Ahead of the United States&nbsp;presidential election, American authorities are investigating some US citizens who had worked with or contributed to Russian state media, amid fears that Moscow's intelligence agencies are trying to muddy the waters of American politics through propaganda campaigns.

Citing official sources, the New York Times reported on Wednesday (Aug 22) that the FBI had raided the homes of two commentators who appear on Russian channels like RT, which broadcasts in English. One of them was a former advisor to ex-president Donald Trump.

The broad criminal investigation will look into whether several laws were violated, including one sanctioning Russia after its invasion of Ukraine, and another on lobbying for foreign countries and entities.

Brahmaputra River's greatest point of hydropower potential is the Great Bend, a point on the Chinese side where the water takes a sharp turn, dropping 3,000 metres through a gorge before gushing into India's Arunachal Pradesh.&nbsp;

Given its scale and location, the proposed Great Bend would create four likely strategic effects, the report notes.&nbsp;

"It would very likely consolidate Beijing's political control over its distant borderlands; it may affect human settlement and economic settlement and economic patterns on the Indian side of the border, downstream; and it would give Beijing water and data that it could withhold from India as bargaining leverage in unrelated negotiations," it said.&nbsp;

<h2>India-China water data-sharing arrangement</h2>

India and China signed their first water data-sharing agreement on Brahmaputra in 2002 for five years. The agreement, under which China periodically shared "hydrological information on Yaluzangbu/Brahmaputra River during flood season", was renewed in 2008, 2013, and 2018.&nbsp;

The ASPI report noted that in 2017, and again in 2020, during the LAC clashes between the troops of two sides, Beijing temporarily stopped sharing water data with New Delhi.&nbsp;

The Memorandum of Understanding expired in June 2023 and has not been renewed since.&nbsp;

According to an official Indian readout, while the MoU is "under process of renewal through diplomatic channels", the ASPI report points out that the primary issue is the fact that the document isn't legally binding.&nbsp;

<h2>China's proposed Great Bend dam: What are its strategic implications?</h2>

From New Delhi's national security perspective, China's capacity to pursue strategic flooding in India's northeast also translates into a notable threat to Indian access to the Line of Actual Control.

"China's aggressive hydropower construction intrinsically has significant downstream ecological and demographic effects; in the Brahmaputra basin, too, the construction of another massive dam at the Great Bend would exacerbate those effects in lower riparian states, India and Bangladesh," the ASPI report said.&nbsp;

On the negotiation table, "water issues serve as another political lever for China to use in managing its relations with India."

<h2>Ways to deter China-led strategic flooding in India</h2>

According to the 1997 UN Convention on the Law of the Non-navigational Uses of International Watercourses, the upper riparian nation (which in this case is China) is required to provide prior notice of intention of intervention, and full detailed technical information, have due regard for the concerns of the lower riparian states, advance consultations, and accept the principle of avoidance of 'substantial harm' or 'significant injury' to the lower riparian area.

"The US and other partners could use international legal arguments suggesting that China must act with greater cooperation and transparency to safeguard India and Bangladesh," the ASPI report said.&nbsp;

“She will have to live with this,” she added.

He acted as a Chinese agent between 2019 and 2023 under the direction of China's&nbsp;Ministry of State Security (MSS), its principal intelligence agency. Among either things, MSS is also responsible for espionage and political security functions.&nbsp;

Tang targeted US-based Chinese dissidents that Beijing views as potentially adverse. After collecting information on such individuals and groups, the data was delivered to the Politburo. Notably, he also helped MSS infiltrate a group chat on a messaging platform that was used by these dissidents.&nbsp;

Tang used an email account where he received regular instructions from his Chinese overlords regarding the targets to be tailed. He also travelled abroad three times for face-to-face meetings&nbsp;with MSS intelligence officers.&nbsp;

After arresting Tang, the law enforcement agencies recovered the numerous electronic devices and accounts that he used to communicate.&nbsp;&nbsp;

"Tang also made materially false statements to the FBI. He falsely claimed that he was no longer able to access an email account through which he had communicated with his MSS handler through draft emails," DoJ added.&nbsp;

Flashing his signature smile amid sounds of the 1964 civil rights anthem 'Keep On Pushing', Obama took the DNC center stage shortly after 9 PM on July 27, 2004. Obama began by stating that his presence on the stage was unlikely that night due to the challenging upbringing his father Barack Obama Sr. had in Kenya.

"My father was a foreign student, born and raised in a small village in Kenya. He grew up herding goats, went to school in a tin-roof shack. At one breakout point of his DNC address, Obama threw a rhetorical question in the air. "Do we participate in a politics of cynicism, or do we participate in a politics of hope?” he asked the audience.&nbsp;

The audience roared back: "Hope!"

The cheers turned to ovations. From there on, Obama devised repetition to his advantage. The most repeated word, 'hope'.&nbsp;

"I'm not talking about blind optimism here - the almost willful ignorance that thinks unemployment will go away if we just don't talk about it, or the health care crisis will solve itself if we just ignore it," he said.

A theatrical but remarkably natural Obama, in his husky and baritone pitch, continued.&nbsp;

"No, I'm talking about something more substantial. It's the hope of slaves sitting around a fire singing freedom songs; the hope of immigrants setting out for distant shores; the hope of a young naval lieutenant bravely patrolling the Mekong Delta; the hope of a millworker's son who dares to defy the odds; the hope of a skinny kid with a funny name who believes that America has a place for him, too. The audacity of hope," he said, the last phrase — 'the audacity of hope' — came from a sermon once delivered by his pastor.

By the time Obama finished, he had been interrupted by applause 33 times.&nbsp;

Obama immediately knew that he had struck a chord. The speech captured the attention of ordinary Americans and opened the way for his run for the presidency in 2008.&nbsp;

When Obama entered the White House in 2008 as the first Black US president, the speech had survived the scrutiny of time.&nbsp;

The White House stated on Tuesday (Aug 20) that a classified nuclear strategic plan approved by President Joe Biden this year is not directed at any specific country or threat. This clarification followed a New York Times report claiming that the plan reoriented US&nbsp;deterrence strategy to focus on China's expanding nuclear arsenal for the first time.

The US-based Arms Control Association said it understood U.S. nuclear weapons strategy and posture remained the same as described in the administration's 2022 Nuclear Posture Review, and there had been no reorientation away from Russia and toward China.

According to The New York Times, the White House has not publicly confirmed President Biden's approval of the revised nuclear strategy, known as the "Nuclear Employment Guidance." However, it's anticipated that a notification to Congress about the changes will be issued before Biden leaves office.

NYT said that in recent speeches, two senior administration officials were allowed to allude to the strategy revision. It said the strategy is updated every four years or so.

When asked about the report, White House spokesperson Sean Savett said, "Following the pattern set by the previous four administrations, this administration has issued a Nuclear Posture Review and a Nuclear Weapons Employment Planning Guidance.”

"While the specific text of the Guidance is classified, its existence is in no way secret. The Guidance issued earlier this year is not a response to any single entity, country, nor threat," he added.

“While US intelligence estimates suggest China may increase the size of its nuclear arsenal from 500 to 1,000 warheads by 2030, Russia currently has some 4,000 nuclear warheads "and it remains the major driver behind U.S. nuclear strategy,” said Daryl Kimball, executive director of the Arms Control Association.
