<p>Birol said the two institutions had "failed the test", calling for promising recent statements to turn into real action on boosting concessional finance and unblocking lending.</p>

<p>Globally, a particular worry is relatively new existing coal power plants, mainly in Asia, with decades left on their expected lifecycles.</p>

<p>They could counteract all other progress if they are not retired early, he said.</p>

<p>But despite this, Birol said energy transition was well under way and "moving much faster than many people realise".</p>

Singling out the oil and gas companies who have said access to energy is a key priority, he added that it would cost $4 billion -- or roughly less than 0.1 percent of the revenues the major fossil fuel firms racked up last year -- to help millions access clean cooking technologies. "This is in my view a litmus test for them, how serious, how sincere they are," he said. Money matters Currently, only about three percent of energy investments worldwide are made in Africa. African countries are also hamstrung by rising debt costs. <p>The casualties were as follows - one person in Angul district, two in Bolangir, one in Boudh, one in Jagatsinghpur, one in Dhenkanal, and four in Khordha.</p>

<p>Additionally, the SRC reported that the three injured individuals were from the Khordha district.</p>

<p>In a post shared on September 2, SRC Odisha said, "Today (02.09.2023), 10 persons died &amp; 3 persons injured in 6 districts due to lightning. Angul -01, Bolangir -02, Boudh- 01, Jagatsinghpur -01, Dhenkanal -01, and Khordha – 04 (and 03 injured)."</p>

<p>“Lightning has become a common occurrence because of intense heat and high moisture content in the air, caused by advancing air from the Bay of Bengal. Intense heat waves coupled with other climatic changes have intensified lightning strikes in Orissa…. A sudden flow of moisture from Bengal has led to the (recent) increase in lightning strikes in Odisha,” former director of the Bhubaneswar centre of the India Meteorological Department (IMD) SC Sahu reportedly said.</p>

<p>It's worth noting that earlier in May, three individuals, including a woman, tragically lost their lives when lightning struck various locations within the Saranakula police limits in Nayagarh district.</p>

Chandrayaan-3: Vikram lander is asleep and expected to wake up on Sep 22

<p>Two individuals from Uganda are currently facing severe legal repercussions due to charges of "aggravated homosexuality," an offense that carries the death penalty under the country's recently enacted controversial anti-gay laws. The law has already sparked international outrage and drawn attention to the significant human rights concerns surrounding them.</p>

<p>One of the two cases involves a 20-year-old man residing in the Soroti district of eastern Uganda. He was charged on August 18 after being accused of engaging in "unlawful sexual intercourse" with a 41-year-old man who has a disability.</p>

<p>The spokesperson for the Director of Public Prosecutions, Jacqueline Okui, confirmed these charges.&nbsp;Last month in the Jinja district of eastern Uganda, another individual was accused of "aggravated homosexuality." The allegation was that this person engaged in a "sexual act with a child aged 12 of the same sex," as per Okui.</p>

The spokesperson for the Director of Public Prosecutions, Jacqueline Okui, confirmed these charges. Last month in the Jinja district of eastern Uganda, another individual was accused of "aggravated homosexuality." The allegation was that this person engaged in a "sexual act with a child aged 12 of the same sex," as per Okui. The law, which was signed in May, not only outlaws same-sex marriages in Uganda but also imposes life imprisonment for engaging in same-sex acts. Legal process The accused individuals are currently in pre-trial remand and are expected to appear in court in September. While Uganda has not carried out an execution for decades, the potential for the death penalty in these cases has raised concerns about the harshness of the penalties associated with the law. <p>Meanwhile, a drone attack at an airport located in Pskov in northwestern Russia has damaged four transport planes, Reuters reported quoting the city governor.&nbsp;The damaged aircraft are identified as Ilyushin 76 aircraft. The impact of the drone attack caused two of the transport planes to catch fire.&nbsp;The governor of the Pskov region, Mikhail Vedernikov, provided details regarding the incident via Telegram.</p>

<h2><strong>Military response to attack</strong></h2>

<p>The military was actively countering the drone attack at Pskov's airport. "The Ministry of Defence is repelling a drone attack on Pskov airport," Vedernikov wrote in a post on the messaging app. Videos shared by Russian media outlets and on social media platforms depicted a significant fire at the scene, accompanied by an audible explosion.</p>

<p>As per reports, there have been no reported casualties.</p>

<p>Pskov, where the incident occurred, is situated more than 600 kilometers (372 miles) away from Ukraine and is in close proximity to the Estonian border. Ukraine has not officially claimed responsibility for this latest attack.</p>

<p>Prior to this attack, Pskov previously came under drone attacks in late May.&nbsp;Russian officials also reported drone attacks in other regions, including Belgorod and central Moscow. Notably, a Ukrainian drone strike resulted in the destruction of a significant Russian long-range bomber near St. Petersburg.</p>

<p>The United States on Tuesday announced a new package of military assistance to support Ukraine that includes additional air defense and artillery munitions, mine clearing equipment and medical vehicles.</p>

<p>The latest package includes additional mine clearing equipment, missiles for air defense, ammunition for artillery and HIMAR (High Mobility Artillery Rocket) systems, and over three million rounds of small-arms ammunition, U.S. Secretary of State Antony Blinken said in a statement.</p>

<p>More than $43 billion in U.S. military aid has been provided to Ukraine since Russia's invasion began in February 2022. President Joe Biden earlier this month asked Congress to approve an additional $24 billion in assistance.</p>
