International Monetary Fund Managing Director Kristalina Georgieva said on Tuesday she hoped the world economy would not have to wait until the 11th hour for a solution on the US debt ceiling.

White House and congressional Republican negotiators are seeking to resolve a months-long impasse over raising the US government's $31.4 trillion government debt limit, with the nation facing the risk of default in as soon as nine days.

Georgieva, speaking at a press conference in London, said a US default would damage both the U.S. and the global economies, representing a powerful incentive for negotiators to reach an agreement.

"We have seen historically that discussions on the debt ceiling in the United States have always been quite tense, but always resulted in solutions," she said.

"Let's see how much this will be driven to the 11th hour. Hopefully we won't have to wait that long."

Georgieva was in London to present the IMF's annual assessment of Britain's economy, which it now expects will avoid recession but continue to suffer from high inflation and muted growth in the near term.

Russian mercenary group Wagner's chief Yevgeny Prigozhin warned on Wednesday (May 24) that Russia could face a revolution similar to that of 1917 and lose the war in Ukraine unless the elite got serious about fighting the war.

Russian mercenary group Wagner's chief Yevgeny Prigozhin warned on Wednesday (May 24) that Russia could face a revolution similar to that of 1917 and lose the war in Ukraine unless the elite got serious about fighting the war. In an interview posted on his Telegram channel, Prigozhin said that his political outlook was dominated "by the love of the motherland" and serving Russian President Vladimir Putin, but cautioned that Moscow was in danger of turmoil, the news agency Reuters reported. "Now for political credo - I love my motherland, I serve Putin, Shoigu is useless and we will fight on. That's it," he said. Prigozhin added that there was a so-called optimistic view that the West would get tired of war and China would broker a peace deal, but he did not believe this. Instead, Ukraine was preparing a counteroffensive aimed at pushing Russian troops back to its borders before 2014, he said. If ordinary Russians continued getting their children back in zinc coffins while the children of the elite "shook their arses" in the sun, he said, Russia would face turmoil along the lines of the 1917 revolutions that ushered in a civil war. "This divide can end as in 1917 with a revolution," the Wagner chief said, adding "First the soldiers will stand up, and after that - their loved ones will rise up." 20,000 Wagner fighters killed in Bakhmut: Prigozhin Prigozhin also said that 20,000 fighters of the Wagner group were killed in the battle for Bakhmut in Ukraine. "During the operation, I recruited 50,000 prisoners, of whom about 20 per cent died. This is exactly the same number as those who came to us under contract, meaning not from prison. Another 20 per cent were wounded and their wounds stop them from performing combat activities for three months or more," he added. In Bakhmut, Prigozhin said, Ukraine suffered casualties of 50,000-70,000 wounded and 50,000 dead. He also cautioned that Ukrainian forces would try to encircle Bakhmut and attack Crimea. He further went on to criticise the Russian military leadership and Moscow's post-Soviet policy towards Ukraine. WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Russia's FSB security service said on Thursday (May 25) that two Ukrainians had been arrested for allegedly planning to target nuclear power plants in the country, news agency AFP reported, citing Russian news agencies. In a statement, the FSB was quoted as saying that a sabotage group from the Ukrainian foreign intelligence service tried to blow up some 30 power lines of nuclear power plants in Leningrad and Kalinin in early May to stop the nuclear reactors from working. The statement said that the aim was to cause serious economic harm to Russia and damage its reputation. The Ukrainian men brought down "a pylon carrying a high voltage line and planted mines in four pylons carrying high voltage lines from the Leningrad nuclear power station". The statement also said that explosives were planted near seven similar pylons linked to the Kalinin nuclear plan. The FSB is now looking for a third man of Ukrainian-Russian nationality. The security service also said 36.5 kg of explosives and about 60 detonators were found in the homes of the suspects and their alleged accomplices, the statement added. Two Russians who helped these Ukrainians were arrested. Further details are awaited. Thursday's development comes amid the nuclear threat posed by Russia since the beginning of the war in February 2022. In March this year, US intelligence suggested that Russian President Vladimir Putin could use nuclear weapons to end the Ukraine war. Russia's warning on Western arms for Ukraine Two days back, Russia's deputy head of the Security Council, Dmitry Medvedev, warned that the more destructive the weapons the West supplied to Ukraine, the higher the risk of a nuclear apocalypse. Medvedev pointed out that the North Atlantic Treaty Organization (NATO) did not appear to be taking the possibility of nuclear conflict seriously. "They are wrong. And at some point, events can move in a completely unpredictable scenario. And the responsibility will lie entirely with the North Atlantic Alliance," he told news agency RIA on Tuesday. Russia, which has more nuclear weapons than any other country, has repeatedly said the West is engaged in a proxy war with Moscow over Ukraine that could escalate into a much bigger conflict. Ukraine war: Russia arrests Ukrainians allegedly planning nuclear plant strikes, say reports

Ukrainian President Volodymyr Zelensky has sought Indian Prime Minister Narendra Modi's support for the Ukraine peace proposal to end the ongoing war, according to a report by the Hindustan Times on Thursday (May 24).

