It was among the Hamas' first targets of the unprecedented surprise attack launched last weekend. On Thursday, Israeli military spokesperson Daniel Hagari told Reuters, "Hamas is ISIS. We will not live with ISIS next to our borders." “Hamas is ISIS. We will not live with ISIS next to our borders. We wanted Gaza being economically working. We bring workers here to Israel by the thousands. But this governance of Hamas wanted this massacre to occur," Hagari said. The attack on the festival is believed to be the worst civilian massacre in Israeli history. The party was held in a dusty field outside of Kibbutz Re’im, about 3.3 miles (5.3 kilometers) from the wall that separates Gaza from southern Israel. According to a report by the news agency Associated Press, Hamas militants converged on the festival site while others waited near bomb shelters, gunning down people who were seeking refuge. Most of the militants were wearing body armour and brandishing AK-47 assault rifles and rocket-propelled grenades. An unknown number of people from the festival were taken hostage. European Union's (EU) President Ursula von der Leyen, who is in Tel Aviv, entered a protected shelter on Friday as air-raid sirens sounded across the Israeli city amid Israel's ongoing conflict with Hamas militants.

European Union's (EU) President Ursula von der Leyen, who is in Tel Aviv, entered a protected shelter on Friday as air-raid sirens sounded across the Israeli city amid Israel's ongoing conflict with Hamas militants. The evacuation came as von der Leyen was meeting with Israeli President Isaac Herzog. She was accompanied by the President of the European Parliament Roberta Metsola. Earlier on Friday, the EU chief shared a post on X saying that she arrived in Israel "to express our solidarity with the Israeli people in the wake of the horrific Hamas terrorist attack." "We were in Kfar Azza. One of the epicentres of the atrocities committed by Hamas last weekend. The horror of what happened here is unspeakable. We mourn with the families of the victims," she said in a subsequent post. UK foreign minister takes shelter as siren goes off The above development comes just two days after British Foreign Minister James Cleverly took shelter as a siren went off during his visit to southern Israel on Wednesday. A siren, which the Israeli ministry said warned of incoming Hamas rocket fire, rang out in the background. "Today I’ve seen a glimpse of what millions experience every day. The threat of Hamas rockets lingers over every Israeli man, woman and child," Cleverly said in a post on social media. "This is why we are standing shoulder to shoulder with Israel," he added. During his Israel visit, Cleverly met survivors of the attacks and senior Israeli leaders to outline Britain's support for Israel's right to defend itself, a spokesperson from the British foreign office said. Israel-Hamas war: EU chief enters protected shelter amid sirens in Tel Aviv

General Liu Zhenli, the head of the military body responsible for China's combat operations and planning, has emerged as the top contender to replace the country's defence minister, who has not been seen in public for more than six weeks, according to five people familiar with the matter.

The appointment of Liu to replace Defence Minister Li Shangfu - which one of the people said was likely to happen before Beijing holds an international security forum later this month - could boost military engagement with the United States amid regional tensions, three military analysts told Reuters.

Li was sanctioned by the US in 2018 for an arms deal he secured with Russia in an earlier role. China has demanded the curbs - which include a visa ban and prohibitions on conducting US financial transactions - be lifted. Liu, 59, is not under Western sanctions.

Currently the Chief of the Joint Staff Department of the Central Military Commission (CMC), Liu was described as Li's likely replacement by a person with direct knowledge of the matter, as well as two people close to the military and two regional officials with close knowledge of Chinese politics. They spoke on condition of anonymity due to the confidential nature of the information.

China's defence ministry and State Council information office did not respond to requests for comment. Reuters was unable to reach Liu himself for comment.

A US Department of Defense spokesperson declined to comment on Liu's possible appointment but said the US "continues to believe in the importance of maintaining open lines of military-to-military communication" with China.

Li's absence has not been officially explained, though Reuters reported last month that he was under investigation for corrupt procurement of military equipment in a previous role.

If his departure is confirmed, Li will be the second senior minister to lose his job in recent months.

Qin Gang was removed as foreign minister in July, one month after he was last seen in public.

It is unclear whether Li will retain his position as one of China's five state councillors, a post outranking a regular minister. Qin has not been officially removed from his post as state councillor.

Any decision to improve military-to-military ties - frozen by Beijing when then-US House Speaker Nancy Pelosi visited Taipei in August 2022 - would be made by President Xi Jinping, who has the ultimate say in all important policies and appointments.

Xi is also Commander-in-Chief of the armed forces and chair of the CMC, China's top defence decision-making body, on which Liu already sits.

The person with direct knowledge of the matter said Liu's appointment would likely be announced before foreign defence officials visit Beijing on Oct. 29-31 for the Xiangshan Forum, a major international security seminar.

