UBS on Sunday (March 19) agreed to buy the troubled rival bank Credit Suisse for $3.25&nbsp;billion after the two banks held marathon talks, the Financial Times reported.

Last week, Credit Suisse shares lost a quarter of their value. On Friday, the bank was valued at the equivalent of about $8 billion at market close.&nbsp;

UBS had been in talks to finalise a mammoth takeover of Credit Suisse and reassure investors before the markets reopened Monday. Switzerland's banks have been in urgent negotiations throughout the weekend, with the government, central bank, and financial regulators all involved.

Speaking to Reuters, Beat Wittmann, the chairperson and partner of Porta Advisors, said on Sunday that the deal made a lot of sense.&nbsp;

“And if it's diligently and fairly executed and of course, also a new leadership on the board level and CEO level announced that we'll not only fully restore trust in the system, but I think this would create a very, very strong bank. And if well-managed, then, of course, UBS would do an absolutely fantastic deal here and would be significantly strengthened in that core strategy. Of course, there will be antitrust issues and some businesses will have to be sold out or carved out in order to meet regulatory requirements,” Wittmann said.&nbsp;

“Well, I have been surprised because the market capitalisation on Friday (March 17) was $8 billion. So this is $7 billion less, this offer. And I think that this will cause a lot of discussions. Why? Because it will raise a lot of questions about why this valuation is so low and why the board of Credit Suisse and also the Swiss authorities have waited for so long to address this problem. And if this valuation remains at $1 billion, then it just means that the problems and the legacies, the situation of Credit Suisse is in a much worse shape than expected or seen by Friday,” he added.&nbsp;

Reuters earlier reported that UBS was seeking government guarantees of about $6 billion for the takeover of Credit Suisse. A source told Reuters the guarantees would cover the cost of winding down parts of Credit Suisse and potential litigation charges.&nbsp;

The source added that talks to resolve the crisis of confidence in Credit Suisse were encountering significant obstacles, and 10,000 jobs may have to be cut if the two banks combined.&nbsp;

UBS agrees to buy Credit Suisse for $3.25 billion: Report

Amid the banking crisis in the United States and Europe, top finance officials in Latin America and Caribbean countries held a meeting in the annual conclave of the Inter-American Development Bank (IDB) in Panama on Saturday (March 18). According to a report by the news agency AFP, Brazilian economist Ilan Goldfajn, the new president of the IDB was supposed to address the governors of 48 countries, most of them finance ministers at 10 pm. However, there is no update on this development yet. The meeting would then continue behind closed doors.&nbsp;

The conclave started on Thursday, with debates being held on poverty and climate change, and initially, there was no discussion on the banking crisis. Goldfajn said such "cyclical" issues would be addressed in closed-door meetings.&nbsp;

After American banks suffered their worst week since the 2008 global financial crisis, concerns grew across Latin America and Caribbean countries that the current crisis could spread.&nbsp;

Speaking to AFP, &nbsp;Chilean finance minister Mario Marce said that one has to be vigilant as in financial markets, contagion could be very fast. Marce said that prices of raw materials have been falling,&nbsp; adding, "when raw materials drop, our own currencies are weakened."

IDB President Goldfajn and the Latin and Caribbean ministers, along with non-regional delegates from European nations, have held a series of bilateral and small-group meetings to address such topics. The news agency further reported that Goldfajn also led a meeting with ministers from Amazonian countries to examine ways to finance conservation programs

The banking crisis started when California-based Silicon Valley Bank (SVB) collapsed, prompting the Joe Biden administration to guarantee that all depositors would be safe. As the shock of that move reverberated, Swiss banking authorities separately had to prop up Credit Suisse.&nbsp;

UBS AG has been mulling a takeover of Credit Suisse which could allay fears that the unfolding crisis at the bank might destabilise the global financial system. Last week, the shares of Credit Suisse lost a quarter of their value.&nbsp;

Latin finance ministers hold meeting in Panama amid banking crisis

Israeli Prime Minister Benjamin Netanyahu on Sunday (March 19) asked the country's military’s chief of staff Lt. Gen. Herzl Halevi on Sunday (March 19) to contain a wave of protest from within the ranks over the government's plan to overhaul the judiciary. “I expect from the military chief of staff and the heads of the branches of the security services to aggressively combat the refusal to serve. There’s no place for refusal to serve in the public discourse," Netanyahu said, the news agency Associated Press reported.&nbsp;

“A state that wishes to exist can’t tolerate such phenomena and we will not tolerate it as well,” he added. The military did not immediately comment on the prime minister's remarks.&nbsp;

A group of Israelis describing themselves as reservists in elite military and intelligence units said they would not turn up for some duties from Sunday.

