Britain`s transport ministry said it was working on specific wording to update the country`s highway code for the safe use of self-driving vehicle systems, starting with Automated Lane Keeping Systems (ALKS) - which use sensors and software to keep cars within a lane, allowing them to accelerate and brake without driver input. 
 
The government said the use of ALKS would be restricted to motorways, at speeds under 37 miles (60 km) per hour. 
 
The UK government wants to be at the forefront of rolling out autonomous driving technology and the transport ministry forecasts by 2035 around 40% of new UK cars could have self-driving capabilities, creating up to 38,000 new skilled jobs. 
 
"The automotive industry welcomes this vital step to permit the use of automated vehicles on UK roads, which will put Britain in the vanguard of road safety and automotive technology," Mike Hawes, CEO of car industry lobby group the Society of Motor Manufacturers and Traders, said in a statement. 
 
But insurance companies warn that Britain`s goal of being a leader in adopting self-driving cars could backfire unless automakers and regulators spell out the current limitations of the technology available today. 
 
They say calling ALKS `automated,` or using the synonymous term `self-driving`, will confuse British drivers into thinking the cars can drive themselves, causing accidents and risking a public backlash against the technology. 
 
"Aside from the lack of technical capabilities, by calling ALKS automated our concern also is that the UK Government is contributing to the confusion and frequent misuse of assisted driving systems that have unfortunately already led to many tragic deaths," said Matthew Avery, research director at Thatcham Research, which has tested ALKS systems.

According to their findings, it would cost $3.03 to reach 52,000 teenagers for alcohol ads, while it would take $11.24 to reach 14,000 teens who may have shown interest in gambling.

Representatives for&nbsp;Apple&nbsp;and&nbsp;Google&nbsp;told&nbsp;senators&nbsp;the companies' tight control over their&nbsp;stores and the associated revenue-sharing requirements are needed to enforce and pay for security measures to protect consumers from harmful&nbsp;apps and practices.

Facebook begins testing ads in Instagram Reels

Encrypted chat app&nbsp;Signal&nbsp;suggested in a blog post published on Wednesday that products sold to law enforcement from Israeli surveillance provider Cellebrite can easily be sabotaged.

Cellebrite DI Ltd, which specialises in helping law enforcement and intelligence agencies copy call logs, texts, photos and other data off of smartphones, has repeatedly come under fire for past sales to authoritarian governments, including Russia and China.

Signal, a privacy-focused app eager to show the lengths it goes to protect users' conversations, clashed with Cellebrite last year when the Israeli company said its equipment was upgraded to allow law enforcement to scoop up&nbsp;Signal&nbsp;messages from devices in their possession.

Signal&nbsp;creator and CEO Moxie Marlinspike said in his blog post on Wednesday he had come into possession of a bag of Cellebrite equipment and examined the gear inside.

He was "surprised to find that very little care seems to have been given to Cellebrite's own software security," Marlinspike said, noting it would be easy to add a specially crafted file onto a phone that would derail Cellebrite's functionality.

In a statement, Cellebrite did not directly address Marlinspike's claim but said that the company's employees "continually audit and update our software in order to equip our customers with the best digital intelligence solutions available."

Elsewhere in his blog post, Marlinspike alleged he had found snippets of code from Apple Inc inside Cellebrite's software, something he said "might present a legal risk for Cellebrite and its users" if it was done without authorization.

Signal's allegations come as Cellebrite prepares to go public through a merger with a blank-check firm, valuing the equity of the combined company at around $2.4 billion.

Signal, a privacy-focused app eager to show the lengths it goes to protect users' conversations, clashed with Cellebrite last year when the Israeli company said its equipment was upgraded to allow law enforcement to scoop up Signal messages from devices in their possession. Signal creator and CEO Moxie Marlinspike said in his blog post on Wednesday he had come into possession of a bag of Cellebrite equipment and examined the gear inside. He was "surprised to find that very little care seems to have been given to Cellebrite's own software security," Marlinspike said, noting it would be easy to add a specially crafted file onto a phone that would derail Cellebrite's functionality. In a statement, Cellebrite did not directly address Marlinspike's claim but said that the company's employees "continually audit and update our software in order to equip our customers with the best digital intelligence solutions available." Netflix&nbsp;Inc said slower production of TV shows and movies during the pandemic hurt subscriber growth in the first quarter, sending shares of the world's largest streaming service down 11 per cent&nbsp;on Tuesday.

