According to reports, <a href="https://www.wionews.com/world/biden-says-china-still-withholding-critical-info-on-covid-origins-409068">China </a>has ordered private firms to migrate from its cloud services into the government's infrastructure.

Tech giants Alibaba and Tencent have reportedly been asked to ensure the data migration process by the assets supervision and administration commission.

The assets watchdog has reportedly asked the private players not to build data centres or buy new servers,&nbsp;&nbsp;a&nbsp;report claimed.

The move is likely to hit Huawei, <a href="https://www.wionews.com/world/china-warns-34-tech-firms-to-rectify-any-anti-competitive-measures-after-record-alibaba-fine-377323">Alibaba</a> and Tencent. The government-run cloud service is called "Guoziyun" which means "state asset cloud".

All data will should be&nbsp;moved by&nbsp;September 30, 2022, according to the assets watchdog.

"As of today, all companies should not sign new contracts with third-party cloud platforms, or continue cloud resource rental agreements," a document from the watchdog said.

A report had claimed earlier that China planned to block tech firms with large amounts of sensitive user data from listing abroad in a move intended to ensure regulatory clampdown on private industries.

The Wall Street Journal report said Chinese firms in less sensitive sectors would also need regulatory approval to list abroad.

Chinese authorities had earlier investigated ride-hailing giant Didi Chuxing for "cybersecurity issues" after it was listed in the New York stock exchange.

Reports said firms with over a million users need to seek regulatory approval before listing abroad.

Last week China had passed the new online privacy law asking firms to reduce data collection and obtain user consent. The law aimed to crackdown on firms allegedly profiting over personal data. The new law is reportedly modelled on European Union's General Data Protection Regulation.

Chinese firms have raised billions in the US markets, however, the move by authorities is being seen as a policy to tighten control over Chinese IPOs in America.

Asserting that both Prime Minister Narendra Modi and Chinese President Xi Jinping are 'responsible' leaders, Russian President Vladimir Putin on Saturday said they both are capable of solving issues between the two countries, and that it was important that no 'extra-regional power' should interfere in the process.

With Russia publicly critical of the Quad, the four-nation grouping of India, the US, Japan and Australia, Putin also said that though it was not up to Moscow to assess how any nation should participate in an initiative and to what extent they should build their relations with other countries but no partnership should be aimed at making friends against anyone.

The Russian president's remarks, in response to a question on Moscow's view on Quad as well as India's participation in the grouping, were a veiled reference to the Chinese claim that the grouping is to contain Beijing's influence in the strategic Indo-Pacific region.

He also asserted that there were no 'contradictions' in Russia's partnership with India and the ties between Moscow and Beijing. "Yes, I do know that there are some issues related to India-China relations but there are always a lot of issues between neighbouring countries but I know the attitude of both the Prime Minister of India and also the President of China. These are very responsible people and they earnestly treat one another with utmost respect and I believe that they will always arrive at a solution to any issue that they might face. But it is important that no other extra-regional power is interfering with that," the Russian President said through a translator during a virtual interaction.

It has been more than a year since the military standoff between China and India erupted in eastern Ladakh on May 5, 2020 during which there were fatalities on both sides for the first time in 45 years. They have made limited progress in achieving disengagement at the Pangong Lake area while negotiations for similar steps at other friction points remained deadlocked.

Asked about the growing proximity between Russia and China and if that will impact the Indo-Russia security and defence cooperation, Putin said the relations between India and Russia were developing quite rapidly, quite successfully based on 'trust'. "We highly appreciate such a high level of cooperation with our Indian friends. These relations are of a strategic nature. They cover a whole range of avenues of our cooperation in economy, energy and hi-tech. In defence, and I am not just talking about purchase of Russian arms...We have very deep profound relations with India based on trust," he said.

Putin also asserted that India is Russia's only partner that they are working together with on 'elaborating and manufacturing, especially in India, advanced weapon systems and technologies but that is not where our cooperation ends because our cooperation is multifaceted.'

During the interaction with select top editors of major international news agencies, including from the US, India, the UK, Germany and France, Putin replied to wide ranging issues, including Russia-US ties, the pandemic situation, the US sanctions against Russia and the Gaza issue.

Asked about Russian foreign minister Sergey Lavrov's criticism of Quad as 'Asian NATO' and his view on India's participation in the grouping, Putin said, "we are not participating in the quad, it is not my place to give my assessment to any other country participating in any initiative because every sovereign nation has the right to decide with whom and to what extent they are building their relations. I only believe that any partnership between countries should be aimed at making friends against anyone, No."

Ahead of his maiden summit with US President Joe Biden in Geneva on June 16, the Russian president also said that he was not expecting any 'breakthrough'. "We are not taking steps first? I'm talking about the steps that deteriorated our relations. It was not us who introduced sanctions against us, it was the United States who did that on every occasion and even without grounds, just because our country exists," he said.

Modi and Xi are 'responsible' leaders, can solve Sino-India issues: Putin

The United States has called for the release of an Uyghur Muslim doctor who has been sentenced to 20 years of jail in China because of activism of her family members.

The daughter of Gulshan Abbas told a briefing organised with the bipartisan US Congressional-Executive Commission on China (CECC) that their family had recently learned that her mother received the sentence in March last year on terrorism-related charges after disappearing in September 2018, Al Jazeera reported.

Gulshan Abbas is the sister of activist Rushan Abbas, who has been quite vocal about the Chinese Communist Party`s atrocities against Muslim minorities in China. Meanwhile, a Chinese foreign ministry spokesman said Abbas was sentenced for the crimes of joining a "terrorist" organisation, helping terrorist activities and "assembling a crowd to disrupt social order".

