"We are in the midst of a paradigm shift in our migration policy," Migration Minister Johan Forssell told reporters, as the government presented its latest move to crack down on migration.

Currently immigrants can receive up to 10,000 kronor per adult and 5,000 kronor per child, with a cap of 40,000 kronor per family.

Immigrants groups could not immediately be reached for comment on the change.

"The grant has been around since 1984, but it is relatively unknown, it is small and relatively few people use it," Ludvig Aspling of the&nbsp;Sweden&nbsp;Democrats told reporters.

Forssell said only one person had accepted the offer last year.

Aspling added that if more people were aware of the grant and its size was increased, more would likely take the money and leave.

He said the incentive would most likely appeal to the several hundred thousand migrants who were either long-term unemployed, jobless or whose incomes were so low they needed state benefits to make ends meet.

"That's the group we think would be interested," Aspling said.

A government-appointed probe last month advised the government against significantly hiking the amount of the grant, saying the expected effectiveness did not justify the potential costs.

The Nordic nation has struggled for years to integrate immigrants, and the head of the inquiry, Joakim Ruist, said that a sizeable financial increase would send a signal that migrants were undesirable, further hampering integration efforts.

Other European countries also offer grants as an incentive for migrants to return home.

Thomas claims that he killed his wife in an act of self-defence as she attacked him with a knife. After murdering her, he reportedly said that he started to panic and so dismembered his wife. However, according to Swiss outlet FM1 Today, a medical-forensic report "contradicts his description of self-defence".&nbsp;

An autopsy found the brutal manner in which the model's body was dismembered. The husband took the body into the laundry room where he used a jigsaw, knife and garden shears to carry out the terrible act.

The Red River in Hanoi reached its highest level in 20 years on Wednesday, forcing residents to trudge through waist-deep brown water as they retrieved possessions from flooded homes.

Others fashioned makeshift boats from whatever materials they could find.

"This was the worst flooding I have witnessed," said Nguyen Tran Van, 41, who has lived near the Red River in Hanoi for 15 years.

"I didn't think the water would rise as quick as it did. I moved because if the water had risen just a bit higher, it would have been very difficult for&nbsp;us&nbsp;to&nbsp;leave," Van told AFP.

A landslide smashed into the remote mountain village of Lang Nu in Lao Cai province, levelling it to a flat expanse of mud and rocks strewn with debris and laced by streams.

State media said at least 34 people had been killed in the village, with another 46 still missing.

Villagers laid dead bodies on the ground, some in makeshift coffins, some wrapped in cloth, while police with picks and shovels dug through the dirt in search of more victims.

Vietnamese state media said the total death toll from&nbsp;Yagi&nbsp;-- the strongest storm to hit northern Vietnam in 30 years -- had risen to 179, with 145 missing across the country.

<h2>Worst floods since 2008</h2>

Mai Van Khiem, head of the national weather bureau, told state media that the water level in the Red River in Hanoi was at its highest since 2004.

Forecasters said the waters in Hanoi had peaked and the river level would go down, but Khiem warned of serious widespread flooding in the provinces surrounding the capital in the days ahead.

Police, soldiers and volunteers helped hundreds of residents along the banks of the swollen river in Hanoi to evacuate their homes in the early hours as the water rose rapidly.

A police official in Hanoi, who refused to be identified, said officers were going on foot or by boat to check every house along the river.&nbsp;

"All residents must leave," he said. "We are bringing them to public buildings turned into temporary shelters or they can stay with relatives. There has been so much rain and the water is rising&nbsp;quickly."

Images on Tuesday showed people stranded on rooftops and victims posted desperate pleas for help on social media, while 59,000 people were forced to evacuate their homes in Yen Bai province.

The United States is providing $1 million in immediate humanitarian aid to Vietnam, its embassy in Hanoi said.

In neighbouring Laos, authorities evacuated 300 people from 17 villages in northern Luang Namtha province, deputy district chief Sivilai Pankaew told AFP.

State media said at least one person had been killed and images showed rescuers working in murky brown&nbsp;floodwaters.

Typhoon Yagi: Hanoi river level hits 20-year high; death toll nears 200

In what can only be termed as a classic case of Stockholm Syndrome, members of the&nbsp;National Press Club in Dhaka, Bangladesh were seen commemorating the 76th death anniversary of Muhammad Ali Jinnah -- the founding father of Pakistan. Bangladesh, previously known as East Pakistan, was liberated from Islamabad's clutches in 1971 with India playing a pivotal part. However, the speakers at the press club not only serenaded Jinnah but also chided India.&nbsp;

One of the speakers said Pakistan would not have been created without Jinnah and that "Bangladesh too would not exist", without him.&nbsp;

Nagorik Parishad convenor Md Samsuddin went a step further and claimed that Bangladesh avoided a fate similar to Kashmir by being a part of Pakistan in 1947.&nbsp;

"If Bangladesh had not been part of Pakistan in 1947, we would have been in the same position as Kashmir today, with the Indian junta holding weapons to our necks. Bangladesh gained independence because of Pakistan, which Jinnah helped create," Samsuddin said.

He added that Dhaka should look to foster ties with China and Pakistan.&nbsp;

"Why should we change the name of Allama Iqbal Hall or Jinnah Avenue? These changes were made because Delhi wanted them, but we did not. Bangladesh must foster strong relations with China and Pakistan."

Md Shakhawat, another attendee claimed that the 'political incompetence' and 'strife' in the Indian subcontinent were ended by Jinnah.

"Had Jinnah not taken responsibility for Bangladesh in 1947, we would have been in the same situation as West Bengal, remaining a part of India. It was because of his leadership that East Pakistan remained united with West Pakistan. Now we must assess our friendship," he added.

Findings by the cancer surgeon and former minister Ara Darzi revealed that the NHS was in ‘critical condition’ owing to years of neglect and falling productivity.

After collecting evidence from 227 organisations, the report found that the “awful state” of NHS was likely causing more deaths in UK annually, estimated at 14,000, than going to wars.

We’ve got to face up to the challenges – ageing society, a higher burden of disease,” he said.

“I know some prevention measures will be controversial, but I’m prepared to be bold, even in the face of loud opposition. So no, some of our changes won’t be universally popular, we know that, but I will do the right thing for our NHS, our economy and our children,” the PM said.