Ukrainian President Volodymyr Zelensky has sought Indian Prime Minister Narendra Modi's support for the Ukraine peace proposal to end the ongoing war, according to a report by the Hindustan Times on Thursday (May 24). Zelensky presented Modi with a peace plan to end the war with Russia on the sidelines of the recently concluded G-7 summit in Hiroshima and sought New Delhi's endorsement. Sources told Hindustan Times that Zelensky was most respectful of Modi and made no demands on India for asking support for his peace proposal as he felt that many countries look towards the largest democracy in the world. The proposal is under consideration by the Indian government, the report added. Zelensky invites Modi to visit Ukraine During their meeting on the sidelines of the G7 summit in Hiroshima last Saturday (May 21), Ukrainian President Zelensky invited the Indian prime minister to visit Ukraine. During their first face-to-face meeting since the Russian offensive began in February 2022, the two leaders discussed Ukraine's needs in mobile hospitals and removing land mines, Zelensky said in a post on Telegram. Modi, meanwhile, told the Ukrainian president that he was keen to help and that for him war was an issue of humanity and human values. Earlier in a Twitter post, Modi said he told Zelensky of India's readiness to continue humanitarian help for the people of Ukraine and its backing for "dialogue and diplomacy" to seek peace. Since the beginning of the war, the Indian prime minister has spoken to both Russian President Vladimir Putin and Zelensky by phone several times, urging them to use dialogue and diplomacy to resolve their differences. Wagner starts withdrawing units from Bakhmut In the latest news on the Ukraine war, the Russian mercenary group Wagner has started withdrawing its forces from Bakhmut- which has emerged as the new flashpoint in the conflict. "We are withdrawing the units from Bakhmut. From today at five in the morning, May 25 until June 1, most of the units will rebase to camps in the rear. We are handing our positions to the military," Wagner chief Yevgeny Prigozhin said in a video posted on Telegram. Prigozhin also said that his forces would be ready to return to Bakhmut if the regular army was unable to manage the situation. The governments of the United States and South Korea on Tuesday (May 23) announced new North Korean sanctions related to thousands of IT workers, many operating in China and Russia, whose labours allegedly help fund weapons of mass destruction (WMD) and missile programmes.

The governments of the United States and South Korea on Tuesday (May 23) announced new North Korean sanctions related to thousands of IT workers, many operating in China and Russia, whose labours allegedly help fund weapons of mass destruction (WMD) and missile programmes. According to a statement issued by the US Treasury Department, "The DPRK (Democratic People’s Republic of Korea) conducts malicious cyber activities and deploys information technology (IT) workers who fraudulently obtain employment to generate revenue, including in virtual currency, to support the Kim regime and its priorities, such as its unlawful weapons of mass destruction (WMD) and ballistic missile programmes." The Treasury Department said that one individual Kim Sang Man, and the North Korea-based Chinyong Information Technology Cooperation Company were sanctioned jointly (by the US and South Korea) in relation to their IT worker activities. North Korea oversees thousands of IT workers worldwide, primarily those in China and Russia to generate revenue that contributes to its unlawful WMD and ballistic missile programmes, the statement said. "In some cases, DPRK (Democratic People’s Republic of Korea) IT workers can each earn more than $300,000 per year. These workers deliberately obfuscate their identities, locations, and nationalities, typically using fake personas, proxy accounts, stolen identities, and falsified or forged documentation to apply for jobs at these companies," it added. Three N.Korean entities previously sanctioned by South Korea The department also said that three entities - the 110th Research Center, Pyongyang University of Automation, and Technical Reconnaissance Bureau - were previously sanctioned by South Korea for engaging in cyber operations and illicit revenue generation that support North Korea's WMD programs. Technical Reconnaissance Bureau currently leads North Korea's offensive cyber efforts and oversees staff affiliated with the infamous Lazarus hacking group. Lazarus had been accused of carrying out some of the largest virtual currency heists to date. "On March 23, 2022, the Lazarus Group carried out the largest virtual currency heist to date, stealing about $620 million in virtual currency from a blockchain project linked to the online game Axie Infinity," the department also said on Tuesday. United States Surgeon General Dr Vivek Murthy has warned that the use of social media by children and adolescents can profoundly harm their mental health and well-being.