"We urge certain politicians in the United States to respect facts and stop fabricating lies and smearing China," the spokesman, Wang Wenbin, told a news conference.

The daughter, Ziba Murat, called the charges "preposterous". Gulshan`s sister, Rushan Abbas, said the charges are the consequence of activism by her and her brother, Rishat Abbas, both of whom are based in the US."We have committed to working to defend our people`s rights and advocate for justice, and now our sister is denied justice as a punishment," Rushan said.

Taking to Twitter, US assistant secretary of state for democracy, human rights and labour, Robert Destro, said Gulshan Abbas must be released."Her forcible disappearance, detainment and harsh sentencing by the CCP [Chinese Communist Party] is evidence of a family suffering the consequences of speaking out against a government that has no respect for human rights," he said.

Ziba Murat said she could not reveal the source of the information on the sentencing to protect their identity. "We only learned that she is sentenced to 20 years, and we`re trying to get more information."

"My mom is a medical professional, non-political, kind person who has spent her life helping people," she said, adding that her mother was in fragile health and suffered from multiple conditions, including high blood pressure.

The CECC chairman, Democratic Representative James McGovern, called the punishment of an innocent family member in what he said was an attempt to silence free expression "morally reprehensible".He said it was just part of a "mass persecution" of Uighurs in China that has involved the detention of as many as 1.8 million people in internment camps, forced labour and other abuses.

According to credible reports, more than one million people, are or have been, detained in what is being called `political re-education` centres, in the largest mass incarceration of an ethnic minority population in the world today.

The internment camp system in the XUAR is expanding, with more than 380 suspected detention facilities having been newly built or expanded since 2017, and at least 61 detention sites newly constructed or expanded between July 2019 and July 2020. (ANI)

Ugyhur activist's sister sentenced to 20 years of jail in China, US calls for her release

President Xi Jinping pegged China as the pivot point for global free trade Thursday, vowing to keep his "super-sized" economy open and warning against protectionism in a global economy eviscerated by the COVID-19 pandemic.

Buoyed by the signing of the world's largest trade pact over the weekend, Xi said the Asia-Pacific is the "forerunner driving global growth" in a world hit by "multiple challenges" including the coronavirus.

He vowed "openness" to trade and refuted any possibility of the "decoupling" of China's economy — in his only comments nodding to the hostile trade policy of Donald Trump's US administration, which has battered China with tariffs and tech restrictions.

The Asia-Pacific Economic Cooperation (APEC) forum, held online this year because of the coronavirus pandemic, brings together 21 Pacific Rim countries including the world's two biggest economies, accounting for about 60 per cent of global GDP.

It was not immediately clear if Trump, wounded by his election loss to Joe Biden, would take part in the summit or send a high level delegate in his place.

In a speech that veered into triumphalism over China's economic "resilience and vitality" in coming back from the virus, which first emerged in the central city of Wuhan, Xi warned countries who insist on trade barriers will suffer self-inflicted wounds.

"China will actively cooperate with all countries, regions and enterprises that want to do so. We will continue to hold high the banner of openness and co-operation."

Trade agenda

The high rhetoric may raise eyebrows in capitals where China has either restricted trade, imposed sudden blocks or used its giant economy as a bargaining chip in wider geopolitical plays.

In the APEC region, Australian exports including beef, wine and barley have been disrupted to their largest market, as diplomatic rumble over the origins of the pandemic as well as alleged antics by each other's spies hammer relations.&nbsp;

The Regional Comprehensive Economic Partnership (RCEP), which excludes the US, is viewed as a major coup for China and further evidence that Beijing is setting the agenda for global commerce as Washington retreats.&nbsp;

RCEP's rival was the Trans-Pacific Partnership — championed by former Barack Obama — but Trump pulled out of it and the pact has been replaced by a watered-down alternative that the United States has not joined.

Xi had no direct words for President-elect Biden, whose ascension to office next year — while still clouded by Trump's refusal to concede defeat - is seen as likely to see a more naunced extension of Washington's current China policy.&nbsp;

Biden has been strident on China's human rights record, from the Uighur Muslims in its Xinjiang region to Hong Kong's democracy movement.

While he will he cast a more moderate presence on the global stage, analysts say he will seek deeper alliances to hem in Chinese tech — which the US says provides a back door to Beijing — and trade imbalances.

Gravitas: Xi Jinping says China is not afraid of war

Chinese President Xi Jinping honoured the "heroes" of China's "people's war" against COVID-19 at a ceremony on Tuesday (September 8), lauding the country's resilience as well as the decisive role played in containment efforts by the ruling Communist Party.

China's military is provoking its neighbours and is trying to grab territory. Xi Jinping wants to tighten control on Tibet.

But, he is ignoring the troubles that stare him in the face.

Chinese banks are bleeding and oil companies are on a slippery slope and China may be running out of food.

China's five largest banks have reported their biggest profit declines in at least a decade. All of them down by at least 10 per cent.

These five banks are:

<ol>
<li>Industrial and Commercial Bank of China</li>
	<li>China Construction Bank</li>
	<li>Agricultural Bank of China</li>
	<li>Bank of China</li>
	<li>Bank of Communications</li>
</ol>

They all reported their results last week. All of them have lost billions of dollars in profits. The reason is quite simple. The government is plundering them.

The Chinese State has control over large banks. They all have been pressed into "national service".

These banks are being used by China to pump money into the economy...

To soften the blow --- dealt by the Wuhan virus.

Reportedly, Beijing has asked financial institutions to sacrifice 219 billion dollars. The banks will lose this money. They have been asked to lower lending rates and defer payments on loans.

This is how China plans to save its economy.