In a letter circulated to local media, 450 protesters describing themselves as volunteer reservists from military special forces and another 200 as volunteer reservist offensive cyber operators, including from the Mossad and Shin Bet intelligence agencies, said they were now refusing call-ups, the news agency Reuters reported.&nbsp;

"We have no contract with a dictator. We would be happy to volunteer when the democracy is safeguarded," the letter read.&nbsp;

Speaking to Kan radio a man describing himself as a military intelligence captain taking part in Sunday's reservist protest, said that he and other signatories were deemed volunteers in part because their time commitments exceeded normal quotas for reservists.

"We are not calling for refusing orders. We call for a halt to the volunteering," he said, adding the protest would be suspended in the event of a compulsory wartime call-up, Reuters reported.

Earlier Lt. Gen. Herzl Halevi reportedly warned Prime Minister Netanyahu that the reservists’ protest risks harming the military’s capabilities.&nbsp;

For the last two months, Israelis have been protesting against the government's planned judicial overhaul. The government has said the overhaul is meant to correct the imbalance that has given the courts too much power and prevented lawmakers from carrying out the voting public’s will.

On Sunday, Netanyahu said the legal changes would be carried out responsibly while protecting the basic rights of all citizens.&nbsp;

Attempts to threaten office won't be tolerated: Manhattan DA to staff after Trump's call for protest

All mobile phones across the United Kingdom (UK) will get a siren-like alert next month as the government tests a new public warning system. According to an official statement on Sunday (March 19), the "Emergency Alerts&nbsp;service is launched and is in operation from today, and the UK-wide alerts test will take place on the evening of April 23."

"The Emergency Alerts system will transform the UK’s warning and informing capability; providing a means to get urgent messages quickly to nearly 90 per cent of mobile phones in a defined area; providing clear instructions about how best to respond," the statement said.&nbsp;

It added the system is now ready to be tested across the country following successful tests in East Suffolk and Reading and will help authorities warn people about life-threatening events. The government added that the alerts will only come from government or emergency services and they will issue a warning, always including&nbsp;details of the area impacted, and provide instructions about how best to respond.&nbsp;

<h2>'Alerts to be used very rarely'</h2>

The government highlighted that these alerts will be used very rarely, only being sent where there is an immediate risk to people’s lives,&nbsp;so people may not receive an alert for months or even years.

"The service has already been used successfully in a number of other countries, including the US, Canada, the Netherlands and Japan, where it has been widely credited with saving lives, for example, during severe weather events. In the UK, alerts could be used to tell residents of villages being encroached by wildfires, or of severe flooding," the statement added.&nbsp;

These alerts will be used across England, Scotland, Wales and Northern Ireland, and their initial use will focus on the most serious severe weather-related incidents. The government has been working closely with a range of stakeholders and partners across the UK on developing the system, including officials from emergency services, transport groups, and the Environment Agency.

These alerts will also be secure, free to receive, and one-way. They will not reveal anyone's location or collect personal information. They can only be sent by authorised governmental and emergency services users.&nbsp;

Chancellor of the Duchy of Lancaster, Oliver Dowden, said that the Emergency Alerts system would revolutionise the government's ability to warn and inform people who are in immediate danger.&nbsp;

Mark Hardingham, the chair of the National Fire Chiefs Council, said, "Together with every fire and rescue service in the country, I’m looking forward to having Emergency Alerts available to help us to do our jobs and to help communities in the event of emergencies."