Netflix&nbsp;estimated it will add just 1 million new streaming customers in the second quarter. Analysts had expected a forecast of nearly 4.8 million.

Shares of&nbsp;Netflix&nbsp;sunk 11&nbsp;per cent&nbsp;in after-hours trading to $489.28, wiping $25 billion off the company's market capitalization. Its stock has risen 27&nbsp;per cent&nbsp;over the past 12 months compared with a 63&nbsp;per cent&nbsp;increase in the tech-heavy Nasdaq Composite Index.

Netflix&nbsp;said it did not believe competition changed materially in the quarter or impacted its new sign-ups "as the over-forecast was across all of our regions."

The company projected membership growth would accelerate in the second half of the year when it releases new seasons of "You," "Money Heist," and "The Witcher" and action movie "Red Notice," among other titles.

A year ago,&nbsp;Netflix&nbsp;added a record 15.8 million customers as the pandemic forced people around the world to stay home. The company said on Tuesday the pandemic hindered filming new shows.

"These dynamics are also contributing to a lighter content slate in the first half of 2021, and hence, we believe slower membership growth," the company said in its quarterly letter to shareholders.

Analysts project people will spend less time streaming from their living rooms as COVID-19 vaccinations spread and more people emerge from their homes.

Rival media companies have declared streaming their priority and are spending billions to compete with&nbsp;Netflix. Walt Disney Co's Disney+ crossed 100 million subscribers in March.&nbsp;Netflix's total streaming customers stood at 207.6 million at the end of March.

Netflix's share of new US&nbsp;subscribers fell to 8.5% during the quarter, down from 16.2&nbsp;per cent&nbsp;the same period a year ago, according to Kantar Media.

During the quarter,&nbsp;Netflix&nbsp;lost one of its most popular titles when workplace comedy "The Office" moved to Comcast Corp streaming service Peacock.

Netflix&nbsp;also raised its monthly rates in Britain, Germany, Argentina and Japan during the quarter.

New customers totaled 1.8 million in Europe, 1.36 million in Asia and 360,000 in Latin America.

"What wasn't expected was the strength of the slowdown in international markets, where competition is significantly lower," said eMarketer analyst Eric Haggstrom.

Excluding items, the company earned $3.75 per share in the first quarter, beating analyst estimates of $2.97 per share.

Revenue rose to $7.16 billion from $5.77 billion during the quarter, edging past estimates of $7.13 billion.

Net income rose to $1.71 billion, or $3.75 per share, from $709 million, or $1.57 per share, a year earlier.

Netflix subscriber growth slows after pandemic boom, shares fall 11%

One of the two victims killed in Texas at the weekend in the crash of a&nbsp;Tesla&nbsp;car believed to have operated without a driver was William Varner, a doctor, his employer said on Tuesday.

Police in Harris County, Texas, said a&nbsp;Tesla&nbsp;Model S smashed into a tree on Saturday at high speed after failing to negotiate a bend and burst into flames, killing one occupant found in the front passenger seat and the owner in the back seat.

Witnesses told the police that the accident happened shortly after the victims left a house, saying they would test automated driving capability.

"Dr Varner was a tremendous human being who personally impacted many...,"&nbsp;The Woodlands Medical Center said in a statement. "He will be dearly missed by so many.”

Varner, a 58-year-old anesthesiologist, graduated from the University of Texas Medical Branch At Galveston in 1988.&nbsp;The other victim, who was born in 1951, was not identified as of Tuesday.

Tesla's Autopilot and FSD, as well as the growing number of similar semi-autonomous driving functions in cars made by other automakers, present a challenge to officials responsible for motor vehicle and highway safety.

US&nbsp;federal road safety authority, the National Highway Traffic Safety Administration (NHTSA), has yet to issue specific regulations or performance standards for semi-autonomous systems such as Autopilot, or fully autonomous vehicles (AVs).