Problem number three and this affects the people directly. China is running out of food. Xi Jinping tried to make a virtue out of necessity.&nbsp;

Chinese banks are bleeding and oil companies are on a slippery slope and China may be running out of food. China's five largest banks have reported their biggest profit declines in at least a decade. All of them down by at least 10 per cent. These five banks are: Industrial and Commercial Bank of China China Construction Bank Agricultural Bank of China Bank of China Bank of Communications They all reported their results last week. × China's banks have to deal with almost 480 billion dollars worth of non-performing loans this year. Banks, loans, food: Xi's China faces crisis at home

There is proposed legislation in the United States and it aims to drop the title of "President" for China's Xi Jinping in all official US documents. Watch report.

Redesignating Xi Jinping: US bill to designate Xi as a party chief

China under President Xi Jinping has become more aggressive and bullish, former US Ambassador to the United Nations Nikki Haley said on Tuesday, asserting that such a behavior is unlikely to last long.

Indian-American Nikki Haley, in an interview to Fox News, said the Chinese were quiet and strategic during her tenure at the UN. They moved and made sure that they were trying to get positions in certain areas, and trying to get things done behind closed doors, she said.

"Then once President Xi kind of named himself king, they got very aggressive. They got very bullish. They started to kind of point their fingers in countries'' faces saying, you''d better vote with us. They started to be very aggressive at the UN in wanting positions and wanting to have leadership roles. And they started talking down to everyone," Ms Haley alleged.

With their Belt and Road initiative, the Chinese started really trying to buy up these infrastructures or partnering with smaller countries on infrastructure projects, she said.

"But yet they go in, they wouldn't assimilate with the countries. The countries didn''t like their attitude when they were coming in. Now we look at it, it's getting more aggressive in tone," said Haley, who resigned as UN ambassador in 2018 after nearly two years in the post.

"But this can't last. You know, any country that is not letting its people be free, there will be a time when the people rebel. So right now they''re continuing to push, they''re continuing to put pressure on Hong Kong, as we''ve seen. We''re starting to see the pressure go to Taiwan, the South China Sea, in India. All of this is them playing kind of a king of the mountain scenario," Haley said.

She said the US needs to "let them know we''re on to them, we need to actually follow through on the intellectual property measures that were in that trade deal that we had and hold them accountable."

"We need to make sure we continue to let them know we''re building up our military so that they know not to mess with us. We need to make sure that our American companies understand that when you do business in China, you are required to work with the Chinese military. That is a national security threat to America. And we really need to have those conversations with those Americans," Ms Haley said in response to a question.

Supporting President Donald Trump's decision to close the Chinese consulate in Houston, Ms Haley alleged that these consulates have been "spy centres" for a long time.

"I mean there's no question that they had some illegal activity going on in those consulates. So I was thrilled to see them close down the one in Houston, which was known to be kind of the epicentre of where all of this was going on. And I think, you know, when you have Chinese officials being hidden at consulates, it goes to show you''re doing something wrong," she said.

'China under Xi has become bullish,' says ex-US envoy Nikki Haley: Report

An influential former Chinese property executive and critic of President Xi Jinping has been ousted from China`s ruling Communist Party, a notice from the Beijing district government showed Thursday.

Ren Zhiqiang, the former chairman of state-controlled property developer Huayuan Real Estate Group, had called Xi a "clown" over a speech he made in February about government efforts to battle the coronavirus.

Ren went missing in March, three of his friends told Reuters at the time. Beijing`s municipal anti-corruption watchdog later said he was under investigation for a "serious disciplinary violation".

In a notice on Thursday night, the watchdog said Ren had been ousted from the Chinese Communist Party because he was in "severe violation of discipline and law".

It accused Ren of "losing faith", "not being aligned with the party on important matters of principle", "vilifying the image of party and country" and being disloyal and dishonest to the party.

According to the notice, Ren also used official funds on golf expenses, used office and residential spaces provided for free by businessmen, and unlawfully earned huge profits.

Ren's "unlawful gains" have been confiscated and he will be charged in court, the notice said.

The notice made no mention of the article in which Ren also said a lack of free press and speech had prevented the coronavirus outbreak from being tackled sooner, causing the situation to worsen.

Ren, who gained the nickname “Cannon Ren” for previous critiques posted on social media, was put on probation from the party for a year in 2016 as part of a punishment for publicly criticizing government policy.

For Chinese leader Xi Jinping it is a high-stakes power play. His move to impose tough national security laws on Hong Kong risks reigniting pro-democracy protests that plunged the city into chaos last year, increasing tensions in an already fraught relationship with the United States and undermining Hong Kong`s status as a global financial hub.

In the aftermath of the protests, Beijing appears determined to stamp out any renewed rebellion against the Communist Party's authority over the former British colony. China`s largely rubber-stamp parliament, the National People's Congress, is preparing to circumvent the city`s lawmaking body, the Legislative Council, in drafting the new laws. The fear among many in Hong Kong is that China intends to criminalize existing freedoms, including criticism of the central government and its policies. It is the latest and biggest step in a concerted effort by Beijing to assert control over Hong Kong and its 7.4 million people.

In recent weeks there had been widespread speculation here that Beijing was planning this move, described by some local commentators as the "nuclear option." Thursday's announcement by China nonetheless stunned pro-democracy lawmakers, business leaders and lawyers in the city. It was, they said, a historic turning point - the end of "one country, two systems," the formula Beijing had promised would allow Hong Kong to retain its way of life and freedom for at least 50 years after the 1997 handover to Chinese rule.

"This represents a real demolition of the one country, two systems idea and also the idea of Hong Kong's autonomy," said barrister Wilson Leung, a member of the Progressive Lawyers Group. Leung said extremely harsh sentences had been imposed on dissidents, journalists and lawyers on the mainland under vaguely expressed but draconian laws. "These same vague concepts are now being introduced to Hong Kong," he said.

