The number of active cases have&nbsp;declined as well. It has fallen by 30,000. For the first time in 61 days, India has reported a decline in active cases. It now stands at 3.7 million, almost 20 million people have recovered.

However, there is no fall in the number of fatalities since once again India has reported almost 4,000 deaths in a day.

The pandemic has killed close to 250,000 people in India.&nbsp;The drop in positive cases is a promising sign.&nbsp;However, it cannot be said India has touched the peak. The country's positivity rate remains around 21 per cent, which means more than one out of five people are testing positive.

India needs to bring down the positivity rate to less than five per cent. Only then&nbsp;it will have the second wave be under control.

India needs to test more. On Sunday, India had conducted just 1.47 million tests which is the lowest this month. Monday was an improvement with over 1.8 million tests conducted in the last 24 hours.

In the past two weeks, India has conducted more than 1.9 million tests in a day multiple times. However, the vaccination curve has peaked. The vaccinations were on a high in April.

India has been administering close to two million doses a day with over 170 million shots given so far and just 2.7 per cent of India's population has got both shots.

Maharashtra has stopped vaccination for those above 18. The state says it will only inoculate those above 45 years of age because it does not have enough doses even as the Centre has asked state governments to prioritise those waiting for their second jab.

After a considerable delay, Turkey okayed Finland's NATO membership in April this year, but is yet to take final decision on Sweden.

"I had a bilateral with my colleague, the (Turkish) foreign minister ... where he told me he expected the ratification to take place within weeks," Swedish Foreign Minister Tobias Billstrom told reporters before the second day of a meeting of NATO foreign ministers.

"The Turkish foreign minister (Hakan Fidan) didn't present a date but said 'within weeks'," Billstrom said.

There was no immediate reaction from Turkey.

<h2>What's the hold-up?</h2>

Turkey has been demanding that Sweden should act in order to rein in functioning of the Kurdistan Workers' party (PKK) on its soil. Turkey, along with the European Union and the US consider PKK a terrorist group.

Sweden has since introduced an anti-terrorism bill. The legislation makes membership of a terrorist organisation illegal. Sweden has also lifted arm export restrictions on Turkey.

There was a feeling within NATO that ratification about Sweden's inclusion would be completed by now.

On Wednesday, EU foreign policy chief Josep Borrell said that there were "open issues" still and they needed to be addressed before an accession can happen.

Hungary too, has not yet ratified Sweden's NATO membership.

"(Prime Minister) Viktor Orban has repeatedly said that Hungary won't be the last to ratify Sweden's membership," Billstrom said.

"That means that it is more in the hands of Ankara than maybe of Budapest. We expect white smoke from Budapest the moment there is white smoke from Ankara," Billstrom said.

However, a group representing the majority of black cab drivers has rejected the offer, claiming that there wasn't any demand for it from its members.

"We have no interest in sullying the name of London's iconic, world-renowned black cab trade by aligning it with Uber, its poor safety record and everything else that comes with it," said Steve McNamara, general secretary of the Licensed Taxi Drivers Association (LTDA).

Black cabs, also known as Hackney carriages, are London's only vehicles that can pick up passengers from the street or taxi ranks in the capital city. These can be booked through other apps as well.

The British capital is one of Uber's top five markets which is why the company, for the longest time, has wanted the taxi drivers to join its service like they have done in cities like Paris, New York and Rome.&nbsp;

The firm states that the deal would benefit the cabbies as well as Uber.

The dispute between the two parties saw an upsurge in 2014 when the cab drivers blockaded the streets and staged demonstrations against Uber.

Even now, they continue to strongly oppose the service.

One driver, Hameed Hameedi, said he was on board, becoming the first London cab driver to sign up. He said it could be a "huge advantage" to the trade.

"Ultimately, more passengers booking trips means more cash for cabbies," he was quoted as saying by news agency Reuters.

The 86-year-old pontiff was scheduled to begin his three-day visit to Dubai on Friday after the Vatican earlier in a statement said that despite the health issues, the pope was going ahead with the trip.

In recent years, Francis has suffered a series of health issues. Earlier this year, he was hospitalised for pneumonia, characterised by the Vatican as bronchitis requiring intravenous antibiotic treatment. The current health concerns come amidst unusually windy and chilly weather in Rome.