There are no NHTSA rules requiring carmakers to ensure systems are used as intended or to stop drivers misusing them. The only significant federal limitation is that vehicles have steering wheels and human controls required under federal rules.

With no performance or technical standards, systems such as Autopilot inhabit a regulatory grey area.

The Texas crash follows a string of crashes involving&nbsp;Tesla&nbsp;cars being driven on Autopilot, its partially automated driving system which performs a range of functions such as helping drivers stay in lanes and steer on highways.

Tesla&nbsp;has also rolled out what it describes as a "beta" version of its FSD system to about 2,000 customers since October, effectively allowing them to test how well it works on public roads.

Harris County police are now seeking a search warrant for the&nbsp;Tesla&nbsp;data and said witnesses told them the victims intended to test the car's automated driving.

No requirements

Adding to the regulatory confusion is that traditionally NHTSA regulates vehicle safety while departments of motor vehicles (DMVs) in individual states oversee drivers.

When it comes to semi-autonomous functions, it may not be apparent whether the onboard computer or the driver are controlling the car, or if the supervision is shared, says the U.S. National Transportation Safety Board (NTSB).

California has introduced AV regulations but they only apply to cars equipped with technology that can perform the dynamic driving task without the active physical control or monitoring of a human operator, the state's DMV said.

It said&nbsp;Tesla's full self-driving system does not yet meet those standards and is considered a type of Advance Driver Assistance System that it does not regulate.

That leaves&nbsp;Tesla's Autopilot and its FSD system operating in regulatory limbo in California as the automaker rolls out new versions of the systems for its customers to test.

NHTSA, the federal body responsible for vehicle safety, said this week it has opened 28 investigations into crashes of&nbsp;Tesla&nbsp;vehicles, 24 of which remain active, and at least four, including the fatal Texas accident, occurred since March.&nbsp;

NHTSA has repeatedly argued that its broad authority to demand automakers recall any vehicle that poses an unreasonable safety risk is sufficient to address driver assistance systems.

So far, NHTSA has not taken any enforcement action against&nbsp;Tesla's advanced driving systems.

White House spokeswoman Jen Psaki said NHTSA is "actively engaged with&nbsp;Tesla&nbsp;and local law enforcement" on the Texas crash.

The NTSB, a US&nbsp;government agency charged with investigating road accidents, has criticised NHTSA's hands-off approach to regulating cars with self-driving features and AVs.

"NHTSA refuses to take action for vehicles termed as having partial, or lower level, automation, and continues to wait for higher levels of automation before requiring that AV systems meet minimum national standards," NTSB Chairman Robert Sumwalt wrote in a February&nbsp;1 letter to NHTSA.

"Because NHTSA has put in place no requirements, manufacturers can operate and test vehicles virtually anywhere, even if the location exceeds the AV control systems limitations," the letter said.

Reviewing regulations

NHTSA told Reuters that with a new administration in place, it was reviewing regulations around AVs and welcomed the NTSB's input as it advanced policies on automated driving systems.

It said the most advanced vehicle technologies on sale required a fully attentive human driver at all times.

"Abusing these technologies is, at a minimum, distracted driving. Every State in the nation holds the driver responsible for the safe operation of the vehicle," NHTSA told Reuters.

NTSB also says NHTSA does not have any method to verify whether carmakers have adopted system safeguards. For example, there are no federal regulations requiring drivers to touch the steering wheel within a specific time frame.

When it comes to AVs, 35 states have enacted legislation or state governors have signed executive orders covering AVs, according to the National Conference of State Legislatures.

Such rules allow companies such as Alphabet's Google and General Motors, among others, to test their Waymo and Cruise vehicles on public roads.

But regulations differ by state.

AV regulations in Texas state that vehicles must comply with NHTSA processes, though there are no such federal regulations. The Texas Department of Public Safety, the regulator charged with overseeing AVs, did not respond to a request for comment.

Arizona's transport department requires companies to submit regular filings to verify, among other things, that vehicles can operate safely if the autonomous technology fails.

While most automakers offer vehicles with various forms of assisted driving, there are no fully autonomous vehicles for sale to customers in the United States.

Red flags

Concerns about the safety of autonomous driving technology, however, have been mounting in recent years and&nbsp;Tesla&nbsp;has warned about its limitations.