Many details of the new laws and exactly how they will be absorbed into Hong Kong`s existing statutes remain unclear. But Beijing has openly expressed its intentions in recent months. It wants to end the cycle of mass protests that have thwarted successive post-colonial administrations each time they have moved to more closely align the city with China's political and legal system.

The current Beijing-backed leader of Hong Kong, Carrie Lam, was forced to drop proposed laws last year that would have allowed extraditions for trial in mainland Chinese courts after demonstrations convulsed the city. Alarmingly for Beijing, many young protesters began making calls to "free Hong Kong" and became increasingly violent as police battled to restore order.

The new laws will be annexed into Hong Kong`s mini-constitution, known as the Basic Law, outlawing secession, subversion and terrorism - and providing for the stationing of mainland national security agencies in the city, according to a draft seen by Reuters that spells out what the legislation will cover. That intention is raising fears in Hong Kong that Chinese intelligence agents and police will not only be based in the city, but have formal enforcement power for the first time.

The draft also states that Hong Kong`s "judicial organs" along with its government and legislature "must effectively prevent, stop and punish acts endangering national security."

Senior judges in the city told Reuters last month that the independence of Hong Kong`s judicial system is under assault from the Communist Party leadership, posing a grave threat to the rule of law.

The proposal for new legislation is expected to be passed on May 28 by the National People's Congress, though it remains unclear how and when exactly Hong Kong will bring it into effect.

Legal scholars are unsure whether the Basic Law`s extensive human rights protections will apply to the new imposed legislation. The Basic Law currently prevents mainland security institutions from routinely taking enforcement action inside the city.

Shiu Sin-por, a former top aide to Lam`s predecessor as city leader, told Reuters that the deployment into Hong Kong of the Ministry of State Security – China`s leading intelligence agency – could happen "right away."

"For Beijing to announce this, they most probably already have something in mind," Shiu said. "This is not difficult to set up, so this can happen anytime."

Enough is enough
Chinese officials say the decision to pass the legislation via the National People's Congress is because they know it won't be passed by the Legislative Council in Hong Kong. "Hong Kong still has not completed legislation on national security since its return to China," said a person with direct knowledge of Beijing`s thinking. "After the endless protests, it's time for Beijing to say enough is enough."

The mainland authorities did not immediately respond to questions from Reuters.

Lam said in a statement on Friday that she "deeply" believed the new law "will seek to practically and effectively prevent and curb acts and activities that seriously undermine national security, as well as sanction those who undermine national security by advocating `Hong Kong independence` and resorting to violence."

The immediate risk for Beijing is that the move will spark a fresh, more violent round of demonstrations. Protest groups and pro-democracy lawmakers are furious and have vowed to take to the streets to protest what they describe as "evil laws."

"Beijing is attempting to silence Hong Kongers` critical voices with force and fear," pro-democracy activist Joshua Wong said on Twitter. "Deep down protesters know, we insist not because we are strong, but because we have no other choice."

It is a decisive but potentially fraught move for the Chinese leadership at a time when Beijing faces the most intense international and domestic pressure it has experienced in decades.

The COVID-19 pandemic that began late last year in the Chinese city of Wuhan is battering the global economy. The death toll now exceeds 330,000 worldwide. China`s inability to initially contain the virus - and evidence that it suppressed information about the outbreak - has damaged its international standing. A report presented early last month by the Ministry of State Security to Xi and other Chinese leaders contained a stark warning, Reuters reported: Global anti-China sentiment was at its highest since the 1989 Tiananmen Square crackdown.

Compounding Beijing`s discomfort, Taiwan's government under President Tsai Ing-wen is basking in international acclaim for its success in containing the infection and avoiding serious economic harm. So far, Taiwan has had 441 confirmed cases of coronavirus and just seven deaths. China claims Taiwan as its own territory and has never renounced the use of force to assert that sovereignty.

As the pandemic spreads, Beijing has unleashed what Chinese commentators dub "wolf-warrior" diplomats - envoys who are lashing out against perceived slights or criticism with mockery and threats of trade retaliation.

China may be misreading the international mood. After Australia last month called for an independent inquiry into the origins and spread of the Covid-19 pandemic, China's ambassador said Chinese consumers could boycott Australian beef, wine and tourism. Beijing ultimately agreed to back a probe when it became clear at this month's meeting of the World Health Assembly, the decision-making body of the World Health Organization, that there was overwhelming global support for an inquiry.

'Ready to fight tonight'
Military and economic tension with the U.S. is also on the rise. The Trump administration is sending loud signals that it will resist any Chinese move to expand its footprint in the South China Sea or seek territorial gains while the world is distracted with the public health crisis. Earlier this month, the U.S. Navy's Pacific Fleet took the unusual step of announcing that all its forward deployed attack submarines were at sea on patrol in the Western Pacific. The location of U.S. submarines is normally secret - unless the Pentagon wants to send a warning that it is prepared to counter a threat.

"The Pacific Fleet submarine force remains lethal, agile and ready to fight tonight," U.S. Pacific Fleet submarine commander Rear Admiral Blake Converse said in a statement.

In the South China Sea and East China Sea, U.S. warships and long-range bombers have been mounting an ongoing series of patrols and exercises off the Chinese coast.

On Hong Kong, the United States is warning that Washington could retaliate economically if the city`s freedoms are threatened. At stake is Hong Kong`s special status in its ties with the United States, which provides for a broad range of trade, economic, political, social and law enforcement cooperation. Hong Kong, for example, is treated separately from the mainland by the United States in terms of customs and immigration.