In what can be seen as another Russian attempt to control public opinion on its soil, the country's interior ministry has prepared a draw legislation that would in effect, make foreigners sign a "loyalty agreement" which will forbid them from criticising Russia's official policy, discrediting history of the Soviet military or contravening traditional family values.

Russia is due to hold presidential elections in 2024. Since its invasion of Ukraine in February 2022, Russian President Vladimir Putin has sought to portray what he calls the 'special military operation' as part of an existential battle with the West. According to a report by state news agency TASS, the legislation has been prepared by the interior ministry and it forces all foreigners to sign an agreement that would restrict what they can say publicly.

It has been reported that the proposed agreement would have clauses that deal with family, morality, &nbsp;"propaganda about non-traditional sexual relations" and history.

Foreigners will be barred from "distorting the historical truth about the feat of the Soviet people in the defence of the Fatherland and its contribution to the victory over fascism".

It was not immediately clear if the legislation was aimed at certain nationalities or all foreigners. Also, there was no information about what the punishment would be if a foreigner is held to have violated terms of the agreement.

Reuters reported that Kremlin declined to comment.

Foreigners will be barred from "distorting the historical truth about the feat of the Soviet people in the defence of the Fatherland and its contribution to the victory over fascism". It was not immediately clear if the legislation was aimed at certain nationalities or all foreigners. Greek Prime Minister Kyriakos Mitsotakis on Wednesday (Nov 29) dubbed the cancellation of his meeting with British counterpart Rishi Sunak over the Parthenon marbles as an "unfortunate event". However, he stated that this would not affect the relations between Greece and Britain in the long run.

In a meeting with Greek President Katerina Sakellaropoulou, Mitsotakis, reflecting on the "positive side" of the issue said that it gave him the opportunity to further underline Greece’s request for the return of the Parthenon Sculptures.

He then said that the Greek-British relations have had a deep, significant, history.&nbsp;

“I returned yesterday from London. Just two words about the unfortunate event of the cancellation of my programmed meeting with my British counterpart. My first observation is that I believe it will not affect Greek-British relations in the long run, which are already relations that have a deep, significant, history," Mitsotakis said.&nbsp;

"And secondly, the cancellation of this meeting had a positive side, in that the fair request by Greece for the re-unification of the Parthenon marbles gained even greater publicity, not only in the United Kingdom but also in global public opinion,” he added.

Sakellaropoulou said the re-unification of the marbles had uncovered recognition in British as well as international public opinion, however, she said that some issues could not be solved ‘automatically’ and required time.

“We all followed the developments in London, what I find significant is that the Parthenon is a symbol not only of the Classical period but is also important for global cultural heritage, as the symbol of democracy and philosophy," she said.&nbsp;

With that in mind we can hope that the just request of our country will find a response quickly,” she further added.

British Prime Minister Rishi Sunak cancelled his Tuesday's meeting with Mitsotakis after his office released a statement saying that both sides had previously decided that it should not be used as a public platform "to relitigate long, long settled matters."

"It's simply the case that if assurances are given and they're not adhered to, there are consequences for that," Sunak's spokesman told reporters.

Greece has repeatedly urged the British Museum to send back the 2,500-year-old sculptures that were removed by British diplomat Lord Elgin from the Parthenon temple in the early 19th century. During this period, Greece was under Ottoman Turkish rule.

"I would like to express my displeasure at the British Prime Minister's cancellation of our meeting just a few hours before it was due to take place," the Greek leader said in a brief statement.&nbsp;

A Downing Street spokesperson said "The UK-Greece relationship is hugely important", citing joint work within NATO and "tackling shared challenges like illegal migration" and the wars in Ukraine and the Middle East.

"The deputy prime minister was available to meet with the Greek PM to discuss these important issues," the spokesperson added, without referencing the marbles issue.

Mitsotakis lamented, "Greece's position on the issue of the Parthenon friezes is well known. I had hoped to have the opportunity to discuss them with my British counterpart".

"Those who believe in the rightness and validity of their positions are never afraid to confront the arguments," he added.
