"China's announcement of export control measures on rare earths and related items is a legitimate action by the Chinese government to refine its export control system in accordance with laws and regulations," a spokesperson with the Ministry of Commerce (MOFCOM) said on Sunday, in response to a question over the China's considerations with the Thursday announcement on imposing export control measures on related rare earth items.