On Thursday, a bipartisan group of U.S. senators introduced a bill to impose sanctions on Chinese officials or entities who violate freedoms China pledged to preserve in Hong Kong. The bill also would place sanctions on any bank that does significant business with those officials and entities.

Chinese officials bristle at U.S. attempts to dictate to Beijing how it should handle Hong Kong, which is a Chinese city. In particular, some point to the State Department saying it would delay the release of a report on whether Hong Kong is autonomous enough to continue receiving special treatment from the world`s biggest economy.

"Beijing doesn`t bow to threats like this," said the person with direct knowledge of Beijing`s thinking. "To Beijing, Hong Kong is China's Hong Kong."

Damage to Hong Kong`s role as a financial center could compound the challenge facing Beijing in rejuvenating the Chinese economy. Business activity had been slowing even before the pandemic; Covid-19 has hammered it. Official figures recorded a 6.8% contraction in economic output in the first quarter. One measure of the country's woes: The authorities announced this week that because of the uncertainty created by the pandemic, they won`t be setting an annual growth target, a stark turnaround for a country whose statistics have shown unbroken expansion for decades in virtual lockstep with government forecasts.
Hong Kong is a vital cog in China's economy.

While China still has extensive capital controls and often intervenes in its financial markets and banking system, Hong Kong is one of the most open economies in the world and one of the biggest markets for equity and debt financing. China uses Hong Kong`s currency, equity and debt markets to attract foreign funds, while international companies use Hong Kong as a launchpad to expand into mainland China. The bulk of foreign direct investment in China continues to be channeled through the city. And many of China's biggest firms have listed in Hong Kong, often as a springboard to global expansion.

The American Chamber of Commerce in Hong Kong said in a statement that the move by China "may jeopardize future prospects for international business," including the ability to "recruit and retain top tier talent" in the city. "No one wins if the foundation for Hong Kong`s role as a prime international business and financial center is eroded," said Robert Grieves, chairman of the business group.

More direct role

The core of the problem for Xi and other top leaders is that the Communist Party and the authoritarian political system it enforces on the mainland remain deeply unpopular in free-wheeling Hong Kong. With the 23rd anniversary of the handover approaching, top Chinese leaders are rarely seen in the city. When they do appear, usually at carefully staged events, they are enveloped by security cordons designed to ensure they never face the kind of rowdy protests or public criticism that Hong Kong leaders routinely endure.

In some respects, the mainland leadership appears to be more remote from the city's people than top British officials in the final years of colonial rule. Hong Kong`s last colonial governor, Chris Patten, remains a popular figure here and a regular commentator on local political affairs.

"I think there has been a significant change in China, in Beijing, since Xi Jinping became president or dictator for life, complete with a personality cult which is extraordinary," Patten told members of the city's Foreign Correspondents` Club in an online presentation earlier this week. "I think the sad point is that Xi Jinping and his court have regarded Hong Kong and Hong Kong's freedoms as an existential problem for them because Hong Kong represents so much of what they don't like."

Mainland authorities and their proxies have worked tirelessly to win support from local people since the handover, but these efforts appear to be ineffective. Pro-democracy groups scored a dramatic victory at local elections held after the climax of last year`s protests, in what was widely seen as a referendum on the performance of the Lam administration. A poll conducted for Reuters in March found that support for the demands of pro-democracy protesters had grown even though the demonstrations had paused as a result of the pandemic.

Veteran political activists in the city anticipate that pro-democracy candidates will repeat their success in a Legislative Council poll scheduled for September.

Resistance in the Legislative Council and mass protests killed off Beijing’s first attempt in 2003 to introduce national security legislation. Last year’s proposed extradition laws met a similar fate. Imposing such laws via the National People’s Congress means Beijing won’t have to risk another such setback at the hands of elected lawmakers and their supporters on the streets.

“Hong Kong has a high degree of autonomy, but Hong Kong definitely is not independent from China,” Leung Chun-ying, a former leader of the city and now an adviser to China’s government, told Reuters. “Hong Kong is part of China, and therefore, Hong Kong has an obligation to protect the national security of China.”

Even as the pandemic and social distancing regulations restricted protests in Hong Kong in the early months of this year, there were signs Beijing was preparing to play a much more direct role in running the city. Key moves included the appointment of two top officials, both with reputations for toughness and both with close ties to President Xi, to oversee Hong Kong.

Luo Huining, who Xi had earlier deployed as party secretary to take down a corruption network in Shanxi province, was appointed to run Beijing’s Liaison Office in Hong Kong. Another former provincial party secretary, Xia Baolong, took over the Hong Kong and Macau Affairs Office in Beijing, the top government body responsible for handling the city. Xia was Xi’s deputy when the Chinese leader was Party Secretary in Zhejiang province between 2002 and 2007.

After the two leaders took up their new posts, the Liaison Office sparked a controversy when it said in a statement last month that it had the power, along with the Hong Kong and Macau Affairs Office, to “handle Hong Kong affairs.” Pro-democracy supporters in the city condemned the move as a clear threat to Hong Kong’s autonomy.

The Liaison Office and Hong Kong and Macau Affairs Office did not immediately respond to questions.

In a speech on April 15, Luo also signaled that new national security laws were in the pipeline. “For the nearly 23 years since Hong Kong’s return to the motherland, the system for safeguarding national security in Hong Kong has had shortcomings and could be fatal at critical moments,” Luo said. New laws were needed “without delay,” he added.

On Thursday, five weeks after Luo spoke, Beijing made its dramatic announcement: Chinese-style national security is coming to China’s freest city.