Meanwhile, Caroline Douglass, the executive Director for Flood and Coastal Erosion Risk Management at the Environment Agency, said that the system is a fantastic addition to the agency's toolbox that can be used in emergencies.&nbsp;

"Being able to communicate warnings in a timely and accurate manner during incidents is really important to help people take action to protect themselves, their families, and their neighbours," Douglass said.&nbsp;

Several men dressed in black performed a Nazi salute on a flight of steps in front of Parliament House in Melbourne, Victoria on Saturday (March 18). Several men dressed in black performed a Nazi salute on a flight of steps in front of Parliament House in Melbourne, Victoria on Saturday (March 18). Citing a report by the Sydney Morning Herald, the news agency Reuters reported on Sunday that pro-transgender rights activists clashed with members of the neo-Nazi group in Melbourne on Saturday after a British anti-transgender activist sought to address supporters at the city's parliament building. A photograph of several men dressed in black performing the Nazi salute outside parliament was shared on social media. Speaking to Reuters, police said that there were around 300 protesters in total, with around 15 possibly belonging to right-wing groups. According to eyewitness Aaron Craine, the salute was performed as a police officer pushed away former politician Andy Meddick, who was participating in a counter-protest with pro-transgender activists. Craine said that an anti-transgender group initially began the rally, and there were no major clashes between them and pro-transgender activists with police managing to separate the two groups. The neo-Nazi group then appeared, saluting and confronting security as well as the pro-transgender group, the witness added. Victoria's premier condemns salute On Twitter, Victoria's Premier Daniel Andrews said the anti-transgender activists had "gathered to spread hate" in Melbourne. "But yesterday, anti-trans activists gathered to spread hate. And on the steps of our Parliament, some of them performed a Nazi salute," Andrews tweeted. So to every trans Victorian, I say this: Our Government will always support you. And we'll always respect you. Because your rights are not negotiable. — Dan Andrews (@DanielAndrewsMP) March 19, 2023 × Andrews said that these activists were there to say that the trans community did not deserve rights, safety or dignity. "That's what Nazis do. Their evil ideology is to scapegoat minorities - and it's got no place here. And those who stand with them don't, either," he added. The premier further assured transgenders in Victoria that the government would always support and respect them as their rights are not negotiable. In December last year, Victoria passed laws criminalising the public display of Nazi symbols in what the state government said was a move to stamp out antisemitism and hate, Reuters reported. Imran Khan updates: Ex-Pak PM's indictment in Toshakhana case delayed until March 30

The Greek government said on Saturday (March 18) that it has sacked its national police chief, following days of clashes between security forces and demonstrators in the wake of the February 28 train tragedy that killed 57 people. According to the Prime Minister's office, police chief Constantinos Skoumas was sacked less than two months after being confirmed at the top post, the news agency AFP reported.&nbsp;

"The appointment of a new police chief aims (to introduce) a more positive and efficient implementation of modern police operational plans on citizen safety, the office said.

No specific reason was given for this sacking, AFP reported. The development comes just two days after a riot police squad in Athens was filmed charging and striking peaceful protesters at the central Syntagma Square. Also, a police tow truck was filmed ramming a group of demonstrators trying to block an Athens street with garbage bins, sending one demonstrator flying to the ground.

On Thursday, thousands of workers walked off the job and rallied in central Athens at neglected safety standards they say led to the deadly train crash. According to a report by the news agency Reuters, flights to and from Greece were grounded, ships remained docked at ports, and public services and state schools were closed during the strike.

Apart from weeks of angry and occasionally violent protests, the February 28 tragedy has also piled pressure on the government ahead of the elections expected in May.&nbsp;

"We will learn from our mistakes," Mitsotakis said during a campaign stop in Athens on Saturday.&nbsp;

Following the disaster, the country's transport minister resigned. On the other hand, the stationmaster on duty during the accident and three other railway officials have been charged and face a possible life sentence.

Georgios Gerapetritis, the acting transport minister, earlier said that rail services, which were suspended after the accident, would gradually resume from March 22. The Greek government said on Saturday (March 18) that it has sacked its national police chief, following days of clashes between security forces and demonstrators in the wake of the February 28 train tragedy that killed 57 people. According to the Prime Minister's office, police chief Constantinos Skoumas was sacked less than two months after being confirmed at the top post, the news agency AFP reported. Apart from weeks of angry and occasionally violent protests, the February 28 tragedy has also piled pressure on the government ahead of the elections expected in May. "We will learn from our mistakes," Mitsotakis said during a campaign stop in Athens on Saturday. However, Gerapetritis and former transport ministers would appeal before a parliamentary committee on Monday (March 20) to answer questions on the tragedy.
