Russian President Vladimir Putin on Thursday (Sep 12) held a meeting with Indian National Security Adviser (NSA) Ajit Doval in St Petersburg on the sidelines of the meeting of BRICS and BRICS Plus High-Level Security Officials. A statement from the Indian external affairs ministry said that Doval and Putin discussed the war in Ukraine and peace efforts. “NSA Doval met with President Putin. He has other engagements in Russia,” a spokesperson for the ministry said.

Doval’s visit to Russia was discussed during PM Modi’s phone call with Putin in August, with an increased focus on the Ukraine war.

<h2>Indians fighting in Russia</h2>

The external affairs ministry spokesperson Randir Jaiswal also gave an update on Indians who were lured into fighting for Russia in the ongoing war against Ukraine.

Jaiswal said that Russia recently set free six Indians earlier caught in the conflict. The spokesperson stressed that 50 more Indians will be released very soon.

“Since the Prime Minister’s visit to Russia, 35 Indian nationals have been discharged, with 6 arriving the day before. Another 50 are yet to return. Prior to the visit, 10 had already been discharged,” Jaiswal said.

Gates told CNBC Make It, "A lot of unrest” in today’s world could spark “a major war,” adding that even "if we avoid a big war...then, yes, there will be another pandemic, most likely in the next 25 years."&nbsp;

Highlighting the Covid-19 pandemic, Gates said that although some lessons from the coronavirus pandemic have been learned, it's been far less than what he had expected.&nbsp;

"We're still not fully reflecting on what we did well and where we fell short. Maybe in the next five years, that will improve, but so far, it's quite surprising," he added.&nbsp;

However, the statement reiterated the group's "readiness for the immediate implementation of the ceasefire agreement based on President Biden's declaration".

In the statement, Hamas also reiterated its demand for Israel's withdrawal from "all Gaza territories".

The Palestinian militant group also claimed it had not placed any further demands on negotiators and said that it was "rejecting any new conditions to this agreement from any party".

According to a letter from the Russian authorities, written to Bangladesh's&nbsp;Economic Relations Division (ERD), dated 21 August, Dhaka owes&nbsp;$480 million in interest and penalty charges for the period from March 15, 2022 to March 15, 2024. Additionally, $150 million in&nbsp;interest is due for the period from&nbsp;March 16 to September 15, 2024.&nbsp;

Moscow has requested that the outstanding payments be made in either US dollars or&nbsp;Chinese yuan and deposited in bank of China's Shanghai branch.&nbsp;

The letter written by&nbsp;VEB.RF – a major financial development institution and the Russian government's representative agency, comes in the backdrop of Bangladesh requesting&nbsp;alternative transaction methods to settle the overdue interests.&nbsp;

Notably, Russia lent a $12.65 billion loan that carries a maximum interest rate of four per cent with extra penalty interest rate of 2.4 per cent for overdue payments.&nbsp;

The payment deadline is September 15, which is Sunday, while September 16 and 17 are non-business days in China, which means the earliest Bangladesh can deposit the money is September 18. Missing the deadline could incur more penalties.&nbsp;

Russia has also declined Bangladesh's request to defer principal repayment, scheduled to begin in March 2027, until March 2029.&nbsp;

Russia said Thursday its army had recaptured 10 settlements in its&nbsp;Kursk&nbsp;border region, where Ukraine last month launched a major cross-border incursion. &nbsp;

Ukrainian President Volodymyr Zelensky also conceded Russia had launched its own counterattack in the region but insisted that the shock incursion was still going to plan.

"Units of the 'North' group of troops liberated 10 settlements within two days," Russia's defence ministry said in a statement posted on its Telegram channel.

Ukraine claimed at the end of August to have taken control of some 100 Russian settlements and almost 1,300 square kilometres (500 square miles) of territory.

The court hearing the case of a French man who recruited dozens of strangers to rape his wife, on Wednesday (Sep 12), heard another similar case, involving one of his ‘disciples.’ 71-year-old Dominique Pélicot is facing trial for enlisting strangers to rape his drugged wife for over a decade in the southern village of Mazan.

Now, the court is hearing another case involving a man named Jean-Pierre, an alleged follower of Pélicot. He allegedly came in contact with Pélicot in a chatroom and then followed the same tactic to drug his wife in order to rape her. Jean-Pierre, 63, also enlisted Pélicot to rape his wife. The sedatives that were given to the wife reportedly came from Pélicot only.

The Guardian reported that at least 12 rapes of Jean-Pierre’s wife are alleged to have taken place between 2015 and 2020. The man has admitted charges in the court.

Thailand deployed military special forces in the northern province of Chiang Rai on Thursday after flooding marooned thousands that authorities are trying to reach with boats and helicopters.

At least 33 people have died across Thailand since mid-August from a spate of rain-related incidents, including landslides, with nine fatalities this week in two northern provinces hit by adverse weather brought by Typhoon Yagi, according to the government.

Yagi, the strongest storm to hit Asia this year, has killed at least 197 people in Vietnam, where it made landfall on Saturday and flooded parts of capital city Hanoi.

In Thailand's northernmost province of Chiang Rai, flood waters had started receding from some areas of the hard-hit Mai Sai district, but many riverside settlements were still flooded, said the head of the district, Narongpol Kid-an.