Lam said in a statement on Friday that she "deeply" believed the new law "will seek to practically and effectively prevent and curb acts and activities that seriously undermine national security, as well as sanction those who undermine national security by advocating `Hong Kong independence` and resorting to violence." The immediate risk for Beijing is that the move will spark a fresh, more violent round of demonstrations. Protest groups and pro-democracy lawmakers are furious and have vowed to take to the streets to protest what they describe as "evil laws." "Beijing is attempting to silence Hong Kongers` critical voices with force and fear," pro-democracy activist Joshua Wong said on Twitter. "Deep down protesters know, we insist not because we are strong, but because we have no other choice." It is a decisive but potentially fraught move for the Chinese leadership at a time when Beijing faces the most intense international and domestic pressure it has experienced in decades. 'Ready to fight tonight' Military and economic tension with the U.S. is also on the rise. "To Beijing, Hong Kong is China's Hong Kong." Damage to Hong Kong`s role as a financial center could compound the challenge facing Beijing in rejuvenating the Chinese economy. More direct role The core of the problem for Xi and other top leaders is that the Communist Party and the authoritarian political system it enforces on the mainland remain deeply unpopular in free-wheeling Hong Kong. "I think the sad point is that Xi Jinping and his court have regarded Hong Kong and Hong Kong's freedoms as an existential problem for them because Hong Kong represents so much of what they don't like." Mainland authorities and their proxies have worked tirelessly to win support from local people since the handover, but these efforts appear to be ineffective. “Hong Kong is part of China, and therefore, Hong Kong has an obligation to protect the national security of China.” Even as the pandemic and social distancing regulations restricted protests in Hong Kong in the early months of this year, there were signs Beijing was preparing to play a much more direct role in running the city.

China President Xi Jinping makes high-stakes power play in move to subdue Hong Kong

President Xi Jinping visited the city of Wuhan, the centre of the coronavirus outbreak, sending a message that Beijing has the situation under control. His visit comes as China recorded its lowest number of infections, just 19 on Tuesday, all in Wuhan apart from two who had arrived from overseas. Watch WION Ground Report:

Authorities said Sunday that some of the new cases had "no history of contact" with the seafood market believed to be the centre of the outbreak.

No human-to-human transmission has been confirmed so far, but Wuhan's health commission has previously said the possibility "cannot be excluded".&nbsp;

Three cases have also been reported overseas -- two in Thailand and one in Japan.

While mainland China has not yet announced any travel restrictions, authorities in Hong Kong have stepped up detection measures, including rigorous temperature checkpoints for inbound travellers from the Chinese mainland.

The US said from Friday it would begin screening direct flights arriving from Wuhan at San Francisco airport and New York's JFK, as well as Los Angeles, where many flights connect.

Thailand said it was already screening passengers arriving in Bangkok, Chiang Mai and Phuket and would soon introduce similar controls in the beach resort of Krabi.

China reports 17 new cases of mysterious coronavirus, three critical

Chinese President Xi Jinping touched down in Athens on Sunday, for a three-day visit looking at "deeper cooperation with Greece in all sectors".

Xi is expected to meet President Prokopis Pavlopoulos and Prime Minister Kyriakos Mitsotakis, and the two countries are due to sign cooperation documents on education, shipping and energy.

"It is our duty to steadily upgrade our cooperation in all sectors, by delving deeply into existing fields and expanding the range of investments", the Chinese president said in an article published in "Kathimerini" newspaper on Sunday.

"Relations with Greece are a priority for China," Greek Foreign Minister Nikos Dendias told Thema radio on Thursday.

"They came and invested in Greece when others stayed away" during the crisis, Dendias said.

Xi's visit comes on the heels of a four-day trip to Shanghai by Mitsotakis earlier this week when he led a delegation representing more than 60 businesses.

The front-page headline in pro-government newspaper "To Vima" refers to Greece's "Wedding with the Chinese Dragon" expecting a "deal signing fever in Athens".

"We have a number of important deals that open the Chinese market to Greek products," Mitsotakis told the paper in an interview published Sunday.&nbsp;

Greece has been building progressively closer trade&nbsp;relations with China for more than a decade.

The initiative started with a 2008 deal by a previous conservative government to cede container terminals at the main port of Piraeus to Chinese shipping giant Cosco.

Cosco's 600-million-euro ($660 million) investment in Piraeus deemed "the head of the Dragon" by Xi, could reach one billion euros, Mitsotakis said during his Shanghai visit.

Greece has also signed up to China’s new 'Belt and Road' project, a $1-trillion global investment programme aiming to forward Chinese goods to markets further afield.

China's Xi arrives in Athens to 'deepen cooperation'

As the Trump administration on Monday began the process of formally pulling out of the<a href="https://www.wionews.com/world/11000-scientists-caution-against-climate-emergency-warn-of-unavoidable-human-suffering-260246"> Paris climate agreement</a>, French President Emmanuel Macron and Chinese President Xi Jinping reaffirmed their strong support for the global accord.&nbsp;

"Both sides attach high importance to measures responding to climate change and protection of ecological diversity, and we agree to cooperate over next year's 15th Biodiversity Convention on Biodiversity held in Kunming to push forth the Paris Climate Accords in response to climate change," Chinese President Xi Jinping said during his meeting with President Macron in Beijing.

Xi added that the international community should "jointly protect <a href="https://www.wionews.com/world/paris-climate-agreement-us-should-take-more-responsibility-says-china-260120">our homeland planet Earth</a>", adding "we are against the attempt to place national interests above the common interests of humanity".

Macron too a swipe at the US, decalaring: "I deplore the choices made by some others, but I want to see them as marginal choices, because when China, the European Union, Russia, which ratified the Paris agreements a few weeks ago, engage with firmness, the isolated choice of one or another (country) is not enough to change the course of the world, it will only lead to them being edged out."