Procedurally, the appointment and removal of high-level officials is announced by the National People's Congress Standing Committee, which takes guidance from the Chinese Communist Party's elite Politburo. The politburo is expected to meet at the end of this month.

"If Xi Jinping is indeed intent on re-engaging in top-level military engagement with the US, this could well present an opportunity for the Pentagon to finally reconnect with the (People's Liberation Army) high command," said James Char, a scholar at Singapore's S. Rajaratnam School of International Studies.

Reuters reported Wednesday that Washington has accepted an invitation to the Xiangshan Forum, though it is unlikely that Defense Secretary Lloyd Austin will personally attend.

Public face of the military

China's Minister of National Defence has a largely diplomatic role with no direct command authority. The post is subordinate to a handful of other officials from the CMC, including the two vice chairmen under Xi.

Liu's appointment could elevate the profile of the job, five analysts and military attaches told Reuters.

His recent experience leading the Joint Staff Department would allow foreign counterparts to deal with a figure at the centre of China's military operations and war planning, rather than a mere technocrat.

US defence officials have long wanted to reestablish routine communications with counterparts directly involved in command decisions.

"This could really help breathe some oxygen into China's military diplomacy," said Singapore-based defence analyst Alexander Neill, an adjunct fellow at the Pacific Forum, a foreign policy research institute in Honolulu.

"Finally, the US might have someone they would really want to talk to," he said.

Liu is also one of the few recent Chinese military leaders with combat experience, having been involved in intense border fights with Vietnamese troops in 1986 - part of years of skirmishes that followed Beijing's invasion of northern Vietnam in 1979, according to Chinese media reports.

One-man rule

Defence diplomacy is seen by diplomats and analysts as an important part of Xi's push for a modernized military that can support China's growing international interests.

China's ships and planes will need greater access to ports and bases internationally to achieve Xi's goal of becoming the dominant world power.

The removal of two senior ministers in such quick succession "highlights the severe limitation of Xi's one-man rule," said Willy Lam, senior fellow at US think tank Jamestown Foundation.

"He prioritised loyalty over capability and honesty when choosing who to put in power. Look how they turned out?"

Xi has made combating corruption a priority, particularly within the military, since he first became president. His defenders say the centralisaton of power is needed if China is successfully to navigate global tensions.

Qin was made foreign minister in Dec. 2022 and Li became defence minister in March. State news agency Xinhua reported in October 2022 that Xi decided on the senior appointments after personally conducting interviews with all the prospective candidates.

Air Force commander Chang Dingqiu is set to take over from Liu as Chief of the Joint Staff Department, according to three of the people familiar with the situation.

Sri Lanka has reached a preliminary agreement with China's EXIM bank on its (Sri Lanka's) debt treatment. In a statement on Wednesday (Oct 11), Sri Lanka's finance ministry said that the agreement covers approximately $4.2 billion of outstanding debt. "It constitutes a key step towards restoring Sri Lanka’s long-term debt sustainability and will pave the way to a prompt economic recovery," the statement said.

The indicative terms agreed would provide the necessary fiscal space for Sri Lanka to implement its ambitious reform agenda, the statement added. Colombo hoped that this achievement would anchor its ongoing engagement with the Official Creditor Committee and commercial creditors, including the bondholders.

"It should also facilitate approval by the IMF Executive Board of the first review of the IMF (International Monetary Fund)-supported programme in the coming weeks, allowing for the next tranche of IMF financing of about US$334 million to be disbursed," the statement further said.

The agreement on Sri Lanka's debt treatment came as President Ranil Wickremesinghe will visit China next week. President Wickremesinghe has been leading his country's push to manage its heavy debt and keep funds flowing from a $2.9 billion IMF programme.

Wickremesinghe is expected to meet Chinese President Xi Jinping and could also meet China's finance and foreign ministers, the news agency Reuters reported on Friday citing a source.

Sri Lanka defaulted on its foreign debt in May last year after its dollar reserves fell to a point where the country could no longer pay for essential imports like fuel and medicine.

The World Health Organization (WHO) said on Friday (Oct 13) that local authorities in Gaza informed it that evacuating vulnerable patients from the northern part of the region was impossible after the Israeli military called for civilians to relocate south within 24 hours.