United States Surgeon General Dr Vivek Murthy has warned that the use of social media by children and adolescents can profoundly harm their mental health and well-being. An advisory released on Tuesday (May 23) calls for attention to the growing concerns about the effects of social media on youth mental health. The advisory listed the positive and negative impacts that social media has on children. “Our children and adolescents don’t have the luxury of waiting years until we know the full extent of social media’s impact,” Dr Murthy said, adding that their childhoods are developing now. Up to 95% of children aged 13-17 are on social media Tuesday's advisory said, up to 95 per cent of children between the ages of 13 and 17 have been reportedly using a social media platform, with over a third saying they use social media “almost constantly.” "Although age 13 is commonly the required minimum age used by social media platforms in the US, nearly 40 per cent of children aged 8–12 use social media. Despite this widespread use among children and adolescents, robust independent safety analysis on the impact of social media on youth have not yet been conducted," the advisory added. It pointed out that there are increasing concerns among researchers, parents, and healthcare experts about the impact of social media on the mental health of the youth. A few tips for children and parents The advisory also listed a few tips that children and parents should follow on social media use. When it comes to children, the advisory said that if children themselves or someone else they know is being negatively affected by social media, they should reach out to a trusted friend or adult for help. "If you or someone you know is experiencing a mental health crisis, contact the 988 Suicide and Crisis Lifeline by calling or texting 988 for immediate help," it said. The advisory urged children to create boundaries to help balance online and offline activities, develop protective strategies, be careful about what they share, protect themselves and others, and also to never keep online harassment or abuse a secret, and never take part in online harassment. The advisory urged parents and caregivers to teach children about technology, discussing the benefits and risks of social media "as well as the importance of respecting privacy and protecting personal information in age-appropriate ways." It said that parents and caregivers should create tech-free zones and encourage children to foster in-person friendships. "Talk to your child about their reporting options, and provide support, without judgment, if he or she tells or shows you that they (a) are being harassed through email, text message, online games, or social media or (b) have been contacted by an adult seeking private images or asking them to perform intimate or sexual acts," it said "You or your child can report cyberbullying to the school and/or the online platform, or your local law enforcement," the advisory added. Profound risk of harm...: US surgeon general warns of risks of child social media use

The Canadian police said on Tuesday (May 23) that they have solved a 48-year-old high-profile case in Quebec. According to a report by the news agency Associated Press, the rape and murder of 16-year-old Sharron Prior in 1975 have been linked to a West Virginia man Franklin Maywood Romine who died more than 40 years ago. Police in Longueuil, Quebec said that DNA evidence allowed them to be fully certain that Romine murdered Prior in the Montreal suburb.

Romine was exhumed from a West Virginia cemetery in early May for DNA testing. Longueuil police say the DNA of Romine — who had a long criminal history — matches a sample found at the murder scene. He also matched a witness’ physical description of the suspect. His name did not come up in the investigation until last year.

Sharon Prior disappeared on March 29, 1975, while on her way to meet friends at a pizza parlour near her home in Montreal's Pointe-St-Charles neighbourhood. Her body was found three days later in a wooded area in Longueuil.

Over the years, law enforcement agencies investigated over 100 suspects but no arrests were made. Prior's mother Yvonne, who is now in her 80s, has spent her life looking for her daughter's killer.

Franklin Maywood Romine's criminal past

Franklin Maywood Romine ran into trouble with the law many times. When the Longueuil police started looking through criminal records, they found an extensive history of violence and attempts by Romine to evade law enforcement by moving between West Virginia and Canada.

As per records obtained by WCHS-TV, Romine first attempted to escape from the West Virginia Penitentiary in 1964 and later escaped in 1967. Two years later, he already had a Canadian rap sheet.

In 1974, Romine was arrested for breaking into a house and raping a woman in West Virginia's Parkersburg. But he was released on a $2,500 bond two months later and fled to Canada.

Months before Sharron Prior was raped and murdered in 1975, Romine was captured by Canadian border officials and extradited to West Virginia, where he was sentenced to five to 10 years in prison for sexual assault in the Parkersburg case.

