On November 23, the trend continued during ASEAN Defence Ministers' Meeting (ADMM) Plus, in Siem Reap, Cambodia in which no meeting was scheduled between India's Defence Minister Rajnath Singh and the Chinese Defence Minister Wei Fenghe.&nbsp;</p>

<p>In fact, in Cambodia, India's indirect reference to China while stating its position towards the "ongoing negotiations on the Code of Conduct on the South China Sea" took many by surprise.</p>

<p>Experts say that under normal circumstances&nbsp;it should be read as a reiteration of India's position on respecting the United Nations Convention on the Law of the Sea (UNCLOS).</p>

<p>"Here, it is also calling out China's attempts to pressurise ASEAN negotiators by trying to change the nature of the disputed waters over the past few years and to present its current control over them as some sort of a fait accompli,"&nbsp;Jabin T. Jacob, Associate Professor at the Department of International Relations and Governance Studies at Shiv Nadar University and Adjunct Research Fellow at New Delhi-based National Maritime Foundation, told WION.</p>

<p>Jacob expressed&nbsp;displeasure over the way the reference to South China Sea was made "at the fag end" of Defence Minister Rajnath Singh's statement, after&nbsp;"he raises the issue of terrorism which is simply not a priority concern for the (ASEAN) region".</p>

<p>Prior to the G20 summit in Bali and ADMM Plus meet in Siem Reap, leaders of two neighbours avoided each other entirely at the Shanghai Cooperation Organisation (SCO) summit in Uzbekistan. At the SCO, not only Modi and Xi not hold a bilateral, they even did not shake hands. <p>Experts say that the above pattern of many India-China stumbles at multilateral forums and no accompanying bilateral meets depict the state of perilous relations between the two Asian giants.</p>

<p>"Lack of top-level engagement reflects a break-down of trust in the relationship," Jacob said.&nbsp;</p>

<p>"Certainly, the Indian side must be smarting from the failure of the investment in the informal summits between Prime Minister Modi and CCP General Secretary Xi Jinping," he added, referring to the informal summits held in Wuhan (2018) and Mamallapuram (2019).&nbsp;</p>

<p>Modi and Xi last held a bilateral meeting in November 2019 in Brazil during BRICS summit. Months later in June 2020, India-China ties ebbed to the lowest&nbsp;in decades when a deadly confrontation between Indian and Chinese troops along the Line of Actual Control in Eastern Ladakh claimed the lives of 20 Indian soldiers and an unspecified number of Chinese troops.&nbsp;</p>

<p>"The issue is whether there is interest in either side in closing the growing political gap between them," Manoj Joshi, Distinguished Fellow at New Delhi-based Observer Research Foundation told WION.</p>

<p>Joshi said that China wants to have a neighbour in India that doesn't perceive itself as an equal power "and does not try to even the scales by aligning itself too closely to the US," said Joshi.&nbsp;</p>

<p>Earlier in November, India's Chief of the Army Staff (COAS) General Manoj Pande had said at a seminar that the situation along the Line of Actual Control with China in eastern Ladakh is "stable but unpredictable".&nbsp;</p>

<p>India has called for the restoration of status quo along the Line of Actual Control. Over 50,000 troops and heavy equipment continue to be deployed on both sides of the LAC.&nbsp;</p>

China relied too much on its mass testing and quarantine policy, which helped it suppress the pandemic in the beginning but is backfiring now.</p>

<p>A deadly fire on Thursday in Urumqi became a fresh catalyst for public anger, with many blaming Covid lockdowns for stymieing rescue efforts. At least 10 people were killed in the incident, forcing people to go all out against the Chinese Communist Party and the Chinese government. People in Shanghai were also seen chanting slogans against Chinese President Xi Jinping.</p>

<h2><strong>Why is the Covid pandemic going out of control in China</strong></h2>

<p>It’s mainly because of poor vaccines. China didn’t import vaccines from other nations and kept using its own vaccines with low efficacy. Despite the obvious political difficulties in admitting the shortcomings of its domestic vaccines, many infectious disease experts believe China should now import the mRNA vaccines produced by Pfizer/BioNTech and Moderna.</p>

<p>Fatigue and doubt about vaccines are additional factors. Prof. Devi Sridhar, chair of global public health at the University of Edinburgh, claims in a piece for the Guardian that statistics show only about 40% of people over 80 have received a booster shot, and millions of people are still unvaccinated. Zero Covid policy ensured that people remain unexposed to the Coronavirus, thus not allowing them natural immunity. People who were inoculated with poor Chinese vaccines in the beginning also seem to have lost their immunity to the deadly virus. So, a lot of people are now catching the disease. The government is resorting to using tried and tested Zero Covid policy to check the transmission but people seem to be in no mood to follow the CCP’s diktats.</p>

<h2><strong>2 million lives at risk in China?</strong></h2>

<p>Given China’s low vaccination rates and lack of natural immunity among its population, up to two million people could be pushed on the verge of losing their lives if the Zero Covid Policy is abandoned. According to recent data, China squandered the opportunity to build Intensive Care Units during the long periods of lockdowns. Taiwan has almost 30 critical care beds per 100,000 residents, South Korea and Thailand have more than 10, and China only has less than five.</p>
