The International Crimes Division of Uganda's high court handed down the sentences for Katumba, as well as two other defendants Luyenjje Najjimu and Arafat Jamil Kiyemba in the capital Kampala on August 23.

"Upon their own plea of guilty, Katumba was convicted and sentenced to 10 years in jail" for his involvement in the attempted funeral attack, Jacquelyn Okui, spokeswoman for the Office of the Director of Public Prosecutions, told AFP Tuesday.

The three were Ugandan citizens and all admitted to belonging to a terror organisation, she said.

Lokech, who died in 2021 from blood clots, served two stints as a commander in Somalia with AMISOM, the African Union military operation fighting the Al-Qaeda-linked Al-Shabaab insurgents.

He led the units that routed Al-Shabaab fighters from the capital Mogadishu in 2011, a feat that earned him his nickname.

"Having found that the restrictions are unlawful it is hereby ordered that they are lifted."

George Musisi, one of the lawyers of Wine, told CNN that the court "held that the freedom to personal liberty is too crucial that it should not be restricted casually or indefinitely".

Ever since his arrest, heavily-armed security personnel is deployed outside Wine's property and his wife, Barbie, is also not allowed to leave the compound.

The US ambassador to Uganda last week was also not allowed to meet the pop star-turned-politician.&nbsp;

The Ugandan government had called the restrictions "preventative" measures for Wine's own protection and to prevent demonstrations against the presidential election

There are 17.7 million registered voters in Uganda and polls will be open from 7 a.m. (0400 GMT) until 5 p.m. on Thursday. The first results are expected to come in by Saturday evening.

"Every bit of the security apparatus will be on the streets. Theoretically, that brings calm, but I think we know that just brings flashpoints," said a senior European Union diplomat.

Wine, whose real name is Robert Kyagulanyi Ssentamu, has urged supporters to stay at polling stations after voting to observe tallying and to take photographs of the results sheets and upload them to an application, U Vote.

However, Ugandans reported problems accessing the internet on the eve of the election and internet monitor NetBlocks said the country was experiencing a nationwide blackout.

The internet problems came a day after Uganda banned all social media platforms and messaging apps until further notice.

Museveni apologised for the inconvenience but said Uganda had no choice after Facebook took down some accounts which backed his ruling party.

Birmingham University democracy professor Nic Cheeseman said many who want to heed Wine's call for change were too afraid.

"Previous surveys show that the majority of voters do not believe in change at the ballot box because Museveni is not prepared to leave," he said.

Aggrey Musasizi, 31, a motorbike taxi driver, told Reuters from his village in Uganda's west that he had left the capital Kampala for fear of violence, but he would still vote for Wine.

"It is high time we witnessed change in Uganda. We can't continue in the situation where some of us have seen only one president all our lives."

As part of the mooted reform, the number of terms a president can serve would be limited to just two. But that part of the reform would only come into effect after the next election, meaning Museveni could run for two more terms.

Museveni responded to the news of Abiriga's murder on Twitter, saying: "I have received news about the senseless killing of Arua Municipality MP, Hon Ibrahim Abiriga, and his bodyguard on the city's outskirts.&nbsp

"I have tasked security agencies to expeditiously find these killers and the nation will be updated soon. May Hon Abiriga's soul rest in peace."