Romine died in 1982 at the age of 36, shortly after he was released. However, officials said that they were not able to find a death certificate detailing the circumstances which caused his death. His body was returned to his mother in West Virginia. He was buried in the Putnam County, West Virginia Pine Grove Cemetery.

48-yr-old case solved: Canadian police identify killer in murder of teen using DNA

Hong Kong's Chief Executive John Lee said on Tuesday (May 23) that the police would investigate suspicious applications from people seeking to withdraw from the city's organ donation system, condemning an alleged attempt to damage the programme.

Hong Kong's Chief Executive John Lee said on Tuesday (May 23) that the police would investigate suspicious applications from people seeking to withdraw from the city's organ donation system, condemning an alleged attempt to damage the programme. Speaking to reporters, Chief Executive Lee pointed to those who withdrew their applications without ever registering, calling their actions suspicious, the news agency Associated Press reported. “I severely condemn those who attempt to cause damage to this noble system which saves lives through organ donations,” Lee said, adding it was a shameful act. Since December last year, Hong Kong's organ donation system received nearly 5,800 withdrawal applications, when the government raised the possibility of establishing an organ transplant mutual assistance programme with China. Over half of the withdrawal applications were found to be invalid, either as duplicate applications or coming from people who had never opted in. Hong Kong has a separate system for matching donated organs to patients and does not have any standing mechanism to share cadaveric organs with institutions in mainland China. The report said that cross-border organ transplants have been permitted on a case-by-case basis. Organ donations met with resistance in Hong Kong, China Organ donations have been met with resistance in Hong Kong as well as China. On Hong Kong’s Reddit-like forum LIHKG, some users were sceptical about the proposed system and others posted a link for making withdrawals from the register. Earlier, the Hong Kong government floated the proposal after a baby girl underwent the city's first transplant using a heart donated from mainland China in December last year. The government said the organ assistance programme under consideration could be activated immediately after medical personnel could not match a donated organ with a suitable patient locally. On Monday, the government said that it could not rule out that a small number of people made withdrawal attempts in a bid to undermine the reputation of the system and to increase the administrative burden. Without naming anyone, the government said these people distorted the virtue of organ donation by promoting the idea that donors should scrutinise the identity of the recipients online. The government also pointed out that some of these people also urged others to withdraw from the system. The South Carolina Senate approved a bill on Tuesday (May 23) that would ban most abortions after around six weeks of pregnancy. That's the time most women don't even know if they are pregnant.