In February 2020,&nbsp;Tesla's director of autonomous driving technology, Andrej Karpathy, identified a challenge for its Autopilot system: how to recognize when a parked police car's emergency flashing lights are turned on.

"This is an example of a new task we would like to know about," Karpathy said at a conference during a talk about&nbsp;Tesla's effort to deliver FSD technology.

In just over a year since then,&nbsp;Tesla&nbsp;vehicles crashed into police cars parked on roads on four separate occasions and since 2016 at least three&nbsp;Tesla&nbsp;vehicles operating on Autopilot have been in fatal crashes.

At least three of the cars were on Autopilot, police said. In one of the cases, a doctor was watching a movie on a phone when his vehicle rammed into a police trooper in North Carolina.

Accidents and investigations have not slowed Musk's drive to promote&nbsp;Tesla&nbsp;cars as capable of driving themselves.

In a recent Tweet, Musk said&nbsp;Tesla&nbsp;is "almost ready with FSD Beta V9.0. Step change improvement is massive, especially for weird corner cases &amp; bad weather. Pure vision, no radar."

Tesla&nbsp;also says it has used 1 million cars on the road to collect image data and improve Autopilot, using machine learning and artificial intelligence.

Tesla's Karpathy said he has ridden in his&nbsp;Tesla&nbsp;for 20 minutes to get coffee in Palo Alto with no intervention.

"It is not a perfect system but it is getting there," he said in a "Robot Brains" podcast in March. "I definitely keep my hands on the wheel."

The company said on Wednesday that along with the filter option for abusive direct messages, it will also make it harder for people blocked by users to circumvent and contact them through new accounts.

Instagram has been pushing on its efforts to tackle hate speech and online abuse on its platform, which is more popular than Facebook's main app among teens and young adults.

The filter, which can be activated on Instagram in privacy settings, can be customized by users to include words, phrases and emojis that they wish to block or avoid receiving in their message requests.

Users can use their discretion to report, delete or open messages, which will be sorted into a hidden requests folder, Instagram said.

The feature, which is only applicable to direct message requests and not the inbox itself, will roll out in some countries in the coming weeks, said Instagram.

Starting in a few weeks, all users will also have the extended option to entirely block out people from contacting them on Instagram, after blocking their account.

Facebook's independent Oversight Board announced Tuesday it would start accepting requests to remove "harmful content" that users believe has been wrongly allowed to remain on the leading social network.

The move has the potential to vastly expand the work of the so-called "supreme court" of Facebook, which up to now had been tasked with reviewing instances of whether content was improperly taken down from Facebook or&nbsp;Instagram.

The announcement comes with Facebook and other social platforms facing intense pressure to act on misinformation and abusive content, ranging from election-related hoaxes to unproven Covid-19 treatments.

Users who feel that harmful posts, photos, videos, comments and shares remain online will be able to appeal to the panel to have them removed.

As part of the new process, the panel will establish procedures including privacy protections for users seeking takedown requests.

Instagram&nbsp;is also letting a small number of users around the world decide whether to show "like" counts on their posts or see them on content shared by other people.

Major tech platforms had cut ties with Parler following the attack by supporters of Republican former President Donald Trump at the Capitol that left five people dead.

They accused the app, which is backed by prominent Republican Party donor Rebekah Mercer, of failing to police violent content on its service.

A team at&nbsp;Apple&nbsp;devoted to reviewing whether apps submitted to its App Store conform to its policies has approved a modified version of Parler, which had become popular with conservatives before it was booted off online marketplaces.

The news came from a copy of a letter from&nbsp;Apple&nbsp;posted on Twitter by US Representative Ken Buck of Colorado.

"Parler has proposed updates to its app and the app's content moderation practices," read the letter signed by&nbsp;Apple&nbsp;senior director of government affairs in the Americas Timothy Powderly.

"Its proposed updated app will be approved for reinstallment in the App Store."

Powderly noted in the letter that&nbsp;Apple&nbsp;stood by its independent decision to remove Parler from the App Store in the aftermath of the January 6 attack on the US Capitol by supporters of former president Donald Trump.

Buck said in his tweet that Parler's return to the App Store is "a huge win for free speech."