The World Health Organization (WHO) said on Friday (Oct 13) that local authorities in Gaza informed it that evacuating vulnerable patients from the northern part of the region was impossible after the Israeli military called for civilians to relocate south within 24 hours. According to a report by the news agency Reuters, WHO spokesperson Tarik Jasarevic said that there were severely ill people (in Gaza) whose injuries meant their only chances of survival were on life support, such as mechanical ventilators. "So moving those people is a death sentence. Asking health workers to do so is beyond cruel," Jasarevic said. He pointed out that hospitals have only a few hours of electricity per day as they have been forced to ration depleting fuel reserves and rely on generators to sustain the most critical functions. "And even those functions will have to cease in a few days when fuel stocks run out," the WHO spokesperson added. Click here to follow LIVE updates on the Israel-Hamas conflict He also said that time was running out to prevent a humanitarian catastrophe, if fuel, water, food and life-saving health and humanitarian supplies could not be urgently delivered to the Gaza Strip amidst the complete blockage. Hospitals in Gaza at a breaking point: WHO The WHO already warned that hospitals in the Gaza Strip were at a breaking point. Hospitals in the south of the Gaza Strip were overflowing, and two major hospitals in the north already exceeded their combined 760-bed capacity, the United Nations health agency said. The Gaza Strip is also experiencing a shortage of hospital blood banks and medicine, it added. Eleven medical personnel killed in Gaza since start of latest conflict: WHO As per the WHO, there have been 34 attacks on health facilities in Gaza since the beginning of last week's conflict, killing 11 medical personnel, injuring 16 others, and destroying 19 medical facilities and 20 ambulances. "Hospitals in Gaza simply cannot handle such a huge number of patients. The hospitals are exhausting medical resources to treat the wounded of air strikes," Ashraf Al-Qudra, spokesman of the Palestinian Ministry of Health, said on Friday. Gaza's medical resources are almost exhausted. Muhammad Ghoneim, an emergency doctor at Al-Shifa Hospital, said that many hospitals are expected to stop using ventilators and various surgeries, which will deal a fatal blow to the injured in hospital. California Governor Gavin Newsom on Sunday (Oct 8) rejected a bill that would have made free condoms available to all public high school students in the US state.

California Governor Gavin Newsom on Sunday (Oct 8) rejected a bill that would have made free condoms available to all public high school students in the US state. According to a report by the news agency Associated Press, Governor Newsom argued that Senate Bill 541 was too expensive for a state with a budget deficit of over $30 billion. “This bill would create an unfunded mandate to public schools that should be considered in the annual budget process,” Newsom said. The governor said that programmes increasing access to condoms are “important to supporting improved adolescent sexual health.” But he said this bill was one of several measures lawmakers passed this year that, when added together, would add $19 billion in costs to the state budget. The bill and its implication Senate Bill 541 would have required all public schools that have grades nine through 12 to make condoms available for free to all students. The bill would have required public schools with grades seven through 12 to allow condoms to be made available as part of educational or public health programmes. "The bill would authorize a state agency, the State Department of Education, or a public school to accept gifts, grants, and donations from any source for the support of a public school carrying out these provisions, including, but not limited to, the acceptance of condoms from a manufacturer or wholesaler," an official summary of the bill said The bill would have also made it illegal for retailers to refuse to sell condoms to youth. State Senator Caroline Menjivar, who authored the bill, said it would have helped “youth who decide to become sexually active to protect themselves and their partners from (sexually transmitted infections), while also removing barriers that potentially shame them and lead to unsafe sex.” (With inputs from agencies) WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Some lawmakers in the US Congress want to cut military aid for war-ravaged Ukraine and want to extend it to Taiwan which is at a risk of military aggression from China.

Some lawmakers in the US Congress want to cut military aid for war-ravaged Ukraine and want to extend it to Taiwan which is at a risk of military aggression from China. According to a report by the news agency Associated Press on Sunday (Oct 8), Republican Mike Collins voted against providing military aid to Ukraine and advocated for doing more to arm Taiwan. Collins and other Republican lawmakers have pointed out that China is watching closely to see if the US has the political stamina to support an ally (in this case Taiwan) in a prolonged, costly war. The report said that Washington's aid to Ukraine led to weapons manufacturers stepping up production — something that could benefit Taiwan in a clash with China. Ukraine's victory existential for Taiwan: Taipei Taiwan has been careful not to weigh in on the US debate about continued funding for Ukraine. On being asked about Congress removing Ukraine funding from temporary spending measures which prevented a US government shutdown, Taiwan said it was grateful to have strong bipartisan support from Washington. "We will continue to work with the US to maintain the peace and stability of the Taiwan Strait,” the Taipei Economic and Cultural Representative Office told the Associated Press. US President Joe Biden has said that he would send troops to defend Taiwan in case of a war. On the other hand, his Chinese counterpart Xi Jinping has demanded that Washington respects Beijing's “sovereignty and territorial integrity.” China extends probe into Taiwan's trade barriers Meanwhile, China on Monday extended by three months an investigation into what it calls Taiwan's trade barriers against it. The investigation was first announced in April, but it has now been extended to January 12, a day before Taiwan's presidential and parliamentary elections. Reacting to the extension, Taipei said that Beijing's so-called "trade investigation is politically motivated and an attempt to interfere with our elections with economic coercion." It also said that extending the date to a day before the election highlighted the "political motivations" behind the decision.