Both leaders also issued a joint statement reaffirming their committment towards the climate agreement. In a joint statement, Xi and Macron reaffirmed "their firm support for the Paris accord which they consider as an irreversible&nbsp;process and a compass for strong action on climate".&nbsp;

Xi and Macron expressed determination to improve international cooperation to "ensure a complete and efficient implementation of the Paris accord" while pledgeing to restore almost a third of degraded land as well as eliminating fossil fuel subsidies in the medium term.

The US had presented its withdrawal letter to the United Nations on Monday which was negotiated by the Obama administration.

Macron, Xi declare Paris climate accord 'irreversible process'

President <a href="https://www.wionews.com/americas/donald-trump-xi-jinping-and-trade-a-high-stakes-game-of-chicken-216697">Xi Jinping</a> has warned that any attempts to split China would result in "bodies smashed and bones ground to powder", amid four months of anti-Beijing unrest in Hong Kong.

Xi issued the dire message during a <a href="https://www.wionews.com/south-asia/nepal-china-ink-18-agreements-two-letters-of-understanding-255661">weekend visit to Nepal,</a> according to a foreign ministry statement released on Sunday.

"Anyone who attempts to split any region from China will perish, with their bodies smashed and bones ground to powder," Xi said, according to the ministry.

"Any external forces that support the splitting of China can only be regarded as delusional by the Chinese people," he said during a visit to Nepal.

While the Chinese leader did not mention any region by name, his comments came as riot police and pro-democracy protesters clashed again in Hong Kong on Sunday and amid tensions with self-ruled Taiwan.

Rallies erupted in multiple neighbourhoods of the financial hub, with some protesters blocking roads, sabotaging train tracks, and trashing pro-China businesses.

China has accused "external forces" of fuelling unrest in the semi-autonomous city, a former British colony that enjoys rights unheard of in the mainland, such as freedom of speech.

The protests were sparked by opposition to a now-scrapped proposal to allow extraditions to mainland China, but have since morphed into a larger movement for democracy and police accountability.

There have been concerns that China could send in troops to put an end to the unrest, but Beijing has so far said it believes Hong Kong's police force is capable of handling the protests.

Few analysts believe Beijing would risk international condemnation by repeating its 1989 crackdown on pro-democracy demonstrators in Tiananmen Square, when it deployed tanks and troops to quash the uprising, leaving hundreds, perhaps more than 1,000, dead.

Beijing has also hardened its stance with democratic Taipei since President Tsai Ing-wen was elected in 2016, as her government refuses to acknowledge that Taiwan is part of "one China".

Taiwan has ruled itself since the end of a civil war in 1949, but China views the island as its territory and has vowed to seize it -- by force if necessary.

Another source of tension is US criticism of Beijing's security crackdown in the northwest region of Xinjiang, where more than one million mostly Muslim minorities are believed to be held in internment camps.

China defends the camps as "vocational education centres" aimed at combating separatism and religious extremism.

Anyone attempting to split China will end in shattered bones: Xi Jinping in Nepal

Chinese President Xi Jinping is due to arrive in Nepal on Saturday for talks with Prime Minister KP Sharma Oli and is <a href="https://www.wionews.com/south-asia/nepal-china-to-sign-agreements-during-xis-upcoming-visit-254772">expected to sign a deal</a> expanding a railway link between the Himalayan nation and Tibet, officials said.

Landlocked Nepal, a natural buffer between India and China, has been trying to lessen its dependence on New Delhi.

The Chinese leader will meet PM Oli on Sunday and the two leaders are expected to sign a slew of deals, including the planned extension of the rail link from remote, mountainous Tibet to Nepal's capital, Kathmandu, officials said.

The link will be part of China's Belt and Road Initiative, Xi's signature project that Nepal joined in 2017.

Rajan Bhattarai, one of Oli's top aides, said a feasibility study of the plan had been conducted by Chinese experts.

"An agreement for the preparation of a detailed project report for the railway link is expected to be signed after the prime minister's meeting with President Xi on Sunday," Bhattarai told Reuters.

The report will contain cost estimates, with financing and construction models to be decided, officials said.

Nepal sees the rail link with China as an alternative to its dependence on India. New Delhi accounts for nearly two-thirds of Nepal's trade and is the sole source of its fuel supply.

A prolonged blockade of its border crossings with India in 2015 and 2016 left Nepal short of fuel and medicine for months.

Asian giants India and China have both sought to woo Nepal and have poured in aid and infrastructure investment.

Beijing has helped build or upgrade highways, airports and power plants in Nepal under the Belt and Road infrastructure drive - a string of ports, railways, roads, bridges and other investments tying China to Europe via central and southern Asia.

US President Donald Trump will discuss the mass protests in <a href="https://www.wionews.com/world/chief-executive-carrie-lam-apologises-for-conflicts-and-disputes-in-hong-kong-227674">Hong Kong with his Chinese counterpart Xi </a>Jinping at the upcoming G20 summit, secretary of state Mike Pompeo said on Sunday.

"I think we'll get the opportunity to see President Xi in just a couple weeks now at the G20 summit. I'm sure this will be among the issues that they discuss," Pompeo said in an interview with "Fox News Sunday."

"We see what's happening, what's unfolding in Hong Kong. We are watching the people of Hong Kong speak about the things they value," Pompeo added.

Trump said last week <a href="https://www.wionews.com/world/protesters-clog-streets-in-hong-kong-demand-carrie-lams-resignation-227593">he hoped the protesters</a> -- who have taken to the streets to denounce a controversial extradition law -- would "work it out" with China, while stopping short of condemning the legislation which has now been suspended.&nbsp;

Pompeo insisted "the president has always been a vigorous defender of human rights" and said Trump's imposition of widespread tariffs on Chinese goods as part of a trade dispute showed his willingness to confront Beijing.