Parler went dark for about a month after Amazon.com Inc suspended web-hosting services, saying the app had failed to effectively moderate violent content.&nbsp;Apple&nbsp;and Alphabet Inc's Google removed it from their app stores.

Google&nbsp;Earth on Thursday added a timelapse feature to the popular platform, providing a glimpse into how climate change, urbanisation and deforestation have altered the planet over the last four decades.

Created with 24 million satellite images, along with 800 curated videos and interactive guides, the feature allows users to see a timelapse of any place on the planet, using inputs from the NASA, US&nbsp;Geological Survey's Landsat program, and the European Union's Copernicus program.

Climate change is causing more frequent and severe flooding, droughts, storms and heatwaves as average global temperatures rise to new records.

Google&nbsp;Earth's timelapse tool shows the change in coastlines, sprawling expansion of cityscapes and agricultural lands, as well as simultaneous recession of glaciers, forests and rivers.

One video shows rapid transition of forests near Bolivia into villages and farms, a major cause for deforestation in the Amazon rainforest; while another shows the recession of the Columbia Glacier in Alaska by 20 kilometers due to global warming.

Scientists have warned that a rise in global emissions of greenhouse gases may lead to extreme weather conditions and higher risks from natural disasters.

However, a new study has revealed that 'Zoom fatigue' is real and it is worse for women than it is for men, citing various reasons.

The study was conducted on nearly 10,500 people who were asked about their experiences with video conferencing during the coronavirus pandemic.

One of the major reasons behind women getting adversely affected by Zoom video calls is the feature of having the opportunity to look at your own image on the screen. Body issue came out as a major reason behind the extreme fatigue.

Many women reported that they sometimes zone out during the meetings as they start getting too critical about the dark circles under their eyes or double chin or ‘fatty chin’, and more. Such self-criticism takes a toll on women and affects them negatively, bringing in mental tiredness.

Researchers also found out that looking at one’s own image for long periods has had a negative effect, especially on women.

It has also been revealed that women tend to have longer meetings with shorter breaks, which can also be due to the kind of work they are doing and also due to the house-work balance they have had to, unfortunately, maintain.

Younger people, too, have reported higher levels of tiredness due to video conferencing as they have also had the pressure of appearing in certain ways in front of their peers, and have faced extreme fatigue due to body image issues.

Non-white people also reported fatigue but the reason was majorly their introverted nature which was being faltered with the easy access of video conferencing now.

Researchers have advised people to switch off the self-view feature in the video conferencing software and websites to make sure the participants can be less critical of themselves, and take proper breaks in between in which they have been advised to walk away from screens.

The popular social media platform Twitter faced yet another outage and users across the world were unable to load tweets and many received the message saying “something went wrong”.

Twitter stopped working around 5 pm (Pacific time) on Friday with the popular tracking website DownDetector showing more than 50,000 reports within 15-20 minutes of a global outage of the website.

Twitter down! Users freak out after social media platform stops working

Google has announced a new "Timelapse" feature for Google Earth in which people can see four decades of planetary change.&nbsp;

For doing this, Google has used 24 million satellite photos from the last 37 years.&nbsp;

"Our planet has seen rapid environmental change in the past half-century -- more than any other point in human history. The new Timelapse feature in Google Earth compiles 24 million satellite photos from the past 37 years into an interactive 4D experience," Google CEO Sundar Pichai said on Thursday as quoted by news agency PTI.&nbsp;

"For the first time, we'll put a vivid depiction of our rapidly changing planet into the hands of everyone, everywhere," Rebecca Moore director of Google Earth, Earth Engine, and outreach said in a news conference.

She called this the biggest update to Google Earth since 2017 and with this people can see the Earth in a completely new dimension.&nbsp;

Timelapse, she said, was made possible due to the US government and European Union commitments to open and accessible data.&nbsp;

NASA, US Geological Survey, European Commission, and the European Space Agency, provided Google Earth with the images.&nbsp;

"We like to say if Google maps is about finding your way, Google Earth has been about getting lost and we've focused on creating the most realistic digital representation of the planet that's ever been put into the hands of the public with features that entertain people and enlighten people," the Google Earth director said.