"We are rushing to bring out people trapped inside their houses," he told Reuters. "There are still hundreds of people who need to be rescued."

Local authorities were using boats and helicopters, with support from Thai Navy SEAL special forces, to conduct rescue operations, he said.

"The situation is very delicate," Narongpol said. "When it rains, the water rises very quickly."

The Thai Navy said it deployed nine flat-bottom boats to deliver over a thousand aid packages in Chiang Rai.

Flood waters had also entered parts of Chiang Rai city, one of the largest settlements in northern Thailand, inundating key roads and urban areas.

Out of 10 scheduled flights into and out of Chiang Rai's airport on Thursday, nine had been cancelled, according to its website.

The airport itself had not been flooded but rising waters had made roads to the facility impassable, said Kornchit Chomphudeng, head of Chiang Rai's Office of Disaster Prevention and Mitigation.

"The flooding this time has spread over a wider area than the recent floods," he said.

Taiwan vows to resist China’s mounting pressure, says sovereignty is non-negotiable

Former&nbsp;Peruvian president Alberto Fujimori, who steered economic growth during the 1990s but was later jailed for human rights abuses stemming from a bloody war against Maoist rebels, died on Wednesday. He was aged 86.

Close colleagues visited him earlier in the day, reporting that he was in a critical condition.

"After a long battle with cancer, our father... has just departed to meet the Lord," his daughter Keiko Fujimori wrote in a message on X, also signed by the former leader's other children.&nbsp;

Fujimori, the son of Japanese immigrants, was the little-known chancellor of a farming university when elected to office in 1990. He quickly established himself as a cunning politician whose hands-on style produced results even as he angered critics for concentrating power.

He slayed hyperinflation that had thrown millions of&nbsp;Peruvians out of work, privatised dozens of state-run companies, and slashed trade tariffs, setting the foundations for&nbsp;Peru&nbsp;to become, for a while, one of Latin America's most stable economies.&nbsp;

Under his watch, the feared leader of the Maoist Shining Path, Abimael Guzman, was captured - dealing a crucial blow to a movement that in the 1980s seemed close to toppling the&nbsp;Peruvian state. Guzman died in prison in September 2021.&nbsp;

But many&nbsp;Peruvians saw Fujimori as an autocrat after he used military tanks to shut down Congress in 1992, redrafting the constitution to his liking to push free-market reforms and tough anti-terrorism laws.

Shortly after he won a third election in 2000 - amending the constitution to run - videos emerged of his top adviser and spy chief Vladimiro Montesinos doling out cash to bribe politicians. Fujimori fled to exile in Japan.&nbsp;

He resigned via fax from Tokyo and then unsuccessfully campaigned for a Japanese senatorial seat.&nbsp;

Montesinos was later captured in Venezuela and jailed, convicted by the hundreds of videos he recorded of himself handing out cash bribes to politicians and business and media executives.

The cases against Fujimori piled up - including accusations that he had ordered the use of death squads in his battle against Shining Path militants.

Fujimori was safe in Japan - he was a dual citizen and Japan does not extradite its citizens. So many were shocked when in 2005 he decided to head back to&nbsp;Peru, apparently in hopes of forgiveness and a return to politics.

Instead, he was detained during a layover in Chile, extradited to&nbsp;Peru&nbsp;in 2007, and in 2009 he was convicted and sentenced to 25 years in prison.

<h2>'FUJI-SHOCK'</h2>

Once jailed, Fujimori's public appearances were limited to hospital visits where he often appeared disheveled and unwell.&nbsp;

While detractors dismissed his health complaints as a ploy to get out of prison, then-president Pedro Pablo Kuczynski briefly pardoned Fujimori in 2017.&nbsp;

Months later Kuczynski was impeached and the pardon overturned by&nbsp;Peru's top constitutional court, sending Fujimori back to the special prison that held him and no other inmates.

The court restored the pardon in December 2023, releasing the ailing Fujimori, who had suffered from stomach ulcers, hypertension and tongue cancer. In May 2024, Fujimori announced he had been diagnosed with a malignant tumor.&nbsp;

Fujimori's legacy has been most passionately defended by his daughter Keiko, who has been close to clinching the presidency herself three times on a platform that has included pardoning her father and defending his constitution.&nbsp;

The late Fujimori was born in Lima on&nbsp;Peruvian Independence Day, July 28, 1938.&nbsp;

But on his second week in office he suddenly lifted the subsidies that kept food essentials affordable, in what became known as the 'Fuji-shock.'

"May God help us," Fujimori's finance minister said on TV after announcing the measure. Inflation worsened in the short-term but the bet paid off, eventually stabilizing the economy after over a decade of crisis.&nbsp;

Even as support for him started to wane, Fujimori pulled off audacious stunts in his second term.

In 1997, he devised a plan to dig tunnels under the Japanese ambassador's residence in Lima to end a four-month hostage crisis after another insurgency, the Tupac Amaru Revolutionary Movement, took 500 people captive for 126 days.

In a surprise attack, Fujimori sent in more than 100 commandos in a raid that killed all 14 insurgents.&nbsp;

Only two commandos and one of the remaining 72 hostages died. Television footage showed Fujimori calmly stepping over the corpses of the insurgents after the raid.