"For an awfully long time under Republican, Democrat presidents, we allowed China to take advantage of us on trade and in other ways. President Trump has pushed back very strongly against them."

A highly anticipated late June meeting between US President Donald Trump and Chinese President Xi Jinping has some parallels with their Buenos Aires summit last December that postponed a tariff hike, US Treasury Secretary Steven Mnuchin said on Saturday.

Mnuchin told Reuters in an interview that the US-China trade dispute was at a similar point in December 2018, when Trump and Xi met on the sidelines of a G20 summit, with a US tariff increase about to kick in on hundreds of billions of dollars in Chinese goods.

As this year's June 28-29 G20 summit in Osaka, Japan approaches, Trump is preparing to launch 25 per cent tariffs on virtually all Chinese imports so far untouched by the two countries' tariff war, a $300 billion list of consumer goods including cell phones, computers and clothing.

"As it relates to the higher tariffs, if you just recall where we were in Buenos Aires, they were going to go up," Mnuchin said. "They were scheduled to go up, and as a result of that meeting, the president agreed not to raise them while we were negotiating," Mnuchin said.

Asked whether he thought a similar outcome would result from the meeting in Osaka - Trump agreeing to forestall the tariffs while negotiations resume - Mnuchin said, "That's the president's decision."

Trump said on Thursday in France that he will decide whether to proceed with the tariffs after the meeting with Xi.

The Buenos Aires summit paved the way for five months of talks aimed at ending a festering trade war between the world's two largest economies.

But these talks broke down in early May, and no face-to-face meetings have been held since May 10, the day that Trump sharply increased tariffs on a $200 billion list of Chinese goods to 25 per cent - the increase that he delayed after the Buenos Aires meeting.

Since then, acrimonious rhetoric and trade threats between Beijing and Washington have steadily increased, especially after the United States imposed severe sanctions against Huawei Technologies Co, China's premier telecommunications equipment firm.

Mnuchin told Reuters that the Huawei sanctions were "completely separate" from the US-China trade dispute.

China central banker meeting

Earlier, Mnuchin said at a news briefing that the Osaka meeting, yet to be confirmed by the Chinese side, was where the "main progress" could be made towards reviving talks to end the US-China trade conflict.

Mnuchin downplayed expectations for a meeting expected on Sunday with People's Bank of China Governor Yi Gang on the sidelines of a G20 finance leaders meeting in Fukuoka, Japan.

The US Treasury chief said that while he would discuss trade issues with Yi, "this is not a negotiating meeting."

The Trump administration was comfortable with any outcome from the negotiations, Mnuchin said, adding that more tariffs would encourage companies to move their operations out of China.

"If we can get the right agreement, that's great. If we can't get the right agreement, we will proceed with tariffs," Mnuchin said.

Mnuchin said the United States and China were about 90 per cent of the way toward reaching "an historic agreement" before China backtracked on certain commitments. He said that if China wants to resume the negotiations on the basis of the texts prior to an early May breakdown of talks, the US side is ready to engage.

Mnuchin said that the United States wants free, fair and balanced trade with China, in part to close a gaping US trade deficit with China.

"If we can't have that, the end result will be that my expectation is that many companies will move their production out of China to other locations," due to tariffs, Mnuchin said.

Mnuchin also said that the Treasury was watching China's currency markets closely for signs of intervention, saying that the markets may have become accustomed to central bank support for the yuan.

If that support is suddenly withdrawn, "the market could view that as a desire to have the currency weaken," he said, declining to comment when asked whether he thought China was deliberately trying to weaken its currency.

US Treasury's Mnuchin says Trump-Xi meeting has parallels to Buenos Aires summit

Russian President Vladimir Putin on Wednesday hosted Chinese leader Xi Jinping for Kremlin talks that reflected increasingly close ties between the two countries that were communist rivals during the Cold War.

Chinese President <a href="http://www.wionews.com/south-asia/opinion-china-is-giving-xi-jinping-unprecedented-power-34422">Xi Jinping</a> dropped in on surprised diners at a small Beijing restaurant and chatted with deliverymen on Friday on an apparently unscripted visit ahead of next week's Lunar New Year holiday.

Such relaxed interactions between senior politicians and the public are uncommon in a country where even leaders' birthdays or family backgrounds are often closely held secrets.

Leaders generally use the time around the festival to make carefully choreographed, well pre-arranged inspection trips around the country where they flag important policy initiatives or areas of concern for the year ahead.

Xi last year visited villagers in a poor southwestern part of China, to press home his campaign against poverty.

On Friday, state television showed Xi walking into the restaurant in a southern district of Beijing known for its traditional alleyways and courtyards, asking how much the food was and how long the owners had been in the city.

As diners stood up to take pictures, Xi told them not to stop eating on his account.

"I'm just passing through," he said.

As he chatted at a separate location with deliverymen, who speed around Beijing delivering packages on motor-bikes, passersby could be seen in the background walking right behind him, or in one case cycling by.

"Are you not able to go home for the Spring Festival?" he asked one of the deliverymen.

Still, Xi was almost certainly accompanied by his security detail throughout, even if they were not directly shown in the television footage.

In another much more obviously scripted part of the day, he visited policemen and made dumplings with residents in a courtyard dwelling.

While Xi has cultivated a man-of-the-people image and is genuinely popular with many Chinese for his war on corruption, he has only rarely had such relaxed interactions since assuming office six years ago.

In 2014, Xi shocked Beijing residents by visiting courtyard homes and chatting with passersby near a shopping street during one of the city's notorious smoggy days, drawing praise from social media users for his unusual public diplomacy.