The South Carolina Senate approved a bill on Tuesday (May 23) that would ban most abortions after around six weeks of pregnancy. That's the time most women don't even know if they are pregnant. According to a report by the news agency Associated Press, the bill was sent to Governor Henry McMaster, who promised to sign it. Tuesday's proposal restores a ban South Carolina had in place when the US Supreme Court overturned Roe v.Wade last year- a ban that, once it took effect, was overturned by the state’s highest court as it violated the state Constitution’s right to privacy. The report said that Republicans have been searching for an answer to that ruling because it left abortion legal through 22 weeks of pregnancy and there was a sharp rise in the number of abortions taking place in the state. Are there any exceptions to the newly approved bill? The bill approved on Tuesday includes exceptions for fatal fetal anomalies, the patient’s life and health, and rape or incest up to 12 weeks. Doctors could face felony charges carrying two years of imprisonment and a $10,000 fine, AP reported. ALSO READ | North Carolina legislature overrides 12-week abortion ban veto, makes it law Vicki Ringer, the director of public affairs for Planned Parenthood South Atlantic, said that after Tuesday's vote, her organisation would file a request for a temporary restraining order once Governor McMaster signs the bill. The bill was passed after the South Carolina House backed off a proposal to ban abortion almost entirely at conception. It also came after three Republican women urged other leaders of their party to adopt a 12-week abortion ban as they fought additional restrictions one month after helping filibuster a near-total ban. Six-week proposal not enough time: Three Republican senate members The "sister senators"- three Republicans, one Democrat, and an independent leader, who are the only women in the chamber, entered the State House Tuesday to rousing cheers from abortion rights supporters gathered on the main floor. The three Republicans said the six-week proposal did not give women enough time to make a decision. They also criticised changes like requiring child support beginning at conception as ridiculous. Republican Senator Katrina Shealy endorsed a 12-week ban as a “real compromise.” Shealy and Republican Senator Penry Gustafson pushed back on assertions that they (the three Republicans) are not true Christians because of their positions. “We in the South Carolina Legislature are not God. We do not know what’s going on in somebody else’s life. We do not have the right to make decisions for someone else,” Shealy said. Meanwhile, the Senate's 15 Democrats, unified against both abortion bans, largely let the Republican majority debate the issue among themselves. Currently, abortion remains legal through 22 weeks in South Carolina, though other regulations largely block access after the first trimester at the state’s three clinics. Even though the US presidential election is more than a year away, the race to be a Democrat or Republican nominee is heating up. Florida Governor Ron DeSantis became the latest politician to announce his presidential run. DeSantis, a Republican, will announce his presidential run on Wednesday (May 24) during a Twitter Spaces discussion with billionaire Elon Musk. According to a report by the news agency Reuters, the event would be hosted at 6 pm ET (22.00 GMT) and the session will be moderated by tech entrepreneur David Sacks, a Musk confidant. This is the first time that such an announcement is being made on social media. This event has renewed a debate about Elon Musk's political leanings. It has also raised whether Twitter will no more be a neutral arbiter, and whether will it take sides with the DeSantis link. Is Elon Musk a Republican? For a long time, people have questioned Elon Musk's political views. Musk, the world's richest man and the CEO of Tesla, SpaceX and Twitter, has had mixed political leanings. In the previous US presidential election in 2020, Musk said that he voted for Joe Biden. However, nearly two years later, Musk expressed support for the Republicans. His tweet from May 2022 is the proof, "In the past, I voted Democrat, because they were (mostly) the kindness party. But they have become the party of division and hate, so I can no longer support them and will vote Republican.” This tweet came after months of criticising President Joe Biden, which included hammering of his flagship infrastructure and social spending bills for granting subsidies to the electric car industry and increasing the federal budget deficit, as per a report by The Independent on December 14 last year. Musk also called Biden a "damp sock puppet in human form" after the American president left Tesla out of a discussion regarding domestic electric vehicle (EV) production. In the past I voted Democrat, because they were (mostly) the kindness party. But they have become the party of division & hate, so I can no longer support them and will vote Republican. Now, watch their dirty tricks campaign against me unfold … 🍿 — Elon Musk (@elonmusk) May 18, 2022 × In June 2022, Musk revealed that he voted for Republican congressional candidate Maya Flores in a special election. Musk has had a tumultuous relationship with former US president and Republican Donald Trump. However, in recent times, there seems an improvement. Donald Trump lauded Musk's takeover of Twitter last year by saying the social media giant was "in sane hands." Musk, on the other hand, reinstated Trump's Twitter handle and told the Financial Times that the ban was a "morally bad decision" and foolish to the extreme. Trump was removed from Twitter following the 2021 Capitol Hill riots. The above details do point out that Musk has a Republican-leaning. But he said on Tuesday that he would not endorse any candidate at this time. "My preference and I think the preference of most Americans is really to have someone fairly normal in office. But I think we'd all be quite, quite happy with that, actually. You know, I think someone that is representative of the moderate views that I think most country holds, in reality," he told the Wall Street Journal. However, the story doesn't end here. Musk's support for DeSantis in 2024 On November 26 last year, nearly a month after he became the boss of Twitter, Musk tweeted that he was a significant supporter of the Obama-Biden presidency and "(reluctantly) voted for Biden over Trump." As a reminder, I was a significant supporter of the Obama-Biden presidency and (reluctantly) voted for Biden over Trump — Elon Musk (@elonmusk) November 26, 2022 × "But freedom of speech is the bedrock of a strong democracy and must take precedence. My preference for the 2024 presidency is someone sensible and centrist. I had hoped that would the case for the Biden administration, but have been disappointed so far," Musk added. On being asked if he would support Florida Governor Ron DeSantis if he ran for president, Musk replied, "Yes." This came months after Musk said that DeSantis would easily defeat Biden in the election. Twitter – an opportunity for DeSantis Though it is not yet known what exactly would Floridan Governor Ron DeSantis reveal in his announcement of his presidential run, the hosting of the event on Twitter spaces is an opportunity for the Republican. Firstly, Twitter has a vast number of active users which could potentially give DeSantis' campaign more publicity. And secondly, Elon Musk's fan base would add to the Florida Governor's popularity. And for his part, Musk sees the event as a coup, according to a report by BBC on Wednesday. Musk wants big moments like this to be broadcast live on Twitter and he is particularly interested in Twitter Spaces, where millions of people can tune into an interview. "We'll be interviewing Ron DeSantis, and he has quite an announcement to make and it will be the very first time that something like this is happening on social media and with real-time questions and answers, not scripted. So it's going to be live and let it rip. Let's see what happens," Musk told the WSJ on Tuesday. WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community.
